There is a growing interest to take into account dry forests in planning sustainable development in arid and semi-arid sub-Saharan Africa. A mixed quantitative and qualitative research design involving various data collection tools was employed to examine the significance of dry forest income and associated conditioning factors in the context of pastoral and agro-pastoral production systems of southeastern Ethiopia. Income from livestock and dry forests were the first and second most important components of the total household income. Dry forest income accounts 34.8% and 35.2% of the total household income and 38% and 46% of the total household cash income in the Liben and Afdher Administrative Zones of Somali National Regional State, respectively. It was the largest income compared to all other incomes added together for 45% of the respondents. Most notably, for very poor households, dry forest income contributes up to 63% of their total income. Dry forest income levels varied significantly with occupation (P < 0.05), pastoralists generating more income than agro-pastoralists. Dry forest income enables 24% of households to remain above the poverty line, and it reduces income disparity by 13.7%. Moreover, dry forest income has become increasingly important for households' ex-ante risk and ex-post drought coping strategies. The number of youths per household (P < 0.001), access to extension services (P < 0.001), and being member of a cooperative (P < 0.05) significantly affected dry forest income levels in both Zones. Findings of this study could apply to similar dryland eco-regions in the Horn of Africa and contribute to enhance promotion of sustainable management of dry forests for integrated livelihood adaptation, biodiversity conservation and combating desertification. Further research is needed to quantify the contribution dry forests make to livelihoods through livestock production and to develop options that will guide policy making process to generate additional economic incentives for communities and countries to be engaged in sustainable management and use of dry forests.  相似文献

This paper investigates how three aspects of governance systems, namely the policy context, the influence of key agents and their discursive practices, are affecting national-level processes of policy design aimed at REDD +, reducing emissions from deforestation and forest degradation in developing countries; and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries. We conducted analysis in six REDD + countries (Brazil, Cameroon, Indonesia, Nepal, Papua New Guinea and Vietnam). The paper combines three methods: policy analysis, media-based discourse analysis and policy network analysis. The paper shows that policies both within and outside the forestry sector that support deforestation and forest degradation create path dependencies and entrenched interests that hamper policy change. In addition, most dominant policy coalitions do not challenge business-as-usual trajectories, reinforcing existing policy and political structures. No minority policy coalitions are directly tackling the root causes of deforestation and forest degradation, that is, the politico-economic conditions driving them. Instead they focus on environmental justice issues, such as calls for increased participation of indigenous people in decision-making. Only in two of the six countries are these transformational change coalitions vocal enough to be heard, yet to exercise their agency effectively and to support more substantial reforms, these coalitions would need the participation of more influential policy actors, particularly state agencies that have the authority to make binding decisions about policy. Furthermore, discourses supporting transformational change would need to be reflected in institutional practices and policy decisions.  相似文献

Wood density is considered as one of the most important wood properties which affects the properties and value of both fibrous and solid wood products. The present study was intended for evaluating the possibilities of improving wood quality and growth of poplar hybrids. Wood density components of individual growth rings (minimum and maximum wood density, average ring density) and growth traits (tree height, dbh, stem volume) were measured in four 10- and 12-year-old clonal trials of four poplar hybrids, Populus deltoides × P. nigra, P. trichocarpa × P. deltoides, P. maximowiczii × P. balsamifera, and P. balsamifera × P. nigra, as well as P. deltoides. Wood density components of individual growth rings were obtained from microdensitometeric profiles measured with a direct reading X-ray densitometer. Site had a moderately significant effect on wood density and a highly significant effect on tree growth. The hybrid effect was highly significant (P < 0.001) for most traits. Minimum, maximum and weighted wood densities were found to be under strong genetic control, with clonal repeatabilities varying between 0.45 and 0.81. The coefficient of genotypic variation (CVG) for wood density at individual sites ranged from 4.0 to 6.8%, whereas CVG for dry fiber weight (mass) reached 32.8% with repeatabilities of up to 0.67. A small but significant (P = 0.028) hybrid × environment interaction was found for dry fiber weight. The highest ecological sensitivity was found for P. deltoides × P. nigra, with ecovalence reaching 32.3%. Clonal × environment interaction was significant for weighted, average, and minimum wood density. Significant negative genotypic correlations between stem volume and wood density ranged from −0.39 to −0.74. One possible strategy in tree breeding would be to maximize wood fiber production through selection for dry fiber weight.  相似文献

Two key international policy processes have been developed to combat illegal logging and promote the contribution of forests to climate change mitigation in developing countries: the European Union's Action Plan on Forest Law Enforcement, Governance and Trade (FLEGT) and its Voluntary Partnership Agreements (VPAs), and the United Nations Framework Convention on Climate Change policy on Reducing Emissions from Deforestation and Forest Degradation (REDD +). The implementation of these policies raises concerns about unintended adverse effects on the environment and local peoples' livelihoods. To prevent such effects, both processes involve developing country-level safeguards, so that they ‘do no harm’. This paper presents (i) a comparison of the social safeguards of the FLEGT-VPA and REDD + processes and an explanation of their commonalities and differences, and (ii) an exploration of the potential synergies and the challenges to realizing them. The three main research methods used in the study were semi-structured interviews, content analysis of policy documents, and focus group discussions with local communities and indigenous peoples in south and east Cameroon. Our analysis shows that whereas FLEGT-VPA includes legality-based safeguards with legally binding monitoring and reporting obligations, REDD + adopts a right-based approach to safeguards. Potential synergies between the two approaches were identified. The synergies lie in the participatory nature of the process of designing benefit sharing mechanisms, strengthening forest and land tenure, and defining the criteria and indicators in FLEGT-VPA and REDD + safeguards. However, realizing the synergies is challenging, given the existing political economy of Cameroon.  相似文献

This paper argues that the Reducing Emission from Deforestation and Forest Degradation (REDD +) initiatives in Nepal have not adequately understood and considered institutional and political issues around forest tenure and governance challenges. The paper is developed based on reviews of polices, assessments of project activities, interviews with key informants, and observation of ongoing REDD + related public discussions. We found that the REDD + initiatives so far appear to have prioritized technical issues such as carbon assessment, reference scenario, and measurement, reporting and verification of emissions. However, a major policy challenge in Nepal is the substantial deforestation and degradation going on, which leads to substantial challenges of leakage and threatens Nepal's National REDD + policy ambition. The key drivers of deforestation and degradation in Nepal are still poorly identified, analyzed and understood. Inadequate focus of Nepal's present REDD + readiness on the core issues of contested forest tenure and frail governance entails that an unrealistic policy and institutional measures would be developed in addressing these issues of deforestation and degradation. Consequently, it would seriously undermine the prospect of achieving emission reduction — the very goal of REDD +. It is suggested that a robust analysis, collective understanding and broadly agreed policy measures for curbing deforestation must be at the core of REDD + readiness process.  相似文献

Although local communities and indigenous peoples are the main actors for REDD + practices, their needs and perceptions have received little attention in the debates on REDD +, despite much rhetoric to the contrary. In this study, a Collaborative Forest Management (CFM) site was studied using a questionnaire survey administered to a CFM user group in order to understand CFM users' perceptions and knowledge of their forest and REDD + and evaluate their expectations for potential REDD + benefits. Specifically, the study investigated the following questions: Do CFM users know about REDD +? Are there any differences in the perceptions and expectations among nearby and distant users?The data obtained from the semi-structured questionnaire, interviews and household survey indicate that people are sensitive to changes in climate and the forest around them but are unaware of climate change mechanisms and the links between climate change and deforestation. Compared to distant users, nearby users felt more strongly that the forest is essential to their lives and were more interested in participation in REDD + practices. As the distant users are also significant actors in management practices, there is a need to raise distant users' interests in REDD +. Both nearby and distant users had high expectations of the potential benefits of REDD +. These findings are significant for policymakers as they provide insights into the feasibility of REDD + within the context of the present form of CFM in Nepal. The Government and related stakeholders should communicate with the local communities regarding the opportunities and risks of REDD + projects, and meaningfully involve the local communities in the design and implementation process if they are to receive local support. It is important to develop a system of equitable decision-making and benefit-sharing that reflects local needs, and is incorporated into any REDD + action plans applied to the Terai forests.  相似文献

This article analyzes three of the most contentious scholarly and political debates regarding REDD +, focusing on 1) what REDD + should achieve; 2) who should monitor REDD + outcomes; and 3) how REDD + should be financed. In analyzing these, the article conceptualizes three sets of storylines and assesses which of the identified storylines resonate in the first Indian REDD + project, focusing on both stakeholders' views and project design. The three identified questions do not give rise to contentious debates among stakeholders of the REDD + project. Contrasting views on REDD + found in scholarly and political debates – such as carbon versus non-carbon objectives, authority of technical experts versus local communities, and market versus fund-based approaches – are not prevalent among project stakeholders, who believe that different approaches to REDD + can be combined and can even reinforce each other. Project stakeholders prefer non-carbon benefits as the project's main objective to be monitored jointly by experts and local communities, and favor a mix of fund- and market-based approaches. This is also reflected in the project design. The conclusion reflects on the insights that the multi-level discourse analysis in this article generated, including for REDD + in general.  相似文献

China has been implementing the world's most ambitious afforestation and forest conservation programs and undergoing rapid forest expansion since 1990s, thus, understanding the forest dynamics in China has global implications for sustainable forest management. Through analyzing forest area, biomass dynamics, and factors influencing deforestation and forest restoration, we found that the natural disasters and economic development drove forest dynamics and transition in China. The growth of the economy and population drove up demand for forest products, facilitating deforestation. The booming economy also boosted government's investment in forest restoration and conservation programs. Natural disasters damaged and frequently destroyed forests, but they also served as stimuli for the authorities to adopt remedy forestry policies and programs that ultimately led to forest increase. Nationwide, increasing peaks of annual afforestation were observed in the late 1950s, early 1980s, and early 2000s, and the newly increased area closed for forest restoration reached the peak in 1998. All these peaks were closely associated with peaks of natural disasters (i.e., floods, drought, and dust storm events). Based on the dynamics of forest area, biomass and forest consumption over the past 40 years, forest transition occurred during the late 1980s to the early 1990s, and it also strengthened the carbon (C) sink function of forests in China (with an increasing rate of 0.137 Pg C yr.1 during 1994–2008). Overall, our study highlighted the influences of natural disasters and economic development on the forestry policies and forest C dynamics in the newly industrialized country.  相似文献

We extended the Hartman model to examine the optimal rotation, taking into consideration the economic benefits of wood and the dynamics of three carbon pools (aboveground biomass, dead organic matter, and harvested forest products). Chinese fir (Cunninghamia lanceolata) stands in Southern China were taken for a numerical example to analyze the effects of carbon price on the optimal management of short-rotation plantations. The results show that, with the current price of carbon, introducing the effects of harvesting on different carbon pools into the decision model would increase the optimal rotation age on poor (SI = 10) and medium (SI = 17) sites by one year, while it does not have any impact on the optimal rotation for good sites (SI = 21). Irrespective of site condition, the optimal rotation age is not sensitive to carbon price and interest rate. An increase in interest rate by 1% would reduce the optimal rotation age by one year. In conclusion, forest carbon trade could effectively enhance land owners' income from short-rotation forest plantations. However, it does not lead to any significant increase in forest carbon sink.  相似文献

Socio-cultural surveys were carried out on the basis of a questionnaire administered on 346 respondents in order to investigate cultural and ethnobotanic uses of Milicia excelsa in Benin.M. excelsa contributes to cure 45 human diseases. The different parts of the tree used are leaves (30.3%), bark (25.8%), root (23.6%), latex (10.1%), flaking bark (6.7%), wood, calcium concentrated in old trees, and gum (1.1% each). Fruits or seeds are rarely used. Six different forms of utilization were recorded: soaking (46.3%), bark or leaves decoction (32.8%), herb tea (11.9%), powder (6.0%), leaves or bark grounded and rolled up into ball (1.5%), component of offering to fetish (1.5%). Iroko wood is also used in carpentry and joinery for construction purposes; furniture as well as for building boats/canoes.Iroko tree is used as the conservatory of cultural values and incarnates many divinities, which differ significantly from one province to another (χ2 = 1830.27; d.f. = 25; P < 0.01%). There is a significant difference between the provinces in respect of the recognition of the species (χ2 = 268.71; d.f. = 17; P  0.01%) and the population awareness about iroko as a sacred tree also varied from one province to another (χ2 = 308.66; d.f. = 27; P  0.01%).Veneration of the tree is the main approach of its conservation by local people. M. excelsa is conserved on farm, in sacred groves, in public places and in cemeteries. The different sacred objects used to symbolize the divinities incarnated by iroko are: pottery (36.36%), iron (11.11%), calabash (4.04%), candle (2.02%), piece of cloth (18.18%), sacrifice (13.13%), piece of money (3.0%), stone (2.05%), glassware (broken bottle, 2.02%), and convent (8.08%). There is a highly significant difference between provinces as far as the sacred objects are concerned (χ2 = 183.037; d.f. = 19 and P < 0.001%). The conservation purposes also vary significantly from one region to other (χ2 = 894.47; d.f. = 31; P < 0.01%).  相似文献

Carbon budgets are developed to understand ecosystem dynamics and are increasingly being used to develop global change policy. Traditionally, forest carbon budgets have focused on the biological carbon cycle; however, it is important to include the industrial forest carbon cycle as well. The overall objective of this study was to quantify the major carbon fluxes associated with the production of Wisconsin's industrial roundwood, by using life cycle inventory (LCI) methodology to produce an industrial forest carbon budget. To achieve this objective we (1) developed carbon LCIs for the harvest process for three major forest ownerships (state, national, and private non-industrial), (2) developed carbon LCIs for a dimensional lumber and two oriented strand board (OSB) mills and (3) completed a scaled version of 1 and 2 to include more Wisconsin forestlands and to incorporate the other major processes within the industrial forest carbon cycle (e.g. primary mill, secondary mill, product use and product disposal processes of the industrial forest carbon cycle). The carbon budgets for the harvesting process of the Chequamegon-Nicolet National Forest (CNNF), the Northern Highland American Legion State Forest (NHAL), and the non-industrial private forests that participated in the managed forest laws of Wisconsin (MFL-NIPF) were 0.10, 0.18 and 0.11 tonnes C ha−1 year−1), respectively. The dimensional lumber and OSB products were both net carbon sources, and released 0.05–0.09 tonnes C/tonnes C processed). More carbon is sequestered than released within the industrial forest carbon cycle of Wisconsin's national (6 g C m−2 year−1), state (12 g C m−2 year−1) and non-industrial private forests (7 g C m−2 year−1). Using published net ecosystem production data we estimate that the net forest carbon cycle budget (sum of the biological and industrial C cycle, [Gower, S.T., 2003. Patterns and mechanisms of the forest carbon cycle. Ann. Rev. Environ. Resour. 28, 169–204]) for the CNNF ranges between −897 and 348 g C m−2 year−1. Life cycle inventories of wood and paper products should be clear and explicitly state what processes are included, so that results can be used by policy makers and future researchers.  相似文献

This paper examines carbon (C) pools, fluxes, and net ecosystem balance for a high-elevation red spruce–Fraser fir forest [Picea rubens Sarg./Abies fraseri (Pursh.) Poir.] in the Great Smoky Mountains National Park (GSMNP), based on measurements in fifty-four 20 m × 20 m permanent plots located between 1525 and 1970 m elevation. Forest floor and mineral soil C was determined from destructive sampling of the O horizon and incremental soil cores (to a depth of 50 cm) in each plot. Overstory C pools and net C sequestration in live trees was estimated from periodic inventories between 1993 and 2003. The CO2 release from standing and downed wood was based on biomass and C concentration estimates and published decomposition constants by decay class and species. Soil respiration was measured in situ between 2002 and 2004 in a subset of eight plots along an elevation gradient. Litterfall was collected from a total of 16 plots over a 2–5-year period.The forest contained on average 403 Mg C ha−1, almost half of which stored belowground. Live trees, predominantly spruce, represented a large but highly variable C pool (mean: 126 Mg C ha−1, CV = 39%); while dead wood (61 Mg C ha−1), mostly fir, accounted for as much as 15% of total ecosystem C. The 10-year mean C sequestration in living trees was 2700 kg C ha−1 year−1, but increased from 2180 kg C ha−1 year−1 in 1993–1998 to 3110 kg C ha−1 year−1 in 1998–2003, especially at higher elevations. Dead wood also increased during that period, releasing on average 1600 kg C ha−1 year−1. Estimated net soil C efflux ranged between 1000 and 1450 kg C ha−1 year−1, depending on the calculation of total belowground C allocation. Based on current flux estimates, this old-growth system was close to C neutral.  相似文献

The global climate initiative Reducing Emissions from Deforestation and Forest Degradation (REDD +) initially included carbon markets as one potential policy mechanism to finance a range of forestry projects in developing countries. Indonesia was an early leader on REDD +, and set up the regulatory frameworks and monitoring systems to support demonstration projects that could trade credits in voluntary carbon markets. This article applies a neoliberal governmentality framework to evaluate the development of REDD + market institutions in Indonesia during the Readiness period between 2008 and 2013. It critiques the role of the state in this process, and how the authority of public agencies shapes the actions of private subjects. The case of Indonesia indicates a pivotal role for government agencies at multiple levels in integrating the operation of REDD + market activities within a supportive regime of forest and land management. Critical to this process was legislation to trade in forest carbon and obtain project licenses, devolved land-use planning and forest management that could support commercial activities, and robust MRV surveillance systems to oversee on-ground activities. Despite these efforts, projects were often subject to an uncertain and highly contested forest management regime, undermining attempts to demonstrate the viability of operationalising market mechanisms at the local scale.  相似文献

General non-site-specific allometric relationships are required for the conversion of forest inventory measurements to regional scale estimates of forest carbon sequestration. To determine the most appropriate predictor variables to produce a general allometric relationship, we examined Eucalyptus pilularis aboveground biomass data from seven contrasting sites. Predictor variables included diameter at breast height (dbh), stem volume, dbh2 × H, dbh × H and height (H). The data set contained 105 trees, ranging from 6 to over 20,000 kg tree−1, with dbh ranging from 5 to 129 cm. We observed significant site differences in (1) partitioning of biomass between the stem, branch wood and foliage; (2) stem wood density and (3) relationship between dbh and height. For all predictor variables, site had a significant effect on the allometric relationships. Examination of the model residuals of the site-specific and general relationship indicated that using dbh alone as the predictor variable produced the most stable general relationship. Furthermore, the apparent site effect could be removed by the addition of a constant value to the measured diameter (dbh + 1), to account for the differing diameter distribution across the seven sites. Surprisingly, the inclusion of height as a second predictor variable decreased the performance of the general model. We have therefore demonstrated that for E. pilularis a general allometric relationship using dbh alone as the predictor variable can be as accurate as site-specific allometry, whilst being applicable to a wide range of environments, management regimes and ages. This simplifies regional estimates of aboveground biomass from inventory measurements, eliminating the need for site-specific allometric relationships or modifiers such as height, wood density or expansion factors.  相似文献

The implementation of carbon-storage efforts in countries experiencing armed conflicts or confronting illegal activities (such as illicit crop cultivation) will permit additional tropical forests to be protected for climate change mitigation. Yet, despite these potential gains, the appropriate design and application of forest conservation and climate change mitigation approaches such as the mechanism for Reducing Emissions from Deforestation and Forest Degradation (REDD +) in such contexts remain little studied. Unanswered questions relate to the propensity of farmers in conflict affected areas to conserve forests for climate change mitigation. Such questions include, for what reasons and under what circumstances would such farmer participate in climate change mitigation activities? In this paper we address these questions by developing an econometric Logit model to understand factors influencing the propensity to conserve forest of farmers from 14 villages in Colombia. These villages are located in a region recognized as a stronghold of guerrilla insurgencies and as the center for illegal crop cultivation. The region was selected as it is also the proposed target area for piloting Colombian government REDD + activities. A household survey (n = 90) showed that four explanatory variables are significantly related to the ‘propensity to conserve forest’. ‘Harvest of non-timber forest products’ (specifically bush meat) positively influences a farmer's propensity to conserve forest. In contrast, higher ‘percentage of forest area’, ‘deforestation for (the production of) subsistence crops’ and ‘harvest of wood product’, each have a negative influence. Overall, results show an already high propensity to conserve forest among farmers (70% of respondents) and indicate their growing propensity toward the conservation of primary forest and management of degraded lands and secondary forest. These results might be attributable to efforts undertaken to reduce the causes of armed-conflicts and ecosystem deterioration, such as enhancement of land tenure security and farmer associations' rules to reduce deforestation. They might also be linked to communities' positive attitudes toward water resources conservation. We conclude that most farmers will not oppose forest conservation as long as it is compatible with their respective livelihood priorities.  相似文献

Wood volume yield and stand structure were investigated for Norway spruce understorey growing at 1500 trees ha−1 under birch shelters of two different densities, 300 and 600 trees ha−1, and Norway spruce growing without shelter, in a field trial in the boreal coniferous forest, 56 years after the establishment of the stand and 19 years after establishment of the trial.Wood volume yield in sheltered spruce (mean annual increments of 1.87 and 1.78 m3 ha−1 year−1 under the dense and sparse shelterwoods, respectively) was significantly lower than that of unsheltered spruce (mean annual increment 2.43 m3 ha−1 year−1). The loss in wood volume yield for sheltered spruce was more than compensated for by the additional wood volume yield in the shelterwoods (mean annual increments 3.26 and 1.88 m3 ha−1 year−1 for the dense and sparse shelterwood respectively).Shelterwood density did not produce any significant differences in inequality of the understorey stands, measured as skewness and the Gini coefficient for the wood volume distributions. This implies that two-sided competition for nutrients and water was more significant than competition for light.Immediately after trial establishment, trees in the no shelterwood treatment (i.e. where all overstory trees had been removed) showed a marked increase in diameter growth. Over time, the growth rate of unsheltered Norway spruce was reduced to a level comparable to that of sheltered spruce. The difference in average diameter has persisted during the trial period. There was no similar effect on height growth, resulting in an increased slenderness index (h/d) with increased shelterwood density for the understorey trees.  相似文献

We studied the effect of experimental logging of 4 ha plots on the regeneration of tree species in a forest 90 km north of Manaus, Amazonas, Brazil. Logging resulted in a total reduction in live wood volume of 44–107 m3 ha−1, although only 63% of this volume was felled, and only 43% removed from the plots. The density of established regeneration (trees and shrubs with diameter at breast height ≤10 cm, and height ≥200 cm) was greater in logged plots than in control plots when measured 3 and 7–8 years after logging. Species richness was also significantly higher in logged plots than in controls. We registered 139 species per 1000 stems, 7–8 years after logging, 143 species per 1000 stems, 3 years after logging, and 136 species per 1000 stems in control plots. Overall species composition was significantly affected by the intensity of logging damage in the plots after 7–8 years, and control plots were significantly different from plots logged 3 years previously. However, changes were not great in relation to natural variation within the forest. Most species increased in density after logging (mean=17%), and the number of individuals belonging to species with commercial value on the local market was 15% greater in logged plots than in control plots. The total potential value of the regeneration, based on the value of wood per m3 (when adult) of the individuals, was 23% higher in logged plots than in control plots, though this difference was not statistically significant. Therefore, enrichment planting is not necessary to maintain either the biodiversity, or potential economic value for wood production, of this forest.  相似文献

The purpose of this study was to determine if spatially-explicit commercial timber inventories (CTI) could be used in conjunction with satellite imagery to improve timber assessments and forest biomass estimates in Amazonia. As part of a CTI, all commercial trees ≥45 cm DBH were measured and georeferenced in 3500 ha of a logging concession in NW Mato Grosso, Brazil. A scientific inventory was conducted of all trees and palms ≥10 cm DBH in 11.1 ha of this area. A total of >20,000 trees were sampled for both inventories. To characterize vegetation radiance and topographic features, regional LANDSAT TM and ASTER images were obtained. Using a stream network derived from the ASTER-based 30 m digital elevation model (DEM), a procedure was developed to predict areas excluded from logging based on reduced impact logging (RIL) criteria. A topographic index (TI) computed from the DEM was used to identify areas with similar hydrologic regimes and to distinguish upland and lowland areas. Some timber species were associated with convergent landscape positions (i.e., higher TI values). There were significant differences in timber density and aboveground biomass (AGB) in upland (6.0 stems ha−1, 33 Mg ha−1) versus lowland (5.4 stems ha−1, 29 Mg ha−1) areas. Upland and lowland, and timber and non-timber areas could be distinguished through single and principal component analysis of LANDSAT bands. However, radiance differences between areas with and without commercial timber on a sub-hectare scale were small, indicating LANDSAT images would have limited utility for assessing commercial timber distribution at this scale. Assuming a 50 m stream buffer, areas protected from logging ranged from 7% (third order streams and above) to 28% (first order and above) of the total area. There was a strong positive relationship between AGB based on the scientific inventory of all trees and from the commercial timber, indicating that the CTI could be used in conjunction with limited additional sampling to predict total AGB (276 Mg ha−1). The methods developed in this study could be useful for facilitating commercial inventory practices, understanding the relationship of tree species distribution to landscape features, and improving the novel use of CTIs to estimate AGB.  相似文献

Previous literature encouraged a hybrid institutional approach for REDD + implementation, where clear government policies help reconcile the rules, regulations and interests of external institutions with those of the communities involved. However, it is unclear how such an approach can be designed in the scale necessary to match local, national and international interests in protecting forests. For this reason, the functions of intermediaries deserve explicit recognition by key actors in shaping REDD + policy nationally and internationally. Indonesia is promoting the more localized Forest Management Unit (Kesatuan Pengelolaan Hutan or KPH) as a key element of forest governance reform for embracing REDD + and related initiatives. Using a case study from eastern Indonesia, we analyzed local factors driving deforestation and forest degradation. We then reviewed the work of the local KPH to examine the necessary roles of a potential REDD + intermediary. We argue that progress made by the local KPH in improving forest governance, including partnerships with local communities, is made possible by the KPH fulfilling the role of policy intermediary while taking on transformative roles reshaping internal and external relations. However, for the KPHs to fulfill their mandate as effective REDD + intermediaries, more concerted efforts from the central and provincial governments, as well as from international donors, are still needed. These include greater consistency in government policies and regulations, improved policy communications, and the commitment to strengthening the capacity of individual KPHs.  相似文献

Biodiversity loss is a major problem in terms of loss of genetic and ecosystem services and more specifically via impacts on the livelihoods, food security and health of the poor. This study modeled forest management strategies that balance economic gains and biodiversity conservation benefits in planted tropical forests. A forest-level model was developed that maximized the net present value (NPV) from selling timber and carbon sequestration while maintaining a given level of biodiversity (as per the population density of birds). The model was applied to Eucalyptus urophylla planted forests in Yen Bai Province, Vietnam. It was found that the inclusion of biodiversity conservation in the model induces a longer optimal rotation age compared to the period that maximizes the joint value from timber and carbon sequestration (from 8 to 10.9 years). The average NPV when considering timber values plus carbon sequestration was 13 million Vietnamese Dong (VND) ha 1 (765 USD ha 1), and timber, carbon sequestration and biodiversity values were 11 million VND (676 USD) ha 1. Given this differential, governments in such tropical countries may need to consider additional incentives to forest owners if they are to encourage maximizing biodiversity and its associated benefits. The results also have some implications for implementing the climate control measure of “Reducing Emissions from Deforestation and Forest Degradation-plus (REDD +)” in developing countries, i.e., payment for carbon sequestration and biodiversity benefits in planted forests.  相似文献
