气象指数保险平台设计与实现

摘    要:农业的天然脆弱性体现在对于天气有较强的依赖性,天气的变化决定了产量收入。农业生产面临气象等自然灾害及市场价格的风险,如何有效地防御和分散农业生产的气象灾害风险,是农业经济发展需要重点研究的问题。做好气象灾害预警预报服务,可有效防御气象灾害风险,而农业保险是分散风险的有效手段,其中气象指数保险是近年来农业保险探索的重点之一。以广州市蔬菜气象指数保险平台为例,深入探讨气象指数保险平台构建策略,以期通过Web系统和微信客户端共同作用实现平台智能化监控气象数据,协助保险公司快速处置理赔业务。同时,以平台为载体,气象部门与保险公司和蔬菜种植户共同构筑新型的气象灾害防御体系。

Abstract:Natural vulnerability of agriculture is reflected in strong dependence on weather,and change of weather determines yield income.Agricultural production is faced with meteorological and other natural disasters as well as risk of market prices.How to effectively prevent and disperse meteorological disaster risks of agricultural production is a key issue to be studied in development of agricultural economy.Doing a good job in meteorological early warning and forecasting services could effectively prevent risks of meteorological disasters,and agricultural insurance is an effective means to spread risks,among which meteorological index insurance is one of key points of agricultural insurance exploration in recent years.Based on example of Guangzhou vegetable meteorological index insurance platform,strategy of constructing meteorological index insurance platform was deeply discussed.In order to realize intelligent monitoring of meteorological data by platform through joint action of Web system and WeChat client,and assist insurance companied to quickly dispose of claims business.At the same time,with platform as the carrier,meteorological departments,insurance companies and vegetable growers jointly built a new meteorological disaster prevention system.
