The past decade has seen a global surge in forest management certification, with over 200 million hectares of the world's forest now certified as sustainably harvested. Because forests are some of the most species-rich environments on earth and more than 90% of the world's forests occur outside formal protected area systems, forest management certification will be one of the pervasive influences on global biodiversity for the foreseeable future. We find that current forest certification schemes are largely deficient because they fail to demand: (i) measurable management objectives for biodiversity, (ii) formal risk assessment of competing management options that integrate impacts on biodiversity, (iii) monitoring that directly addresses management performance requirements and a clear plan for how monitoring information will be used to make better management decisions, and (iv) ongoing research targeted toward practices that enhance biodiversity in managed landscapes. We argue that the credibility of certification schemes hinges on their ability to dictate scientifically defensible management systems for biodiversity conservation. We present a framework for adaptive risk management (ARM) of biodiversity that is both responsibly proactive and diligently reactive and recommend its incorporation in all certification schemes. We highlight the need for substantial government and agency investment in fostering ARM.  相似文献

The Natura 2000 (N2000) network represents one of the most important actions for biodiversity conservation in Europe; its main aim is to assure the favourable conservation status of Europe's natural habitats and wild species. Monitoring of N2000 sites is required under the Habitats Directive, and Member States are required to report monitoring results to the European Commission. However, there is a widespread lack of understanding about precisely what should be monitored and which methods should be used. This research aimed to identify potential indicators and evaluate their suitability for evaluating the conservation status of forested habitats in N2000 sites. In addition, the cost-effectiveness of monitoring methods was assessed. Three monitoring methods were assessed in two N2000 sites, the Foresta del Cansiglio (IT) and the New Forest (UK): (i) sample plots, (ii) a point-transect method and (iii) a visual assessment method. Indicators were selected on the basis of a literature review, and related to forest structure and composition, dead wood volume, tree regeneration and ground flora composition. Results suggested that mean values of indicators did not differ between the plot and the point-transect-based methods (P > 0.05; paired t-test and Wilcoxon signed rank test). However, the survey method employed influenced the extent of variation within the indicators (as indicated by Z scores), a measure of their sensitivity. Correlations between indicators differed between the two sites. Of the three methods considered, the point-transect method was the most efficient in terms of set-up and total time required, but required the longest time per indicator and surveyed the smallest area (P < 0.001, Kruskal–Wallis test). The visual assessment method assessed the largest forest area; however, total scores of the reference values obtained from the plot-based and point-transect methods were poorly correlated with those obtained from this subjective approach. The contrasting results obtained between different methods and between different sites suggest that a general approach to monitoring N2000 sites may be difficult to develop; rather, a framework that can be adapted to the specific needs and characteristics of individual sites may be required.  相似文献

At the landscape-level Aerial Photograph Interpretation (API) is one of the oldest and most common tools for mapping forest structure. The variety of attributes available for API classifications can produce 100s of different patch types as a basis for mapping landscape mosaics. However, these maps are often difficult to interpret or use for monitoring the impacts of management and natural disturbance. In this study, we demonstrate an approach for quantifying the landscape forest structure described by API data sets. For this purpose we utilised a forest dataset comprising 1197 field plots and API mapping of crown structural characteristics for 773,280 ha of State Forest in Victoria, Australia. Our approach involved: (i) stratification of the landscape into distinct forest communities; (ii) construction of stand-level structural complexity indices for each forest community; (iii) use of stand-level indices of structural complexity to classify API typing into distinct canopy structural classes; (iv) calculation of the distance from each point within a landscape grid to achieve a full complement of canopy structural classes within each forest community. We term our methodology the distance to structural complement (DiSCo) approach, because it identifies the minimum distance to achieve a full complement of structural units within the landscape. We demonstrate the use of these values in mapping landscape structure and their potential for monitoring and modelling the effects of disturbance at this scale, including impacts on heterogeneity, connectivity, individual faunal species and particular forest communities.  相似文献

Biodiversity conservation necessitates not only preservation of single or multiple species but also the habitat as a whole along with its environment. Biological richness (BR) is a cumulative property of an ecological habitat and its surrounding environment, which has emerging implications in terms of management and planning. Six biodiversity attributes (i.e., spatial, phytosociological, social, physical, economical and ecological) were linked together based on their relative importance to qualitatively stratify biological richness of forest vegetation in Subansiri district of Eastern Himalaya using customized software, Bio_CAP. Higher biological richness was assigned to the habitats with (i) high species diversity, (ii) high degree of ecosystem uniqueness (EU), (iii) high economical value, (iv) complex terrain and (v) low disturbance level. This simple idea of integrated ‘three-tier modeling approach’ of (i) utilization of geospatial tools, (ii) limited field survey and (iii) landscape analysis; formed the basis of rapid assessment of biological richness.Satellite image interpretation using hybrid classification approach provided spatial distribution of vegetation types (corresponding to ecological habitats), with 89% accuracy. Landscape analysis was done using various quantitative indices that measured the heterogeneity and evaluated the patch characteristics. A methodology was developed for deriving relative adjacency weights from field data for calculation of juxtaposition of vegetation types. Biotic disturbance buffers (i.e., proximity zones around roads and human settlements) along with landscape parameters were combined to calculate disturbance index (DI), which in turn became an intermediate surrogate for BR assessment. Species diversity patterns along fragmentation and biotic disturbance gradients were adjudged to derive relative weights for DI computation. Species diversity (Shannon's index), ecosystem uniqueness (endemism status) and biodiversity value (BV) (total importance value (TIV)) were enumerated quantitatively that provided relative weights for BR computation. Terrain complexity (TC) was generated by calculating variance of the elevation image. Fifty-nine of total 764 species were found endemic to Eastern Himalaya with over all species endemism of 13 per ha. Shannon's index increased with decrease in fragmentation levels and increase of distance from sources of disturbance. BR index of the district was presented in five qualitative levels. Subtropical forests claim highest degree of biological richness as well as high disturbance index. This methodology has implications for rapid biodiversity assessment. Forest managers can use the DI and BR maps for gap analysis and prioritization of conservation activities viz., introduction of locale-specific species, thus protecting the forest habitats in situ.  相似文献

Forest integrity has been proposed as one conservation endpoint that integrates desirable characteristics such as natural biodiversity, stand structure and continuity. Although its defining criteria are still under discussion, any surrogates must effectively represent or predict their status, and be easier to measure than the criteria themselves. Bryophytes have been proposed as such surrogates, because they are important components of forest integrity, and considerable research indicates that some groups are sensitive to the changes associated with specific forest management regimes. The objectives of this paper are (1) to review the issues in determining indicators of forest integrity, including desirable qualities in such indicators, (2) to review the state of knowledge concerning bryophytes as components of forest integrity (i.e. their responses to forest management practices), and (3) to assess bryophytes as potential indicators of forest integrity, in terms of both qualities desirable in indicators and our understanding of bryophyte response patterns. Although bryophytes possess some characteristics that suggest potential indicator value, many challenges prevent their reliable application. I highlight key areas in which research is required to identify operational bryophyte indicators of forest integrity. Along with a standardized protocol to select and calibrate such indicators, we urgently require strategic research to compile data on undisturbed reference forests on which to base selection of endpoints; species-specific ecological tolerances, with consideration of complex interactions; mechanisms of response to disturbance, with consideration of temporal aspects; population viability thresholds; and recruitment effects on community assembly. Whether we succeed in finding bryophyte indicators of forest integrity, this research would also provide the data to monitor and interpret the integrity of the bryophyte community.  相似文献

根据贵州天保工程效益监测数据和森林资源二调数据,利用影子价格法、影子工程法对贵州天保工程区620.7万hm2森林生态效益进行评价。结果显示,2000~2006年间贵州天保工程区森林生态系统在涵养水源、水土保持、净化环境、固碳释氧、森林旅游等五方面所产生的生态效益总价值为1,4230.39亿元,年平均创造价值2,032.91亿元;从森林生态系统各项服务功能所占比重看,固碳释氧、涵养水源、水土保持、净化环境、森林旅游所产生的价值分别占森林生态效益总价值的51.31%、20.97%、17.29%、10.32%和0.02%。  相似文献

We focused on key aspects of forest governance for biodiver- sity conservation in implementing new climate change policies. The national forest institutions must be adaptive to identify the existing pitfalls of prior conservation policies to take advantage of new climate change policies. Strengthening roles and technical capacity of national institutions for systematic biodiversity monitoring and carbon stock assessment is required in developing and least developed countries. Community participation needs careful analysis to ensure equitable ac- cess of particular social groups to local decision-making processes and to sustain optional livelihoods. The livelihood options around forest reserves or protected areas must be taken into account to enhance forest-based adaptation.  相似文献

In the last 10 years the Sri Lankan government has changed its policy regarding its remaining rain forest from one that promoted commercial exploitation to one of conservation. The growing importance of uplands as catchments for water production, biodiversity conservation and other downstream services has been recognized by the Sri Lankan government. It is therefore timely that we review 15 years of research investigating rain forest dynamics of southwest Sri Lanka with the objective of using this knowledge for forest restoration. We provide six common principles for understanding the integrity of rain forest dynamics in southwest Sri Lanka. The principles are: (i) disturbances provide the simultaneous initiation and/or release of a new forest stand; (ii) that disturbances are generally non-lethal to the groundstory vegetation; (iii) disturbances are variable in severity, type and extent across rain forest topography; (iv) guild diversity (habitat diversity) is dependent upon “advance regeneration”; (v) tree canopy stratification is based on both “static” and “dynamic” processes; and (vi) canopy dominant late-successional tree species are site specialists restricted to particular topographic positions of the rain forest. These principles are applied to determine effects of two rain forest degradation processes that have been characterized as chronic (continuous detrimental impacts) and acute (one-time detrimental impacts). Restoration pathways are suggested that range from: (i) the simple prevention of disturbance to promote release of rain forest succession; (ii) site-specific enrichment planting protocols for canopy trees; (iii) sequential amelioration of arrested fern and grasslands by use of plantation analogs of old field pine to facilitate secondary succession of rain forest, and plantings of late-seral rain forest tree species; and (iv) establishment and release of successionally compatible mixed-species plantations. We summarize with a synthesis of the restoration techniques proposed for reforestation using native vegetation on cleared conservation areas and parks, and for the stabilization of eroded upland watersheds. We conclude with a comparative analysis with restoration work done in other tropical forest regions.  相似文献

The Santiago Declaration identified seven criteria and 67 indicators for assessing the conservation and sustainable management of temperate and boreal forests. Data collected by the Forest Inventory and Analysis (FIA) program of the US Department of Agriculture Forest Service can be used to directly address at least 11 biological indicators.The FIA program has conducted periodic inventories of forestland for several decades. These inventories provide statistical estimates of forest area, timber volume, growth, removals, and mortality. Recent legislation has mandated that the Forest Service inventory the forestland of the US on an annual basis measuring the entire set of national sample plots over a 5-year period.This paper identifies which criteria and indicators can be addressed by FIA data; the scale at which it may be appropriate to use these data; and how recent changes will impact the Forest Service’s ability to provide information needed to address these indicators. Data from the two most recent inventories of Iowa (1974 and 1990) and Minnesota (1977 and 1990) are used to show how criteria and indicators relate to trends in forest composition and extent, timber resource utilization, and the population size of native and non-native trees. These two states have distinctly different forest resources, ranging from sparse to dense, and provide a good test of the effectiveness of using forest inventory data to provide criteria and indicator information at the state level.Analysis of the data for the last two inventories of Iowa and Minnesota reveals that the area of timberland has increased by 34 and 8%, respectively, while growing-stock volumes have increased by 47 and 23%. Volumes of most native species increased over the period, especially for pioneer species such as Juniperus virginiana L. [Little (1979). Agricultural Handbook No. 541, USDA Forest Service, Rocky Mountain Forest and Range Experiment Station, Ft. Collins, CO] (eastern red cedar). A notable exception was the 52% decline of Ulmus americana L. (American elm) due to the spread of Dutch elm disease. The number of non-native species also increased. In Iowa, the estimated number of live Ulmus pumila L. (Siberian elm) trees, a non-native species, went from 0 in 1974 to 675×103 in 1990. During the 1990 inventory of Minnesota another non-native species, Ailanthus altissima (Mill.) Swingle (tree of heaven), was sampled for the first time.  相似文献

We apply a recently developed conservation prioritization method (Zonation algorithm) to a national-scale conservation planning task. The Finnish Forest and Park Service (Metsähallitus) was given the mandate to expand the current protected areas in southern Finland by 10 000 ha. The question is which areas should be selected out of the total area of 1 760 000 ha. The data available include a nation-wide GIS data set describing general features of forests at the resolution of 25 m × 25 m for entire Finland and another data set about biodiversity features within the current state-managed conservation areas. Ecologically, the key information includes forest age and the volume of growing stock for 20 forest types representing different productivity classes and dominant tree species. Our analysis employs four different connectivity components to identify forest areas that are (i) locally of high quality and internally well connected, (ii) well connected to surrounding high-quality forests, (iii) well connected to existing conservation areas, and (iv) large enough to allow efficient implementation. Expert evaluation of the results suggested that the present quantitative analysis was helpful in identifying areas with high conservation value systematically across southern Finland. Our analysis also showed that the highest forest conservation potential in Finland is located on privately owned land. The present techniques can be applied to many large-scale planning and management projects.  相似文献

Forest productivity is a crucial variable in forest planning, usually expressed as site index (SI). In Nordic commercial forest inventories, SI is commonly estimated by a combination of aerial image interpretation, field assessment and information obtained from previous inventories. Airborne laser scanning (ALS) and digital aerial photogrammetry (DAP) data can alternatively be used for SI estimation, however the economic utilities of the inventory methods have not been compared. We compared seven methods of SI estimation in a cost-plus-loss analysis, by which we added the expected economic losses due to sub-optimal treatment decisions to the inventory costs. The methods comprised direct and indirect estimation from combinations of ALS, DAP and stand register data, and manual interpretation from aerial imagery supported by field assessment and information from previous inventories (conventional practices). The choice of method had great impact on both the accuracy and the economic value of the produced estimates. Direct methods using bitemporal ALS and DAP data gave the best accuracy and the smallest total cost. DAP was a suitable and low-cost data source for SI estimation. Estimation from single-date ALS and DAP data and age obtained from the stand register provided practical alternatives when applied to even-aged stands.  相似文献

Quantifying forest carbon storage and its spatial distribution at regional scales is critical for the creation of greenhouse gases inventories, the evaluation of forest services and carbon-oriented forest management. The plot-based forest inventory (PBFI) and stand-based forest inventory (SBFI) collect extensive information on trees and stands respectively, and together, provide an opportunity to improve the regional estimates of forest carbon. In this study, we applied the SBFI to overcome the spatial extent limits of the PBFI in neighboring plots and improve the regional carbon estimation. We found that the forests in Sichuan Province reserved a total of 624.2?Tg?C in biomass and featured a large spatial heterogeneity, with high values in natural forests and low values in plantations. We found that the solo use of PBFI derived a slightly higher (46.63?Mg?C/ha) estimation on average compared with the integrated method (43.6?Mg?C/ha). However, when considering the spatial distribution, the PBFI generated an overestimation of young forests located between 3000and 4000?m in elevation, and an underestimation in mature forests. The spatially explicit biomass carbon estimation could be helpful in guiding regional forest management and biodiversity conservation.  相似文献

Old trees are one of many habitat attributes associated with old forests. They are known to be required by many wildlife species including cavity-dependent birds. Forest managers need to select strategies for retaining and regrowing old trees to maintain suitable numbers over time at appropriate configurations in the forest landscape. This paper presents data from wet forests in south-eastern Australia to help elucidate the effects of different strategies on forest birds as one element of biodiversity that needs to be conserved in these forests.  相似文献

维护森林生态系统的完整性,尤其是保护生物多样性是开展森林认证的重要目的之一。文中概述2大国际森林认证体系(FSC和PEFC)认证标准中有关生物多样性保护的要求,分析森林认证对生物多样性的影响,探讨现有认证标准与实现生物多样性保护之间的差距。分析表明,森林认证对生物多样性的保护具有积极作用,森林认证可作为促进生物多样性保护的有力工具;由于受到诸多因素的影响,在全球认证体系中生物多样性保护标准和指标的确立普遍缺乏科学数据支撑,不同区域差异较大,且生物多样性的监测和评估相对滞后。森林认证对全球森林资源的可持续发展具有重要的意义,生物多样性保护工作将成为推动森林认证持续发展的重要力量。  相似文献

Forest Stewardship Council (FSC) is one of the leading forest certification schemes. While many studies concern political aspects and social outcomes of FSC, little is known about the contribution of certification to biodiversity conservation. In Europe, the Russian Federation and Sweden have the largest areas of FSC-certified forest. We assessed the potential of FSC certification for boreal biodiversity conservation in terms of standard content, and outcomes as habitat area set aside and habitat network functionality. First, we compared the biodiversity conservation indicators at different spatial scales in Swedish and Russian FSC standards. Second, focusing on one large state forest management unit in each country, we compared the areas of formally and voluntarily set aside forests for biodiversity conservation. Third, we evaluated the structural habitat connectivity by applying morphological spatial pattern analysis, and potential functional connectivity by using habitat suitability index modelling for virtual species. The Russian standard included indicators for all spatial scales of biodiversity conservation, from tree and stand to landscape and ecoregions. The Swedish standard focused mainly on stand and tree scales. The area of voluntary set-asides for FSC was similar in Sweden and Russia, while formal protection in the Russian case study was three times higher than in the Swedish one. Swedish set-aside core areas were two orders of magnitude smaller, had much lower structural and potential functional connectivity and were located in a fragmented forestland holding. We conclude that to understand the potential of FSC certification for biodiversity conservation both the standard content, and its implementation on the ground, need to be assessed. We discuss the potential of FSC certification for biodiversity conservation with different levels of ambition. We stress the need for developing rapid assessment tools to evaluate outcomes of FSC for biodiversity conservation on the ground, which could be used by forest managers and FSC-auditors toward adaptive governance and management.  相似文献

Abstract

Quantification of economic contribution of all forest products is a primary requirement for the integration of biodiversity conservation and economic development of local communities. A methodology for quantification of the contribution of all non-timber forest products (NTFPs) is suggested, and applied to a minuscule sample of seven villages in India for illustrative purposes. A comparative analysis of such contributions of NTFPs in two major types of forest cover, Teak (Tectona grandis) and Sal (Shorea robusta) has been made. The role of NTFPs has been evaluated in terms of three measures of economic development: (i) share in household income, (ii) income distribution, and (iii) mitigation of uncertainties of agricultural income stream due to random fluctuations in weather conditions. A basic strategy for the integration of biodiversity conservation and economic development of local communities, based on socio-economic conditions of the community and silvicultural requirements of the forest resources, is suggested.  相似文献
