Based on an extensive literature review on intelligent cities, smart cities, and happy cities, and on their conceptual connections with citizens' well‐being, quality of life, and happiness, we developed a resource‐based view on City Quality: the PESNAT (political, economic, social, natural, artificial, and technological) framework. The concept of City Quality rests on the idea of cities interconnected sub‐habitats—PESNAT—which are powerful analytical categories needed for understanding cities as complex and intricate loci. This framework eventually aims at assessing the cities' power to attract businesses and people, to contribute to a sustainable development of the city and an increased quality of life. Furthermore, two hypotheses are outlined regarding the level of importance of each sub‐habitat in relation to happiness, and the level of controversy of each one for citizens, city planners, and decision makers.  相似文献

Abstract: In 2002, China surpassed the USA to become the world's largest foreign investment destination. Many Chinese cities, especially those along the coast, have become hot spots for Foreign Direct Investment (FDI). The urban development of these Chinese cities, as in most market societies, has increasingly depended upon their global connections. However, it is unclear to what degree the governments of these cities are able to influence the decisions of foreign investors. This paper uses Shenzhen city as a case study to examine how multi‐nationals’ spatial and sectoral patterns have been changed over time and to what degree the local government has been able to influence multinationals’ locational and sectoral selection. It is concluded that Shenzhen has managed to create a strategy to maximise its ability to benefit from global economic forces and to attract multinational manufacturers in the locality, and particularly in increasing its target sector of technology‐intensive industry. This case study demonstrates the importance of a strong city government in managing growth and reacting decisively to globalisation.  相似文献

The dispossession of urban communities across class and racial lines is a global phenomenon linked to the expansion of international investment in the development of ‘exemplary’ city space. However, city evictions are also historically informed and gendered processes which are continuous with past colonial and postcolonial urban rationalisation projects. Drawing on testimonies of women evictees in Jakarta, as well as interviews with public housing managers, this article details the gendered nature of the rationalisation of urban life in the context of a contemporary evictions regime. We argue that the rationalisation of urban space serves to sharpen the gender order by placing material constraints on women's roles, limiting their economic activities and defining them as hygiene‐responsible housewives. Further, and in turn, the limited provision of ‘rusunawa’ public housing, which we show to be a gendered spatial and social transition informed by state doctrine on the family, provides the state with justification for dispossession itself. Finally, women's everyday acts of refusal and resistance show not only that kampung forms of social life continue to be preserved in Jakarta, but also that rationalisation itself is a negotiated and contingent process.  相似文献

Based on longitudinal office distribution data on top domestic financial enterprises, this study explores the evolution of China's financial city network in the last two decades by means of a social network analysis. The position of each city in financial city network is evaluated from two aspects which are external financial resources attraction and headquarters financial development based, respectively, on urban weighted indegree and urban weighted outdegree. Taking these two aspects together, the top echelons of the financial city network can be regarded as potential national or regional financial centers. Furthermore, by means of a panel data regression analysis, determining factors of financial city network evolution are explored from perspectives of location, institution, and social‐economy. We find that most cities have witnessed significant changes in city position, especially in terms of external financial resources attraction, and the influencing factors of financial development vary by region due to the disparities in regional financial development environments.  相似文献

Abstract: With the increase of global integration, the peri‐urban area (PUA) of megacities in Asia has become a favourite destination for foreign direct investment (FDI). This paper uses the PUA of Shanghai as a case study to investigate the impact of global forces on the urban expansion of the city, and the link between urban growth and sustainable development in this mega‐urban context. Shanghai has grown impressively during the past two decades in terms of economic and physical transformation. Much of this transformation has rested on the unbridled exploitation of land and other environmental resources in its peri‐urban area. This is characterised by the designation of development zones and the concentration of manufacturing FDI, resulting in dispersed growth and environmental degradation. The disruption of the physical environment, combined with the concentration of the urban poor in these areas (in particular ‘temporary migrants’), has turned the PUA into a potential crisis point threatening the social and economic development of the city.  相似文献

Since the early 1990s, Ulaanbaatar, the capital of Mongolia, has experienced rapid rural to urban migration and population growth resulting in the growth in informal settlements across the city. The informal settlements are known as ‘ger’ districts. In response to these pressures, since the 1990s, the central government has adopted a programme of land reform and metropolitan planning. These new reforms take place in the context of a unique, post‐socialist political, economic and institutional context. The land reform process has attempted to privatise land ownership, which has traditionally resided with the state. The privatisation process was initiated under the new Constitution of Mongolia, which initiated reforms in all sectors of social and economic development, and since 2003, targeted land reform in ger districts. Running parallel, a series of urban land‐use planning schemes have been introduced to frame the development of Ulaanbaatar in the context of an emerging market economy. Although master plans for urban development have been established since the 1950s, urban land‐use planning is a new concept in this emerging market economy. The aim of this paper is to trace the rationales and challenges of implementing master plans and land privatisation processes in Ulaanbaatar. Drawing on interviews with city, national and local government officials conducted in 2009, the paper focuses on the implications of these reforms for both the government and the residents of ger districts.  相似文献

In the Philippines, calls for creating ‘global’, ‘sustainable’ and ‘resilient’ cities are placing urban poor communities in increasingly precarious positions. These communities have long been the targets of urban development and ‘modernisation’ efforts; more recently the erasure of informal settlements from Philippine cities is being bolstered at the behest of climate change adaptation and disaster risk management (DRM) agendas. In Metro Cebu, flood management has been at the heart of DRM and broader urban development discussions, and is serving as justification for the demolition and displacement of informal settler communities in areas classed as ‘danger zones’. Using Kusno's (2010) interpretation of the ‘exemplary centre’ as a point of departure, this paper interrogates the relationship between DRM, worlding aspirations (Roy and Ong, 2011) and market‐oriented urbanisation in Cebu, and considers the socio‐spatial implications of these intersecting processes for urban poor communities. Through analysing the contradictions inherent in framings of certain bodies and spaces as being ‘of risk’ or ‘at risk’ over others, I argue that the epistemologies of modernity, disaster risk and resilience endorsed and propagated by the state are facilitating processes of displacement and dispossession that serve elite commercial interests under the auspices of disaster resilience and pro‐poor development.  相似文献

While the proliferation of gated communities worldwide has generated great interests and debates, the emergence of gated communities is by no means a ‘global’ urban phenomenon that displays uniform characteristics and genesis. Drawing on Singapore as a case study, this paper goes beyond the universalising and often polemical discourses on gated communities to provide a balanced account on how gated communities in the form of enclosed condominium estates are locally embedded in the city state where public housing dominates. As will be pointed out in the paper, gated communities in Singapore may be considered as a form of ‘club good’ that exists as part of the state's urban/national developmental agenda and are, arguably, less socially and spatially divisive than those depicted elsewhere. By teasing out the local specificities of gated communities, this paper underscores the need to read beyond the physical form of gated communities in order to understand the complex social and political production of housing landscapes.  相似文献

This paper draws on a series of interviews with urban planners and government officials to examine the changing regional governance in the Yangtze River Delta. It finds that integration and collaboration are emerging and the growing economic benefits of intercity cooperation serves as a driver for local government to change from hostile competition to collaboration. Nevertheless, regional governance is far from established. Instead, regional transformations reflect the local politics of economic devolution and urban entrepreneurialism. Currently, there is no formal regional institution or coalition and the regional agenda is economic oriented and project based. Policies are formulated by individual cities rather than through multilateral negotiation between cities. The primary motive underlying the initiatives for cooperation is regional economic competitiveness rather than regional integration. Hence, the paper argues that emerging collaboration is far from being a substantial departure from inter‐jurisdiction competition in the earlier phase of regional governance.  相似文献

Mega‐city regions (MCRs) have emerged as the main spatial form of China's new urbanization strategy and become the basic spatial units participating in global and regional competition. However, MCRs are not equally capable of boosting regional economic development due to their different levels of development. Therefore, this paper adopts the concept of competitiveness as both a theoretical framework and an empirical model to evaluate the development status of China's MCRs. Based on a review of the existing literature, this paper proposes a multi‐tier evaluation system to calculate the competitiveness of 13 MCRs. The chosen indicators come from the six perspectives of economic development, human resources, infrastructural accessibility, integration into the global economy, capacity for scientific and technological innovation, and sustainable development. The results show that there are great disparities and regional inequalities in competitiveness across different MCRs. The Yangtze River Delta, Pearl River Delta, and Beijing–Tianjin–Tangshan MCRs are the first‐tier MCRs with the highest levels of development and have significant global influence as well. Chengdu–Chongqing, Shandong Peninsula, South‐central Liaoning, and Wuhan belong to the second‐tier of MCRs that show partial advantages and have significant regional influence. The remaining regions belong to the third‐ or fourth‐tier of MCRs that have relatively weak competitiveness. The competitiveness of MCRs largely depends on the concentration of core elements in core cities.  相似文献

This paper takes a close look at the urban governance and political culture of Macao, the world largest casino city. Macao has experienced spectacular economic growth since gaming liberalisation in 2002 and China's Free Individual Travel scheme launched in 2003. However, the booming gaming sector has crowded out other sectors of Macao. It has not only made the city's economy mono‐structured and consequently extremely vulnerable to external shocks and fluctuations but also induced serious social divisions and political controversies within the local community. By tracing the root cause of the ongoing dilemma and crisis in the mode of governance, the dynamic relationships between formal and informal institutions, consensus politics and the social group culture are intensively discussed in a historical context. In fact, the sustainable development of the former Portuguese colony has largely been hindered by its residents' passive attitudes toward political communication, non‐transparent urban governance, the absence of a middle class and the dominance of pro‐establishment social groups.  相似文献

Policy makers and academics frequently emphasize a positive link between city size and economic growth. The empirical literature on the relationship, however, is scarce and uses rough indicators for the size of a country's cities, while ignoring factors that are increasingly considered to shape this relationship. In this paper, we employ a panel of 113 countries between 1980 and 2010 to explore whether 1) there are certain city sizes that are growth enhancing and 2) how additional factors highlighted in the literature impact the city size/growth relationship. The results suggest a nonlinear relationship which is dependent on the country's size. In contrast to the prevailing view that large cities are growth‐inducing, for a majority of countries relatively small cities of up to 3 million inhabitants are more conducive to economic growth. A large share of the urban population in cities of more than 10 million inhabitants is only growth promoting in countries with an urban population of 28.5 million and more. In addition, the relationship is highly context‐dependent: a high share of industries that benefit from agglomeration economies, a well‐developed urban infrastructure, and an adequate level of governance effectiveness allow countries to take advantage of agglomeration benefits from larger cities.  相似文献

As the urban world population grows steadily, cities have become the main habitat for human beings. Against this backdrop, city quality or the level of development of the city's habitat that ensures the satisfaction of objective and subjective human needs become a matter of growing interest and concern for academics, policy makers, and citizens. Building on a resource‐based view of city quality, the aim of this paper is twofold. First, it proposes and validates scales for six city sub‐habitats: political, economic, social, natural, artificial, and technological. Second, it tests a model and the underlying hypothesis about the ranking of those sub‐habitats and of the perceived controversy regarding decision making upon them. For those purposes, a survey of 768 city inhabitants was conducted in Portugal to measure city quality and their sub‐habitats. Both the predicted ranking of importance of the sub‐habitats and the perceived ranking of controversy were empirically validated. The results constitute a novel and important contribution to understand city quality and its sub‐habitats, whose conceptual power relies on hierarchized factors linked to citizens’ happiness and to the level of controversy of the solutions.  相似文献

This research assesses the extent to which there is evidence of population re‐centralization or back to the city moves by tracking the historical trend of household and income mobility in the Washington, DC metropolitan area. County‐to‐county migration data and four migration efficiency measures are used to investigate net flows of households and income in the region. The results show a nascent tendency of back to the city movement; however, the redistribution of households and income in the metropolitan area is more complex. While the region's core may be starting to gain households and income, there are still significant flows into the region's most distant suburbs. The results of this research have implications for transportation, housing, and economic development policy making in Washington, DC and other regions. The study also offers a unique example of how to study household and income redistribution within U.S. metropolitan areas.  相似文献

This article examines the plight of homeless peoples in Phnom Penh, Cambodia as a consequence of their enmeshment in a new logic of urban governance being rolled out by city officials and municipal planners. The widespread adoption of neoliberal economics has resulted in a globalised version of urban entrepreneurialism, to which Phnom Penh is a participant. The (re)production of enterprise zones, cultural spectacles, waterfront development, and privatised forms of local governance all reflect the powerful disciplinary effects of interurban competition as cities aggressively engage in mutually destructive place‐marketing policies. Against this neoliberal backdrop, the ongoing pattern of violence utilised by municipal authorities against homeless peoples in Phnom Penh is part of a gentrifying process that the local government has dubbed a ‘beautification’ agenda. Of particular concern is how city officials have begun actively promoting the criminalization of the urban homeless and poor through arbitrary arrests and illegal detention, holding them in so‐called re‐education or ‘rehabilitation’ centres. Yet these centres are not what they seem. Such euphemisms attempt to mask the systemic abuse of marginalised peoples who are deemed to present Phnom Penh in a negative light and are consequently unwanted on the streets of the capital city.  相似文献

This study examines knowledge‐based urban development in Beijing with the objective of revealing the impact of the ‘synergetic’ forces of globalisation and local government intervention on knowledge‐based urban development in the context of the coexisting processes of globalisation and decentralisation. The findings in this paper show that due to the rapid growth of the cultural industry sector, knowledge‐based urban development has created various kinds of ‘cultural industry clustered areas’, which were recently promoted by the 2008 Olympic Games. ‘Synergetic’ global and local forces are leading knowledge‐based urban development, with the emergence of a local coalition regime in which local government manages local development, considered as ‘enterprises’ in the decentralisation process, while the State retains a significant influence on knowledge‐based urban development. The central and municipal governments tend to emphasise strategies to ‘facilitate the climate for growth’ rather than the centrally planned control they exerted prior to the 1980s.  相似文献

Study on eco-landscape attraction focuses on the congregate effect of production factors, but the spatial alienation of the congregate factors is an academic blind zone. This paper takes urban eco-water recreation space as the experiment object, explores the spatial alienation process of eco-landscape attraction, i.e., the homogeneous landscapes' attraction prefers alienation after factor magnetic field's differentiation, and then the attraction spaces of similar landscape areas are apt to alienation, finally leading to another new eco-landscape attraction's spatial structure of "homogeneous landscapes repel each other, heterogeneous landscapes attract" and the construction of eco-recreation alternating buffer model. In addition, this research proposes the testing procedures and evaluation method of that model, ensuring the structural innovation and application universality of the new urban recreation space planning.  相似文献
