During the last decade, in Central Africa, timber volume of the artisanal chainsaw milling (CSM) sector, mainly for domestic markets, has exceeded that processed by the export-oriented industrial sector. However, due to lack of legal alternatives, CSM is largely an informal activity. We rely on the theory of access to understand the mechanisms of access to timber resources, and to the income derived from their use, implemented by local actors to participate in the growth of this informal sector. Among eight common access mechanisms, two have played a particularly important role in the development of CSM for the benefit of rural economies. On the one hand, the growth of CSM was built on the customary tenure system, by valuing traditional knowledge and abiding by the traditional rules of access to trees. On the other hand, domestic timber markets remained accessible to independent operators in Cameroon, in Central African Republic and in Gabon, but the situation is less true in Republic of Congo and in Democratic Republic of Congo.Even if the financial impacts of CSM are substantial for rural economies in Central Africa, the application of the theory of access cannot conclude that this activity supports a decentralized, democratic and sustainable management of timber resources. Two elements lack in this analysis, the accountability of resource managers and the ecological sustainability of the harvest. These issues could be better addressed through a fine-tuned formalization of the CSM sector that would not compromise its present positive impact on rural people's livelihoods.  相似文献

Baobabs (Adansonia digitata) provide products, mainly bark, leaves and fruit, which are used for subsistence purposes and traded to generate cash. Recently, demands for baobab fruit derivatives on the global organic market, namely pulp and seed oil, have increased rapidly, leading to concerns that this may have negative impacts on subsistence users, particularly in areas where there is an existing high dependence on these products, such as West Africa. In contrast, in southern Africa baobab fruit are probably ‘underutilized’ and commercialization would help reduce poverty. This study evaluated the direct-use (subsistence) and income (cash) value of baobab fruit on the livelihoods of baobab fruit harvesters in South Africa. Harvesters were mostly women (98 %), many of whom were unemployed (98 %) and uneducated (70 %). The majority (68 %) received social grants and were involved in informal occupations (55 %), which contributed 35 and 18 % to total annual income respectively. The trade and direct-use value of non-timber forest products contributed 14 and 33 % to annual income, of which, baobab fruit made up 38 and 4 % respectively. Baobab fruit was the only non-timber forest product that had a higher income value (4×) than direct-use value. Cash earned was used to buy food (73 %) and invest in small businesses, suggesting a move from subsistence to cash economy. It is suggested that commercialization of baobab fruit will have far-reaching benefits; and that secured access to trees and investment in local beneficiation will further increase the value of the resource for many marginalized people in southern Africa.  相似文献

The study examines the effects of declining forest resources on income inequality and poverty among indigenous people and the impact of forest-related income supplements. We conducted surveys and used the Gini index to compute the contribution of income earned from (1) agriculture, (2) forest-related resources, and (3) self-employment and wages, and to assess the income inequality of households in the study sites. The Gini index of the total income from three clusters of income generating activities was 0.45. Cluster 1: agricultural production was the largest source of income (Gini = 0.30). The share of income from Cluster 2 (Gini index = 0.49), from community forestry and sustainable resource management, including hunting, NTFP collection, selling low quality timber, and plantation farming, contributed an important supplement to reduce income inequality and poverty. Income from Cluster 3 (Gini = 0.93) was highly unequal across the study sites. The indigenous poor remain dependent on forest products for daily food consumption and for additional income. The study suggests that policy makers should urgently consider supporting community forestry and community protected areas by integrating them with payment for ecosystem services. This would help to halt deforestation, promote the welfare of indigenous people, and reduce income inequality in rural communities.  相似文献

One of the features of the forest dwellers in the Zagros region of Iran is their dependence on non-timber forest products (NTFPs). These products can play an important role in the livelihood of households located in the forest. The present study aims to determine the most important sources of forest dwellers’ incomes in the northern Zagros in terms of three income groups (lower, middle, and higher), to assess how changes in income are related to types of NTFPs harvested, and to investigate the most significant socio-economic factors determining absolute and relative household revenue from NTFPs. Income in higher- and middle-income groups come predominantly from border trade between Iran and Iraq, comprising 50 and 44 % of relative income, respectively. The main source of income for the lower-income group is remittance and government interest (such as cash subsidies), comprising 31 % of total household annual income. The relative income from NTFPs depends on the income group, varying between 10 and 21 %. Relative income from NTFPs (such as oak acorns, firewood, Gazoo, and Mazooj) for lower-income households is significantly higher than in middle- and higher-income households (p < 0.05). Feed used for grazing livestock in the forest is the most important type of NTFPs in this area, and its benefit in the higher-income group is significantly higher than that for groups with middle and lower income. A similar result is achieved for tree fodder. Relative income from the NTFPs is positively related to number of household members and negatively related to the average education of adult members of the household, the relative income from border trade, and the relative income from agriculture. Our results support our hypothesis that if there is access to other sources of income for forest dwellers, their dependence on forests would be reduced.  相似文献

China’s state-owned forest enterprises have been important national timber production bases and their timber resources have been severely degraded during the past decades. About one-third of the state-owned forestland has been classified as commercial forestland, but no economic mechanisms have been laid out on governing timber plantations under market economy. This paper demonstrates the potential investment returns and analyzes factors that directly influence the returns of fast-growing poplar plantations in a state owned-forest enterprise, China Jilin Forest Industry Group (CJFIG), in northeastern China. We examined practically possible ranges of mean annual increment (MAI), general inflation rate, rate of forest fund, and interest rate in the study area. We then computed net present values (NPV), equivalent annual income (EAI) and internal rate of return (IRR) by using the minimum, medium, and maximum values of the each determinant above. Results showed NPV ranged from $1,024 to $6,925 ha?1, EAI ranged from $120 to $623 ha?1 year?1, and IRR ranged from 13.2 to 29.3 %. We show that growing poplar plantations could be two times more profitable than managing the existing natural forests in CJFIG by referring to EAI values. Improving MAI is the most effective way to increase both NPV and IRR while changes in the one-time tax at timber harvesting or changes in inflation rate have the least effect on NPV and IRR among the determinants studied. Discount rate, which can be easily manipulated by obtaining subsidies and policy-based loans, also has substantial influence on NPV. The state owned forest enterprises in China have special advantages to obtain relatively high economic returns in developing fast-growing plantation forests under market economy.  相似文献

Walnut-fruit forests (WFF) in Kyrgyzstan are biodiversity hotspots, provide important ecosystem services, and are of economic value yet currently suffer from a lack of sustainable management. We analysed current agroforestry practices through a series of interviews with farmers and reviewed the input–output data for 5 years of hay and walnut production for three case studies. The interviews showed that hay-making and walnut collection are the primary agroforestry practices in the WFF and have clear economic importance. Walnut in particular is a source of additional income for farmers and hay-making activities are strongly influenced by the need to winter cattle in these regions. The low reliability of interview data limited the planned analysis of profitability of case studies. Walnut production, however, is difficult to calculate because it is highly dependent on weather conditions and cropping practices between walnut trees (Juglans regia L.). This study highlights the need for improved agroforestry technologies in the WFF and identifies potential means for a sustainable, multi-purpose management of the WFF with a special focus on income generation.  相似文献

Although Zagros forests in western Iran lack industrial timber value due to the severe climate and socioeconomics problems, non-timber products are of great value and importance due to their high economic potential and also their potential to improve the welfare of forest-dwelling and forest-fringe villagers. This study was done in the forests of the Zemkan basin, an important part of central Zagros forests, Iran, to recognize the non-timber forest products (NTFPS), investigate their potential economic value and role in people’s livelihood. Data, collected using forest cruising, participatory observations, interviews with indigenous and local persons and experts, identified wild pistachio resin, wild pistachio fruit, oak fruit and oak syrup (Shokeh manna) among the non-timber products in this basin with total potential harvestable NTFPs of 77.16, 771.602, 13248.68, and 1324.868 tons per year, respectively. The economic rent from NTFPs is 33 US$/ha/year and its total expected values with consideration of real interest rate when the exploiter invests the capital in the bank (6.4 %) and when money is borrowed from the bank to execute the incorporated projects (8.4 %) are $516/ha and $393/ha, respectively. Furthermore, families’ economic share from potential profit of NTFPs is annually $601 per household. In addition wild pistachio resin has the highest share of the total potential profit of NTFPs and its equal to 51 % of the total of potential profit of NTFPs. Therefore, it is suggested that decisions be made to increase the infrastructure and strengthen the local selling market to enhance the cash income from NTFPs. Forest participatory management practices are suggested to organize and improve traditional use of the forests.  相似文献

In Cox’s Bazar, Bangladesh, we surveyed 80 households to observe the effects of participatory forestry (PF) on the livelihood of local participants. We analyzed the effects on livelihood capitals to compare in two ways: (1) before and after participation, and (2) participants and non-participants. In Cox’s Bazar, there were some significant changes regarding income sources, but annual income was little changed after participation in participatory forestry. Literacy (about 10 % after participation) and mobile phone ownership (75 %) were significantly higher than before. Housing conditions were better (brick walls: 7.5 %; sun-grass roof: 70 %) than those of non-participants (brick walls: 0 %; sun-grass roof: 77.5 %). PF ensured legal rights on forest lands for participants, while non-participants were illegally living on public forestland. However, expenses were considerably higher than income; people were still struggling with poverty and many of them suffered from malnutrition. This ultimately put pressure on all capital. People had redistributed their available capital to cope with adversity, and there was a trend toward involvement in economic activities other than forests. Our study found that social capital was more influenced by PF more than other capitals. Due to the involvement with the PF program, people were feeling much more secure, women had elevated status, and social relationships became stronger.  相似文献

This study investigated farmers’ willingness to pay (WTP) by trading food crop as payment for the provision of ecosystem services (ES) to enhance agricultural production and factors influencing their WTP through integrating timber trees on their farmlands in Sene East district, Ghana. A total of 177 farmers were selected from six communities using stratified and simple random sampling. One-on-one interviews were conducted using structured questionnaires. The contingent valuation method was used to gather the data on farmers’ WTP for the provision of ES. A multiple linear regression was run to test factors influencing farmers’ WTP. The results showed that 59% of farmers were willing to pay for the provision of ES. Gender, age, educational status, farmers’ perception to climate change and access to land significantly (p < .001) and positively influence farmers’ WTP. This study identified difficulties in acquiring land, insecure tree tenure and indiscriminate logging as governance challenges that should be addressed to support farmers’ WTP for the provision of ES to enhance agricultural production.  相似文献

India launched National Agroforestry Policy on 10th February, 2014 which has the potential to substantially reduce poverty in rural India and revive wood based industry, besides integrating food production with environmental services. The policy is not only crucial to India’s ambitious goal of achieving 33 per cent forest and tree cover but also to mitigate GHG emissions from agriculture sector. Dynamic CO2FIX-v3.1 model has been used to estimate the carbon sequestration potential (CSP) of existing agroforestry systems (AFS) for simulation period of 30 years in twenty six districts from ten selected states of India. The observed number of trees on farmers’ field in these districts varied from 1.81 to 204 per hectare with an average value of 19.44 trees per hectare. The biomass in the tree component varied from 0.58 to 48.50 Mg DM ha?1, whereas, the total biomass (tree and crop) ranged from 4.96 to 58.96 Mg DM ha?1. The soil organic carbon ranged from 4.28 to 24.13 Mg C ha?1. The average estimated carbon sequestration potential of the AFS, representing varying edapho-climatic conditions, on farmers field at country level was 0.21 Mg C ha?1yr?1. At national level, existing AFS are estimated to mitigate 109.34 million tons CO2 annually, which may offsets one-third (33 %) of the total GHG emissions from agriculture sector.  相似文献

In view of the heavy people’s dependence (80 %) on various forms of land-based resources, carbon sequestration should not only be targeted in forests, but also on private land agroforestry. A survey was conducted in 2011 to investigate the gap in contribution of agroforestry carbon to the household economy in the middle hills region of Rasuwa district of Nepal. A total of 120 households were randomly selected and surveyed, of which eight were further examined for detailed tree carbon measurement. It is estimated that a total of 48.60 ton C per hectare has been stocked in agroforestry sites in the middle hills region. Assuming a carbon price of $US12/ton, the total potential income from carbon sequestration per household would amount to NPR 45,490/ha in 20 years of agroforestry if a payment scheme were introduced. The income from carbon sequestration is quite low compared with other agroforestry income. Policy implications are thus oriented towards farmers reaping multiple benefits from the existing international mechanisms by having negotiations based on contribution of all agroforestry components (farm trees, crops and animals) rather than limited to forest carbon stock. To benefit from these multiple functions of farms and forests, the policy framework to address the climate-related affects and risks (e.g., of landslides, burst of Himalayan lakes) should be broad enough to produce potential synergy between the negative effect of climate change and agroforestry income.  相似文献

对孟加拉吉大港地区家庭竹子手工业非农就业的潜力以及对其产生的社会经济效益进行了调查。本地区有40个竹企业,涉及到Hathazcori upazila的4个村庄。80%手工业者的年龄在30~50岁。他们的大多数是未受教育和土地贫瘠的家庭成员。50%的企业是由夫妻或3~5个工人组成的。竹产品主要是满足当地市场的需求。产品是根据季节的变化而决定的。5个产品中,竹书架提供了企业月净收入的41%,平均月净利润约2373.48塔卡,这为促进乡村经济发展起到重要的作用。作者对竹产业发展的状况进行了验证,并提出了建议。  相似文献

为了解退耕还林工程对黄土高原生态脆弱区米脂县综合效益的影响,采用生态经济分析法、问卷调查法、修正的Bossel定位理论方法,2009年10~11月,对米脂县退耕还林工程实施前后的生态、社会和经济效益进行评价。研究结果表明,(1)自1998~2009年,退耕造林地土壤有机质(0~20 cm)平均含量和土壤有机碳密度分别比临近(﹤30 m)的坡耕地高出0.478%和0.574 kg/m2;(2)退耕还林经济净效益主要体现在退耕造林后劳动力转移劳务创收。即:69%的被调查农户家庭纯收入上涨了2~5倍,56%被调查农户种植业纯收入上涨0~1倍,44.5%的农户劳务收入占了家庭纯收入的50%以上,36.6%农户劳务收入超过了家庭纯收入的10%~20%,87.5%农户的退耕补贴占家庭纯收入的10%以下;(3)退耕还林提高了社会整体协调性0.81。国家实施退耕还林工程以来,初步改善了区域生态环境,整体提高了农户经济收入,优化了经济收入结构,但农业产业结构调整空间潜力很大。  相似文献

The state of urban seedling nurseries in the north-eastern region of Bangladesh is examined with a focus on production and profitability of the enterprises. Twenty-eight sample nurseries out of the 97 nursery enterprises in Sylhet town were selected at random, and operators personally interviewed. It was found that the entrepreneurs are not highly educated though they believed that a basic level of education is required to understand the management of young nursery stock. Labourers of various employment categories work in the enterprises and their wage is determined by their skill, gender and efficiency. Capital and operating costs vary among the enterprises according to land value, production capacity, infrastructure type and workforce size. Production capacity ranges from 10,000 to 5 M seedlings/year with an average 836,000, though actual average production is only 341,000 seedlings/year. The production cost per seedling ranges from Tk. 4 to 50 while sale value ranges from Tk. 10 to 60. The most frequently sold species are Acacia mangium, Swietenia macrophylla, Tectona grandis, Mangifera indica, Litchi chinensis and Cocos nucifera. Nursery techniques and cultural practices adopted by nursery operators depend on the type of species and its silvicultural requirement. Despite some problems, including lack of suitable land for nursery establishment and inadequate level of technical knowledge for high quality seedling management, it seems that production of tree seedlings is a promising profitable small-scale business in the study area.  相似文献

The importance of commercial non-timber forest products (NTFPs) to the livelihood strategies of rural collectors in Nepal is increasingly recognised. This paper provides suggestions for improving rural collectors’ possibilities for income generation. The formation and implementation of NTFP policies in Nepal is examined by investigating the area of interactions between policy formation, choice and implementation of forest policy tools within the ‘new political economy’ approach, and suggestions are subsequently evaluated within the found practical political context. The study is based on approximately 400 interviews carried out with some 1000 stakeholders in the period 1992–1998. Following a qualitative research strategy hypotheses are formulated on the basis of patterns emerging from the data collected. The main stakeholders in NTFP collection and trade are identified to be: rural collectors and traders; local level politicians; lower level government staff; high level politicians; conservation-oriented institutions; and development oriented institutions. The objectives and influence of these stakeholders on the non-timber sector are identified and proposals for change are discussed in the light of distribution of objectives and power. It is hypothesised that NTFP policy formation, implementation and the field reality are weakly connected: implemented policy tools do not correspond to the aims of formulated policies, and field reality is not regulated in the envisioned direction by policy tools. This situation is explained by the fact that stakeholders at different levels of the policy hierarchy can influence their own level only. It is further hypothesised that a number of changes in forest legislation and regulations can have immediate and powerful effects on rural livelihoods of collectors. Taking into account the present political situation such changes may not be introduced from within the decision making process and, therefore, the view is put forward that pressure from outside the forestry sector is needed to bring about significant changes in favour of rural collectors.  相似文献

By explicitly incorporating forest environmental products (FEPs) in household income accounting, this paper examines the role and significance of FEPs in household income and in rural poverty and inequality. As most conventional household surveys do not incorporate income from environmental sources, substantial gaps exist in our understanding of the actual functioning of rural economies and the extent of rural poverty and inequality. Using data from 360 randomly sampled rural households from 12 villages in Tigray (northern Ethiopia), we measure forest environmental resource use with a monetary yardstick and compares the value of FEPs with other household economic activities. We found that products from environmental sources represent an important component in rural livelihoods. Our analyses indicate that in the study area income from forest environmental sources occupies the second largest share in average total household income next to crop income. Poverty and inequality analyses show that incorporating forest environmental incomes in household accounts significantly reduces measured rural poverty and income inequality. Therefore, we suggest that sustainable forest management schemes should be adopted to maintain and enhance the flow of economic benefits to the surrounding communities without damaging the natural resource system.  相似文献
