Tropical forests are at the center of any global debate on climate change and sustainable forest management because of their twin roles in climate change adaptation and mitigation and for resilient development. However, in the countries of the Congo Basin forests receive very little attention in national planning and policies. Climate change is not currently considered in decisions and long-term forest management plans in these countries. This paper demonstrates that: (1) Congo Basin forests are needed for adaptation because they can help to decrease human vulnerability to climate change; and (2) Congo Basin forest management practices need to be adapted to accommodate climate change because these forests are vulnerable to climate change. A framework for facilitating adaptation in forestry is discussed and a review of adaptive actions presented. The paper recommends the adoption of sustainable forest management approach that includes a climate change focus. Such management should not only avoid any adverse effects on the forest resources and conservation of biodiversity, but also provides opportunities for greater, more sustainable rural development and poverty alleviation through income generation and employment opportunities.  相似文献

Conventions and policies for biodiversity conservation and climate change mitigation state the need for increased protection, restoration and climate change adaptation of forests. Much degraded land may be targeted for large-scale forest restoration, yet challenges include costs, a shortage of regeneration material and the need for restored forests to serve as a resource for communities. To ensure ecosystem function for the future, forest restoration programs must: (1) learn from the past; (2) integrate ecological knowledge; (3) advance regeneration techniques and systems; (4) overcome biotic and abiotic disturbances and (5) adapt for future forest landscapes. Historical forest conditions, while site-specific, may help to identify the processes that leave long-term legacies in current forests and to understand tree migration biology/population dynamics and their relationship with climate change. Ecological theory around plant–plant interactions has shown the importance of negative (competition) and positive (facilitation) interactions for restoration, which will become more relevant with increasing drought due to climate change. Selective animal browsing influences plant–plant interactions and challenges restoration efforts to establish species-rich forests; an integrated approach is needed to simultaneously manage ungulate populations, landscape carrying capacity and browse-tolerant regeneration. A deeper understanding of limiting factors that affect plant establishment will facilitate nursery and site preparation systems to overcome inherent restoration challenges. Severe anthropogenic disturbances connected to global change have created unprecedented pressure on forests, necessitating novel ecological engineering, genetic conservation of tree species and landscape-level approaches that focus on creating functional ecosystems in a cost-effective manner.

Forest conservation contributes to climate change mitigation, adaptation, and biodiversity/ecosystem conservation. To enhance the co-benefits of forest conservation, it is important to promote synergies among the three measures—mitigation, adaptation, and biodiversity/ecosystem conservation—in the forest sector and eliminate the overlaps among the three measures. However, limited research exists on the analysis of their synergies. This study explores the potential for synergy among the three forest sector measures, utilizing: 1) indicators that assess enabling conditions for synergies among the three measures at the different institutional levels of policies and strategies, institutional arrangements, and financing and programs/projects; and 2) case studies of five countries in Southeast Asia: Thailand, Indonesia, Vietnam, Lao PDR, and Cambodia.This analysis shows that the five countries all require various changes at different institutional levels in order to enhance their synergy potentials. The findings indicate the importance of national actors, financial mechanisms, programs, and projects in addressing the three measures. In terms of national actors, Thailand has the highest synergy potential due to its national-level committees and a single ministry that addresses all three measures. To enhance their synergy potentials, the other countries need to create national-level committees that address the three measures, and/or they need to enhance collaboration between the various ministries that represent the environment and forestry issues. At the financing and program/project aspects, Vietnam has the highest synergy potential. The other four countries need to develop common national funds that finance the three measures and/or develop joint programs and projects that address the three measures simultaneously.  相似文献

This paper synthesizes and reviews literature concerning climate change effects on Mediterranean forest ecology and management as well as the restorative techniques necessary to maintain forest health, forest yield and biodiversity. Climate change compounded with trends of rural abandonment are likely to diminish forested areas within the Mediterranean basin that will be replaced by fire prone shrub communities. This could be favoured by outbreaks of pathogens, fire and other large-scale disturbances. Landscape fragmentation is expected to impede species migration. Annual increments and subsequent income from forests are expected to decrease. Reafforestations are necessary to ensure the presence of propagules of forest species and their site-specific varieties best adapted to future climatic conditions even though they may be different from the present forest-plant community. Current challenges in biodiversity conservation can only be met by afforestations whose main objective is to maintain ecosystem functioning. A new silviculture must emerge encompassing these habitat displacement and economic concerns while maximizing carbon sequestration.  相似文献

New forms of governance are detected in the Swiss forest reserve policy, a policy in the field of forest biodiversity, and they have helped its implementation. A survey on the implementation status of the Swiss forest reserve concept in the cantons shows that (1) governance elements are clearly favored over traditional command-and-control regulations, (2) 6.6% of the Swiss forest area is delimited forest reserves, (3) large forest reserves are still missing in most of the cantons. Impeding factors can be a lack of conviction of the forest owners, a complicated ownership structure or the weak financial condition of a canton. Improvements may be achieved by increasing consultation and financial incentives or through a purchase of ecologically valuable areas by the Confederation and the cantons.Until now, the Swiss forest reserve policy lacks integration with interacting policies such as climate policy. Climate change could promote forest reserves as sinks for carbon dioxide. Yet this could be counteracted by the support of timber as renewable energy. Integration between forest reserve policy and interacting policies needs to be strengthened, especially with respect to the biodiversity policy (national biodiversity strategy; Convention on Biological Diversity).  相似文献

Establishment of Protected Areas (PAs), in the face of rapid deforestation, forest degradation and climate change has been one of the key efforts in conservation of biodiversity worldwide in recent times. While Bangladesh has gained a degree of prominence in the world for its successful social forestry programs, the concept of collaborative protected area management is rather new in the country, initiated in 2004 by the Bangladesh Forest Department in five PAs with financial assistance from USAID. Based on empirical evidence from three of the pilot PAs, we examined the achievements and associated challenges and prospects for co-management. Our fieldwork revealed a number of challenges faced by co-management institutions: (1) institutions were dominated by the elite group, overshadowing the voice of the community people; (2) mutual trust and collective performance are key to good governance but had not taken root in the PAs; (3) encroachment onto forest land and subsequent conversion to agriculture remained a serious problem that discouraged forest-dependent people from participating actively in co-management initiatives; (4) legal provisions (including acts, rules and policies) were not clearly and adequately disseminated and understood at the community level; (5) there remained a degree of ambiguity regarding the roles and responsibilities of forest department (FD) and co-management committees (CMC) in field operations, and this was not enhancing transparency and accountability of the overall initiative; (6) the long-term sustainability of co-management institutions was another major concern, as the local intuitional structure was still in a nascent stage, and provisioning of resources (either internally or externally) remained somewhat uncertain. With a predicted rise in average global surface temperature at an unprecedented rate, as well as changes in precipitation and disturbance regimes, climate change will bring forth new challenges for nature conservation in forest ecosystems. Species and habitats to be protected will be affected as well as related concepts and area specific objectives. Climate change impacts are likely to be aggravated by other anthropogenic stresses such as fragmentation, deposition or habitat destruction. To be reliable and effective, current objectives and guidelines of forest conservation need to be reassessed and improved. Our study analyses possible impacts of climate change on forests and identifies key future challenges for nature conservation in forests and ecosystem research. We reviewed 130 papers on climate change impacts on forest ecosystems and species published between 1995 and 2010. The geographical focus of the study is Central Europe. Papers were analysed accounting for direct and indirect impacts of gradual changes as well as stochastic disturbance events in forest ecosystems and their possible consequences for nature conservation.Even though broader aspects of nature conservation (protected areas, biodiversity) are frequently mentioned, little attention is given to forest-specific nature conservation. Particular aspects are insufficiently represented, such as the influence of climate change on different forest succession stages, the development of dead wood volume and quality, responses of secondary broadleaved species, azonal or extrazonal forests as well as ancient woodlands or remnants of historical silvicultural systems. Challenges arise in the context of great uncertainties about future developments. Nature conservation concepts and objectives in forests need to be adapted either within a permanent evaluation process or through the inclusion of further changes a priori, even if they are to some extent unpredictable. In some cases adaptation measures within nature conservation (e.g. adjusting protected areas) may conflict with interests of other stakeholders. Further research, particularly on interrelations between different impacts and the adaptive capacity of current forest ecosystems, associated species and existing genotypes is urgently needed. The scale and complexity of the task at hand calls for the establishment and further strengthening of international research networks.  相似文献

This paper explains the conceptual framework of ecosystem based multiple use forest management (ETÇAP) approach and its implementation in a case study area. The new management philosophy has four important pillars; integration of biodiversity conservation into forest management process, characterization and accommodation of multiple forest values, effective participation of stakeholders and the use of advanced information technologies and management science techniques. These components comprise a sound framework of a forest management planning system in Turkey as the ownership, land use policy, social structure and forest ecosystems are unique to the country. Among few implementation sites, some experiences from the case study area of Yanlızçam planning unit were documented to realize the performance of the concept. The liaison between the government institutions and major stakeholders is found necessary, and the effective use of geographic information system (GIS) and remote sensing (RS) have been realized critically important to better communicate among stakeholders and generate precise database and the plan. The case study indicated that structured participation is an effective communication tool and has a better possibly to promote multiple use forest management rather than using participation as solo information gathering process. Primary challenges relate to the effectiveness of national conservation program, availability of coherent biodiversity data and adequacy of institutional capacity that involve awareness, training and common understanding of biodiversity and protected area concept; coordination among the related institutions and stakeholders, and willingness and enthusiasm of authorities to accept and implement the concept.  相似文献

Land-based emissions are an important contributor to global climate change. Various jurisdictions worldwide have implemented forest carbon mitigation strategies and policies to reduce their GHG emissions or increase carbon sequestration. Yet the policy literature on forest carbon mitigation is limited, and no attempt has been made so far to systematically document a jurisdiction's existing forest carbon mitigation policies and policy gaps. This paper applies policy gap analysis to policies for GHG and forest management in the province of British Columbia (BC), Canada, as a case study focusing on the challenges posed by existing policies and the opportunities for policy innovation to more effectively promote forest carbon mitigation. This policy gap analysis shows that while BC has an ambitious climate action regime for fossil fuel-based emissions, it has few policies explicitly targeting forests or the use of harvested wood products for carbon mitigation. As a result, forest carbon mitigation is an under-exploited opportunity for the province. Throughout history, forest management policies have evolved in response to changing social values, such as protection of fresh water, fish and wildlife, and biodiversity. As this case study of BC illustrates, it is time for jurisdictions to renew their forest policies to more effectively incorporate opportunities for carbon mitigation.  相似文献

International and national development programs in Nepal place high priority on management of forests for biodiversity. Communities are expected to embrace and cooperate in this endeavour for biodiversity conservation, yet little research has been carried out to understand community viewpoints on biodiversity conservation, or even to ascertain people’s understanding of the concept of biodiversity. This paper explores perceptions and concepts related to biodiversity and its conservation held by people involved in community forestry in Nepal. Data were obtained from in-depth individual interviews and focus group discussions carried out in two contrasting geographical districts. The results show that the Western term ‘biodiversity’, translated into Nepalese as jaiwik bibidhata, is new and confusing to most forest people, who interpret the term in a variety of ways. People’s perceptions of biodiversity vary widely and a considerable gap exists between policy-makers and forest users in the understanding and interpretation of this Nepalese term and its related concepts. These findings have important implications for the design and implementation of development programs and in formulation of forest policy in Nepal.  相似文献
