Abstract: This paper considers the convergence of immigration/globalisation and education in New Zealand. The issues of immigrant students at Epsom Normal Primary School were raised nationally in 1995, and this incident serves as a useful departure point to consider some of the challenges involved in bridging the gap between immigration and education. Educational immigration is a notion used by Belich (2001) amongst others, to suggest that immigrants arrive in New Zealand in order to bypass full cost fees paid by international students. This notion, while useful, is challenged. Research undertaken in North Shore City as well as official immigration figures show the complexities of the issue: immigrant communities may be indirect recruiters of these students, but there are also an increasing number of international students becoming permanent residents. Either way, education providers face particular challenges with migrant students, not only in terms of English language abilities, but also in the lack of financial incentive migrant students give to an education provider relative to international students’ contributions. These micro issues are placed in perspective when returning to considering the transient nature of many young migrants exploring opportunities in a globalised world.  相似文献

Migration from Asia to New Zealand is now a topic of heated public debate within New Zealand. This study traces the experiences of Taiwanese migrants to Auckland over the past decade and documents their adaption and revised expectations. By the end of June 1995, over 21,000 Taiwanese had been granted permanent residence in New Zealand on the basis of their skills, qualifications and work experience. Although expecting a fall in income as the necessary ‘price’ to pay for an improved quality of life, as well as some language difficulties, few immigrants were prepared for the magnitude of the drop in income, the hardship it would bring and the heavy reliance this would place on their remaining investments in Taiwan. The net result has been unemployment and underemployment of immigrants many of whom are now resigned to net gains through education coming not to them but to their children. As a result of the inability to secure adequate employment, many Taiwanese immigrants have relocated one or all of the family members back to Taiwan. The introduction in October 1995 of stricter English standards and the flatter, less academic basis to point earning qualifications, validation of job offers, recognition of New Zealand work experience together with the spouses’ human capital as well as a clearer commitment to New Zealand should all go some way to addressing many of the difficulties the history of recent Taiwanese immigration has uncovered.  相似文献

Abstract: New Zealand's population growth of 10 per cent over the decade 1991–2001 resulted substantially from an increasing number of those claiming Pacific Island and Asian ethnicity, and to a lesser extent of the New Zealand Maori. Using census data for a comparable set of small areas with average populations of just over 100, this paper examines the changing geography of the four main ethnic categories – New Zealand European, New Zealand Maori, Pacific Island Peoples, and Asians – across the country as a whole and in its major settlements, especially Auckland. There is little extreme segregation of the three minority groups, but most of the Europeans live in areas where there is little exposure to those of other ethnicities. Most of the changes in segregation reflect the growth of Auckland's Pacific Island and, especially, Asian populations.  相似文献

This article explores the relationship between I‐Kiribati communities and the broader ‘imagined’ Pasifika community in Aotearoa New Zealand. It looks at the way a group of I‐Kiribati tertiary students experience identity within this context. Through the use of semi‐structured interviews and a discourse analysis, the study draws three main conclusions. First, that I‐Kiribati navigate multiple identities and are constantly negotiating these within different spaces. Although this contributes to uncertainties around identity, I‐Kiribati students also strategically enact identity to suit various contexts. Second, that Pasifika as a term tends to infer ‘Polynesian’ which in turn may marginalise I‐Kiribati identities within certain spaces, particularly in education settings that intend to support all Pacific identities. Yet, given such a narrow understanding of Pasifika, these efforts may counter that intention for those on the margins of, or outside the common usage of, the term Pasifika. Last, community plays a significant role in the formation of identities within minority groups, which is important for countering aspects of marginalisation experienced within broader pan‐ethnic labels such as Pasifika. Consequently, we argue that Pasifika as a label needs to better reflect inter‐Pacific diversity as well as the identity negotiations that Aotearoa New Zealand‐born Pacific peoples navigate.  相似文献

‘Back‐door’ migration refers to the entry of overseas‐born New Zealand citizens to Australia. Many New Zealand Chinese migrants from the People's Republic of China (PRC) are within this migration flow. Based on a detailed analysis on the permanent and long‐term arrival and departure data from Statistics New Zealand and an online survey conducted by the author, this paper examines the trans‐Tasman migration of New Zealand's PRC migrants. The result shows that compared with New Zealand‐born citizens, the trans‐Tasman migration of China‐born New Zealand citizens is not large in number. The 2001 Australia immigration policy change of the welfare provisions to New Zealand citizens discouraged ‘back‐door’ migration of the PRC migrants in the short term only. Australia still remains a favoured destination for many of them. Economic consideration is the main factor drawing these migrants to Australia. This paper also reveals a circulatory feature of the PRC migrants' trans‐Tasman migratory movements, as evidenced by a significant number of respondents who had migrated from New Zealand to Australia indicating that they would come back to New Zealand at some future time.  相似文献

Abstract: Education has increasingly come to be seen as a potent development tool, not least because the quality of the education system today affects a country's development for decades to come. The migration of teachers – both internationally by way of emigration and internally within countries – may adversely affect the quality of education especially in a country like Fiji with a limited human resource capacity. The emigration of workers, particularly of highly skilled workers who are endowed with high levels of human capital, has severe implications for a small country like Fiji. The emigration of teachers who are the largest professional group of migrants has led to the filling of vacancies by less experienced and junior teachers and is widely believed to have led to falling educational standards. In addition to international migration, there is substantial internal migration of teachers, mostly away from remote schools to urban areas. Rural schools find it particularly difficult to recruit and keep qualified and experienced personnel. In the process, rural areas have been drained of some of their best human resources. This article provides an overview of the scale of migration of secondary teachers from Fiji, raises development issues connected to the international and internal migration of teachers, describes policy responses that this migration has elicited and identifies areas requiring further research with a view to making policy recommendations as well as contributing to the literature on skilled migration in the Pacific.  相似文献

Since 1983, no non‐self‐governing island connected to a (neo‐) colonial European or American metropole has acquired full Westphalian sovereignty and these islands continue to operate within constitutional frameworks that connect them to these metropoles. Large majorities in referendums on several of these islands have rejected full sovereignty. This paper opens with a review of the essential elements of the concept of sovereignty in a historical and global context, before studying how sovereignty is unfolding in new forms in non‐self‐governing islands in the Pacific and the Caribbean. As a case study, an analysis is presented of how pro‐France (loyaliste) and pro‐independence (indépendantiste) parties in New Caledonia are negotiating sovereignty with France. Evidence is given of how these New Caledonian parties are creatively using classic Westphalian signifiers of sovereignty normally reserved for sovereign states such as flags, diplomatic representations and international treaties, while still negotiating New Caledonia's sovereignty with France. This suggests that in contrast to Westphalian sovereignty, a unique ‘Islandian’ concept of sovereignty is emerging. Islands that are not sovereign in a Westphalian sense can creatively disassemble and reassemble signifiers of Westphalian sovereignty to strengthen their continuous negotiations with their metropoles and their neighbours.  相似文献

This article provides a comparative investigation of education programmes intended to revitalise te reo (the language of the Māori, indigenous to Aotearoa New Zealand) and Mapudungun (the language of the Mapuche, indigenous to Chile), respectively. The historical processes of colonisation and globalisation in Chile and Aotearoa New Zealand that have threatened indigenous language are outlined, and revitalisation efforts subsequently described and assessed. Finally, the disparities in success that the two countries have experienced in their revitalisation efforts are examined, and some recommendations made.  相似文献

Australian wheat quality research has focused on the quality requirements of Asian markets for more than 20 years. This has included the development of appropriate test methods for the laboratory manufacture and quality assessment of wheat-based food products. Products considered have included white salted and yellow alkaline noodles, instant noodles, steamed bread and dumplings. The research has also been aimed at the wheat quality requirements of these products to assist in defining appropriate quality objectives for Australian wheat breeding programs. Since the programmatic document for the greenway construction in 9 cities of the Pear River Delta-Greenway Network Master Planning Outline for the Pearl River Delta was issued, greenway construction has been launched in all regions. This study proposed background of greenway study and problems in current greenway construction, analyzed the advanced overseas cases about networking and ecologicalization of greenways, and summarized their successful experience and their enlightenment for domestic greenway planning. By analyzing greenway construction in the United States in an all-around way, especially the typical greenway planning of Auckland Isthmus in New Zealand, it was proposed that sustainable development should be taken as the guiding ideology for greenway network planning of the Pearl River Delta, ecology-based planning adopted, ecological control and guidance of greenway defined, and high technology applied to create a scientific network.  相似文献

Abstract: This paper aims to explain how a number of leading electronics firms from Asian newly industrialised economies of Hong Kong, Singapore, South Korea and Taiwan are articulated into global production networks and become major players in their respective market niches. Developing a triangular theoretical framework, I seek to explain the complex relationships between the dynamic articulation of these leading Asian electronics firms into different global production networks and their simultaneous upgrading from typical followers to market leaders. As a critique of the dominant developmental state discourse, I argue that the interplay between corporate strategies and home base advantages within the context of changing global production networks can offer a better explanation of the differentiated competitive outcomes of these Asian firms. This paper draws upon original data collected through personal interviews with top executives from leading electronics firms in the four Asian newly industrialised economies. I conclude the paper with some implications for theory and policy in relation to corporate development in Asian economies.  相似文献

Geographical differentiation and phylogenetic relationships of Asian taros, Colocasia esculenta (L.) Schott, and related species were analyzed by random amplified polymorphic DNA (RAPD) and isozymes of 13 enzyme systems with special interest in the accessions from the Yunnan area of China, which supposedly has served the secondary center of taro diversification and dispersal into the temperate Far East Asia. The RAPD analysis was found to be better suited for detecting genetic differences within taros and among its related species. However, both RAPD and isozyme analyses estimated quite similar genetic relationships within taros and between related species. Genetic differentiation was evident in the taro accessions of Nepal, Yunnan and other Asian areas; but, phylogenetic relationships between the differentiated taro groups were not clearly determined. When taro cultivation was introduced to a new area, only a small fraction of genetic variability in heterogeneous taro populations was transferred possibly causing random differentiation among locally adapted taro populations. Some of the Yunnan and Japanese accessions were found to be direct descendants of the common triploid population. Further analysis on taros from the eastern China and Korea is necessary to clarify the Yunnan's role in taro diversification and dispersal. The significant local differentiation in Asian taros was clearly demonstrated by RAPD and isozyme analyses in this study, and the results of this study will serve as a base to establish evolutionary and genetic relationships among Asian taros. Abstract: Changes in immigration and refugee policy since 1991 have led to an increasing number of minority ethnic groups settling in Aotearoa New Zealand. The number of Black African migrants and refugees granted permanent residence in New Zealand has increased substantially from about six in 1982 to over 770 in 1998 (New Zealand Immigration Services, 2001). The socio‐economic, professional and cultural characteristics of this emerging Black African minority ethnic community are complex but fascinating. In mid 2000 the majority of the Black African community in New Zealand were refugees ( Chile 1999A ). This paper is part of a broader study to analyse the nature and structure of Black African migration and settlement in New Zealand. It is an attempt to undertake applied migration research from a participatory methodology framework that addresses the expressed needs of the grass‐roots level client community. The paper examines the socio‐economic status of Black African refugees in New Zealand and analyses the factors and processes that create an impoverished community that is increasingly excluded from mainstream society. Strategies to reverse the process of marginalisation and create a healthy, vibrant community with the capacity to participate effectively in New Zealand society are examined.  相似文献

The praxis of an Indigenous Fijian researcher who is both an insider/outsider offers some valuable lessons for ethnographic work. This paper introduces ‘cultural discernment’ as a concept used to ensure that the research process is culturally ethical within the research setting. An insider will always require a sense of cultural discernment, recognising that actions taken have implications that are critical and remain with the researcher for life. The paper contextualises the concept of cultural discernment in relation to Fijian epistemology. Although there are risks within any research project with regard to ethics processes and the conduct of research, this paper will illustrate how Western paradigms associated with ‘expert knowledge’ and the ‘lay knowledges’ of an Indigenous population group produce competing understandings about ethical practice. The paper draws on a doctoral research project exploring the cultural conceptualisation of health and well‐being, conducted in Fiji and New Zealand. The research process and steps carried out in this study ensured those actions were culturally appropriate and ethically sound from an Indigenous Fijian perspective.  相似文献

This introduction to an Asia Pacific Viewpoint special section on militarism and gender in the Pacific argues that gendered analyses are crucial to understanding processes of militarization, and that multidisciplinary and interdisciplinary approaches are integral in that effort. The introduction also provides background to the articles, outlining their origin in a workshop on militarism and gender in the Pacific held in Wellington, New Zealand in 2009, and its subsequent iteration in sessions at the Oceanic Conference of International Studies in 2010. The special section constitutes the first publication of a permanent working group on militarism and gender in the Pacific with an international, multidisciplinary membership.  相似文献

This paper examines some of the socio‐demographic changes which have occurred in the Pacific‐descent population in New Zealand in the last decade. It examines significant shifts which have occurred in the social and economic characteristics of overseas and locally‐born sub‐populations and identifies some of the factors which have produced these. The chapter points to the growing internal socio‐demographic diversity within the Pacific population and argues that we may need to think about this population in different ways in the near future.  相似文献

Abstract: The rapid transformation of Asian societies and landscapes, especially since the mid‐1990s, has engendered much conjecture of the ‘Asian renaissance’ and the rise of a ‘New Asia’. This Special Edition of Asia Pacific Viewpoint explores the intersecting themes of ‘urban place’, ‘social memory’ and ‘cultural identity’ in the articulation of and contestation towards New Asia. Specifically, the six articles here offer various interpretations of New Asia – as tourism marketing tool, political vision and social identity – and the politics involved in urban, tourism and cultural development. From colonial hotels in key South‐East Asian cities to the historic waterfront of Singapore; from festivals and rituals in Hong Kong, Hoi An (Vietnam) and Penang (Malaysia) to the clash of cultural values in Manggarai (Indonesia), ‘selective remembering’ and ‘ideological forgetting’ are central to the construction of New Asian identities. Ultimately, this Special Edition hopes to provoke continuing discussions on the rhetoric of New Asia and its imaginative and contested geographies, sociologies and histories.  相似文献
