Abstract: In 2001, two indigenous Orang Asli communities living in Peninsula Malaysia were forced to leave their homelands to make way for the Sungai Selangor dam. The dam, built to resolve water shortages in Kuala Lumpur, came with a comprehensive compensation package designed to alleviate the hardships faced by the displaced communities. This paper explores the discursive and material impacts of these compensation packages. We argue that the emerging literature on compensation for displaced people values the same sorts of economic and social criteria as the Malaysian government does in its pursuit of modernising the Orang Asli. Their shared belief that effective compensation would improve the quality of life for affected communities above pre‐displacement levels helped to publicly legitimise the dam‐building project. Interviews with the displaced communities, however, found stark differences in community satisfaction which have more to do with losses of intrinsic place‐based cultural and spiritual values, for which there may be no effective or adequate compensation, than social and economic criteria. We conclude that compensation programmes will always struggle to effectively cope with these less tangible place‐based values and that open acknowledgement of this weakness is required if alternatives to displacement‐inducing development projects are to be more readily considered.  相似文献

This study investigates local expert perceptions of the role of environmental factors, especially in terms of contemporary climate change, in population movements from Bangladesh to India. The aim is to delve into locally held understandings of the phenomenon and to gain a better understanding of these migration processes, which are actively intertwined with local experiences. Both Indian and Bangladeshi experts were interviewed using semi‐structured, in‐depth interviews in order to explore insights from locally held perceptions and understandings of contextual factors. In total, 10 Bangladeshi and 15 Indian experts were interviewed, covering different disciplines, sectors, regions and job types, together providing a more complete and grounded picture of views of environmentally induced migration in Bangladesh and India. The results show that climate change is perceived by local experts as one of the key factors influencing migration in Bangladesh, both internally and externally. The interviewees, however, placed environmentally induced migration in a broader context of labour and economic migration. In particular, migration for environmental reasons in Bangladesh was evident long before the emergence of climate change as an issue. According to the interviewed experts, this does not preclude increased environmentally induced migration within and from Bangladesh in the future, but its analyses ought to be placed in historical and economical contexts.  相似文献

The realisation that climate change might necessitate resettlement of people displaced initially raised interest in the experience of development‐forced displacement and resettlement (DFDR). Looking back, in 1980 the first international policy on involuntary resettlement was approved to address perceived weaknesses in state property and expropriation law to safeguard people in the way of development projects. Since then international policy and praxis have brought global attention to developmentally displaced people but have not guaranteed them an effective safeguard. Recently, renewed attention has focussed on state legal and governance frameworks substantively and procedurally. Identifying four key policy objectives that resonate with climate change displacement I analyse their treatment in a data base of DFDR laws and regulations from 40 Asia Pacific states. This analysis finds overall little legal congruence. Innovative new formulations in some Asian state laws address recent public criticisms and research findings, but mostly are yet to demonstrate positive outcomes for displaced people. Pacific states increasingly abandon expropriation law to negotiate lease terms for public infrastructure projects with customary landowners that do not extinguish customary title. Any laws governing climate change relocations must protect rights, livelihoods, well‐being, inclusive decision‐making and community initiatives with procedures whilst not relinquishing climate‐change‐reducing action.  相似文献

Migration is increasingly being promoted as a possible adaptive response to risks associated with climate change and other stresses. While migration may present an adaptation pathway in certain contexts, existing research fails to consider the ways in which migration could contribute to vulnerability in sending communities. This paper examines the impact of migration‐affected change on local vulnerability in Lamen Bay, Vanuatu. Qualitative methods, including interviews and focus groups with 58 individuals, were used to determine how migration interacts with the multiple stressors faced by the community. The results show that migration is likely to contribute to vulnerability in already vulnerable communities. In Lamen Bay, migration affects a number of contextual factors that influence exposure and the capacity to respond to change, including labour supply, food security, migrant attitudes, underdevelopment and institutional viability. These results suggest that development policy in Vanuatu needs to address existing vulnerabilities while offering the opportunity to migrate.  相似文献

In this article, we compare four fishing‐based areas in Thailand and the Philippines to examine if and how small‐scale fishing communities are able to escape marginalisation. Three questions guide our inquiry: (i) How have fishing communities been affected by overfishing, climate change and other pressures? (ii) What adaptive strategies have these communities employed to mitigate socio‐economic and environmental challenges? (iii) What has been the impact of these strategies on (escaping) marginalisation? Through a survey of 393 fishing‐based households and semi‐structured interviews with 59 key informants we find an uneven mixture of drivers, strategies and impacts. Respondents varyingly attribute declining fish catch to illegal fishing, overfishing, population increase, climate change and pollution. The case studies illustrate various degrees of adaptive successes that result from integration of top‐down and bottom‐up initiatives, and availability and access to livelihood strategies. However, the impact of adaptive strategies on overcoming marginalisation remains meagre and constrained by, among others, the power of illegal and commercial fishing and the absence of integrated spatial planning. We call for policy interventions and further research that takes into account the integration of top‐down and bottom‐up institutions, and the multiple dimensions and spaces of the drivers that shape fisherfolk marginalisation.  相似文献

The paper conceptualises the process of voluntary relocation undertaken by rural farmers to informal settlements in coastal cities. These are journeys that occur without formal institutional support, utilising migrants' own agency. Learning from these community‐driven relocations has merit in rethinking climate change adaptation at the regional level. In this paper we present stories of 17 families who have progressively relocated to the fringes of Khulna city in southwestern Bangladesh. We observe three key attributes: first, relocations are slow, neither singular nor immediately completed, but rather take months of careful back and forth journeys of family members between their places of origin and destination. Second, relocations rely on small networks of relatives and acquaintances at the destination. Third, relocations are built on shared responsibilities distributed among a range of actors in places of origin and destination. We conclude that these slow, small and shared relocations are likely to be realised as forms of ongoing adaptation by rural farmers if their aspirational mobilities, social relations and supports are maintained at a regional scale. This kind of migration as adaptation may bring about just outcomes for those displaced without necessarily promoting rigid planning interventions that tend to fix resettlement solutions in place and time.  相似文献

Planned resettlement is being widely considered as a response to the impacts of climate change. As many millions of people are expected to be displaced in the coming decades, scholars and policymakers are searching for precedence to inform their research and planning, particularly from experiences of Development‐Induced Displacement and Resettlement (DIDR). Nowhere in the world is DIDR and other closely related forms of planned resettlement more prevalent than in China: an estimated 78 million people have been displaced by development projects over the last six decades. While planned resettlement has consistently been shown to cause impoverishment, the Chinese state views it as the answer to a multitude of social ills including poverty, environmental damage, low levels of domestic consumption, and most recently, climate change, providing impetus to the normalisation of resettlement as adaptation. This paper examines the prospects for just outcomes in resettlement projects by examining distributive justice at multiple scales in existing resettlement practice in China. It finds that due to the interplay between resettlement and questions of procedural justice, prospects for just outcomes are quite limited, and that in order to achieve fair adaptation, alternatives to planned resettlement should be emphasised.  相似文献

Coastal Bangladesh is highly vulnerable to climate change and salinisation; hence, farm‐level adaptation is critically important. Farmers' perceptions of and responses to environmental change were investigated in two villages in Khulna District. Perceived environmental trends included increases in temperature, extreme weather events, soil toxicity, erratic rainfall and scarcity of water for irrigation. Perceptions of climate trends were consistent with measured trends in Khulna. On‐farm adaptation strategies included adjusting planting dates, excavating trenches in rice‐fields, adopting new crops, salinity‐reducing technologies, livestock‐rearing and home‐yard cropping. Non‐farm adaptation strategies included wage employment, short‐term migration and self‐employment. Adaptation was facilitated by income‐earning opportunities, training, and credit, and impeded by lack of access to water, markets, capital, and extension services. Farmers suggested policy support for dissemination of stress‐tolerant cultivars, access to irrigation, and price stabilisation or crop insurance to assist adaptation. While the study shows an impressive degree of awareness and adaptation, external support is needed to increase adaptive capacity.  相似文献

In this study, the impacts of climate variables on the mean and variability in Aus variety rice yield in Bangladesh are assessed. Using the theoretical framework of the Just–Pope production function, cross‐sectional time series data on Aus rice yield and maximum temperature, minimum temperature and rainfall at a district level over a period of 38 years are analysed for evidence of rice yield variability as a result of climate change. The findings reveal that minimum temperature and rainfall decrease Aus yield variability. However, maximum temperature appears to increase variability, which may reduce Aus rice production. Therefore, government should create an enabling environment to develop temperature‐tolerant rice varieties for Aus rice crop to ensure ongoing food security.  相似文献

Typhoon Yolanda brought major devastation to the local communities and infrastructure and also reshaped social structures and networks in the Philippines. During the immediate recovery process, bridging, bonding and linking social capital have had differential impacts and outcomes on how communities cope with the aftermath of the disaster. This article investigates the interplay between the various types of social capital and their contributions to immediate coping strategies of Typhoon Yolanda communities. This article also evaluates the complexity of defining social capital in a disaster context. In particular, it unpacks the blurring of the bridging and linking social capital at the immediate stage of rehabilitation in a post‐disaster context and its impacts on the social fabric of the communities. We deduce from this case study the social capital strategies necessary for a speedy recovery process both economically and socially for disaster‐affected communities.  相似文献

This paper describes how the transformation of coastal New Zealand is directly connected to the dislocation and marginalisation of many Māori coastal communities. It focuses on how this transformation is played out in text and talk and how certain types of boundaries function as important determinants in the construction and social order of coastal New Zealand. The high value and demand placed on specific, accessible ‘cadastral’ parcels of private coastal property dictates that much of New Zealand's coast is mapped according to constructs of wealth and desirability. In other parts of the country where development pressures on the coast are less prevalent, coastal communities are less evidently connected to markers of affluence and/or ‘whiteness’. In these less disciplined spaces, uncertainty and liminality is more influential in the making of coastal places. Through an analysis of interviews with coastal planners and residents of coastal communities it is revealed that particular hegemonies, through the discourses they produce, attempt to assert a particular socio‐spatial epistemology on counter‐hegemonic groups in an effort to develop and manage the coast. Communities that revealed an alternative social ordering are described as messy and difficult to manage, while other coastal communities are marketed as exclusive, where model residents inhabit model places.  相似文献

Abstract: Local communities are frequently displaced from areas selected for environmental protection. Development of nature‐based tourism, believed to be more environmentally benign than traditional agricultural systems, has been encouraged by governments and national park managers in the hope of providing alternative livelihoods for local people. This paper examines the extent to which indigenous peoples resettled from within one Vietnamese national park have engaged with the nascent tourism industry, thereby providing a perspective on the success of their resettlement, through the eyes of those communities affected. The perspectives of resettled peoples are contrasted with those of villagers who have continued to reside within the national park, using traditional means of survival, along with new initiatives designed to supplement their livelihoods and to reduce their dependence on national park resources for survival. Resettled villagers are unable to survive on agricultural activity alone, tourism has done little to provide an alternate livelihood and the park environment is still threatened by the use of park resources by resettled communities in their struggle to survive.  相似文献

With the expectation of adverse climate change impacts, some (often majority) Indigenous populations of the Pacific are expressing a preference to remain on Indigenous lands for cultural and spiritual reasons. In some cases, Indigenous people express preparedness to die on traditional territory rather than relocate, representing a new type of agency and resistance to dispossession. This is a prominent politics of place of relevance to emerging debates and decision‐making around retreat and relocation. If climate change is experienced by populations as an existential threat to culture, identity and place‐based connections, voluntary immobility can be an important adaptation strategy that helps to strengthen cultural and spiritual resilience among those facing the prospect of a lost homeland. This paper argues that voluntary immobility decisions need ethically robust and culturally appropriate policies and practices, particularly when a site is deemed by external experts to be no longer fit for human settlement. National governments, civil society groups, international organisations and donors will need to: engage in culturally meaningful dialogue with communities about relocation and immobility; respect, protect and fulfil the rights of ‘immobile’ people and those on the move; and confirm that in situ adaptation options have been exhausted.  相似文献

The idea that climate change may cause the loss of atoll countries is now taken for granted in much of climate change science, policy and media coverage. This normalisation of loss means atoll countries now face a future that is apparently finite, which is a grievous situation no other country has to contend with. This paper explains the dilemmas this presents to atoll countries. If there is a risk of forced migration, then strategic planning can minimise its social impacts. Yet, doing so may bring future dangers into the present by undermining efforts to facilitate adaptation to climate change, creating new identities and deterring investments in sustainable resource management. To overcome this dilemma, the paper argues for a more hopeful approach to the future of atoll countries, because for as long as the science of loss remains uncertain, and the limits to adaptation are unknown, forced migration cannot be taken as a matter of fact and could possibly be averted through emission reductions and a vastly improved and significantly more creative approach to adaptation.  相似文献

In many disaster settings, top‐down responses emphasise ‘expert‐led’ solutions that often involve relocating disaster‐affected communities. While the intention might be to move people from harm's way and facilitate recovery, failure to attend to local pre‐disaster circumstances as well as the interplay between power, resilience and vulnerability within and around affected communities often sees resettlement reconfigure as displacement or disconnection. This oversight may even usher in a new phase of dispossession and disadvantage for marginalised groups (particularly in colonial settings). This paper explores experiences in Australia, Japan and Taiwan to reflect on what issues of local sociality, local culture and local resilience need to be attended to in framing ‘better’ disaster responses.  相似文献

Assessments of impacts of future climate change on widely grown sugarcane varieties can guide decision‐making and help ensure the economic stability of numerous rural households. This study assessed the potential impact of future climatic change on sugarcane grown under dryland conditions in Mexico and identified key climate factors influencing yield. The Agricultural Land Management Alternatives with Numerical Assessment Criteria (ALMANAC) model was used to simulate sugarcane growth and yield under current and future climate conditions. Management, soil and climate data from farm sites in Jalisco (Pacific Mexico) and San Luis Potosi (Northeastern Mexico) were used to simulate baseline yields. Baseline climate was developed with 30‐year historical data from weather stations close to the sites. Future climate for three decadal periods (2021–2050) was constructed by adding forecasted climate values from downscaled outputs of global circulation models to baseline values. Climate change impacts were assessed by comparing baseline yields with those in future decades under the A2 scenario. Results indicate positive impacts of future climate change on sugarcane yields in the two regions, with increases of 1%–13% (0.6–8.0 Mg/ha). As seen in the multiple correlation analysis, evapotranspiration explains 77% of the future sugarcane yield in the Pacific Region, while evapotranspiration and number of water and temperature stress days account for 97% of the future yield in the Northeastern Region. The midsummer drought (canicula) in the Pacific Region is expected to be more intense and will reduce above‐ground biomass by 5%–13% (0.5–1.7 Mg/ha) in July–August. Harvest may be advanced by 1–2 months in the two regions to achieve increases in yield and avoid early flowering that could cause sucrose loss of 0.49 Mg ha?1 month?1. Integrating the simulation of pest and diseases under climate change in crop modelling may help fine‐tune yield forecasting.  相似文献

It is widely assumed that the impacts of climate change on atolls will render them uninhabitable. The Carteret Islands, an iconic Pacific atoll, is experiencing physical changes, documented in the media, the outcome of multiple factors, alongside critical economic livelihood problems. Its population has sought to resettle on nearby Bougainville Island, but land has not become available. The search for migration opportunities parallels trends on coral atolls elsewhere where survival strategies have involved regional and international ties, with cultures of migration, focused on more distant international destinations. Carteret Islanders have not been able to mobilise similar relationships. For many atolls and atoll states, migration has increasingly become a livelihood strategy, irrespective of climate change. That is likely to become even more true in the future, but the outcome will be dependent on policies and practices in metropolitan destination states.  相似文献

Recent social research that links people's position in society to their ability to access employment has shown the centrality of spatial mobility in the (re)production of patterns of inequality. This is particularly evident in regions where economic activity is unevenly distributed and concentrated in an urban centre and where daily travel patterns reflect a spatial segregation between places of work and residential areas. This paper presents a spatial analysis of accessibility to employment for Galway City and its environs, a predominantly rural region in the West of Ireland dominated by its urban centre. Travel‐to‐work data from the 2006 Census of Population of Ireland were used to present a comparison of district‐specific accessibility levels across three socio‐economic groups. Network analysis and Geographic Information System visualisation tools are used to map existing socio‐spatial topographies of (in)accessibility. This is done to test two contrasting sets of theoretical proposals in the social science literature regarding the relationship between spatial mobility and social status. Advocates of the first position conceptualise spatial mobility as a form of capital that helps to maintain many existing social hierarchies. This contrasts with the views of those who anticipate the dissolution of established social boundaries (“fluidification”) as a result of increased spatial mobility of people, goods, and ideas. It is argued that these contrasting positions are highly relevant to current transport policy debates, including discussions around the impacts of recession‐related cuts in transport infrastructure investment on patterns of accessibility. In addition, they encourage reflection on the impacts of sustainable transport initiatives on different social groups that are more or less mobility disadvantaged, a fact that has hitherto received little attention in policy research and practice.  相似文献

为了深入探讨和认识红脂大小蠹暴发的深层原因,笔者以其危害严重的山西省吕梁山、中条山和太行山为例,选取适当的代表站点,利用1957-2005年降水、气温、湿度、日照、风等气象资料、相关红脂大小蠹观测资料以及生态环境质量资料,采用气候诊断分析方法,对气候变化以及生态环境质量改变对红脂大小蠹生存环境、生活习性、危害的影响进行综合分析。结果表明:(1)迁徙地气候特点与原产地气候特点极其相似,为该虫的生存繁殖提供了最基本的生态条件。(2)气候变化导致出现适宜于红脂大小蠹发生的气候条件,是红脂大小蠹暴发的重要原因。(3)生态环境质量的下降,是导致红脂大小蠹发生的环境原因之一。因此,积极应对和减缓气候变化,提高和改善生态环境质量,以遏制外来入侵有害生物的泛滥。  相似文献

This paper analyses the major determinants of long‐ and short‐run labour productivity evolution for Chinese provinces between 1978 and 2010. The role played by openness to trade and foreign direct investment (FDI) constitutes the main focus of this analysis. From a methodological perspective, our main contribution is the inclusion of spatial effects into a dynamic error correction modelling framework. The results show that, in addition to domestic factors such as investment intensity and infrastructure use, trade openness and inward FDI also exert a direct impact on labour productivity. Furthermore, the geographical environment has a strong indirect influence on productivity: The more a region is surrounded by high‐productive regions with good infrastructure and linkages to the world economy, the higher are its productivity level and growth rate. The magnitude of these impacts varies by spatial regime (coastal, interior provinces) and time period in focus. Especially in the recent past, trade and FDI activity appear to be increasingly important drivers of regional productivity evolution, both for coastal and interior regions. These findings have important policy implications: In order to fully exploit the benefits from such spillovers, coordinated industrial policies which foster regional complementarities and support the free movement of production factors across regional borders are crucial.  相似文献
