Background: Pasteur Institute of Iran was established in 1919 with the aim to produce vaccines and prevent communicable diseases in Iran. Over time, their activities extended into areas of research, education and services. Naturally, such a vast development begs establishment of a comprehensive management and monitoring system. With this outlook, the present study was carried out with the aim to design a performance assessment model for Pasteur Institute of Iran that, in addition to determining evaluation indicators, it could prepare the necessary grounds for providing a unified assessment model for the global network of the Pasteur Institutes. Method: This study was designed and performed in 4 stages: first; design of indicators and determining their scores. Second; editing indicators according to the outcome of discussions and debates held with members of Research Council of Pasteur Institute of Iran. Third; implementation of a pilot model based on the Institute’s activities in 2011. Fourth; providing the pilot model feedback to the stakeholders and finalizing the model according to an opinion survey. Results: Based on the results obtained, the developed indicators for Pasteur Institute of Iran evaluation were designed in 10 axes and 18 sub-axes, which included 101 major and 58 minor indicators. The axes included governance and leadership, resources and facilities, capacity building, knowledge production and collaborations, reference services, economic value of products and services, participation in industrial exhibitions, status of the institute, satisfaction and institute’s role in health promotion. Conclusion: The indicators presented in this article have been prepared based on the balance in the Institute’s four missions, to provide the basis for assessment of the Institute’s activities in consecutive years, and possibility of comparison with other institutes worldwide. Paddy and water environment are closely related to each other in Asia. Developing agriculture by way of construction of farmland irrigation works has long been the principal objective of policies in Taiwan. Owing to significant temporal and spatial difference in rainfalls, natural river runoff has hardly corresponded with irrigation requirements. The cultivation of rice paddies and upland crops are practiced according to the state of the water sources, and cultivation patterns and irrigation systems are framed by placing the same importance on the role of irrigation and drainage management. In this article, the characteristics of paddy irrigation in Taiwan, distinguishable from the western arid farming, have been categorized and will be reviewed in terms of irrigation development, agricultural water utilization, equitable distribution management, farmland consolidation, and the Irrigation Association with its role as that of a public juridical body.Dr. Tsai is the Chief of Irrigation and Engineering Division, Council of Agriculture (COA), Executive Yuan, Taiwan, R.O.C, and also serves as the president of the Chinese Society of Agricultural Engineers (CSAE), the Vice-President of the International Society of Paddy and Water Environment Engineering, the vice-president of International Commission on Irrigation and Drainage (ICID) Chinese Taipei Committee, Managing Supervisor of Chinese Water Resources Management Society. He has an M.Sc. diploma in agricultural engineering from the National Taiwan University and in 1990 he received his Ph.D. degree in natural science and technology from Okayama University, Japan.  相似文献

In spite of being a small country, Ecuador has a very rich and varied flora. In relation to the relatively small area of the country, Ecuador surely has one of the richest floras in South America. It harbors several-thousand species of the Plant Kingdom including many endemic and unique ones. Regarding Ecuadorian wild potatoes, up to now we know fourteen species, ten of which are endemic to that country. In this paper, a new species from Ecuador is described. It has been dedicated to Dr. Donovan S. Correll who is an outstanding botanist and contributor to the knowledge of tuber bearing solanums through his 1962 monograph, the only one written on the subject up to now. Due to the rough Andean Geography, there surely are in Ecuador several other new species of wild potatoes yet to be discovered.  相似文献

Increasing water productivity for paddy irrigation in China   总被引:4,自引:0,他引:4  
This paper introduces the research on practices to increase water productivity for paddy irrigation in China and summarizes the experience on implementation of the alternate wetting and drying (AWD) irrigation technique. The widespread adoption of the AWD practice on 40% of the rice growing area provides an opportunity for China to produce more food in the water-surplus south where it is wet and the traditional based paddy field agriculture is dominant. Physical and institutional measures leading to increasing water and land productivity in rice-based systems are discussed. Research studies show that AWD practice does not reduce rice yield, but does increase the productivity of water. Water use and thus water charges can be reduced. However, experience shows that demonstrations and training are needed to encourage farmer adoption. Furthermore, there are a range of complementary policies and practices, such as volumetric pricing or farm pond development, which provide incentives for adoption of AWD. Finally, there remain many scientific issues to be addressed. Application of the AWD technique in some regions is still very difficult because of both bio-physical and socio-economic problems. In conclusion, the widespread adoption of AWD is only a first step in the continuing effort to find practices that will increase water productivity for paddy irrigation in China.Dr. Yuanhua Li was a Professor and Dean in Wuhan University of Hydraulic and Electric Engineering from 1996 to 2000. After that, he has been a Professor and Deputy Director General of the National Centre for Irrigation and Drainage Development, Ministry of Water Resources, China. He has been doing research on irrigation principally for paddy since 1982.Dr. Randolph Barker is an agricultural economist and Professor Emeritus Cornell University. Taiwan is a small island located in monsoon Asia with an annual precipitation exceeding 2,500 mm, which is 2.6 times the world average. However, water available for each person in Taiwan is less than one seventh of the world average due to Taiwan's crowded population and river basin characteristics. Steep land slope and uneven time and space distribution of rainfall have caused water resources problems. Providing a pure and plentiful supply of water for the people challenges the Water Resources Agency in Taiwan. History is a powerful tool for portraying the future. This paper discusses major themes in the review of water resources development over the last centuries. The changes in social-economic development, water resources infrastructure and demands of water are central to the discussion, with an eye to the plentiful and sustainable implications of water resources management in Taiwan. In 2011, a Diarrhetic Shellfish Poisoning (DSP) outbreak occurred in British Columbia (BC), Canada that was associated with cooked mussel consumption. This is the first reported DSP outbreak in BC. Investigation of ill individuals, traceback of product and laboratory testing for toxins were used in this investigation. Sixty-two illnesses were reported. Public health and food safety investigation identified a common food source and harvest area. Public health and regulatory agencies took actions to recall product and notify the public. Shellfish monitoring program changes were implemented after the outbreak. Improved response and understanding of toxin production will improve management of future DSP outbreaks.  相似文献

The aim of this study was to investigate the association between mental disorder and back pain among postmenopausal Iranian women. Three thousand six hundred and fifty five postmenopausal women were interviewed in the second National Health Survey (2nd NHS) in the year 2000, in Iran. Of whom, 2953 women were included in this study. Back pain (BKP) was considered as dependent variable and mental disorder as independent variable. Factors like age, Body Mass Index (BMI), residential area, employment, literacy, smoking habit, marital status and spinal fractures were considered as confounders. Logistic regression models have been applied for data analysis. The BKP prevalence was 40.1% and the prevalence of mental disorder was 44.3%. After adjustment for confounders, mental disorder was positively associated with BKP, OR (CI): 1.615 (1.36, 1.91). This study confirmed that BKP and mental disorder are common problems and these two factors are associated amongst postmenopausal women. Further longitudinal studies are recommended to specify casual inferences.  相似文献

Salok protected Area is located in the 37 degrees 15' to 37 degrees 08' of the North latitude and 57 degrees 16' to 57 degrees 06' of East longitude, in West North Esfarayen in North khorassan province. In this research 52 families, 174 genera and 213 species were identified. The largest plant family is Asteraceae (34 species), Poaceae (18 species), Brassicaceae (17 species) and Fabaceae (17 species), respectively. Chief life forms are Hemicryptopytes (49.29%), Therophytes 23.47% and cryptophytes (12.67%). The most of plants chorotype with 62.91% is influenced by Irano-Touranina elements. Among 213 identified species of this region and 15 species endemic of Iran contain 0.87% of total endemic species of Iran's flora.  相似文献

Information on germplasm diversity and relationships among elite materials is fundamentally important in crop improvement. The main objectives of our study were to: (1) determine the level of genetic diversity within and relationships among the most commonly used medium to late maturing Iranian maize inbred lines using simple sequence repeat (SSR) markers, and to (2) suggest heterotic groups among the lines using genetic distance as measured by the SSR markers. Fifty-six inbred lines, which are the most commonly used in maize breeding programs in Iran, and two lines from CIMMYT, Mexico (used as checks) were fingerprinted with 46 SSR markers. A total of 225 alleles were detected. The UPGMA clustering grouped the Iranian inbreds into four clusters (in addition to one group which included only the CIMMYT control lines), which were consistent with the pedigrees or known information about source materials. The highest distance was found between the cluster of Reid Yellow Dent related lines and the cluster of Lancaster Sure Crop related lines, and this pattern has produced some of the highest yielding hybrids in Iran. Other heterotic patterns based on the SSR markers are suggested, but must be field tested to confirm what appears to be promising alternative heterotic patterns.  相似文献

John Hodgson (1937–2018) is renowned worldwide as a passionate and principled researcher, dedicated to the study of interactions between grazing livestock and pasture sward, and to whole‐system management of grassland. He published over 250 scientific outputs during his 50‐year career, and inspired generations of grazing ecologists. Following his upbringing on a mixed‐livestock farm in the Yorkshire Dales, John received BSc, PhD and DSc from the University of Leeds, UK. He worked in research institutes in Hurley, England and Penicuik, Scotland, before taking a Chair in Agronomy at Massey University, New Zealand in 1986. There, he progressed to become Head of School for the Environment. John retired from university life in 2002, but never left academia. John's global research legacy is reflected in the international authorship of this memorial review. His international impact is demonstrated by the supervision of over 50 PhD students from all over the world, and by his knowledge‐sharing travels to South America and China. His peers will remember him as a thoughtful and collaborative scholar. His students will remember him as an inspiring and caring mentor. He helped to revolutionize the way that grasslands are managed, in the face of global environmental change and increasing demand on grazed systems. John lost a long battle with Parkinson's disease in October 2018 and is survived by his wife, Ruth, and five children. His own research was often dedicated to his father, Dick Hodgson, and the first author of this tribute wishes to do the same.  相似文献

Rice is the second most widely grown cereal crop and the staple food for more than half the world's population. More than 3 billion people consume more than 100 kg of rice per year. Rice is cultivated on 155.5 million ha with an average growth rate of 0.39% a year, in the last 30 years. In the near future, the possibility for expanding areas under rice-based systems will remain very limited because of the scarcity of global water resources for agriculture, the expansion of urban and industrial sectors in Asia where land is already limited and the high costs of developing new lands that are suited for rice production in Sub-Saharan Africa and Latin America. The average growth rate of rice yield was 3.68% per year in the early 1980s, but it has decreased to 0.74% per year in the late 1990s. Several factors may contribute to the decline of the area under cultivation and in yield growth. The most important of these factors are: limited returns as we approach the yield potential of the high yielding varieties, declining productivity in intensive rice production systems, pressures from abiotic and biotic stresses, low returns in developing countries, increasing production costs in industrialized countries, and increasing public concern for the protection of environmental resources. One of the most effective means of addressing the issues in rice cultivation and raising the average yields at the farm level is through research and subsequent dissemination of the resulting data. Rice science has made considerable progress. In the area of rice varietal improvement, recent advances in hybrid rice and the new rice for Africa (NERICA) are just two examples of the successful contributions of science to the development of rice. Research could also help reduce the gap between the potential yield obtained on experimental stations and the actual yield obtained in the fields. This could be possible by developing and promoting rice integrated crop management (RICM) systems for improving productivity and reducing the production cost per unit of output. The need for a sustainable increase in rice production affects everyone. The International Year of Rice provide us with a chance to improve food security, alleviate poverty and preserve the environment for the billions of people for whom Rice is Life. Nguu Van Nguyen About the Author. Nguu Van Nguyen earned his PhD in Agronomy in 1976 from the University of the Philippines at Los Banos (UPLB). He has been serving for 2 years as Post-Doctoral Fellow, at the International Rice Research Institute and for other two as Assistant Professor at UPLB University. He has been working from 1980 to 1993 as agronomist at IITA (International Institute of Tropical Agriculture) and at Philippine Rice Research Institute. In 1991, he began his professional career at FAO, initially as rice agronomist, in West Africa, then as agricultural officer at Crop and Grassland Service. Since 2004 he is serving as Executive Secretary, International Rice Commission.
Aldo Ferrero About the Author. Aldo Ferrero is at present Professor of “Weed Science”, “Agronomy” and “Crop Science” and head of the “Department of Agronomy, Forest and Land Management, University of Turin (Italy). He is coordinator of the rice FAO network “Medrice”, for Europe, Mediterranean, and Middle East countries. He possesses a wide experience in the field of the weed eco-biology and weed control in rice systems. He has been co-ordinator of European research projects funded by the European Union. He currently co-ordinates the project “EU-India Rice districts network promotion through agro-economical, cross cultural, and technical actions” (RICE-NET) aimed at studying agro-economical, cultural, and historical traits of the rice cultivation in the European and Indian rice districts, in order to improve socio-economical relationships between the two geographical areas. He is referee and member of the editorial board of several international journals.

Since 2004, Jong Wun Ahn is the President of Korea Agricultural and Rural Infrastructure Corporation (KARICO), which is a leading and unique government-run company in the field of agricultural and rural development and rural water management in Korea. He is also the Chairman of Korean National Committee (KCID) of International Commission on Irrigation and Drainage (ICID). For most of his 30-years career, he worked for agricultural policy planning and rural development in Ministry of Agriculture and Forestry as a specialist in agronomy and agricultural economy. One of his reports “In the Era of Globalization, Direction and Strategy on Rural Development in Korea” in which he put his findings and thoughts together based on his experience is still a good reference work for agricultural policy planners.
