Abstract:   The existence of excessive fishing capacity is globally recognized by resource managers as a major problem for fisheries, and it is responsible for the degradation of fishery resources and for significant economic waste. Estimates of fishing capacity and capacity utilization may provide helpful tools in designing an effective capacity management plan for Mediterranean fisheries. In this study, the fishing capacity and capacity utilization of eastern Mediterranean purse seiners were assessed using data envelopment analysis (DEA). Estimates were made for individual vessels based on the level of inputs used and outputs produced, relative to other vessels operating under similar conditions. Results indicated similar excess capacity for target species, which is in accordance with how the fishery operated. The 24–40-m fleet segment was found to be more efficient than the 12–24-m fleet segment in terms of landing weights. It was evidenced that purse seiners could have increased their catch during 2000–2005 by approximately 23% by increasing the variable inputs, for example days fished. Conversely, a fleet of smaller size could have achieved the reported catch. Under the condition that the remaining vessels will be fully utilized, a proportional decrease in the fleet size might seem a rational management measure towards reducing overexploitation and attaining sustainable fisheries in the eastern Mediterranean Sea.  相似文献

为了解中东大西洋中部海域中上层鱼类资源结构与渔场分布,对2007-2014年入渔FAO34渔区3.11和1.32小区(毛里塔尼亚专属经济区)从事中上层鱼类捕捞的7艘国内渔船的生产数据进行了分析。结果表明,我国入渔船只数量、入渔渔船总产量和作业渔船平均日产量均呈现先增加、后减少的趋势,且在2011年入渔渔船总产量和作业渔船平均日产量到达最大值,2012年入渔船只数量到达最大值。渔获种类主要包括沙丁鱼(Sardina pilchardus)、短体小沙丁鱼(Sardinella maderensis)、金色小沙丁鱼(Sardinella aurita)、日本鲭(Scomber japonicus)和竹筴鱼(Trachurus trachurus),各渔获种类的渔获量年际间波动较为明显。月均产量在17.2~23.6 t/haul,最高值和最低值分别出现在12月和8月;月均总产量在1 279.0~2 414.2 t,最高值和最低值分别出现在1月和8月,12月至次年3月为渔汛旺期。渔场季节变化现象明显,夏秋季向北移动,冬春季向南移动,20.0°~20.8°N、17.4°~18.0°W区域为高产量海域。该海域中上层鱼类洄游现象明显,这可能主要与该海域的不同洋流在不同月份的强弱变化有关,该海域整体渔业资源呈现一定衰退现象。建议渔船入渔该海域从事中上层鱼类捕捞持谨慎态度,加强该海域渔业资源的研究与保护。  相似文献

Illex argentinus, the Argentine short-finned squid, is an important species within the Patagonian shelf ecosystem, where it supports a major multi-national fishery. The fishing fleet operating in this region is comprised of jigging vessels which attract squid using powerful incandescent lights. These fishing lights are detectable in remotely sensed satellite imagery which makes the fishery unusually amenable to a large-scale analysis of its spatial dynamics. In this paper, long-term inter-annual variability in fleet distribution and extent is examined using imagery from the Defence Meteorological Satellite Program-Operational Linescan System (DMSP-OLS) for the period 1993–2005. The fishery was found to occupy a wide area across the shelf and slope, with regions of consistent fishing activity observed on the high seas (45–47°S) and to the north of the Falkland Islands (Malvinas). Distribution of the fishery over the 13-year study period was variable, with 28% of the fished area occupied in 1–2 years, and 7% of the area occupied in 12–13 years. Annual catch levels were positively associated with the extent of the area occupied by the fleet. Higher catches corresponded to the fishery occupying a wide latitudinal range, whereas lower catches were observed during 2004 and 2005 corresponding to a contraction of the fishery away from the south of its range. In years of very high catches, fishing took place along almost the entire latitudinal range of the species. Due to the intensity of fishing, changes in the distribution of the fleet can reflect shifts in the distribution of I. argentinus; this has potential for the long-term monitoring of this highly variable squid fishery.  相似文献

Observers were placed on pelagic vessels in the Scottish fisheries for mackerel (Scomber scombrus), herring (Clupea harengus), “maatje” herring (herring caught just before their first spawning) and argentines (Argentina silus) to monitor by-catch composition and discarding practices. A total of 67 days was spent at sea, 11 on the argentine fleet, 28 on the herring fleet, 12 on the “maatje” herring fleet and 16 on the mackerel fleet. The level of by-catch generally ranged from <1% to around 2.5% of the total catch. The argentine fishery took a significant proportion of blue whiting (Micromesistius poutassou) (approx. 10% of the overall catch) but this was landed and sold in the market. The greatest range of by-catch species was found in the argentine fishery, including 11 species of fish and one species of squid. Discarding rates in the fisheries varied, with herring and argentine fisheries showing no discards, the mackerel fishery a discard rate of around 4% and the “maatje” herring fishery a discard rate of around 11%. By-catches included small numbers of gannets (Morus bassanus) but no marine mammals. If the sampled trips were representative, results indicate that marine mammal by-catch events typically occur during less than one in 20 hauls in the fisheries studied. A larger scale study is needed to confirm this. Cetaceans were sighted in the vicinity of the fishing boats during 4% of observed fishing activities.  相似文献

A predator–prey model was applied to the red grouper Epinephelus morio fishery from Yucatan, Mexico, with the aim of understanding the spatial behaviour of a mid-sized fishing fleet. The heterogeneity of the environment was considered, and different habitat quality levels were determined to address environmental differences. The behaviour of the fleet was also evaluated based on a simulation of restricted fishing areas (RFA). The model was applied utilising 5 years of information on catch and fishing effort (1973–1977). Four levels of habitat quality were defined (low, medium, high and exceptional). The total costs and revenue for a fishing expedition in the areas of exceptional habitat quality were higher due to their location farthest from the base port. The fleet was most efficient during the winter at locations in the eastern continental shelf, with the number of these areas clearly decreasing in the autumn. The model simulation of the RFA showed a total revenue reduction of 7–27 % in scenarios of RFA for adult protection. When the RFA was implemented for the protection of juvenile fish, the total revenue was not reduced, indicating that this type of RFA might be a feasible management strategy for a sustainable fishery.  相似文献

Illegal, unregulated and unreported (IUU) fishing is a major problem in many of the world's fisheries. The stocks most severely impacted centre on those characterised by high economic value, such as abalone, as well as long lived and slow growing species such as Patagonian toothfish (Dissostichus eleginoides). Effective management of these stocks as well as assessment of the impacts of IUU fishing on the resources is impeded by the technical difficulties associated with determining the magnitude of the IUU catches. The South African abalone Haliotis midae fishery rates as an extreme example of extraordinarily high levels of illegal and unreported (IU) catch. To assess the level and trends in IU catches, we used a combination of approaches that included collation of confiscation records from law enforcement, development of a novel index (the confiscations per unit policing effort—CPUPE), estimation of illegal catches using a spatial and age-structured assessment model, and cross-checking of model outputs through comparison with trade data on abalone imports in destination countries. The model-predicted 2008 IU estimate was 860 tonnes, more than 10 times the total allowable catch (TAC) for that year, and implied that, on average, 14% of all IU catches are confiscated. Associated management responses included the listing of H. midae on Appendix III of CITES (the Convention on International Trade in Endangered Species of Wild Fauna and Flora), and a temporary closure of the commercial fishery. We summarise both technical and management lessons to be learnt from this integrated approach to assess and verify the magnitude of IU fishing.  相似文献

本文根据1998-2003年福建海区拖网渔业资源监测以及1995-1997年间闽南台湾浅渔场单拖渔业资源调查、1998年和2000-2001年福建海区拖网定点调查的资料,论述和分析福建海区单拖渔业的现状。结果表明:目前整个单拖渔业虽然船数削减,实际却加大渔船功率,作业时间延长,促使年产量、单位产量不断提高,导致渔获组成发生很大变化,由低质小型鱼类、生命周期短的头足类、虾蟹类支撑,渔获鱼类质量较差,经济效益下降;另一方面头足类、虾蟹类资源量年间波动性较大,易受捕捞过渡影响,很难长时间承担目前捕捞压力。为此,文中提出加强严格实行"双控制度"及控制网目规格等管理建议和意见,为有关渔业管理和生产部门提供参考依据。  相似文献

Successful individual transferable quota (ITQ) management requires a binding (constraining) total allowable catch (TAC). A non‐binding TAC may result in a shift back towards open access conditions, where fishers increasingly compete (‘race’) to catch their share of the total harvest. This process was examined by comparing fishing fleet behaviour and profitability in the Tasmanian southern rock lobster (Jasus edwardsii) fishery (TSRLF), Australia. Between 2008 and 2010, the TSRLF had a non‐binding TAC and effectively reverted to a regulated, limited‐entry fishery. Fishers' uncertainty about future profitability and their ability to take their allocated catch weakened the security characteristic of the ITQ allocation. The low quota lease price contributed to an increase in fleet capacity, while the more limited reduction in quota asset value proved an investment barrier, hindering the autonomous adjustment of quota towards the most efficient fishers. In the TSRLF, catch rates vary more than beach price and are therefore more important for determining daily revenue (i.e., price x catch rate) than market price. Consequently, fishers concentrated effort during times of higher catch rates rather than high market demand. This increased rent dissipation as fishers engaged in competitive race to fish to be the first to exploit the stock and obtain higher catch rates. The history of this fishery emphasizes the need for a constraining TAC in all ITQ fisheries, not only for stock management, but also to manage the security of the ITQ allocation and prevent unanticipated and undesirable changes in fisher behaviour and fishery profitability.  相似文献

Abstract The factors important in determining fishing power in the Lake Kariba sardine, Limnothrissa miodon (Boulenger, 1906), fishery were identified using data from the major fishing area of the lake, the Kariba basin, for the periods 1980–1982 and 1988–1990. Comparisons were carried out using fishing power calculated from the mean catch of some standard vessels. Three methods were used for identification of the important attributes. Analysis of variance (ANOVA) was carried out for each component to compare the mean fishing power at all levels within each variable. Multiple regression analysis was used to build predictive models and to determine the factors which best predict fishing power. Factor analysis was used to ordinate vessel types and examine any vessel groupings related to fishing power. Factor analysis showed that vessel and net size were the most important variables. Vessels without engines for propulsion, of low value and without radios had less fishing power than the other vessels in the fleet. Vessels from the same company had similar fishing power, suggesting that some unmeasured variable such as quality of management linked to the fishing companies had a significant effect on catch. The factors which were important in determining catch were length of vessel, depth of the net, presence and absence of echo sounder, mobility, the type of light, number and wattage of the underwater lights in the 1988–1990 fishing period. Vessel length and net category were most important in the period 1980–1982. The models accounted for between 37.6 (1981) and 61.2% (1988) of the variation in fishing power. During the development of the fishery, there has been a change from purse seine to lift nets, and increases in the use of echo sounders, engines for the propulsion of vessels and radios, all of which could have increased effective fishing effort.  相似文献

I summarize the total allowable catch (TAC) fishery management system, which forms part of the European Common Fisheries Policy (CFP) as complicated, inaccurate and ineffective. Total allowable effort (TAE), i.e. limits on fishing capacity and days‐at‐sea, provides a simpler, readily enforceable control to protect all species affected by a fishery. Fishing capacity of vessels in each region‐gear fleet could be capped through limits on engine power, gear, crew, and fittings, and/or reducing allowances of days‐at‐sea for large, powerful vessels. Two basic, fishery‐dependent indicators are put forward to assess sustainability of a fishery dependably even in the absence of fishery‐independent data. One is socio‐economic, the other is ecological. Fishery working groups within each marine region would recommend a TAE to sustain their fishery while also protecting the most critically affected species or processes. Regional working groups would supervise a consistent approach across the different fisheries in their region. A pan‐European group would set policy, implement external agreements, set rules for trading TAE if necessary and harmonize fishing opportunities across regions. To ease negotiations on TAEs with the fishing industry when an ecosystem needs to recover, I propose compensation payments funded by re‐direction of existing CFP subsidies that promote fishing.  相似文献

We conservatively estimate the distant‐water fleet catch of the People's Republic of China for 2000–2011, using a newly assembled database of reported occurrence of Chinese fishing vessels in various parts of the world and information on the annual catch by vessel type. Given the unreliability of official statistics, uncertainty of results was estimated through a regionally stratified Monte Carlo approach, which documents the presence and number of Chinese vessels in Exclusive Economic Zones and then multiplies these by the expected annual catch per vessel. We find that China, which over‐reports its domestic catch, substantially under‐reports the catch of its distant‐water fleets. This catch, estimated at 4.6 million t year?1 (95% central distribution, 3.4–6.1 million t year?1) from 2000 to 2011 (compared with an average of 368 000 t·year?1 reported by China to FAO), corresponds to an ex‐vessel landed value of 8.93 billion € year?1 (95% central distribution, 6.3–12.3 billion). Chinese distant‐water fleets extract the largest catch in African waters (3.1 million t year?1, 95% central distribution, 2.0–4.4 million t), followed by Asia (1.0 million t year?1, 0.56–1.5 million t), Oceania (198 000 t year?1, 144 000–262 000 t), Central and South America (182 000 t year?1, 94 000–299 000 t) and Antarctica (48 000 t year?1, 8 000–129 000 t). The uncertainty of these estimates is relatively high, but several sources of inaccuracy could not be fully resolved given the constraints inherent in the underlying data and method, which also prevented us from distinguishing between legal and illegal catch.  相似文献

Market-based fisheries management systems give incentives to reduce the fleet size and employment, which increases earnings and contributes to resolve the tragedy of the commons. However, the often-stated expectation that economies of scale cause the disappearance of small-scale fishery is not observed in many cases. In this study, we investigate the effects on fleet structure in the period after introducing individual fishing quotas or individual fishing days with various degrees of transferability in selected fisheries in the seven Nordic countries. Despite observing economies of scale in most cases, it is found that the market-based fisheries management often does not reduce the small-scale fleet more than the fleet of large vessels. This is explained partly by small vessels targeting demersal species and large vessels pelagic species, and partly by the larger need of larger than small vessels to continuously utilize their capital stocks through fast adaptation to ensure return. A more important explanation is the regulation design, with limitations in sale of fishing rights and lease between vessel groups and regions and in the share of the total quota holdings of fishing rights by individuals and vessels. This is important for countries considering the introduction of market-based fisheries management, since the Nordic experiences show that with proper regulation design, economic gains can be achieved with small-scale fishing surviving even under economies of scale.  相似文献

Catch per unit of effort (CPUE) needs to be standardized to remove the effects of factors such as fishing time and location, before it can be used as an index of abundance in fish stock assessments. One of the most substantial effects arises from a change of target species. This is particularly important for the Taiwanese distant-water longline fishery, which has a long history of fishery data from two fleets that target various tuna species across three oceans. We review the development of the Taiwanese distant-water longline fishery and compare five designs for standardizing the catch rate of yellowfin tuna (Thunnus albacares) in the western and central Pacific Ocean, using generalized linear models with lognormal and delta-lognormal error assumptions. Two approaches to address targeting effects were tested: separating fishing fleet data based on observer records, and including four target indicators calculated from catch data. Four statistical regions (relating to major fishing grounds) were treated as a single factor in the first three cases and were treated separately for the last two (one independent run for each region). The last case, which involved independent analyses for each fishing fleet for each region, and using the delta-lognormal approach, was considered to provide the most informative standardized CPUE trends for yellowfin tuna.  相似文献

The initial success of the thread herring fishery in Sinaloa was followed by an increase in the mean fleet capacity, from 50 t in 1972 to 185 t in 1993. However, the efficiency (a measure of the storage utilization by a vessel), the fishing power and catch-per-unit-effort (CPUE), did not increase proportionally. Efficiency showed a declining trend with the vessel's size, and the CPUE stabilized at around 50 t vessel–1. To standardize the CPUE, a General Linear Model (GLM) incorporating fishing seasons and vessel categories was used. This model showed that the fishing power increased with time, but the differences among vessel categories were lower, ranging from 1–1.14. This model also explained 75.3% of the variation in catch rate. Analysis of the fishing indices trends suggested a reduction of the mean vessel size as the best way to improve the fishery management.  相似文献

Fishery in the Danube River basin has been characterised over the past century by increasing fishing levels, illegal fishing practices and poor regulations. However, there is a remarkable lack of available information on the actual status of fish stocks, as well as on the trends and sustainability of fisheries, which poses a problem for the development of adequate policy and management measures. In this study, we assessed the trends in the commercial fishery in the Middle Danube in Serbia during 1969–1989 and 2006–2010 by evaluating the temporal changes in life history‐related indicators that might point out unsustainable fishing pressures. Moreover, we present the approach of using the catch‐weighted mean egg‐per‐recruit (EPR) index as a proxy for the overall resilience of fish stocks to fishing. Results indicated a marked shift towards smaller fish that mature earlier and have a shorter lifespan. Landings also shifted towards species at lower trophic levels, with a mean trophic level decline at a rate of approximately 0.16 per decade. Results indicated likely presence of the ‘fishing through the food web’ phenomenon. At the same time, catch‐weighted community mean of the 20% EPR threshold ratio (EPR20%) increased by 4.2%, indicating the increase of the overall resilience to fishing of the exploited species. Obtained results indicated the importance of using such metrics for the assessments of trends in fishery. The approach and results presented here could be of interest for the scientific community and stakeholders involved in fishery management.  相似文献

Fish farms have been shown to aggregate large numbers of wild fish in their surroundings. Although little is known about how this affects the local fishery, two hypotheses have been put forward; a trapping and a protecting effect on wild fish. This study provides the first monitoring of commercial and recreational fishing activity at a fish farm. We assessed the effect on the small‐scale fishery analysing the differences between fishing in farm proximity and away from the farm (in terms of catch rate, income and catch composition). Moreover, we estimated the biomass removal from fishing activities by farm employees inside the farm. The study was conducted from January 2011 to June 2012 at a Gilthead seabream farm in the NW Mediterranean. The findings revealed a relevant amount of commercial and recreational fishing effort in farm proximity. Yet, the results showed no benefit or difference of fishing in close proximity to the farm compared with areas away from the farm. Thus, we conclude that farm‐aggregated fish are protected from the commercial fleet by the farm leasehold area, but remain vulnerable to hidden fishing practices inside the farm, where farm employees harvest more than 4 t of wild fish annually.  相似文献

Statistical methods are often used to analyse commercial catch and effort data to provide standardised fishing effort and/or a relative index of fish abundance for input into stock assessment models. Achieving reliable results has proved difficult in Australia's Northern Prawn Fishery (NPF), due to a combination of such factors as the biological characteristics of the animals, some aspects of the fleet dynamics, and the changes in fishing technology. For this set of data, we compared four modelling approaches (linear models, mixed models, generalised estimating equations, and generalised linear models) with respect to the outcomes of the standardised fishing effort or the relative index of abundance. We also varied the number and form of vessel covariates in the models. Within a subset of data from this fishery, modelling correlation structures did not alter the conclusions from simpler statistical models. The random-effects models also yielded similar results. This is because the estimators are all consistent even if the correlation structure is mis-specified, and the data set is very large. However, the standard errors from different models differed, suggesting that different methods have different statistical efficiency. We suggest that there is value in modelling the variance function and the correlation structure, to make valid and efficient statistical inferences and gain insight into the data. We found that fishing power was separable from the indices of prawn abundance only when we offset the impact of vessel characteristics at assumed values from external sources. This may be due to the large degree of confounding within the data, and the extreme temporal changes in certain aspects of individual vessels, the fleet and the fleet dynamics.  相似文献

An important element in the U.S. management of fisheries in the North Pacific is the existence of Community Development Quotas (CDQs) which grant community corporations the right to fish in many fisheries off the coast of Alaska. The eastern Bering Sea pollock fishery is the largest of these fisheries, with 10 % of the quota allocated to CDQs. The CDQ program evolved from a partial catch share program that existed from 1992 to 1999 within a limited-entry fishery to a full catch share program with separate spatial rights. In this paper I examine the temporal and spatial uses of CDQ rights and how these uses have changed since the implementation of catch shares throughout the fishery. I also discuss the dispersion of CDQ royalties since the program’s inception and examine the prices of CDQ fishing rights from 1992 to 2005 when data on quota value were reported to the government. I compare quota prices to information about walleye pollock fishing and examine the evolving use of CDQ rights. The use of the CDQ right has changed from extending the season to enabling fishing in otherwise closed areas during the season. The number of vessels fishing with CDQ rights has declined substantially, with all pollock CDQ fishing now done by at-sea processors.  相似文献

Cooperative‐based catch share systems can be implemented such that the members of the same fishery cooperative are jointly and severally liable for not exceeding collectively assigned fishing rights. In practice, this means that a regulator can take away catch privileges from an entire cooperative that overruns its collective quota, effectively creating a penalty much larger than what could be recovered with an individual fine. Fishery cooperatives then typically implement their own internal compliance regime that includes monitoring and penalties. This article first reviews compliance practice in cooperative‐based catch share systems by examining the commonalities and differences in the way compliance regimes are structured (observation and reporting requirements, penalty scheme, internal enforcement authority and indemnification mechanisms) in a number of internal agreements from fishery cooperatives in North America and in Europe. Based on our review of cooperatives and the literature on compliance, we discuss how incentives to comply may be different for an individual fisherman operating in a fishery cooperative where joint and several liability applies as compared to an individual fishing quota baseline situation without fishery cooperative. Our review suggests that, from the regulators’ point of view, joint and several liability can increase the level of compliance for a given enforcement expenditure. However, the regulator cannot rely solely on cooperatives to carry out controls and must ensure that the cooperatives themselves have an interest in setting up an effective monitoring system and will enforce sanctions within the cooperative.  相似文献
