While internal migration in contemporary China ascribes a great change to urban China's demographic composition, social structures and economic development trajectories, it is yet to restructure the formal definitions of urban identity and belonging, which are still dominated by the household registration system (hukou). The paper suggests that as a result of changes in the political, economic, demographic and social contexts within which China's internal migration develops, there emerge a crucial need to re‐examine the crude forms of determining identity and belonging, questioning the addressing of spatiality within the existing mechanisms (such as hukou system or the shiminhua discourse). To do so, the paper argues that the existing de‐territorialisation of the migration experience has to be replaced with a more nuanced understanding of how spatial practices and conceptualisations shape migrants’ experiences, as it is becoming imperative to develop a new framework that is more sensitive to migrants’ lived process of identification and belonging, especially as these traverse multiple geographies and spatial scales. This close engagement with migrants’ spatiality can then be used as a base from which to engage with a more complex view of migrants’ spatial and social relatedness, as well as the development of their urban belonging and identity.  相似文献

As the floating population has become a vital issue influencing China's economic and social development and aroused broad concern, many scholars have paid attention to the factors that influence settlement intentions of the floating population, while their spatial differences are usually neglected in extant studies. To rectify this situation, this study employs a multi-scale geographically weighted regression model to investigate the spatial pattern of determinants on hukou transfer intentions of the floating population, based on the data of the China Migrants Dynamic Survey in 2016. The results demonstrate that the effects of various determinants present different spatial patterns: part of significance pattern (the average residence time in destination cities, the ratio of rural hukou holders, the number of flows, the ratio of family income to family expenditure, the geographical location), the “East-West” pattern (the ratio of self-employed migrants, the average wage of employed workers), the “Southwest-Northeast” pattern (the ratio of migrants in the secondary industry, the ratio of sharing town employees' social insurance, the ratio of floating population accompanied by children in destination cities, and the population density of municipal districts). Cities of different conditions should formulate different policies that are sensitive to their contexts.  相似文献

Questions surrounding the impact of population migration on social capital is the focus of this study. Putnam observed that “for people as for plants, frequent repotting disrupts root systems. It takes time for a mobile individual to put down new roots.” However, because of a trending decrease in mobility over time, Putnam rules out migration as an explanation for the long‐term decline in social capital that was the subject of his widely read 1995 book Bowling Alone: America's Declining Social Capital. This study undertakes an empirical examination of the impact of migration on county‐level social capital, which in tribute to Putnam one might view as an attempt to answer the question—do migrants take their bowling balls with them when they move? The potential for county‐level migration of population to impact social capital levels at particular locations in space arises from the conventional argument that social capital promotes trust and cooperation among agents. This trust increases socially efficient collective action but requires investment in relationships and commitment of scarce resources to build social capital. It seems plausible that migration of population might have a negative impact on the stock of social capital by interfering with trust and cooperation among agents. However, it is also possible that migrants may take their social capital with them to new places of residence. In other words, the propensity to join social and civic organizations might reflect inherent traits of individuals who are willing to make commitments of their resources to building social capital in any community where they reside.  相似文献

This paper reports on a recent research project into rural–urban labour migrants in Shanghai, China, who are members of ethnic minorities, inquiring into the role of ethnicity in national labour migration. It introduces some of the main features of the ethnic nationalities (minzu) in China and considers some of the literature on rural–urban migration in China which may be considered as relevant to ethnicity. The case of a Miao minority family in Shanghai is described in detail to argue that what remains important to them in the city is not their formal ethnic affiliation (minzu) so much as a sub‐ethnic identity of connectedness and intimacy, importantly related to kinship and place.  相似文献

Using China Migrants Dynamic Survey Project data from 2011 to 2017, this study investigates the labour market impacts of equalisation of basic public health and medical services on internal migrants by the difference-in-differences approach in China. The results reveal that equalisation of basic public health and medical services increases the probability of labour participation and the income of internal migrants. Male migrants, married migrants and migrants who cover long migration distances have a much stronger positive response to the equalisation of basic public health and medical services in terms of likelihood of labour participation and level of income. Mechanism checks indicate that the increases in labour participation and income of internal migrants are enhanced by the improvement of medical service utilisation, human capital and social integration after the implementation of the equalisation of basic public health and medical services.  相似文献

Return migration has been considered advantageous to the productivity of labor and the economic development of origin regions and countries. However, how and why return migrants make their investment decisions and how such processes contribute to poverty alleviation remains unclear. This study evaluated how migration experience influences rural families' choices for productive investments and the underlying mechanism of village poverty alleviation. The result indicates that, when all are given the same monetary budgets, return migrants are more inclined to invest in single agricultural-related subjects rather than multiple subjects. A concentrated investment implies the investor's intention of expanding the production scale, which can further lead to a more organized, professional agricultural production that can be considered beneficial for community poverty alleviation. Moreover, different approaches of human capital accumulation led to varied capacity growth, among which migration experience effectively enhances the non-cognitive ability of return migrants. Based on these findings, we suggest that more returnee-preferential policies, supporting production and organization services should be established to promote agricultural entrepreneurship among the returning groups in poor rural areas.  相似文献

A U.S. county workplace‐to‐workplace or latent migration data set is generated from overlapping migration and commuting networks. The latent migration network is the estimated number of movers between places of work, which is then compared with the actual number of migrants between places of residence. This allows both employment‐related and amenity‐related migration and pull/push factors as causes of migration flows to be identified and contrasted. Certain counties and cities that are not important migration destinations (e.g., with <200,000 net in‐migrants between 1995 and 2000) according to official data are in fact important targets when additional in‐migrants who commute into surrounding counties also are considered. An econometric analysis is then used to examine whether different regressors have different effects on the residence‐ versus employment‐based migration patterns. This is a first assessment of whether or not the proposed approach has merit. Results are consistent with prior expectations regarding the factors that would motivate latent versus actual migration.  相似文献

Abstract: Education has increasingly come to be seen as a potent development tool, not least because the quality of the education system today affects a country's development for decades to come. The migration of teachers – both internationally by way of emigration and internally within countries – may adversely affect the quality of education especially in a country like Fiji with a limited human resource capacity. The emigration of workers, particularly of highly skilled workers who are endowed with high levels of human capital, has severe implications for a small country like Fiji. The emigration of teachers who are the largest professional group of migrants has led to the filling of vacancies by less experienced and junior teachers and is widely believed to have led to falling educational standards. In addition to international migration, there is substantial internal migration of teachers, mostly away from remote schools to urban areas. Rural schools find it particularly difficult to recruit and keep qualified and experienced personnel. In the process, rural areas have been drained of some of their best human resources. This article provides an overview of the scale of migration of secondary teachers from Fiji, raises development issues connected to the international and internal migration of teachers, describes policy responses that this migration has elicited and identifies areas requiring further research with a view to making policy recommendations as well as contributing to the literature on skilled migration in the Pacific.  相似文献

Abstract: Most previous empirical studies of migration and remittances ignored possible differences among occupational categories of migrants. Where human capital investment decisions and occupational choices are influenced by perceived prospects for international migration, internationally tradable occupations such as nursing are likely to attract individuals with particular attributes and with a stronger propensity to migrate. We argue that this can also affect the remittance behaviour of such occupational groups, pointing to the need for a disaggregated analysis by occupational category. This paper reports the results of a recent survey of nurses in Fiji, Tonga and Samoa, and nurse migrants from the same countries in Australia and New Zealand. We also report the findings from a re‐analysis of earlier remittance data from Tongan and Samoan migrants in Australia. Nurse household remittance behaviour is statistically different from others, with nurses remitting more generously and consistently over time. The reasons and implications are explored. The impact and volume of nurse remittances emphasise the sustainability of the migration, remittances, aid and bureaucracy (MIRAB) system.  相似文献

Abstract: Return migration has escaped significant analysis in the Pacific island region. Both migration from and return migration to the Tongan village of Nukunuku are for multiple reasons, with migration centred on employment and education, and return centred on the social context of home and duty. Return is limited, with intentions not being matched with practice, and the village and national population not growing. However, return migrants acquire skills, capital and experience overseas, which can be transferred into a Tongan cultural context, although identities have changed during migration. Return migrants typically take up employment or acquire businesses on return, gain some social status from the outcome, and are neither failures nor retirees. Nonetheless, return engenders expectations and tensions exist between returnees and more established residents, although ultimately, return migrants contribute to household, local and national development, as part of an unfinished process.  相似文献

We combine the 2005 China Inter-Census Population Survey data and the 2004 China Manufacturing Census to test whether workers, particularly rural migrants, benefit from labor market Marshallian externalities. We find that workers in general, and rural migrants in particular, benefit from labor market pooling effects (measured by total employment in a city-industry cell) and human capital externalities (measured by share of workers with a college degree or above in a city-industry cell). These findings are robust to various sorting bias tests. However, rural migrants benefit much less than do local or urban workers, possibly because rural migrants lack social networks and are discriminated doubly in terms of being both “rural” and “migrants.” Our findings have policy implications on how Chinese cities can become skilled during the rapid urbanization process coupled with global competition.  相似文献

The aim of this article is to discuss and substantiate new spaces for the political participation of migrant civil society at the regional level in Southeast Asia through the lens of the Association of Southeast Asian Nations (ASEAN) Forum on Migrant Labour (AFML). The AFML process is shaped by the International Labour Organisation and mirrors its tripartite format, essentially bringing together governments, employers’ and workers’ organisations. Crucially, migrant support and self‐organisations also have access, even if somewhat restricted, to regularly held deliberations. In light of the ASEAN consensus on migration that was agreed upon at the end of 2017, the article situates the AFML within the ongoing process of migration governance in the region and focusses especially on the role of migrant civil society as an important stakeholder. Based on the specific experience of civil society organisations (CSOs) from Malaysia, the article discusses which spaces the forum provides for civil society actors and how the latter use them for their advocacy. The major argument of the article is that the development of migration policies at the regional level can benefit from the inclusion of migrant civil society in the process. The governance of migrants could thus be complemented by governance for and by migrants.  相似文献

Migration and circulation are now an integral part of the socio-economy of the Wosera Abelam of Papua New Guinea. Since the 1950s large numbers of Wosera Abelam have settled in West New Britain (WNB) towns and government sponsored resettlement schemes. These long-term migrants provide a base in WNB for temporary migrants from the Wosera seeking work or a break from village life. This paper explores the linkages between temporary and long-term migrants in WNB, and between migrants and their relatives remaining in the village. We argue that migration is now a ‘way of life’ for the Wosera Abelam, and is, to a large extent, underpinned by indigenous (precapitalist) social and economic relations.  相似文献

ABSTRACT This paper examines how the college‐educated population—segmented into selective demographic groups, from young adults to the elderly—differentially values quality‐of‐life (QOL) indicators of metropolitan areas in the United States. Using data from the 2000 Census and the 1997 Places Rated Almanac, out‐migration patterns are shown to depend jointly upon stage in the life course, the spatial‐demographic setting, and QOL characteristics. An abundance of cultural and recreational amenities lowers out‐migration rates of young college‐educated. For the older college‐educated population, the revealed preferences shift toward concerns for safety and a strong preference for milder climates. The study also finds significantly lower out‐migration rates for metropolitan areas with growing human capital. In light of shifting age distributions and rising educational attainment levels, the results have important implications for the emergence of new migration patterns and the concentration of human capital.  相似文献

‘Back‐door’ migration refers to the entry of overseas‐born New Zealand citizens to Australia. Many New Zealand Chinese migrants from the People's Republic of China (PRC) are within this migration flow. Based on a detailed analysis on the permanent and long‐term arrival and departure data from Statistics New Zealand and an online survey conducted by the author, this paper examines the trans‐Tasman migration of New Zealand's PRC migrants. The result shows that compared with New Zealand‐born citizens, the trans‐Tasman migration of China‐born New Zealand citizens is not large in number. The 2001 Australia immigration policy change of the welfare provisions to New Zealand citizens discouraged ‘back‐door’ migration of the PRC migrants in the short term only. Australia still remains a favoured destination for many of them. Economic consideration is the main factor drawing these migrants to Australia. This paper also reveals a circulatory feature of the PRC migrants' trans‐Tasman migratory movements, as evidenced by a significant number of respondents who had migrated from New Zealand to Australia indicating that they would come back to New Zealand at some future time.  相似文献

Abstract: Internal conflicts at the local and national levels in several South Pacific countries have revealed the fragility of national unity and the difficulties nations face in governing and managing their own economic development. In Papua New Guinea, the focus of this paper, an uncertain economic future for many rural and urban communities, and rising inequalities in income opportunities and access to resources, have coincided with greater intolerance of migrants at sites of high in‐migration by customary landowners and provincial and local authorities. This paper draws on fieldwork undertaken in the major oil palm growing regions of Papua New Guinea where migrants from densely populated regions of the country have settled on state land alienated from customary landowners. We examine how struggles over land, resource control and development are polarising migrant and landowner identities resulting in increasing tensions and episodic communal violence. A settler identity is emerging based on a narrative of nation building and national development, while an ethno‐regional identity amongst customary landowners is undermining the citizen rights of migrants and challenging the role and authority of the state in land matters.  相似文献

Abstract: Global flows of people and information in the Asia–Pacific region are creating new forms of place that stretch across national boundaries and rural–urban distinctions. These new mobile forms of place link long‐inhabited rural areas to cities, national centres, and to rural frontiers within the nation. Here, we describe new forms of place that are being produced by contemporary migration and economic change, using data from the Philippines and applying Appadurai's theorisation of translocality. Our analysis links these flows of overseas migrants to concomitant processes of economic change, migration and new rural livelihoods. We outline changing practices of place within the Philippines, exploring ways that transnational migration can articulate with apparently ‘local’ development and the flow‐on effects from migration on the spatial patterns of rural livelihoods.  相似文献

ABSTRACT We demonstrated racial differences in the relationship between migration, location, and predicted wages for young male workers who have changed employers. An Oaxaca decomposition allowed a measuring of the contributions of migration, occupation change, site features, and human capital to the racial wage gap. Migration decreases black–white wage differences, and wage compensation for site attributes favors white householders. Constraints on occupation choice and migration dampen the ability of blacks to improve wages. Because most job changes occur in the first ten years of a career, these results on young workers give important general insights into the origins and persistence of racial wage gaps.  相似文献

ABSTRACT Despite the growing importance of foreign direct investment (FDI) in the Mexican economy, statistical evidence on the determinants of the regional distribution of foreign‐owned firms is seriously limited. In this paper, empirical findings are presented from a variety of econometric models that identify several regional characteristics influencing the locational choice of FDI. The main findings are threefold. First, several locational factors appear to be potentially important; these include regional demand, wages, schooling, infrastructure, and agglomeration economies. Second, the effect of agglomeration economies stems from several sources. In particular, the regional presence of agglomerations of manufacturing activity and of foreign‐owned manufacturing firms both have an independent positive effect on the locational decision of new FDI. Third, the locational process of maquiladora firms differs from the locational process of overall FDI. The actual findings suggest that regional demand and infrastructure, as suggested above, are not important locational factors for export‐oriented firms. Furthermore, whereas agglomeration economies from manufacturing and the presence of existing FDI attract new maquiladora investment, the presence of a regional agglomeration of services deters the location of new maquiladora firms. Finally, agglomeration economies appear to be more important in the locational process of maquiladora firms.  相似文献

With an increasingly assertive China and the intensifying influence of the Sinocentre, Chinese overseas who have access to Chineseness can exercise their agentic power in using their cultural capital for economic gains. Beijing has recognised the potential for diasporic Chinese entrepreneurs to contribute to the Belt and Road Initiative (BRI) given their influence in Southeast Asia's economy. Correspondingly, these entrepreneurs hail the BRI as a strategic opportunity for them to turn their cultural capital into fiscal capital. Considering the increased global connectivity and new Chinese migration geographies led by the BRI, this article examines the case of Chinese business associations in Brunei Darussalam. The heterogenous responses of these ethnic Chinese and their associations to China and the BRI attest to the multiplicity and contestations of Chineseness based on different migration histories and sentiments to their ancestral land. We focus on the dynamics between the old Chinese Bruneian business elites and the more recent Chinese business migrants from Malaysia and China. An investigation of the cultural and economic politics within the Chinese Bruneian business community will provide insights into the modality of Chineseness as an economic asset that can be tactically used by diasporic Chinese entrepreneurs to maintain their social position and to respond to China's economic rise.  相似文献
