<正>How to effectively meet the globally increasing demands for forest products and meanwhile put forest resources and eco-environment under better protection for achieving the balance between protection and growth is a long-term challenge in face of the international community.China is the largest country in world forest products import/export.In such sense,the realistic state and future orientation of China's forest product procurement policy will impose considerable impacts on and play a significant role in forestry industry development in China as well as the global sustainable forestry development.In view of the state and trend of forest product procurement by Chinese enterprises,the paper analyzed the problems and challenges facing China's green procurement of forest product based on the results of field survey carried out for different types of forest product processors,including customers' weak awareness of green consumption,deficient green procurement resources of forest products,high prices of green procured products,limited list of forest products under green procurement,lack of laws and regulations for green public procurement and lack of policy support and green market planning.At the same time,by comparing and learning the experiences and lessons of the UK,Japan,France, Netherland and other countries in green public procurement of forest products,the paper,in line with the national and forest conditions in China,proposed some policy recommendations,e.g. strengthening dissemination and education for raising the awareness of green consumption, updating laws and regulations for government green procurement,adopting marketing means to encourage green enterprises development,updating green product lists to incorporate more green procurement enterprises into government green procurement programs,establishing monitoring and execution mechanism for green procurement and enhancing the oversight of green procurement,with the aim to facilitate China's green procurement process of forest products and quicken China's pace of green socioeconomic transition.  相似文献

To improve and diversify the use of tropical plantation timbers in Southern China, with support from International Tropical Timber Organizations (ITTO), a research project was started in 2002 focusing on development of processing and manufacturing technologies to promote production of value-added wood products from eucalypts plantations. This project will also facilitate the formulation of forest management strategy in China to supplement the diminishing supply of timber from the natural forests. The specific objectives of the project are to develop and to adopt processing techniques for solid wood products from existing eucalyptus plantations and to evaluate the suitability of newly-planted eucalyptus for higher value-added solid wood products and to transfer the technologies obtained and to disseminate scientific knowledge to relevant aspects. After analysis on the current situation of international forestry, this paper proposes that integration, coordination and sustainable development will be the general developing trend of forest in China, and commercial forest, ecological forest and community forest should be organically combined with integrative development and sustainable development in rural areas. With a vast territory, China is rich in forest resources and diversified environments. The changes in forest resources have a direct bearing on environmental quality. The paper gives a detailed account of the dynamic change in forest resources in China, including the overall process of forest evolution, the status quo and features of the existing forest resources and the development and use of major forest resources. In addition, it analyses the current situation of China's environment and explores the main contributing factors based on the overall environmental situation. In order to achieve sustainable management of forest resources and improve the environment in China, the Chinese government attaches great importance to the protection and development of forest resources as well as environmental development and improvement. Landscape ecology is playing an increasingly important role in resources management and landuse planning in recent decades and attracting much attention from resource managers and scientists in China as well as in the world. Reviews of landscape ecology development in China have been well documented, whereas forest landscape ecology and its applications receive relatively fewer reviews. In this paper, we first present a brief review of the historical development and current advances of landscape ecology in China and then introduce the applications of landscape ecology to forest park designs, urban greenspace planning, ecological restoration, biodiversity conservation and forest eco-hydrology. Finally, the problems with the application of forest landscape ecology in China, such as inadequate synthesis and integration, lack of basic research on patterns and processes, basic data shortage and model usage problem are discussed on the basis of which we suggest a future direction of forest landscape ecology in China.  相似文献

Addressing climate change has become a common issue around the world in the 21st century and equally an important mission in Chinese forestry.Understanding the development of monitoring and assessment of forest biomass and carbon storage in China is important for promoting the evaluation of forest carbon sequestration capacity of China.The author conducts a systematic analysis of domestic publications addressing"monitoring and assessment of forest biomass and carbon storage"in order to understand the development trends,describes the brief history through three stages,and gives the situation of new development.Towards the end of the 20th century,a large number of papers on biomass and productivity of the major forest types in China had been published,covering the exploration and efforts of more than 20 years,while investigations into assessment of forest carbon storage had barely begun.Based on the data of the 7th and 8th National Forest Inventories,forest biomass and carbon storage of the entire country were assessed using individual tree biomass models and carbon conversion factors of major tree species,both previously published and newly developed.Accompanying the implementation of the 8th National Forest Inventory,a program of individual tree biomass modeling for major tree species in China was carried out simultaneously.By means of thematic research on classification of modeling populations,as well as procedures for collecting samples and methodology for biomass modeling,two technical regulations on sample collection and model construction were published as ministerial standards for application.Requests for approval of individual tree biomass models and carbon accounting parameters of major tree species have been issued for approval as ministerial standards.With the improvement of biomass models and carbon accounting parameters,thematic assessment of forest biomass and carbon storage will be gradually changed into a general monitoring of forest biomass and carbon storage,in order to realize their dynamic monitoring in national forest inventories.Strengthening the analysis and assessment of spatial distribution patterns of forest biomass and carbon storage through application of remote sensing techniques and geostatistical approaches will also be one of the major directions of development in the near future.  相似文献

The Great Xing’an Mountains boreal forests were focused on in the northeastern China.The simulated future climate scenarios of IPCC SRES A2a and B2a for both the baseline period of 1961-1990 and the future scenario periods were downscaled by the Delta Method and the Weather Generator to produce daily weather data.After the verification with local weather and fire data,the Canadian Forest Fire Weather Index System was used to assess the forest fire weather situation under climate change in the study region.An increasing trend of fire weather severity was found over the 21st century in the study region under the both future climate change scenarios,compared to the 1961-1990 baseline period.The annual mean/maximum fire weather index was predicted to rise continuously during 2010-2099,and by the end of the 21st century it is predicted to rise by 22%-52% across much of China’s boreal forest.The significant increases were predicted in the spring from of April to June and in the summer from July to August.In the summer,the fire weather index was predicted to be higher than the current index by as much as 148% by the end of the 21st century.Under the scenarios of SRES A2a and B2a,both the chance of extremely high fire danger occurrence and the number of days of extremely high fire danger occurrence was predicted to increase in the study region.It is anticipated that the number of extremely high fire danger days would increase from 44 days in 1980s to 53-75 days by the end of the 21st century.  相似文献

Based on the current conditions, a forecast of trends in imports and exports of wood products and their demand and supply is presented in this paper for the years of 2005 and 2015. It is expected that imports will continue to exceed exports but that the trade deficit in wood products will decline. The form of trade will be changed from a condition of unilateral imports to one of exerting mutual advantage through imports and exports. The structure of trade in forest products will alter with changes in the forest resource base and with new developments in the forest industry.  相似文献

The current area of bamboo resource in China is 7.21 million ha, 4.21 million ha of which is the pure bamboo forest The stock value of the bamboo resource is 30.312 billion Renminbi (RMB) yuan, the present value of actual output from bamboo wood and shoot is 149.062 billion RMB yuan. The bamboo forest land is valuated as much as 8.133 billion RMB yuan.
