According to analyses of the existing problems in the evaluation of agent of government investment project, combining with the characters of the substituted construction system of the government invested project and the project management, a performance evaluation index system of the agent of government invested project was constructed, fdlowing the basic principles of the index settlement. It introduces the AHP, the fuzzy evaluation mode, and the ADF comprehensive evaluation mode based on DEA, and gives some practical examples.  相似文献

Since the implementation of the new construction system in 1988 in China, this system has gone through three phases: trial phase(1988-1993),development phase(1993-1995),and comprehensive application phase from 1996.Construction supervision as a new management system has profound effects to the whole process of a construction project, in particular, to the three conventional objectives, that is quality, cost and construction time. The new management system has to a large extent brought the traditional problems of extended construction time, uncontrollable cost and unsecured quality to a normal practice. Construction supervision is a management activity with request of high intelligence. The performance of this activity is closely related to the quality of project general supervision engineer. This paper identifies the basic elements that a proper project general supervision must have. By applying the fuzzy analysis principle, this paper presents a quantitative model for evaluating the quality of project general supervision engineer.It provides an applicable approach for project clients when general supervision engineers are to be chosen.  相似文献

Based on the introduction of particularity of the construction project and asymmetric information in its implementation, it shows that the project manager may have opportunism behavior, which affects the construction corporation and project manager. A principal-agent theory is applied to set up two models under different risk attitude and which proved that only if the agent were risk-neutral, the principal would get the maximum profit by leasing the project. The opportunism behavior does appear in the optimal incentive mechanism when the agent is risk-avoiding and it is harmful to the principal's benefit. The fundamental way to eliminate opportunism is enhancing the incentive intensity and enforcing outside monitoring and binding mechanism.  相似文献

In this paper, in allusion to the three kinds of serious overvaluation (the budgetary estimate of project construction exceeds the rough estimate, the budget exceeds the budgetary estimate and the final accounts exceed the budget) causing uncontrollable project investment often appeared in domestic project construction,the main causes for that are analyzed. That is, the frequent project change and the malpractice of the cost managing system. In this paper, according to some real projects,the kinds and causes of project change are clarified and the malpractice of the cost managing system is analyzed. The effective approaches of reducing the project change, especially the united surveying and improving the cost managing system in order to make the effective control of the project investment are realized.  相似文献

Along with the increase in the number of large-scale construction projects, a series of negative effects concerning various interest-related parts have emerged,which urges a comprehensive and objective evaluation of construction project so as to evaluate its overall satisfaction. In this paper,an evaluation indexes system of construction project satisfaction was advanced,which consists of 19 values coming from all main interest concerning parties, including users, investors, owners, suppliers, government and organizations nearby. A BP neural network evaluation model was built which was self-adaptive, self-organizing and self-study. And this evaluation model was applied to specific project ease. The result showed that this approach can improve the reliability and effectiveness of satisfaction evaluation of the construction project.  相似文献

The sustainability assessment of construction project will play an important role in promoting the implementation of sustainable development strategy. The indicator system and standards for sustainability assessment of construction project are discussed in this paper, and then the application mode of sustainability assessment in China is analyzed. A proposal is also put forward in this paper that the sustainability assessment of construction project should be implemented in stages and combined with the feasibility study and environmental impact assessment system.  相似文献

According to the quality of one-time ,uncertainty and high risk in engineering project, the importance of management by objetctive of construction project is expatiated. The features and structure model of the system of management by objects are analyzed and established. The principle to determine the superiority of objectives in different levels and the "Analytic Hierachy Process" to calculate the weight factors are put forward. The value-at-risk(VaR) model is a statistical model to estimate and control financial risk,and used to measure the most probable loss on the next deal stage of financial asset portfolio.Based on the principle of the value-at-risk,in this paper the value-at-risk is to be applied to the risk evaluation of construction project.Assuming the sub-project prices abide by the BQ model are random variable which conform to normal distribution,this paper has built up the portfolio of project according to biding and quoted price of construction project,and adopted the variance-covariance method to measure the value-at-risk of the biding and quoted price in order to provide a feasible risk analysis tool for the evaluation of construction project bidding.  相似文献

Investment on construction projects has become an important factor in improving the development of economy in China.The non-price bottom bidding is a representation that the investment on projects is becoming standardized.During the years of trying out the non-price bottom bidding,the colluding in bidding or bidding below the cost has happened several times,which have damaged the benefits of owners.To solve theses problems,this paper firstly studies the reason of these problems-the failure in the normal relationship between principal and agent.Then,some measures have been presented as follows: building systematic and scientific system of qualification prejudication,judging behaviors of colluding in bidding and bidding below the cost with reason and providing a surety mechanism of the project.The authors hope that these measures are beneficial to non-price bottom bidding.  相似文献

Recently,many large and medium-sized real estate companies in China have attempted to construct a standard project management system regarding project culture,organization and value chain,to enhance their ability of integrating resources and effectively delivering projects.An appropriate definition of project phases is the base of standard management for these enterprises.According to the existed literature and the observation of some real estate companies,a Six-Phase(SP) approach is presented.The method standardizes real estate project in China by dividing a project life cycle into six phases.A case study shows that the six phases correspond appropriately with those suggested by the departments of four real estate companies.An industry survey by means of questionnaire has also been conducted.The respondents,most of which are the CEOs from 50 real estate companies in China,agreed that this approach is reasonable and acceptable.  相似文献

This article states systematically the fundamental conception of the mode of construction management general contract, the contract structure and the organization structure through the analysis of the construction characteristics of Shanghai large-scale projects, considering the situation of China and the characteristics of this line. It also summarizes the characteristics of the mode of construction management general contract through the example of the Pudong International Airport Construction. The mode of construction management general contract not only meets the needs of construction technique in bettering the design of construction project building, but also releases the pressure in middle and later management of construction project building and overcomes the deficiency of the long-term building period, hard-to-control investigation brought by the problem of design, purchase, construction divided from and restricted by each other existed in the traditional contract mode. It also helps the contractor to provide socialized, specialized, commoditized service for the contractor. Helps to overall arrangement, economized investment, management level improve ment can be given. So it has the superiority in super large-scale projects construction compared with the traditional construction management.  相似文献

In this paper the features of information asymmetry and information model under the model of management by construction agency in project invested by government are analyzed, the information asymmetry in the main bodies of construction agency in the project invested by government is studied. Especially the advantages and weaknesses in information among government consignor, consuming unit and construction agency are analyzed.
