Are recreational fisheries resilient to harvest or prone to collapse? This paper reviews research published since that question was posed by Post et al. (2002, Fisheries 27 , 6–17). A number of patterns and processes have been identified that suggest understanding the risk of collapse requires knowledge of the fishing effort response, degree of depensation in the fishery and the life history of the harvested species. Processes involving the behaviour of fish, behaviour of anglers and management responses to declining quality can all impact the degree of resilience of recreational fisheries and their risk of collapse. The spatial context of an individual fishery can be important as they are often embedded in lake districts and joined by mobile anglers so their local dynamics are not independent from other fisheries. Typical regulations that restrict the behaviour of individual anglers in open‐access fisheries can provide some resilience but cannot prevent collapse if the fishing effort is too high. Many uncertainties remain related to the occurrence and intensity of the key processes and therefore adopting an adaptive experimental management approach might be the most useful approach to minimise the risk of collapse in recreational fisheries.  相似文献

  1. Fisheries monitoring is essential to evaluate and manage fish populations. Effective monitoring is particularly challenging in low- and middle-income countries where fisheries often occur at large spatial scales and include multiple techniques. Recreational spearfishing, for instance, can be detrimental to fish populations and is often underrepresented in management strategies due to the lack of data.
  2. Because recreational fishers frequently share pictures of their catches online, social media can harbour valuable information. As a case study, freely available pictures in social media were used to assess the impacts of spearfishing on the endemic and endangered Brazilian parrotfish, Scarus trispinosus, that has experienced a sharp population decline in recent decades due to overfishing.

It was found that S. trispinosus is widely captured by recreational spearfishing and at larger sizes when compared to artisanal fisheries, revealing complementary fishing pressures operating on different life stages of this species and a lack of compliance to current regulations. The number of users sharing these contents increased between 2007 and 2018, but declined thereafter until 2020.
  4. Identifying where spearfishing is more intense and the most targeted life-stages can inform prioritization of management strategies. Social media can be a rapid and low-cost tool to obtain nationwide fisheries information, especially for recreational fishing activities that have a flawed monitoring.
  5. The public disclosure of ‘trophy fishes’ can reveal lack of compliance to existing regulations and help fill critical information gaps on complementary fishing pressures. This approach may be applicable for many species and types of trophy fishing, providing valuable and useful information for management and conservation.

ABSTRACT:   Fishery policy formation is a multilateral political process that typically involves conflicting attitudes towards management, and opposing interests among resource users. As fisheries resources continue to decline, conflict between and within fishing sectors will grow. The challenge for fisheries policy makers is to ensure fisheries resources are evenly allocated among the stakeholders whilst managing resources in a sustainable manner. Australian fisheries management has been revolutionized by the introduction of Integrated Fisheries Management (IFM), which is based on a systematic approach involving the inclusion of all sectors in the management process. This approach means determining the total amount of fish that can be harvested from a fishery and then adopting management strategies for allocating explicit catch shares between the competing sectors. The recent increased burden on fisheries stocks, caused by higher recreational user participation, has forced policy makers to make large changes relating to the allocation of resources. Policy makers in Western Australia, aware of conflict developing between users of the abalone resource, developed a unique management system based on resource sharing. By integrating the recreational sector in the overall management process, the primary objective of the new agenda is to decrease conflict between competing users and develop a management system without partisanship.  相似文献

The effectiveness of recreational fisheries governance has been mixed, with some countries boasting good governance practices that sustain productive recreational fisheries, while others lack any policies and governance structures specific to recreational fisheries. Here, we identify what constitutes effective governance of recreational fisheries by carrying out: (a) a desktop review of 227 country‐specific fisheries legislation, policies and strategies; and (b) a follow‐up questionnaire‐based survey covering 57 contacts in 29 selected countries. Our results show that while recreational fishing is referred to in the main legislation of 67% of the countries reviewed, only 86 of these 152 countries provide a definition for either “recreational” or “sport” fishing and not always in the main legislation. Recreational fisheries are not considered to be effectively managed in many countries, with less than a quarter of respondents claiming that management in their country is effective. Furthermore, the management efficacy, including compliance with regulations, was considered greater for the industrial and small‐scale fishing sectors than for recreational fisheries in most countries. From our findings, it appears that effective recreational fisheries governance requires explicit acknowledgement of recreational fisheries with a clear legal definition in Policy, a well‐developed Policy statement, extensive co‐management processes, clearly defined biological, economic and social monitoring structures and efficient and transparent cost recovery mechanisms. To ensure adaptation to rapidly changing conditions, policy should recognize all fishery sectors and proactively incorporate adaptive planning and contingency plans to effectively secure the diverse values of resources for all users.  相似文献

Obtaining reliable estimates of important parameters from recreational fisheries is problematic but critical for stock assessment and effective resource management. Sampling methodologies based on traditional design‐based sampling theory, is inadequate in obtaining representative catch and effort data, social or demographical characterization, or fisher behaviour from small hard‐to‐reach components within recreational fisheries (e.g. specialized sport fisheries) that may account for the majority of the catch for some species. A model‐based approach to sampling is necessary. Researchers in other disciplines including epidemiology and social sciences routinely survey rare or ‘hidden’ populations within the general community by penetration of social networks rather than by interception of individuals. We encourage fisheries researchers to rethink survey designs and consider the social elements of recreational fishing. Employing chain‐referral methods, such as respondent‐driven sampling (RDS), may be a statistically robust and cost‐effective option for sampling elusive sub‐elements within recreational fisheries. Chain‐referral sampling methodology is outlined and an example of a complemented ‘RDS‐recapture’ survey design is introduced as a cost‐effective application to estimating total catch in recreational fisheries.  相似文献

Understanding the impacts of recreational fishing on commercially fished stocks is becoming increasingly relevant for fisheries managers. However, data from recreational fisheries are not commonly included in stock assessments of commercially fished stocks. Simulation models of two assessment methods employed in Australia's Commonwealth fisheries were used to explore how recreational fishery data can be included, and the likely consequences for management. In a data‐poor management strategy for blue eye trevalla, Hyperoglyphe antarctica (Carmichael), temporal trends in recreational catch most affected management outcomes. In a data‐rich age‐structured stock assessment for striped marlin, Kajikia audax (Philippi), estimates of stock status were biased when recreational catches were large or when the recreational fishery targeted different size classes than the commercial fishery and these data were not integrated into the assessment. Including data from recreational fishing can change perceptions of stock status and impact recommendations for harvest strategies and management action. An understanding of recreational fishery dynamics should be prioritised for some species.  相似文献

Recreational fishing is a popular sport and leisure activity in many countries worldwide. There has been growing interest by recreational fishing groups and researchers in the perceived physical and psychological health and social (or ‘biopsychosocial’) benefits of recreational fishing. However, quantifying the key subjective ‘human dimensions’ of fishing that satisfy both the needs of recreational fishing groups and fishery managers is a major obstacle. We propose the use of psychometrically valid health‐related quality of life (HRQOL) measures widely used in the medical and health sciences – namely the Short‐Form Health Survey (SF‐36) – as rapid, reliable and cost‐effective instruments for quantifying HRQOL of recreational fishers. The widespread use of SF‐36 and availability of population normative data allows comparisons of the HRQOL of recreational fishers across multiple temporal and spatial scales, with participants of other activities, and the general population. The use of such measures in periodic surveys allows the biopsychosocial status of a recreational fishery's participants to be assessed using a modified Kobe plot, a graphical format that is easily interpretable and consistent with existing reporting formats used in fisheries stock assessment. Future biopsychosocial research in recreational fisheries can further benefit from interdisciplinary collaboration to develop a suite of standardized psychometrically valid and reliable instruments for assessing specific issues that commonly affect recreational fisheries from regional to international scales, such as drivers of fisher motivation, behaviour and satisfaction.  相似文献

渔业管理一直是世界各渔业国家所面临的难题。本文首先分析了中国渔业的特点,指出中国的渔业管理比世界上任何国家都更为复杂、更为困难,描述了中国渔业管理的历史沿革和中国渔业政策的发展脉络,指出在中国的渔业发展中渔业政策对渔业生产始终起着指导和推动的作用,认为中国初步形成了以《中华人民共和国渔业法》为基本框架,层次结构完备,措施有力,不断完善和强化的渔业管理制度。然后,介绍了渔业管理的主要理论,梳理了中国学者对渔业管理研究的主要文献,指出中国通过水产养殖支撑不断增长的水产品消费需求,成功解决了水产品需求与资源环境约束之间的矛盾,对减少捕捞野生渔业资源发挥了重大作用。文章归纳了中国渔业管理的主要制度和措施,并对其效果进行综合评述,认为几十年来,特别是改革开放以来,中国不断引进先进的渔业管理理念,促进养殖业、捕捞业、加工流通业、增殖渔业、休闲渔业等五大产业蓬勃发展,渔业生态环境修复力度不断加大,依法治渔能力显著提升;但是由于中国渔业的特点和渔业的复杂性和不确定性,中国渔业仍存在着一些明显的问题。最后,本文根据相关的渔业发展规划,展望了中国的渔业管理将朝着渔业资源总量控制、强化资源保护及生态修复的方向发展。  相似文献

Ecosystem‐based management of fisheries aims to allow sustainable use of fished stocks while keeping impacts upon ecosystems within safe ecological limits. Both the FAO Code of Conduct for Responsible Fisheries and the Aichi Biodiversity Targets promote these aims. We evaluate implementation of ecosystem‐based management in six case‐study fisheries in which potential indirect impacts upon bird or mammal predators of fished stocks are well publicized and well studied. In particular, we consider the components needed to enable management strategies to respond to information from predator monitoring. Although such information is available in all case‐studies, only one has a reference point defining safe ecological limits for predators and none has a method to adjust fishing activities in response to estimates of the state of the predator population. Reference points for predators have been developed outside the fisheries management context, but adoption by fisheries managers is hindered a lack of clarity about management objectives and uncertainty about how fishing affects predator dynamics. This also hinders the development of adjustment methods because these generally require information on the state of ecosystem variables relative to reference points. Nonetheless, most of the case‐studies include precautionary measures to limit impacts on predators. These measures are not used tactically and therefore risk excessive restrictions on sustainable use. Adoption of predator reference points to inform tactical adjustment of precautionary measures would be an appropriate next step towards ecosystem‐based management.  相似文献

The common dentex, Dentex dentex (L.), is an iconic marine coastal fish in the Mediterranean Sea. This study was performed in the Bonifacio Strait Natural Reserve (BSNR), (NW Mediterranean Sea). The aims were to: (1) evaluate temporal variation of the artisanal fishing of common dentex (2000–2012); (2) compare and quantify catch rates, fishing techniques and catch composition for artisanal and recreational fisheries, and determine the influence of management measures by both activities; and (3) estimate the production of both artisanal and recreational fisheries. Fishery data were collected from different artisanal fishing surveys (onboard fishing vessels and landings) and recreational fishing surveys (roving). The gears with the highest rates of exploitation were longline (3554 g per 100 hooks) and Trolling (351 g boat?1 h?1 ±SE), respectively, for artisanal and recreational fishing. This study showed that catches by both activities were quantitatively higher in partially protected areas than outside them. Production estimations suggest that the recreational fishery contributes significantly to fishing mortality and that it can magnify the negative effects of artisanal fisheries. Specific measures are needed for the sustainable fishery management of common dentex.  相似文献

Effective management of recreational fishing requires understanding fishers and their actions. These actions constitute critical links between social and ecological systems that result in outcomes that feedback and influence recreational fishers' actions and the management of these actions. Although much research exists on recreational fishers and their actions, this research is often disconnected from management issues. One way to help to overcome this disconnect is to illustrate how past research on the social component of recreational fishing fits within an emerging coupled social‐ecological system (SES) framework. Herein, a conceptual SES is first developed with specific attention to recreational fisheries. This SES is then used to illustrate the importance of considering human dimensions research for articulating, studying and ultimately managing key outcomes of recreational fisheries (e.g. fish population conservation, fisher well‐being) using the example of harvest regulations and a brief review of past interdisciplinary research on recreational fishing. The article ends by identifying key research needs including understanding: how factors such as management rules affect the diversity of actions by recreational fishers; how governance and management approaches adapt to changing social and resource conditions; and how recreational fishers learn and share information.  相似文献

The need to accurately quantify fishing effort has increased in recent years as fisheries have expanded around the world and many fish stocks and non‐target species are threatened with collapse. Quantification methods vary greatly among fisheries, and to date there has not been a comprehensive review of these methods. Here we review existing approaches to quantify fishing effort in small‐scale, recreational, industrial, and illegal, unreported and unregulated (IUU) fisheries. We present the strengths and limitations of existing methods, identifying the most robust methods and the critical knowledge gaps that must be addressed to improve our ability to quantify and map fishing effort. Although identifying the ‘best’ method ultimately depends on the intended application of the data, in general, quantification methods that are based on information on gear use and spatial distribution offer the best approaches to representing fishing effort on a broad scale. Integrating fisher’s knowledge and involving fishers in data collection and management decisions may be the most effective way to improve data quality and accessibility.  相似文献

自由准入状态导致了渔业资源产权的不确定性, 过度投资和过度利用使得渔业资源过度消耗。要实现渔业资源的可持续发展就必须对渔业进行适当的规制。政府规制是指政府直接干预微观经济主体活动的一种行为方式, 可分为经济性规制和社会性规制。渔业规制关注的不仅仅是管理的合法性问题, 更多的是管理的最佳性问题, 即用最佳管理方式实现渔业的可持续性发展。随着现代社会政府与公民的二元对立观念不断减弱, 管理者与被管理者由对立转向合作, 传统的以(捕捞)许可为中心的渔业管理方式已经不适应现代渔业管理的发展, 有必要引进政府规制理论提升和改造命令控制式的渔业规制方式。本研究基于政府规制理论提出了“合作性治理”模式, 改变了“政府—渔民”两方博弈为多主体共同管理, 通过创设合理的产权制度、有效的激励性规制和成本效益分析方法建立起合作、共享机制以实现渔业管理的目的。  相似文献

印度尼西亚海域辽阔,渔业资源丰富,具有极大的发展潜力。本文在查阅近年来国内外相关文献基础上,着重介绍了印尼的渔业资源状况、管理方式、产品加工和国际合作等。印度尼西亚主要渔业类型为海洋捕捞和水产养殖业,其中金枪鱼渔业是最主要的捕捞业。近年来,水产养殖(如虾类、海藻等)逐渐成为印尼渔业的主要支柱;印尼渔业管理的主要部门为海洋事务与渔业部,地方各级渔业行政机构和渔业协会组织共同参与管理;印尼政府鼓励国外投资渔业,并大力促进海外渔业合作。  相似文献

Failure to understand the potential responses of fishers to management measures creates a significant risk of revisiting the familiar scenario of perverse and unintended consequences of those measures. This paper reports on a choice experiment survey to evaluate fisher's preferences for various management measures proposed under the EU Common Fisheries Policy (CFP) reform process, but the conclusions have wider relevance as similar measures are used by comparable fleets in fisheries globally. The survey was conducted with fishers involved in mixed pelagic and demersal fisheries in Ireland, pelagic fisheries in Denmark and demersal fisheries in Greece. Fisheries management policies were characterized by five attributes designed both to cover the principal CFP reform proposals and to integrate ecological, social, economic and institutional factors affecting fisher's decisions. The study uses a random utility modelling framework to reveal the preferences of the fishers across the alternative policy attributes. Results show that while there are generally preferences both for healthy stocks and for maintaining the importance of fishing to the local community, strong interfishery preference differences exist. These differences are most notable in relation to a discard ban and to the use of individual transferable fishing rights, favoured in Denmark, but not in Ireland for instance. The strength of these interfishery differences supports the assertion that there are no panaceas in fisheries management and that solutions should be tailored within the context of specific fisheries. Not doing so could create a significant risk of inappropriately managed fisheries that may lead to unsustainable outcomes.  相似文献

Fishing impacts and the degradation or loss of habitat structure   总被引:9,自引:0,他引:9  
The wider effects of fishing on marine ecosystems have become the focus of growing concern among scientists, fisheries managers and the fishing industry. The present review examines the role of habitat structure and habitat heterogeneity in marine ecosystems, and the effects of fishing (i.e. trawling and dredging) on these two components of habitat complexity. Three examples from New Zealand and Australia are considered, where available evidence suggests that fishing has been associated with the degradation or loss of habitat structure through the removal of large epibenthic organisms, with concomitant effects on fish species which occupy these habitats. With ever-increasing demands on fish-stocks and the need for sustainable use of fisheries resources, new approaches to fisheries management are needed. Fisheries management needs to address the sustainability of fish-stocks while minimizing the direct and indirect impacts of fishing on other components of the ecosystem. Two long-term management tools for mitigating degradation or loss of habitat structure while maintaining healthy sustainable fisheries which are increasingly considered by fisheries scientists and managers are: (1) protective habitat management, which involves the designation of protected marine and coastal areas which are afforded some level of protection from fishing; and (2) habitat restoration, whereby important habitat and ecological functions are restored following the loss of habitat and/or resources. Nevertheless, the protection of marine and coastal areas, and habitat restoration should not be seen as solutions replacing conventional management approaches, but need to be components of an integrated programme of coastal zone and fisheries management. A number of recent international fisheries agreements have specifically identified the need to provide for habitat protection and restoration to ensure long-term sustainability of fisheries. The protection and restoration of habitat are also common components of fisheries management programs under national fisheries law and policy.  相似文献

The biological impact and the social characteristics of different artisanal (professional) and recreational fishing techniques on the marine resources of a coastal Mediterranean area were compared. Data were from artisanal and recreational surveys carried out between 2006 and 2010. Competition between recreational (particularly spear fishing) and artisanal fishers for the natural resources is important as 52% of the 98 species surveyed were caught by both types of fishers. A total of 87 species were caught by all artisanal fishing gears together (of which 84% were retained and 16% discarded). Recreational fishing caught 58 species of which none was systematically discarded. The two fishing techniques that raise major environmental concerns are spear fishing (very selective in terms of species and/or sizes and high intrinsic vulnerability of catches) and trammel netting (highest number of species discarded and highest number of species endangered). Important challenges from the social standpoint were found that need to be taken into account in the management of coastal fisheries in the Mediterranean Sea including: progressive disappearance of the artisanal fisheries, ageing of the artisanal fisher populations and decline in the number of fishing gears used by artisanal fishers.  相似文献

  2. Fisheries landing data were obtained from the official fisheries bulletin released by the Kuwait Central Statistical Bureau. Surveys were conducted to assess consumer preferences on seabream species, landed seabream species, and the behaviour of recreational anglers towards seabream species. DNA barcodes were generated to authenticate commercial seabream using the mitochondrial cytochrome c oxidase subunit I (COXI) gene and then compared with GenBank sequence entries; these sequences were then used to construct a neighbour-joining (NJ) phylogenetic tree.

Yellowfin seabream Acanthopagrus latus was the prime and most favoured commercial seabream species (45%), followed by Sparidentex hasta, which was the top-rated secondary, unassessed seabream species. Approximately 54% of households conduct recreational fishing more than twice a month, and most (77%) primarily target S. hasta and Ac. latus. Consumer demand for secondary seabreams, which were not assessed and are listed in the bulletin under the category ‘others’, was evident.
  4. The NJ phylogenetic tree revealed that Arabian Gulf seabreams, including those of Kuwait, are genetically different from their counterparts inhabiting neighbouring waters.
  5. The data presented here highlight the urgency to modify the existing fisheries list using accurate identification tools, such as DNA barcoding, for the sustainable and conservation-oriented management of local fisheries, which are in decline.

根据2006年浙江省海洋水产研究所的上层鱼监测资料和舟山市海洋与渔业局的渔业统计资料,对浙江省新近发展的深水灯光围网渔业以及2006年产况不理想的原因进行了分析,结果表明:深水灯光围网渔业可全年作业,渔场主要为温台、温外、鱼外和舟外渔场;鲐类占渔获物总重量的80%以上;生产不理想主要是受捕捞对象资源的年间波动、捕捞技术不过关、对渔场与渔期把握不准等因素的影响。建议有关部门除了在政策、资金等方面给予必要的扶持外,同时还应立项对其渔场、渔期及渔场水文环境等进行调查研究,尽快掌握东海中南部鲐鲹鱼渔场的水文特征和鱼发特点,以实现深水灯光围网渔业的稳定、持续与健康发展,使其在海洋捕捞作业结构调整和渔民增收等方面发挥应有的作用。  相似文献

The role of recreational fisheries in the competition for marine resources is increasingly recognised. Their contribution in stock dynamics needs to be accounted for in assessments and management. Management regulations should be based on scientific advice on human and biological dimensions to be effective in reaching their goals. A survey among marine angling tourists staying in fishing camps in two study areas in Norway was conducted to study catch‐and‐release (C&R) behaviour. Although C&R has been assumed to be low in many marine recreational fisheries, this survey showed that for some species, more than 60% of the catch was released. As C&R may be associated with post‐release mortalities, the current management system could be inefficient towards its aim of reducing fishing mortality. It was concluded that it is necessary to quantify release mortalities, to consider C&R behaviour in future management decisions, and to minimise the potential negative impacts of C&R through handling guidelines.  相似文献
