The way production animals are treated is a matter of public concern, and public opinion is often a driving force to introduce new animal welfare legislation. In Norway, a Council on Animal Ethics has been appointed by the authorities since 1993. The composition of the council is broad and it encounters both lay people and experts. The council is independent and advisory, only. It shall be a “guard dog” and follow the developments in animal production and other areas where man makes use of animals, and give advice to the authorities on the need for change in legislation and administrative practices. An important task for the council is also to contribute to and facilitate an informed public debate on animal welfare standards and animal ethics.  相似文献

The authors report on the recent situation regarding the Animal Welfare Regulation of farmed Animals, which now has additional requirements for hen and pig husbandry, introduced by the amending regulation from 1st August 2006. In particular they describe, which parts of the Council Directive 91/630/EEC of 19th November 1991 with minimum standards for the protection of pigs is originally implemented and where the national legislation demands higher animal welfare standards.  相似文献

Poland as a new EC country is obliged in agree with Directive 95/53/EC to drawn up one, coherent and coordinated national programme of official inspection, irrespective of the organisational structure, and the number of inspection authorities in a country. Taking these facts into account the author has worked out the Polish National Programme of an official control conducted by the Veterinary Inspection in the field of animal feedingstuffs sector in Poland. The objective of the programme is to lay down the substantive scope of official inspections and laboratory control testing of animal feedingstuffs, appropriate for the surveillance exercised by the Veterinary Inspection. Recent changes in equitation, tournament disciplines and teaching methods, which did not play a significant role in Germany so far, have to be reflected critically. Several examples such as hyperflexion of the neck, western riding, endurance riding and eventing are given to explain the requirements for teaching methods and different disciplines in terms of animal welfare and the role of the competent authorities.  相似文献

Animal welfare is being accorded an increasingly important role in today's civil society. Within the EU, this has been enshrined within the specific “Protocol on Protection and Welfare of Animals” annexed to the EC Treaty, obliging Member States and the EU Institutions to pay full regard to the welfare of animals when formulating and implementing Community legislation. There is a growing body of EU legislation on this issue, founded on sound scientific principles (including the role of EFSA in providing independent scientific advice), taking account of public concerns, stakeholder input and possible socio-economic implications. Recent CAP reforms also testify to animal welfare's growing stature in policy-making, with the introduction of the principle of cross-compliance regarding eligibility for direct payments and additional financial incentives for producers to achieve higher standards. Animal welfare is being increasingly perceived as an integral element of overall food quality, having important knock-on effects on animal health and food safety. On a worldwide level, the OIE (World Organisation for Animal Health) has embarked on an initiative to develop global animal welfare guidelines and standards mandated by 167 member countries and the issue remains on the agenda for future WTO negotiations. Consumers demand higher standards of animal protection and it is incumbent upon policy-makers and legislators to respond accordingly.  相似文献

The article looks at the legal situation concerning the permission for commercial activities with animals due to Article 11 par. 1 no.3 (d) of the German Animal Welfare Act, in particular in combination with activities at changing places. Regardingly the German legislator has recently (especially since 1998) started to approach the problems of animal welfare by adopting specific regulations, e. g. by enacting an obligation to inform the authority of the planned change of place of activity. Currently the legislator discusses an extension of the enabling act for an ordinance by the Federal Government on the central register for circusses. Standardized data collection and transmission shall contribute to an effective control of the companies' compliance with animal welfare law. Article 11 par. 2a of the German Animal Welfare Act is an important regulation concerning activities at changing places. It allows to combine the permission with time limits, conditions and impositions of duties. Such collateral clauses can be set down to keep an animal stock book or--in a wider sense--a documentation of the company's activities to guarantee an effective control by the authority. In the case of American rodeo shows it is to mention that collateral clauses to introduce more animal welfare are imposed by the local authorities responsible for the area where the shows will take place rather than by the authority which actually has given the permission. The authorities have to distinguish subsequent collateral clauses or directives on one hand and the revocation of the permission on the other hand, since in this case the requirements are more strict. The recent preliminary judicial decisions of the administrative courts concerning this legal problem are contradictory so that they cannot serve as a guideline for the authorities.  相似文献

The new Directive 2010/63/EU on the protection of animals used for scientific purposes causes a need of several changes in German animal welfare law. On the basis of the regulations in the Directive, adjustments of the existing notification procedures are unavoidable. The Directive includes provisions for a simplified administrative procedure which differs significantly from the existing notification procedures. In any case, an application process will be required for projects in the meaning of the Directive. This contribution comments on the conceivable changes of the existing notification procedure. The implementation of the provisions of the Directive into national law has to be done near-term as the Directive is applicable from January 1st 2013. In advance, political and legal procedures must be passed through, the adapted regulations are to be notified by the European Commission and last but not least the authorities and user establishments must have enough time to implement the necessary changes.  相似文献

The use of pharmaceutical acting substances in animals for food purposes is restricted by many regulations. The intention of these regulations is the protection of consumers. Under this circumstances a limitation of therapy options can be stated, which is described with the term "Therapeutical Emergency" and can cause animal welfare problems. It is investigated whether pharmaceutical regulations or animal welfare regulations have priority in case of emergency for health and life of an animal. It is discussed whether the various orders by competent authorities to kill an animal under food protective regulations can prove a "reasonable" cause under paragraph 17 of the German animal welfare law.  相似文献

The definition of keeping and transport conditions in conformity with animal welfare requirements should, as far as possible, be based on objective well-established scientific facts. Up to date, however, such facts have been available to a limited extent only, and this situation will be likely to persist for quite some time. Practical experience, feasibility considerations (reasonable reason) and subjective ethical standards of value cannot be left out of account. In order to improve animal welfare, but, at the same time, also in order to provide livestock farmers with the clearest possible guidelines and to avoid unnecessary distortions of competition it will be necessary to lay down legal minimum requirements for animal welfare. The Federal Government endeavours to meet its respective responsibilities both at national level and at the Council of Europe. At the same time, however, it has also successfully used its influence to get EC-wide provisions prepared and enacted. It will continue to persist in urging all those concerned to bring the consultations on the Commission's proposals to a conclusion as soon as possible. Further development of our existing legislation on animal welfare minimum requirements will, in particular, be necessary with regard to the keeping of laying hens in cages. In addition to the endeavours on the part of scientists, practical experience will play a special role for the further development of our modern animal husbandry systems, inter alia also such experience as is gained in the field of what is called "alternative keeping of farm animals".(ABSTRACT TRUNCATED AT 250 WORDS)  相似文献

Sweden has a long history of detailed and progressive legislation related to animal welfare for laboratory, farm and companion animals. Previously, these issues have been the responsibility of the Swedish Board of Agriculture (SBA). As a growing proportion of the public opinion and the political establishment felt that the animal welfare related issues were not given proper attention at the SBA, a political decision was recently made to separate animal housing, management and welfare from the SBA and create an independent Animal Welfare Agency. This Agency was formally launched on January 1st 2004. The government has commissioned the Agency to improve animal welfare by evaluating, enforcing and developing legislation. The agency should consider scientific evidence when writing new legislation. Also, the Agency incorporates an external Animal Welfare Council, which, among other things, discusses ethical aspects in relation to existing or proposed legislature. The new Agency must deal with a diversity of public expectations. Animal rights groups have high expectations regarding new and stricter legislation, for example related to fur animals, while some farmers fear that production aspects may be completely lost in discussions about improving welfare standards for farm animals.  相似文献

Before its broad application in practice, housing equipment should be tested, in particular with regard to animal welfare. The differing positions of the German Federal Council (Bundesrat) and the German Federal Parliament (Bundestag), whether such testing should be mandatory or voluntary, have been conciliated in the amended animal welfare act by empowering the Federal Ministry of Food, Agriculture and Fisheries (BML) to fix official standards for voluntary testing procedures by regulation. On request of the BML, a report as scientific basis for a draft regulation is currently prepared by the scientific animal welfare committee of the German Agricultural Society (DLG). The scientific animal welfare committee has been appointed by the DLG in order to provide support in the effort to strengthen animal welfare aspects in the DLG-utility testing procedure of housing equipment, which is in place since 1953. The committee elaborates standards concerning testing methods, assessment criteria and the necessary size of investigations. As required, the scientific animal welfare committee may support the DLG-testing bodies in the implementation of the animal welfare part of the testing procedure. It will, moreover, be involved in the welfare assessment based on the testing results. The amendments of the already established testing procedure will help to fulfill the general requirements on an acceptable animal welfare testing procedure. While keeping in mind that there are certain limits in what can be achieved by a voluntary testing procedure, the enhanced consideration of animal welfare aspects within the DLG-utility testing procedure has the advantage to be relatively unbureaucratic and in line with EU legislation, and is, therefore, an appropriate tool for a contibrution to improved animal welfare in livestock housing.  相似文献

本研究利用湖北省167家规模化生猪养殖场户问卷调查数据,构建计数模型对养殖场户疫病防控措施采用影响因素进行实证分析。结果表明:养殖场户教育程度、养殖规模、参与合作社、参与疫病防控培训、兽医服务、政府宣传与补贴、养殖户对动物疫病了解程度等因素对养殖场户采用疫病防控措施具有显著正向作用。据此,主管部门应加强对养殖场户疫病防控知识的培训,引导养殖场户发展养殖协会、加大疫病防控重要性的宣传及增加对养殖场户疫病防控的支持力度。  相似文献

Veterinarians play a pivotal role in public health control, in particular in the management of risks deriving from pharmacological treatments of food-producing animals. Veterinary medicinal products can represent a risk for animal health and welfare (side effects, decreased efficacy), for farmers and practitioners administering the drug, for consumers of food of animal origin (presence of residues, occurrence of antibiotic resistance) and for the environment. According to pending European guidelines, risk management starts from marketing authorisation that must be based on risk evaluation and can be denied when the risk/benefit ratio is not favourable considering the advantages for animal health and welfare and for safety of consumers. Veterinarians can prevent and control risks by using correct pharmacological criteria to choose and administer medicinal products and undertaking risk-based inspection of residues of drugs in food of animal origin. Moreover, a major tool for veterinarians to prevent and control drug-borne risk is “pharmacovigilance”. Risks for the environment are usually assessed during the pre-marketing approval process, however veterinarians, as risk managers, should educate farmers about correct drug handling and disposal, and periodically verify that suggested measures are applied.  相似文献

Recent developments in the European and national legislation regarding minimum standards for the keeping of laying hens will be causing changed conditions for egg production in the medium term. Enriched cages shall allow hens to better fulfill their needs than traditional battery cages. More space for the stretching of wings and legs, perches for resting, littered areas for scratching, pecking and dustbathing and nests for egg-laying behaviour shall allow layers to perform more of their normal behaviour patterns. However, regarding the sustainability of these systems there are different views and still a great lack of scientific data and practical experience. An overview is given on the development of European and national animal welfare legislation concerning laying hens, minimum requirements for enriched cages and the available evidence about animal behaviour, performance and health in these systems. Furthermore, a current project at the School of Veterinary Medicine Hannover on the animal welfare assessment of enriched cages, specifically on the Aviplus cage system, which was one of the first systems on the market and is in accordance with EU-directive, is introduced.  相似文献

Basing on inspections of slaughterhouses it was tried to judge the effectiveness of the hygiene supervision implemented by the legislation. The organization of the control, the technological process including abattoir constructions and operations, the general hygienic aspects with special regard to cleaning and disinfection were registered. It is clearly demonstrated by grave examples (eg. wrong organization, insufficient employment of staff, incomplete knowledge, illegal practices) that nowadays in spite of a few exceptions, the supervision of hygiene in abattoirs is fragmentary. Paying attention to the conceptions of EEC committees dealing already with systematic controls, it would be well done to establish already known systems at once in the plants. According to the meat hygiene regulations exclusively official veterinarians are competent for this field of activities. These have to take the actual scientific knowledge into consideration.  相似文献

There is public discussion of the new E.U. Animal Transport Regulation No 1/2005 of Dec. 2004 and its advantages and draw-backs. This Regulation is no longer a Directive, so that it is directly applicable in the Members States. Although the Regulation is recognised to have great potential to improve welfare and health of transported animals, it will also increase administrative work. Most improvements will come through better education and the increased responsibilities of animal attendants, drivers, keepers and transport organisers, and through the stricter control mechanisms (log book, training, instructions etc.) and the introduction of the GPS control systems to further enhance the transparency of animal movements. The formats of the transport certificates used in all Member States will be harmonised. Technical records will be kept on air temperature and water consumption. Contact offices in all member states for transport affairs will improve the exchange of data between the responsible authorities and harmonise control and surveillance practice. Specific regulations are now in place for horses (broken, unbroken, registered) and for the transport age of young animals (piglets, lambs, calves, foals). In spite of some substantial improvements there are still significant gaps in our knowledge of both normal and long transports, for example optimal journey times, food and water supply on long transports, environmental factors such as vibration, motion, light and ventilation requirements in different European geographical regions. The same is true for the epidemiological aspects of the prevention of disease transmission; for example, very little is known about the bacterial and particulate emissions of the animal transport vehicles which travel across Europe. A serious drawback of the regulation is the fact that it does not abolish the unloading of animals on long transports to rest for 24 h at staging points, so that the concomitant risks to health and welfare remain, as do the opportunities for the transmission of infectious diseases at these stations. Two examples are given that demonstrate the physiological (heart rate) and biochemical (cortisol) reactions of cattle during transport. It seems useful to observe how the new Regulation affects practice and to assess the usefulness and practicability of the new rules after one or two years of operation. At the same time, more detailed research should be carried out in order to further adapt the Regulation to the needs of the animal species and gender in terms of travel time periods, food supply and resting schemes. This should also include reconsideration of loading and unloading rules in staging points on long journeys for all animals, particularly in view of risks of injury and transmission of infectious diseases. Investigations should be carried out to improve our understanding of the bio-aerosol emissions from driving and standing vehicles. Transport schemes on long journeys should be more closely adapted to the needs of the animals. The new Regulation represents another step forward toward improved animal welfare during transport in spite of some increase in the administrative measures required. It is necessary to bring together veterinary and animal science, engineering, logistics and practical and technical experience in order to improve the Regulation and the health and welfare of animals during transport.  相似文献

In May 2007 a working group passed a guideline, which deals with requirements for the indoor keeping of dairy cows to perform Article 2 of the animal welfare legislation.The guideline should support the local district veterinary authorities and the stockman in the animal welfare judgement both of new and rebuilding as well as already existing stables. Whereas for new buildings minimum standards for the protection of cows are put together and beyond that additional recommendations for more "cow comfort" are given, for old buildings only standard values are presented. The guideline mentioned especially those aspects, which from previous experience always gives cause for discussion. For example: size and construction of cubicles, width and floor design of passageways or the relation between the number of animals and the number of feeding places and cubicles. All together the guideline enables the local district veterinary authorities in Lower Saxony to judge the keeping of dairy cows following equal standards.This leads to confidence in planning and investment for the livestock owners.  相似文献

Animal welfare is of increasing importance in livestock production and consumption debates. However, discordance exists between citizens' and farmers' perception of animal welfare. Since the search for, and the realization of improvements towards farm animal welfare is strongly driven by citizen expectations, it is of utmost importance to better understand this perceptual discordance. A quantitative study was done in Flanders, Belgium during 2006, including citizens as well as farmers, to obtain a detailed insight in the way the multi-dimensional concept of farm animal welfare is valued. This allowed to discriminate between issues of agreement and disagreement. In general, a similar interpretation of farm animal welfare in terms of animal welfare related aspect's ranking was found. Differences were mainly related to aspects dealing with the ability to engage in natural behaviour on the one hand and with production process-related aspects on the other hand. Citizens evaluate the current state of animal welfare as rather problematic, while farmers report a more satisfactory evaluation of the present condition of farm animal welfare. Especially differing opinions regarding the ability to engage in natural behaviour, together with aspects related to pain, stress and the availability of space seem to contribute to the discordance between farmers and citizens in terms of evaluative beliefs.  相似文献

The strategies used and the results obtained in Orkney's bovine viral diarrhoea virus (BVDV) eradication programme over eight years (2001 to 2008) are presented and discussed. The venture was undertaken by local veterinary practices and the Orkney Livestock Association (OLA) with the financial support of the Orkney Islands Council. Participation is voluntary; the programme comprises screening of youngstock, a whole-herd test if required, elimination of persistently infected animals and strict biosecurity measures and/or vaccination. BVDV-free herds are certified, and certification is updated annually by retesting the youngstock. The programme aims to minimise economic losses, thereby increasing the competitiveness of the Orcadian cattle industry and to improve animal health and welfare by eliminating virus circulation. Information from databases of the Scottish Agricultural College, Biobest Laboratories and OLA show that despite a significant reduction in the overall prevalence of BVDV on Orkney during the initial stages of the eradication programme, there has been little progress made since 2006 and that some difficulties have been encountered, with herd BVDV breakdowns following initial eradication. These results highlight the need for continued motivation of farmers, strict application of biosecurity measures and/or systematic vaccination of all seronegative breeding animals.  相似文献
