With the exception of Austin, metropolitan regions in Texas are not commonly included in research and analysis concerning creative economies—attention is largely focused on either the traditional capitals of creative production, New York and Los Angeles, or emerging, secondary regions such as Austin and Seattle, Washington. This article utilizes an industrial approach to examine the creative economies of the four most populous metropolitan regions of Texas—Austin, Dallas‐Ft. Worth, Houston, and San Antonio—and detail their scale, scope, and change between 2005 and 2015. Results help establish the creative economies of the Dallas‐Ft. Worth, Houston, and San Antonio metropolitan regions in the existing stream of creative research and discussion, offer further perspective on the dynamics and strength of the Austin region's creative economy, and provide insight into how regional creative economies emerge in rapidly urbanizing regions during the digital era. Additionally, special attention is paid to how these four creative economies transformed during the recessionary period from 2007 to 2009. Results of that attention build on prior research which points to the recession having a varied influence on creative economies depending on trends in the broader regional economies that house them.  相似文献

Despite all the talk of knowledge‐driven, knowledge‐based, and learning economies, it is not always clear or self‐evident whether all countries, let alone regions, will share the spoils of emerging technological trends and changes. In particular, less‐favoured regions (LFRs) like Scotland face a number of difficulties as a consequence of this emerging knowledge‐based economy (KBE) and the strategies necessary to overcome their existing uneven position in order to adapt to new global economic imperatives. More specifically, the KBE agenda invokes strategies that do not adequately address the existing uneven development of LFRs in relation to “growth” regions that have the institutional infrastructure and arrangements necessary to attract and embed new forms of employment, new knowledge capacities, and new industrial sectors. However, this article will explore the institutional grounding of the life sciences sector in Scotland in order to consider how particular institutional arrangements that may appear disadvantageous can also lead to new, potentially advantageous arrangements that can help LFRs to avoid continuing economic stagnation or decline.  相似文献

Progress in analysing the instrumental view of governance as an engine for growth, poverty reduction, and inclusive development has been held back by the difficulty in framing governance. This essay seeks to address this problem by 1) reframing urban governance 2) evaluating its aims, processes, and outcomes, and 3) explaining those outcomes on the basis of which some lessons are teased out. Using examples from Africa and an institutional political economy approach (based on institutional economics, Marxist political economics, Georgist political economics, and Polanyian political economy), I show that, overall, while urban economies are growing; both urban poverty and inequality levels have risen substantially. Urban governance has paved the way for new forms of urban development that only benefit the few. Not only are there differences in how urban services and resources are experienced, accessed, and controlled but the varieties are also socially differentiated. I argue that the underlying reasons for this disjuncture between “urban governance” in theory and “actually existing urban governance” are 1) difficulties in implementing urban governance theory consistently in practice, 2) problems arising because urban governance theory has been implemented in practice, 3) tensions that would entangle most policies which do not address historical and structural economic issues, 4) restrictive assumptions, and 5) incoherence among the different dimensions of urban governance. To resolve these contradictions, I put the case for major structural and institutional change involving: 1) the re‐ordering of the roles of the state, market, and society as institutions of change; 2) re‐working the relationships that bind together land, labour, capital, and the state, and 3) re‐organising the channels for keeping the attainment of the ends of urban governance in check.  相似文献

A key problem of downscaling or transferring policies across regions is embedding these policies into a place for them to unleash the full potential of regional economies. This paper elaborates on the analytical framework of “institutional context” to bridge the gap between rich theorizations and poor empirical capture of institutions in studies of regional development. The institutional context is constituted by three pillars—regulations, organizations, and institutions—as well as by the interrelations between these pillars. Applied to the British region of Coventry and Warwickshire, a qualitative analysis of expert interviews finds institutional patterns of short-termism, moderate levels of social capital and an embryonic relational infrastructure to constrain the place-based strategy for industrial diversification. This regional case illustrates the more general challenge for regional policy in the UK of devising place-based strategies under conditions of continuous rescaling of regional governance and the implementation of a new National Industrial Strategy. In conclusion, the analysis suggests a shift from “nodal” to “linking” policies that support cross-network connections and help grow a regional field for collective action to cross-fertilize knowledge and foster innovation and entrepreneurship in emerging industries.  相似文献

ABSTRACT Regional economies are continually undergoing adjustment as their firm populations react to changing tastes, technologies, and the challenges of outside competition. Adjustment typically takes place as the stock of jobs is renewed in each industry. This micro‐dynamic process of renewal has a substantial impact on the structure of national and regional economies. The primary objective of this paper is to measure the degree of renewal within the Canadian manufacturing economy as whole and within individual provinces. Using a longitudinal micro‐data set—which covers the population of manufacturing plants in Canada from 1973 to 1996—the study shows that the manufacturing sector experienced considerable job renewal. Two‐thirds of jobs in 1996 were newly created since 1973. There was considerable variation in provincial renewal rates. A decomposition analysis suggests this variation is not purely an artifact of the types of industries found in provinces, but reflects other characteristics of provincial economies.  相似文献

The growth of many service industries among American metropolitan areas stem from an eclectic set of forces. These include market penetration effects of increasing importance of services throughout the economy, agglomeration effects in immature and deregulated industries, and institutional and infrastructure constraints. These diverse forces are interpreted as urbanization and localization economies. A cycle of centralization of 27 fast growing service industries is documented for MS As in the period 1977-84. The two agglomeration effects are tested directly, using a power function model that relates employment and establishment growth to MSA size and initial level of employment in a local industry. Localization economies rather than the general advantages of metropolitan size best explain the growth patterns. This result implies that service industrial complexes are rapidly emerging in American metropolitan areas.  相似文献

ABSTRACT Today rapidly growing economies depend more on the creation, acquisition, distribution, and use of knowledge. As such, strategies for enhancing research and innovation capabilities have come to occupy a more important position in many developing nations, including China. Already the leading production center, and often seen as China's economic locomotive, Shanghai is striving aggressively to retain its national preeminence and has launched concerted efforts to increase local innovative output. The primary purpose of this paper is to understand how state‐led efforts have fared in promoting technology innovation. By situating the city in the national and global context, the paper shows that Shanghai has gained a substantial lead in developing an innovation environment with extensive global linkages and leading research institutions. Recent efforts in building up the research and innovation capacity of the enterprise sector have begun to show progress. Although firms are enthusiastic about its future as an innovation center, Shanghai continues to face challenges of inadequate protection of intellectual property, lack of venture capital investment, and the tightening supply of highly qualified knowledge workers.  相似文献

ABSTRACT In trying to understand resource economies, the article develops the idea of local models. A local model, in contrast to a universal model, is sensitive to the peculiarities of geographical context. Those peculiarities, rather than being reduced to some higher order of logic as in universal models, are kept intact, forming the very basis of understanding. Our approach to local modeling draws specifically on institutional economics. That tradition makes the argument that the economy is shaped by various institutions (not all of which are economic), which are continually changing and which take on different constellations in different places. By setting out a grid of central institutions operating in resource economies, and comparatively using the examples of the forest economies of British Columbia, Canada, North Island, New Zealand, and Tasmania, Australia, the article constructs three local models. Each has the same constituent elements, but how they are related and what eventuates are peculiar to the specific region.  相似文献

ABSTRACT Owing to its competitive labor costs, its open‐market policy, and a substantial amount of capital investments, China has become a global manufacturing pole and an export‐based economy replicating the conventional Asian model but on a much wider scale. This is creating acute competition on other Asian export‐based economies such as Korea that have to adapt to the “China effect.” Consequently, many Korean manufacturing companies have repositioned their capital and equipment in China to enlarge their market potential as well as to reduce their production costs. Because Korea is adjacent to China—both are sharing the Yellow Sea Rim—this shift is creating a unique geographical dimension with a high level of functional integration of Sino‐Korean manufacturing supply chains. This transition has also brought substantial changes in the regional logistic network by organizing new flows of raw materials, parts, and final products, most of them along the Yellow Sea Rim. New logistic flows have given substantial influences on regional port competition by creating diverse links. These changes are bringing a reorientation of the regional maritime industry and of the port system.  相似文献

Based on panel data of 17 economies in the G20 from 1995 to 2014,this paper,in terms of the total samples,developed countries and developing countries,explored the impact of national income on outbound tourism and the moderating effect of institutional change on the relationship between national income and outbound tourism.The results showed that:(1)for the total samples,developed countries and developing countries,national income had a positive impact on outbound tourism;(2)for the total samples and developing countries,institutional change had a positive moderating effect on national income and outbound tourism,indicating that with the deepening of marketization,the facilitating role of national income on outbound tourism strengthened;(3)for developed countries,institutional change had a negative moderating effect on national income and outbound tourism,indicating that with the deepening of marketization,the facilitating role of national income on outbound tourism weakened.  相似文献

In recent years, tier‐two fashion countries have been making gains in the global fashion industry, with hip young brands, buzz‐worthy fashion weeks and export‐oriented designers. The Canadian fashion industry, on the other hand, continues to fall behind and instead has experienced recent high‐profile closures of leading domestic fashion names. This paper explores why this is the case by considering a wide range of factors from a historical and institutional perspective. We argue that Canadian fashion is facing a number of systemic problems relating to wider institutional and policy weaknesses, rather than a lack of talent and know‐how within the entrepreneurs and businesses in the sector. While the fashion industry is indeed global, we argue that it is in fact national and local level factors—political, economic, and cultural—that structure and constrain the Canadian fashion industry for independent designers. Through exploring the experiences of this group of actors—entrepreneurial fashion designers—in this particular context, we not only learn about Canada as an economy but also what is needed in order to develop the fashion industry more broadly. We provide a framework for analysing the range of socio‐economic, historical, and political factors at the national level which affect the performance of the fashion sector and the operation of fashion designers as the entrepreneurial actors at the heart of the industry.  相似文献

This paper uses the lens of institutional theory to explain the launch and evolution of Austin, Texas's technology‐based economy. The case underscores the importance of context, contingency, and the evolution of key local development organizations in explaining how regional economic development trajectories can change and evolve. The case history provides insights into how economic development networks form and operate to “set off” processes of industrial specialization and agglomeration and how they can promote successful adaptation to change in technology and industrial structure. The Austin story further suggests a “stage” process of regional technology‐based evolution where the development of industrial agglomerations linked to a substantial local research base is seen as a necessary precursor to increasing endogenous innovation and start‐up activity. Successfully navigating these stages is bolstered by the formation of institutions and networks that are durable, strategic, and adaptive, and which, at the right time, recognize and support entrepreneurial firm development to help sustain technology‐based growth.  相似文献

Abstract: The USA provides economic assistance to the Federated States of Micronesia and the Republic of the Marshall Islands under the Compacts of Free Association. Both economies demonstrate three of the four MIRAB components: migration, aid and bureaucracy. Only the remittance structure has not developed. Significant US assistance supported large government sectors in both nations. Reductions in US assistance of over a 17‐year period led many island citizens to migrate to the USA. However, to date, remittances have not been substantial. In addition to structural challenges, both nations face institutional constraints including poor governance and lack of accountability over assistance. To improve future growth through more effective use of US assistance, these institutional constraints must be overcome. Future US assistance to both nations will fall over the next 20 years, putting pressure on the island governments and will likely contract their economies. The need for remittance streams is likely to increase. New Compact assistance structures strive to improve aid accountability.  相似文献

Increasing demands for energy to boost the Mekong economies have attracted the keen interest of riparian countries for hydropower development. This is evidenced by extensive investment in hydropower projects across the region over the last few decades. Drawing on interviews with key stakeholders, including officials from Ministry of Energy and Mines, Ministry of Natural Resources and Environment, Ministry of Agriculture and Forestry, private sector actors, civil society organisations and academics, as well as secondary data from public and policy resources, this paper aims to examine how the government of Laos' (GoL) decisions in hydropower development are influenced by regional energy dynamics, and how these shape the country's future energy development. The paper argues that the GoL's decisions on hydropower development are highly dilemmatic, given the current limited institutional capacity in hydropower governance and the accelerating evolution of alternative energy in neighbouring countries. While uncertainty in power markets is recognised, this places greater pressure on new hydropower projects as to how much power could be sufficiently produced and exported. The paper calls for GoL's policy considerations on the development and planning of alternative energy to secure the sustainable and equitable use of water resources as stipulated in the 1995 Mekong Agreement.  相似文献

ABSTRACT Economic competitiveness now has less to do with new materials than with new ways of producing, utilizing, and combining diverse knowledges. It is branded as symptomatic of a “new” economy and is often juxtaposed against the “old” economy. As accelerating technological change has greatly increased the volume and quality of the information available to organizations, to firms, and to individual employees, it is asserted that the economy has become more “new” than “old.” But this is predicated on the assumption that there is a “new” economy and that it is somehow distinguishable from the “old.” This paper explores the basis for this dichotomy and whether it really adds anything to understanding contemporary economies and their ongoing development. It will be argued that it is more useful and constructive to examine the economy through a lens dominated by service industries that are now the key drivers of change (innovation, competition, employment) and development. The paper is concluded with a discussion of some items that could usefully be part of an agenda for further research by economic geographers on the evolving spatial and structural attributes of service work and organizations and their impact on cities or regions at different scales of analysis.  相似文献

Legumes are important components of sustainable agricultural production, food, nutrition and income systems of developing countries. In spite of their importance, legume crop production is challenged by a number of biotic (diseases and pests) and abiotic stresses (heat, frost, drought and salinity), edaphic factors (associated with soil nutrient deficits) and policy issues (where less emphasis is put on legumes compared to priority starchy staples). Significant research and development work have been done in the past decade on important grain legumes through collaborative bilateral and multilateral projects as well as the CGIAR Research Program on Grain Legumes (CRP‐GL). Through these initiatives, genomic resources and genomic tools such as draft genome sequence, resequencing data, large‐scale genomewide markers, dense genetic maps, quantitative trait loci (QTLs) and diagnostic markers have been developed for further use in multiple genetic and breeding applications. Also, these mega‐initiatives facilitated release of a number of new varieties and also dissemination of on‐the‐shelf varieties to the farmers. More efforts are needed to enhance genetic gains by reducing the time required in cultivar development through integration of genomics‐assisted breeding approaches and rapid generation advancement.  相似文献

ABSTRACT The rapid economic ascent of China and the increasing integration of the world economy in the past two decades have made metropolises in China such as Shanghai and Beijing emerging global cities. Foreign investment is a central force underlying the emergence and transformation of the Chinese metropolises into global cities. This is especially true in Shanghai, which has experienced massive infusion of foreign investment. Varied forms of foreign investment or development zones have been created to promote foreign investment inflows, yet remain under‐studied. This paper analyzes structure, performance, and underlying factors of development zones in Shanghai, and discusses the implications for global city‐formation; it unfolds the variations among development zones, and illustrates the significant role of the state and local conditions. As the literature on global cities dwells primarily on the experiences of advanced economies, this paper further contributes to a better understanding of the dynamics of emerging global cities in the developing world.  相似文献

I Introduction Bacterial Blight (Xanthomonas malvacearum ,BB) was probably originated in India, although the disease was first reported in the USA by Atkinson (1891), who gave the names angular leaf spot, blackarm and bacterial boll rot to the various stages in the syndrome of the disease. The first programme to breed for cultivar resistance to the disease was initiated in Sudan by research officers with the Cotton Research Corporation. Utilizing data from quinquennial industrial censuses for the period 1960-1975, this study examines economies of scale in a number of Mexico's manufacturing industries. A cross-sectional approach is used to estimate production functions by industry for each of four industrial censuses. In contrast to findings of relatively constant returns to scale for the United States, the Mexican data reveal substantial economies of scale at both the beginning and the end of the study period, suggesting that further opportunities for reduction in long-run costs exist. The resultant policy implications are that measures which promote larger scale manufacturing (incentives for expanded domestic production, export promotion, and selected tariff preferences) will speed up both short-term recovery and long-term growth of the Mexican economy. It is desirable, however, that these policies be harmonized with other designed to reduce the environmental contamination and congestion that has accompanied Mexico's industrial development.  相似文献
