Tropical sea cucumber fisheries follow a predictable pattern of serial depletion. Overfishing is exacerbated in developing countries where management systems lack capacity to control large numbers of fishers influenced by poverty. In contrast, the tropical sea cucumber fishery in Australia's World Heritage listed Great Barrier Reef Marine Park (GBRMP) is operating in a developed high‐income country with relatively few licensed fishers to manage. The development of this fishery is reviewed here in a meta‐analysis of catches from 1991 to 2011. The fishery expanded to replace high‐value teatfish species (Holothuria whitmaei and H. fuscogilva), fished heavily in initial stages of the fishery, with newly commercialized medium‐value species such as burying blackfish (Actinopyga spinea) and curryfish (Stichopus herrmanni). These two species now constitute 80% of total catch. The annual average catch of burying blackfish was 208 tonnes years 2004–11 and curryfish catches increased rapidly at an average annual pace of 200% from 2007–11. This serial harvest pattern occurred in the absence of baseline studies and without independent resource assessments, information required to inform relevant harvest predictions and to determine fishery impacts. This situation does not support ecologically relevant and adaptive decision‐making in management and the unfolding catch patterns in the GBRMP follow those in low‐income developing countries. The missing knowledge and lack of data serve as arguments to support precautionary reductions in harvests and extending fallow periods in fishing zones.  相似文献

Time/area closures have been widely used in fisheries management to prevent overfishing and the destruction of marine biodiversity. To a lesser degree, such spatio‐temporal management measures have been used to reduce by‐catch of finfish or protected species. However, as ecosystem‐based management approaches are employed and more fisheries are managed through multispecies, multiobjective models, the management of by‐catch will likely become increasingly important. The elimination of by‐catch has become a primary goal of the fishing policies of many countries. It is particularly relevant in the United States, as the deadline for setting annual catch limits (ACLs) in all fisheries passes in 2011. This will result in a dramatic expansion of the number of catch and by‐catch quotas. Such catch measures may result in the early closure of otherwise sustainable fisheries when by‐catch quotas are exceeded. To prevent such closures and the consequent economic hardship to fishers and the economy, it is imperative that managers be given the tools necessary to reduce by‐catch and improve fishing selectivity. Targeted spatio‐temporal fishery closures are one solution open to managers. Here, we examine how the spatio‐temporal and oceanographic characteristics of by‐catch may be used by managers to design fishery closures, and place these methods within a decision tree to assist managers to identify appropriate management measures. We argue that the current movement towards marine spatial planning (MSP) presents an important impetus to examine how we manage fisheries spatially, and we offer a first step towards the objective participation of fisheries in the MSP process.  相似文献

Long‐term trends in Portuguese fisheries landing profiles of biodiversity, assemblage composition, trophic groups and marine trophic index (1950–2009) were studied to understand the evolution of the fisheries from an ecological viewpoint and evaluate the effects of fisheries on stocks. The number of species landed has increased considerably since the 1980s. This indicates an expansion of the fisheries and also a better use of the marine biodiversity for redistributing effort. Changes in the ecological composition of fisheries catches have occurred since the 1950s, with a significant shift in the middle 1980s (anchor point). Deep‐sea resources and higher trophic levels (cephalopods, large benthopelagics, flatfishes, demersal invertebrates, small‐medium and large rays, medium bathydemersal, shrimps, small benthopelagics large sharks) have increased while traditional commercial species captured by nearshore fisheries (medium and small pelagics) have decreased. Despite the decreasing trend in catches since 1988, the marine trophic index (MTI = 3.04) increased by approximately 0.2 units per decade (MTI in 2009 = 3.46). The number of collapsed, overexploited and fully exploited stocks has increased considerably over the last 20 years (>50%). Overall, the data indicate that redistributing fishing effort and targeting of deep‐sea resources may have been driven by depletion of inshore fishery stocks, which signals concern for the fishery. Marine biodiversity indexes and ecological structure of landings profiles should be considered by fishery managers when redefining new marine fisheries policy.  相似文献

In Mediterranean European countries, 85% of the assessed stocks are currently overfished compared to a maximum sustainable yield reference value (MSY) while populations of many commercial species are characterized by truncated size‐ and age‐structures. Rebuilding the size‐ and age‐structure of exploited populations is a management objective that combines single species targets such as MSY with specific goals of the ecosystem approach to fisheries management (EAF), preserving community size‐structure and the ecological role of different species. Here, we show that under the current fishing regime, stock productivity and fleet profitability are generally impaired by a combination of high fishing mortality and inadequate selectivity patterns. For most of the stocks analysed, a simple reduction in the current fishing mortality (Fcur) towards an MSY reference value (FMSY), without any change in the fishing selectivity, will allow neither stock biomass nor fisheries yield and revenue to be maximized. On the contrary, management targets can be achieved only through a radical change in fisheries selectivity. Shifting the size of first capture towards the size at which fish cohorts achieve their maximum biomass, the so‐called optimal length, would produce on average between two and three times higher economic yields and much higher biomass at sea for the exploited stocks. Moreover, it would contribute to restore marine ecosystem structure and resilience to enhance ecosystem services such as reservoirs of biodiversity and functioning food webs.  相似文献

Marine recreational fishing (MRF) is a high‐participation activity with large economic value and social benefits globally, and it impacts on some fish stocks. Although reporting MRF catches is a European Union legislative requirement, estimates are only available for some countries. Here, data on numbers of fishers, participation rates, days fished, expenditures, and catches of two widely targeted species were synthesized to provide European estimates of MRF and placed in the global context. Uncertainty assessment was not possible due to incomplete knowledge of error distributions; instead, a semi‐quantitative bias assessment was made. There were an estimated 8.7 million European recreational sea fishers corresponding to a participation rate of 1.6%. An estimated 77.6 million days were fished, and expenditure was €5.9 billion annually. There were higher participation, numbers of fishers, days fished and expenditure in the Atlantic than the Mediterranean, but the Mediterranean estimates were generally less robust. Comparisons with other regions showed that European MRF participation rates and expenditure were in the mid‐range, with higher participation in Oceania and the United States, higher expenditure in the United States, and lower participation and expenditure in South America and Africa. For both northern European sea bass (Dicentrarchus labrax, Moronidae) and western Baltic cod (Gadus morhua, Gadidae) stocks, MRF represented 27% of the total removals. This study highlights the importance of MRF and the need for bespoke, regular and statistically sound data collection to underpin European fisheries management. Solutions are proposed for future MRF data collection in Europe and other regions to support sustainable fisheries management.  相似文献

In recent decades, invertebrate fisheries have expanded in catch and value worldwide. One increasingly harvested group is sea cucumbers (class Holothuroidea), which are highly valued in Asia and sold as trepang or bêche‐de‐mer. We compiled global landings, economic data, and country‐specific assessment and management reports to synthesize global trends in sea cucumber fisheries, evaluate potential drivers, and test for local and global serial exploitation patterns. Although some sea cucumber fisheries have existed for centuries, catch trends of most individual fisheries followed boom‐and‐bust patterns since the 1950s, declining nearly as quickly as they expanded. New fisheries expanded five to six times faster in 1990 compared to 1960 and at an increasing distance from Asia, encompassing a global fishery by the 1990s. Global sea cucumber production was correlated to the Japanese yen at a leading lag. Regional assessments revealed that population declines from overfishing occurred in 81% of sea cucumber fisheries, average harvested body size declined in 35%, harvesters moved from near‐ to off‐shore regions in 51% and from high‐ to low‐value species in 76%. Thirty‐eight per cent of sea cucumber fisheries remained unregulated, and illegal catches were of concern in half. Our results suggest that development patterns of sea cucumber fisheries are largely predictable, often unsustainable and frequently too rapid for effective management responses. We discuss potential ecosystem and human community consequences and urge for better monitoring and reporting of catch and abundance, proper scientific stock assessment and consideration of international trade regulations to ensure long‐term and sustainable harvesting of sea cucumbers worldwide.  相似文献

Large pelagic fishes are assessed and managed by tuna Regional Fisheries Management Organizations (tRFMOs). These organizations have been criticized for not meeting conservation objectives, which may relate to aspects of governance and management. No previous studies have systematically evaluated why management performance differs among tRFMOs and among stocks within each tRFMO. In this study, we collected data on the nature of research, management, enforcement and socioeconomics of management systems in the five principal tRFMOs of the world's oceans. We quantified influences of economic and fishery‐related factors on these management characteristics and examined how these factors vary among tRFMOs. We found that tRFMOs with a greater number of member countries, a greater economic dependency on tuna resources, a lower mean per capita gross domestic product, a greater number of fishing vessels and smaller vessels were associated with less intensive research, management and enforcement in these tuna fisheries. We also quantified the influence of specific management attributes and of biological, economic and fishery‐related factors on the trends and current status of large pelagic fish stocks in these regions. The most important factors correlated with trends and current stock status were external to the management systems, and included stock size, age at maturity, ex‐vessel price and economic dependency of countries on tuna fisheries. To improve the overall status of large pelagic fish stocks in the global high seas, more intensive data collection, research and management are needed in certain areas, especially in the Indian Ocean, and for certain stocks, especially non‐target species.  相似文献

Guidelines for the assessment and management of developing swordfish fisheries are derived through an examination of five swordfish fisheries. As they develop, swordfish fisheries may be inclined to local depletion around underwater features, such as seamounts and banks. Few nations have applied the precautionary approach in managing their developing swordfish fisheries. Without controls, swordfish fisheries expand geographically and fishing effort increases, often overshooting optimum levels. However, it is difficult to distinguish clear evidence of fishery collapse; modern longliners harvest widely distributed tuna and swordfish and they are able to relocate to distant areas or switch between target species in response to fluctuations in species abundance and price. Furthermore, the wide distribution of swordfish combined with year‐round spawning and high growth rates amongst juveniles probably contribute to the apparent resilience of swordfish stocks to intensive harvesting. Over half the world’s swordfish catch is taken as an incidental catch of longliners fishing for tuna. In several areas, such as the North Atlantic, catch quotas have sometimes caused tuna longline fishers to discard swordfish. Minimum size limits have also resulted in discarding of swordfish in tuna fisheries and in dedicated swordfish fisheries. In addition to weakening the effectiveness of those management measures, bycatch and discarding add to the complexities of managing swordfish fisheries and to uncertainties in assessing the stocks. Longliners that target swordfish often fish at high latitudes where interactions with marine wildlife, such as seabird, are generally more frequent than at low latitudes. Concern over incidental catches of marine wildlife and other species is becoming a driving force in the management of several swordfish fisheries. Fishery management organisations will need to implement management measures to protect non‐target species and gather reliable data and information on the situation by placing observers on boats fishing for swordfish.  相似文献

Fishery‐dependent data are integral to sustainable fisheries management. A paucity of fishery data leads to uncertainty about stock status, which may compromise and threaten the economic and food security of the users dependent upon that stock and increase the chances of overfishing. Recent developments in the technology available to collect, manage and analyse fishery‐relevant data provide a suite of possible solutions to update and modernize fisheries data systems and greatly expand data collection and analysis. Yet, despite the proliferation of relevant consumer technology, integration of technologically advanced data systems into fisheries management remains the exception rather than the rule. In this study, we describe the current status, challenges and future directions of high‐tech data systems in fisheries management in order to understand what has limited their adoption. By reviewing the application of fishery‐dependent data technology in multiple fisheries sectors globally, we show that innovation is stagnating as a result of lack of trust and cooperation between fishers and managers. We propose a solution based on a transdisciplinary approach to fishery management that emphasizes the need for collaborative problem‐solving among stakeholders. In our proposed system, data feedbacks are a key component to effective fishery data systems, ensuring that fishers and managers collect, have access to and benefit from fisheries data as they work towards a mutually agreed‐upon goal. A new approach to fisheries data systems will promote innovation to increase data coverage, accuracy and resolution, while reducing costs and allowing adaptive, responsive, near real‐time management decision‐making to improve fisheries outcomes.  相似文献

Commercial tunas and billfishes (swordfish, marlins and sailfish) provide considerable catches and income in both developed and developing countries. These stocks vary in status from lightly exploited to rebuilding to severely depleted. Previous studies suggested that this variability could result from differences in life‐history characteristics and economic incentives, but differences in exploitation histories and management measures also have a strong effect on current stock status. Although the status (biomass and fishing mortality rate) of major tuna and billfish stocks is well documented, the effect of these diverse factors on current stock status and the effect of management measures in rebuilding stocks have not been analysed at the global level. Here, we show that, particularly for tunas, stocks were more depleted if they had high commercial value, were long‐lived species, had small pre‐fishing biomass and were subject to intense fishing pressure for a long time. In addition, implementing and enforcing total allowable catches (TACs) had the strongest positive influence on rebuilding overfished tuna and billfish stocks. Other control rules such as minimum size regulations or seasonal closures were also important in reducing fishing pressure, but stocks under TAC implementations showed the fastest increase of biomass. Lessons learned from this study can be applied in managing large industrial fisheries around the world. In particular, tuna regional fisheries management organizations should consider the relative effectiveness of management measures observed in this study for rebuilding depleted large pelagic stocks.  相似文献

Individual transferable quota (ITQ) programmes have been incorporated into many marine fisheries management strategies for 30 years, but their implementation and utility remains controversial. This study provides an overview of the global status of ITQ programmes, the reasons they have been adopted and the changes in stock biomass after their implementation. Eighteen countries currently use ITQs to manage several hundred stocks of at least 249 species. ITQs were adopted in these countries for many reasons: overcapitalization, economic gains, safety concerns for fishers and political change. The implementation of ITQs does not translate into consistent changes in stock biomass. Improvements in 12 of 20 stocks after ITQs were introduced suggest that ITQs can be an effective component of fisheries management strategies, but eight of the stocks continued to decline after ITQs were introduced. This suggests that alternative or complementary measures are needed to sustain those fisheries, such as combining ITQs with more effective total allowable catches, better enforcement and monitoring, and implementing aspects of ecosystem-based fisheries management.  相似文献

Abstract The many risks associated with fisheries management can be attributed to the substantial uncertainties that exist within fishery systems and their numerous possible consequences for fishers and fish stocks. Compounding these risks are the possible disparities between different fisheries professionals on the nature and source of these risks. This paper attempts to categorise the risks as reported by fishery scientists and managers in Australia and along the US Atlantic Coast. Through the use of semi‐structured interview data, this paper attempts to provide a categorisation of the risks identified by fisheries professionals; and to compare the identified risks by professional group and by country. The analysis yields three broad categories and 12 subcategories of risk found in both nations. Results indicate that: (1) fisheries management risks can be broadly categorised through interview data; (2) the frequency of identification of a particular risk category reflects the management system in which they operate; and (3) risk categorisation could be useful from a risk management perspective as risks in different categories may be evaluated and managed using different risk management approaches.  相似文献

The fisheries structure, fishing gear, fishing vessels and their ownership, landing sites and markets, as well as fisheries management and fishers’ participation were surveyed in three tropical islands: Pohnpei (Micronesia), Mafia (Tanzania), and Guimaras (Philippines), covering 127 fishers. Labour-intensive gear, including purse seines and ring nets, characterised Mafia fisheries. Fibre-reinforced plastic (FRP) boats characterised Pohnpei fisheries, and canoes with nonmarine engines were characteristic of Guimaras fisheries. Wooden plank boats with large crews were only seen in Mafia. From a gear/vessel ownership perspective, the fisher categories present were gear fishers, gear-vessel fishers, employers, and casual labour fishers. Casual labour fishers and employers were only apparent in Mafia. The fisheries in Pohnpei had a relatively early age of entry, which was attributed to the urban markets available and family cohesion, while community organisation-based management of these fisheries was weak. Mafia and rural Guimaras fishers depended on middlemen, due to the distance of the market. Deteriorating subsistence-related fishery dependency means that the Guimaras fishers’ community is at risk. The high shared gear/vessel ownership rates and levels of affiliation to community organisations in Mafia reflect government’s timely community sustainability enhancement initiative. Based on our analyses, we propose the “fishers’ community sustainability” concept. The sustainability of a fisher’s community can be judged on (1) the age of entry to the fisheries, (2) the monetary profits made at fish markets and through marketing, (3) the cohesion among the fishers, and (4) the level of subsistence-related dependency on the fishery. The fishery is key to community sustainability, thus ensuring fishery-dependent life. It is essential to consider the above indicators of fishers’ community sustainability during fisheries development.  相似文献

Heterogeneity in human responses and decision‐making can contribute to the resilience of social–ecological systems in the face of environmental, political and economic pressures. In fishery systems worldwide, the ability of harvesters to maintain a diverse portfolio of fishing strategies is important for building adaptive capacity. We used a case‐study approach to examine the complexity of factors that inhibit or promote diversification in fisheries of Alaska, one of the major fishing regions of the world. Through a combination of harvest records and literature review, we explored shifts in participation and portfolio diversity in Alaskan fisheries over three decades. The four case‐studies examined the responses of fishers, fleets and communities to multiple, intersecting pressures, including biological declines, market and price dynamics, fishery privatization and the 1989 Exxon Valdez oil spill. These cases illustrate how stressors acting at multiple scales can encourage or constrain opportunities for diversification, and that these opportunities may be spread inequitably across participants. Overall, we found evidence for reduced participation and increasing specialization in Alaskan commercial fisheries. While numerous factors explain these trends, policies like individual quota systems and the increasing cost of entry into fisheries are forcing consolidation at local to regional scales. A portfolio approach to managing fisheries that reduces barriers to diversification and includes broad representation of resource users and communities in management may help to maintain opportunity and choice for fishers.  相似文献

Fisheries dynamics can be thought of as the reciprocal relationship between an exploited population and the fishers and/or managers determining the exploitation patterns. Sustainable production of protein of these coupled human‐natural systems requires an understanding of their dynamics. Here, we characterized the fishery dynamics for 173 fisheries from around the globe by applying general additive models to estimated fishing mortality and spawning biomass from the RAM Legacy Database. GAMs specified to mimic production models and more flexible GAMs were applied. We show observed dynamics do not always match assumptions made in management using “classical” fisheries models, and the suitability of these assumptions varies significantly according to large marine ecosystem, habitat, variability in recruitment, maximum weight of a species and minimum observed stock biomass. These results identify circumstances in which simple models may be useful for management. However, adding flexibility to classical models often did not substantially improve performance, which suggests in many cases considering only biomass and removals will not be sufficient to model fishery dynamics. Knowledge of the suitability of common assumptions in management should be used in selecting modelling frameworks, setting management targets, testing management strategies and developing tools to manage data‐limited fisheries. Effectively balancing expectations of future protein production from capture fisheries and risk of undesirable outcomes (e.g., “fisheries collapse”) depends on understanding how well we can expect to predict future dynamics of a fishery using current management paradigms.  相似文献

Fishery in the Danube River basin has been characterised over the past century by increasing fishing levels, illegal fishing practices and poor regulations. However, there is a remarkable lack of available information on the actual status of fish stocks, as well as on the trends and sustainability of fisheries, which poses a problem for the development of adequate policy and management measures. In this study, we assessed the trends in the commercial fishery in the Middle Danube in Serbia during 1969–1989 and 2006–2010 by evaluating the temporal changes in life history‐related indicators that might point out unsustainable fishing pressures. Moreover, we present the approach of using the catch‐weighted mean egg‐per‐recruit (EPR) index as a proxy for the overall resilience of fish stocks to fishing. Results indicated a marked shift towards smaller fish that mature earlier and have a shorter lifespan. Landings also shifted towards species at lower trophic levels, with a mean trophic level decline at a rate of approximately 0.16 per decade. Results indicated likely presence of the ‘fishing through the food web’ phenomenon. At the same time, catch‐weighted community mean of the 20% EPR threshold ratio (EPR20%) increased by 4.2%, indicating the increase of the overall resilience to fishing of the exploited species. Obtained results indicated the importance of using such metrics for the assessments of trends in fishery. The approach and results presented here could be of interest for the scientific community and stakeholders involved in fishery management.  相似文献

Managing coastal resources sometimes requires looking into the past, as this provides a baseline against which present conditions may be gauged. The present study evaluated the circumstances that led Brazilian coastal fishers to modify their use of encircling gillnets. Other stressors (i.e. water pollution and habitat degradation) acted synergistically on the fisheries dynamic between 1950 and 2016. Declining catches of several species were observed through fishers' historical perception and through fisheries landing records. Three notable trends in net handling were associated with distinct historical periods. Specifically, pressures from modern fishery practices and gear (e.g. monofilament nets), the adoption of spiral setting arrangements and the increasing use of trammel nets appear responsible for the decline of many stocks. Mullet, seabass, jack and pilchard stocks decreased over time and were associated the changes witnessed in the encircling net operations. These changes occurred in response to overexploitation of fish stocks, to exploit the dwindling fisheries resources. The study also discusses the reasons leading fishers to accept how encircling gillnets ought to be used, their interpretation of such changes and the implications these changes have for fisheries management.  相似文献

The vicious cycle of poverty, overfishing and resource degradation in coastal communities in the Philippines calls for action that will address the problem of declining fish catch and degraded fish habitats. The literature has shown that an efficient and effective coastal management program can be instrumental in approaching this problem. In order to secure food and livelihood of fishers, the Southeast Asian Fisheries Development Center/Aquaculture Department collaborated with the local government of Anini-y, Antique to develop a sustainable utilization of natural marine resources through sea ranching of abalone within the Nogas Island marine protected area. Establishing a marine protected area is a means of conserving natural stocks while sea ranching is considered an effective strategy that can increase fishery resources. The two management schemes are considered as effective coastal resources management strategies. The success of a sea-ranching project is dependent not only on biophysical but also on socioeconomic factors as determinants of community participation and cooperation. A social assessment was conducted to determine the fishers’ socio-cultural characteristics, their perceptions of their coastal resources and knowledge on how to effectively manage these coastal resources. The fishers’ awareness on fishing regulations and the extent of their participation in community's coastal resources management activities were also determined. Data were collected from a household survey using a semi-structured questionnaire, focus group discussions and in-depth interviews with key informants. The fishers generally scored low in almost all aspects of their socioeconomic wellbeing. Most fishers perceived that their coastal resources were in a bad condition which they attributed to illegal and commercial fishing, increasing number of fishers and the poor enforcement of fishery regulations. However, the weighted mean scores of their knowledge on coastal resources management, awareness to fishery regulations and participation in community coastal resource management activities were average. This implied that fishers when trained and developed can become potential partners for effective coastal resources management programs.  相似文献

Identifying rates of change in the abundance of sea cucumbers under differing management regimes is fundamental to estimating commercial yields, identifying ecological interactions and facilitating management. Here, we review the status of sea cucumber stocks from a range of Pacific Island countries (Samoa, Tonga, Palau, Fiji and Papua New Guinea), some of which have had a moratorium on exports for up to a decade. We use a time‐series approach to look at variation in sea cucumber presence, coverage and density from survey and re‐survey data. Results give an appreciation of variation between ‘high’ status (less impacted) and depleted stocks. Survey data show marked declines in coverage and abundance as a result of artisanal fishing activity, and although species groups were not lost at a country level, local extirpation and range restriction was noted. Resilience and ‘recovery’ following cessation of fishing varied greatly, both among locations and among the species targeted. Worryingly, even after extended periods of moratorium, the density of some species was markedly low. In many cases, the densities were too low for commercial fishing, and may be at a level where the effective population size is constrained due to ‘Allee’ affects. From these results, we suggest that management regimes presently employed are generally not well aligned with the level of response to fishing mortality that can be expected from sea cucumber stocks. New adaptive, precautionary approaches to management are suggested, which would allow more timely interventions to be made, while refined information on stock dynamics is sought.  相似文献
