The conflict events that occurred in construction engineering project(CEP) often bring about a lot of adverse affection on project implementation,and show a random character.In order to find out the representing rule of conflict events in CEP,on the basis of investigation,in this paper the representing degree of conflict events in every stage is described with a new concept,i.e.the representing intensity,by combining the quantitative analysis with the qualitative analysis.Then,according to AHP,every stage's judgment matrixes of conflict events are set up,their affection on the whole construction projects from the cumulative results of conflict events in each stage have been analyzed with Latent roots of these matrixes,and the outcome is satisfactory according to the result of consistency test.At last,the distribution of conflict events during the life cycle of CEP has also been described by statistics data of the investigation.The research has obvious theoretic and practical value for forecasting conflict events,mastering the whole project situation,avoiding and reducing conflict events,and improving project management level.  相似文献

Analysis of the mapping and transferring mechanism, and the sensitivity of quality characteristics of Complicated Electromechanical Products (CEP) reveal that the coupling of functionality and structure, and uncertainty in their mapping relations are important factors that influence the quality of CEP. By integrating the principals of Axiomatic Design (AD), this paper proposes a concept of decoupling design for quality characteristics of CEP. A model for decoupling control in the mapping processes of CEP is presented. In the model, formation-process of quality characteristics of CEP is transformed into iterative zigzagging decomposition and mapping between functional-domains. Then mapping matrixes are utilized to facilitate product designers to identify coupled quality characteristics in CEP, and to reduce complexity in function and physical structure and the product development. The model presented is used in the design of the transmission system in the first direct-drive hobbing machine in China, which effectively reduces the complexity of transmission system of hobbing machine and improved gear hobbing accuracy.  相似文献

Development Management (DM) in decision phase, Project Management on behalf of the owner (OPM) in implementation phase and Facility Management (FM) in operation phase are three isolated management tools during traditional life cycle management of construction project. As a result, a lot of potential disadvantages are aroused. In recent years, many research organizations try to reform the traditional method using different integration means. This paper tries to explore into integration of DM, OPM and FM to overcome the malpractice of traditional life cycle management of construction project. The research focuses on three aspects: 1.putting forward the concept of Life Cycle Integrated Management (LCIM), based on management integration theory; 2. Raising a new idea to owner's (operator's) management organization design, which emphasizes on the balance of life cycle objectives; 3. Abstract: Stakeholders are an integral part of environmental conflict. Analysing the positions and interests of stakeholders is vital in effective environmental conflict management. This paper reviews the literature related to stakeholders and their dynamics in environmental conflict. It also presents the results of a study relating to a New Zealand transport infrastructure project where the positions and interests of stakeholders have kept on changing during the life of the project. This study plots the changing positions of some of the key stakeholders, towards this project. These stakeholders include a policy manager, a community stakeholder, an environmental stakeholder and a political stakeholder. The paper also analyses the changing positions by identifying and classifying the key drivers for these changes.  相似文献

当前农村土地整治项目仍处于初级阶段,项目管理水平不高,乡村转型发展过程中,农村土地整治需要从原来的单一目标导向向实现区域功能的综合目标转变。要实现其综合功能,就需要运用系统思维有效协调各种矛盾,解决项目管理中存在的问题。本文通过借鉴系统工程方法理论中的霍尔三维结构模型,构建符合农村土地整治项目管理特征的管理体系,为科学组织农村土地整治项目管理提供参考,助力农村土地整治项目在乡村振兴中发挥重要作用。  相似文献

采用文献研究法和数据分析法,剖析新型农业经营主体发展障碍,以期为破解发展瓶颈提供思路。研究显示,新型农业经营主体存在人力资源短缺与浪费并存、经营权不稳定、合作难、创业进展缓慢等问题。笔者认为破解发展障碍,应区分现有和未来的新型农业经营主体,分类培养;以城乡融合观念推动土地流转,为其成长创造适宜条件;加强对创新创业的重视,通过创业解决发展难题。  相似文献

After analyzing the current researches with the three-major-goal management: quality,cost and time,on the construction project and aiming at the existing issues,this article puts forward a new method.This method identifies the reliability of every fundamental module(subsystem) suitably,which based on the current standards to analyze and classify the large construction procedure,and was constituted by the construction procedure.Also was considered the three-major-goal(quality,cost and time) of every module.Then the reliability of the large construction project was calculated,the qualified standards of reliability were evaluated,and the general and particular frame was optimized.Furthermore,it raises a new conception of the comprehensive control technique considering the reliability of the three-major-goal synthetically.This article explores a new way to ensure the three major unified goals: quality,cost and time,of the construction project management,and makes sure that the process of the construction project was in an ideal condition.  相似文献

Smoothing techniques are mainly used to solve the problem of sparse data for statistical language model. The present smoothing techniques deal with the data sparse problem using different discount and compensate strategy, and they have different merit or shortcoming on complexity and rationality. This paper presents a new kind of smoothing technique based on global discount for Bi-gram model. The model parameters, probabilities for bigram, are discounted according to frequency of bigram, and are compensated according to lower-level model for unseen events in the model, whose rationality is indicated by minimizing the perplexity. Experiment results show that the technique is superior to commonly used Katz smoothing technique.  相似文献

Valuation based on the bill of quantifies will change the existing valuation mode of tender and bidding. For the standardized management of tender and bidding for power projects and the inteUigentized information management of power enterprises, it is an inevitable trend of reform to apply the valuation mode based on the bill of quantifies. According to the characteristics of power projects, this paper expounds the working process of the valuation mode based on the bill of quantities and analyzes the goal and function need of the tender and bidding management system. Considering the calculation procedure of the valuation and the quote strategy of quantities bill, the composition of fees for the valuation is settled and the calculation method is designed. To establish the management system of tender and bidding with a valuation based on the bill of quantities is beneficial for the costing reform of power projects and the perfection of the tender and bidding market. Therefore it is of great significance to spread the new management mode of project costing with a valuation based on the bill of quantities.  相似文献

Aiming at the urgent requirements of project management from roadway design enterprises, key technologies and application of networked roadway design project management are studied. First, requirements analysis and a general technology scheme are proposed for networked roadway design project management. Next, key technologies are studied systematically, including workflow analysis and improvement, networked and dynamic project monitoring and coordinating, and integrated project information management. Based on the key technologies, an application system of networked roadway design project management is developed and applied in some real projects of roadway engineering design. A case study is presented to illustrate the management process based on the networked project management system. The engineering applications show that the system can effectively improve the management efficiency, reasonably configure and optimize design resource, monitor and coordinate project plan and schedule, and accurately evaluate the performance of design team members.  相似文献

In this paper, the different interests among the three sides are analyzed based on the city housebreaking management ordinance. 随着国家和地方政府对农业科技工作的重视,省级农业科研院所课题经费呈现出资金总量快速增长、课题经费来源渠道和经费结构变化明显、经费管理办法不一、课题组织形式多样等新特点;不同程度地存在经费管理与课题管理脱节、预算编制与实际需求脱节、资产管理与财务监管脱节、项目支出与科研实际脱节等问题。基于这些变化特点和存在的问题,研究提出了建立健全财务管理制度、规范科研资金管理,科学编制课题预决算、提高资金使用效益,制定课题经费管理办法、强化项目经费监督管理等意见和对策。  相似文献

Ambiguity processing is an essential but difficult problem in word segmentation.The authors combine Support Vector Machines(SVM)with rules to propose a new algorithm(SR algorithm)to deal with the combinatorial ambiguous phrases in Chinese word segmentation.The key idea of the SR algorithm is to solve combinatorial ambiguous phrases making use of the theory of SVM and rules of parts of speech.In a test of several kinds of Chinese corpus,it indicates that the accuracy of segmentation for combinatorial ambiguous phrases reach 83%.It provides a new method for solving Chinese word segmentation problems.  相似文献

Since the implementation of the new construction system in 1988 in China, this system has gone through three phases: trial phase(1988-1993),development phase(1993-1995),and comprehensive application phase from 1996.Construction supervision as a new management system has profound effects to the whole process of a construction project, in particular, to the three conventional objectives, that is quality, cost and construction time. The new management system has to a large extent brought the traditional problems of extended construction time, uncontrollable cost and unsecured quality to a normal practice. Construction supervision is a management activity with request of high intelligence. The performance of this activity is closely related to the quality of project general supervision engineer. This paper identifies the basic elements that a proper project general supervision must have. By applying the fuzzy analysis principle, this paper presents a quantitative model for evaluating the quality of project general supervision engineer.It provides an applicable approach for project clients when general supervision engineers are to be chosen.  相似文献

为了解决农业文化遗产地旅游主客冲突问题,采用问卷调查法,以农业文化遗产地紫鹊界梯田的游客为调查对象,以旅游主客冲突感知为调查内容,通过问卷调查分析把旅游主客冲突因子归为参与性行为冲突因子、经济冲突因子、服务冲突因子、环境冲突因子、行为冲突因子、社会冲突因子、文化冲突因子,并得出旅游主客交往的意愿都很强、旅游主客冲突普遍存在以及旅游主客冲突管理具有必要性等结论。  相似文献

This paper analyzes the key principles on which the international traditional contracts and new engineering contract have been drafted as well as the contractual relations among the parties involved in the execution of the project. 种质资源的收集和保存具有广泛性和长期性,并为培育质量更高的新品种提供了坚实的物质基础。核心种质是以最小的资源数量和遗传重复最大程度地代表该物种整个遗传资源的多样性。因此,利用目前已有的基本数据、评价鉴定数据和部分特征数据所提供的信息构建的桃核心种质,可以有效地解决目前在桃种质的保护、利用中无效的收集较多、种质圃的占地大和管护成本高的问题,也使一些优异基因能够得到很好的开发和利用,并提高中国桃种质资源收集、保护、评价和创新利用的效益。  相似文献

With the progress of technology and development of the society, higher and higher uncertainty inside and outside the project makes the management facing a big challenge. From the systemic meanings of harmony, this paper discusses the philosophical status of harmony in the project management,introduces the harmonious management theory,and then points out that the harmonious management is the methodology through whole cognitive levels. It then brings forward a harmonious model of the project management.
