Abstract: Greenhouse‐induced sea‐level rise (SLR) threatens coral atolls and particularly the few atoll states, such as Tuvalu. This central Pacific island microstate has minimal economic development options, and has increasingly perceived emigration and remittances as a development strategy, despite restricted opportunities. Internal migration, in search of wage employment, has brought almost half the national population to Funafuti atoll, with negative local environmental consequences. Short‐term scientific data show no evidence of SLR in Tuvalu, but the Government of Tuvalu has argued that there is visual evidence of SLR, through such consequences as increased erosion, flooding and salinity. Global media have increasingly emphasised a doomsday scenario, with Tuvalu as synecdoche and symbol of all threatened island environments. Environmental problems of diverse origin have been entirely attributed to distant processes causing SLR, in terms of ‘garbage can anarchy’ or a ‘conspiracy narrative’, and thus to distant causes. The Tuvalu Government has consequently sought compensation from, and migration opportunities in, distant states. The construction of apparently imminent hazard has potential domestic political and economic advantages, but environmental costs.  相似文献

It is widely assumed that the impacts of climate change on atolls will render them uninhabitable. The Carteret Islands, an iconic Pacific atoll, is experiencing physical changes, documented in the media, the outcome of multiple factors, alongside critical economic livelihood problems. Its population has sought to resettle on nearby Bougainville Island, but land has not become available. The search for migration opportunities parallels trends on coral atolls elsewhere where survival strategies have involved regional and international ties, with cultures of migration, focused on more distant international destinations. Carteret Islanders have not been able to mobilise similar relationships. For many atolls and atoll states, migration has increasingly become a livelihood strategy, irrespective of climate change. That is likely to become even more true in the future, but the outcome will be dependent on policies and practices in metropolitan destination states.  相似文献

Abstract: Internal conflicts at the local and national levels in several South Pacific countries have revealed the fragility of national unity and the difficulties nations face in governing and managing their own economic development. In Papua New Guinea, the focus of this paper, an uncertain economic future for many rural and urban communities, and rising inequalities in income opportunities and access to resources, have coincided with greater intolerance of migrants at sites of high in‐migration by customary landowners and provincial and local authorities. This paper draws on fieldwork undertaken in the major oil palm growing regions of Papua New Guinea where migrants from densely populated regions of the country have settled on state land alienated from customary landowners. We examine how struggles over land, resource control and development are polarising migrant and landowner identities resulting in increasing tensions and episodic communal violence. A settler identity is emerging based on a narrative of nation building and national development, while an ethno‐regional identity amongst customary landowners is undermining the citizen rights of migrants and challenging the role and authority of the state in land matters.  相似文献

Rapid population growth in Pacific island cities far exceeds employment opportunities and is contributing to rising urban inequality and social exclusions. Livelihoods in the informal urban sector, such as market vending, provide much needed income, rural–urban connectivity and food security, but remain largely excluded from policy and planning frameworks. Spatial, economic and social exclusions limit vendors’ economic advancement, their influence over decision‐making, and their access to basic services. Local communities close to informal markets fill some of the gaps left by the policy neglect, but investment and strategic management remains inadequate when vendors do not have secure market places and recognised rights to work. This article reports on a study of three informal markets in Honiara, Solomon Islands. These markets lack legal status but make significant contributions to urban development and economic opportunities. Drawing on surveys and focus groups with vendors and urban decision‐makers we explore the impact of informal markets on urban economies, how social and institutional relationships hinder vendors’ economic advancement, and the opportunities to create more inclusive livelihoods that could contribute to equitable cities.  相似文献

Abstract: Education has increasingly come to be seen as a potent development tool, not least because the quality of the education system today affects a country's development for decades to come. The migration of teachers – both internationally by way of emigration and internally within countries – may adversely affect the quality of education especially in a country like Fiji with a limited human resource capacity. The emigration of workers, particularly of highly skilled workers who are endowed with high levels of human capital, has severe implications for a small country like Fiji. The emigration of teachers who are the largest professional group of migrants has led to the filling of vacancies by less experienced and junior teachers and is widely believed to have led to falling educational standards. In addition to international migration, there is substantial internal migration of teachers, mostly away from remote schools to urban areas. Rural schools find it particularly difficult to recruit and keep qualified and experienced personnel. In the process, rural areas have been drained of some of their best human resources. This article provides an overview of the scale of migration of secondary teachers from Fiji, raises development issues connected to the international and internal migration of teachers, describes policy responses that this migration has elicited and identifies areas requiring further research with a view to making policy recommendations as well as contributing to the literature on skilled migration in the Pacific.  相似文献

This paper argues that there is a need to better acknowledge and problematise the manner in which individuals, households, organisations and governments in small island jurisdictions develop mechanisms that allow them to exploit the benefits, and/or minimise the losses, of episodic economic lurches. A ‘strategic flexibility’ approach is proposed to explain how actors practise intersectoral migration: cleverly shifting focus, interest and scope, not just out of necessity (reactively) but in ‘smelling’ promising opportunities (proactively). In a scenario where change is taken as a given, managing and coping with such change become the hallmarks of economic survival: just like surfers handling the ocean swell.  相似文献

This paper considers the behavior of actors in real estate markets in the face of environmental uncertainty. Environmental legislation has increased in scale and scope with obvious implications for property markets. Developers, investors, occupiers, and lenders may all be affected by changing environmental standards. Any factor that creates valuation uncertainty will have major impacts. Blighted sites and properties will be shunned, while existing real estate portfolios will be adversely affected. A survey of UK property practitioners on their attitudes to environmental hazard reveals that firms seem pessimistic as to their ability to quantify and model the economic and investment implications of environmental risk. There are concerns here for the wider economy and for the business community through supply-side constraints and suboptimal location. There are implications, too, for local and regional regeneration strategies as whole areas may be blighted by potential contamination. There may be mispricing and arbitrage opportunities in relation to such assets that can be exploited through first mover advantage by firms willing and able to develop effective risk-sensitive appraisal models.  相似文献

The effect of immigration on state and local budgets is a frequent topic of both political and academic conversations. A controversial issue among scholars is whether or not immigration induces outmigration of low income native born residents, a population movement which would potentially have implications for the jurisdictional distribution of immigration's fiscal impact. It is hypothesized here that if interstate poverty migration occurred, it should cause fiscal spillovers by distributing some of the public sector burden of immigration from immigrant “host” states to neighboring states. This paper uses cross‐sectional state data from 1988–1995 to explore the relationship between immigration in neighbor states and state redistributive expenditures. The results suggest that there is a positive relationship between immigration to neighboring states and redistributive expenditures. While most discussion of the fiscal impact of immigration has focused on the effects on host states and localities, the implications of these findings are that there are fiscal spillovers to neighboring states, suggesting that fiscal impacts on host states have been over‐estimated and effects on neighboring states have been underestimated. Additionally, the implications of recent welfare reform, which gives states the opportunity to use citizenship as a criterion for program eligibility, are discussed.  相似文献

Although it has been argued that current configurations of extractive industries provide opportunities for developing production linkages, in other words, that “one thing leads to another”, these opportunities are not necessarily realised directly in the resource‐holding countries. This article aims to explain why the greater opportunities for creating increased production linkages may remain unrealised. While existing research on production linkages is characterised by a national scale mode of analysis, this article examines production linkages in the resource‐poor gateway city of Singapore that are intended to serve oil and gas operations at the macro‐regional level in Indonesia and Vietnam. The results reveal that a significant depth and breadth of production linkages have unfolded in Singapore, highlighting that in particular sophisticated production linkages tend to have a broader geographic scope. Moreover, the analysis identifies factors that have shifted the territorial scale of labour‐intensive and low‐technology production linkages from a macro‐regional towards a national or subnational level, to the advantage of the resource‐holding countries. These insights add some complexity to the study of production‐linkage development and emphasise the need for a multi‐scalar perspective that does not stop at national borders.  相似文献

In this paper we examine how internal migration redistributes earned income across U.S. states between 1995 and 2010. We examine interregional income flows by first describing the movement of earned income between U.S. states. Second, we examine the effect of income migration on spatial patterns of income inequality. The question we ask is, “does migration increase or decrease convergence income across U.S. States?” A primary contribution of this paper is that instead of using only 1 year of income migration data to explore these issues, we use yearly data from the first year the Internal Revenue Service (IRS) data started including income (1995/1996) up to the most current data available (2009/2010). Results indicate that income convergence/divergence across states varies by whether or not there is general economic expansion or contraction. Nevertheless, some high‐amenity states continually attract high‐income households.  相似文献

The tourism industry has long been recognised for supporting women in achieving economic empowerment and social freedom through entrepreneurial and employment opportunities. Widely recognised as a women-dominated sector, tourism is deemed to be a facilitator of women's development following the UN Sustainable Development Goals (SDGs). As the existing literature suggests, women's involvement in tourism activities supports local economic growth and development, while facilitating social transformation that enables them to create their own identities. Despite these achievements, several studies noted the persisting issues women face in participating in tourism. With the goal of contributing to existing discourses, this paper aims to analyse their experiences in community entrepreneurship by examining several community-involved tourism enterprises in the Philippines. The findings of this study reveal that women have been largely involved in tourism activities in that country, yet their experiences working in these enterprises vary. The opportunities and challenges identified in this study can serve as a springboard for further analysis of the experience of women working in the Philippine tourism industry.  相似文献

Abstract: Research on the economic performance of small states has concentrated on the implications of small size and thin local markets. An interesting feature of many of the world's smallest states, of which the Pacific region has many, is that they face additional challenges than just small size. Many are remote from global markets for their products. In addition, a large number are also islands, many of which are also mountainous. Many of the smaller states are not just islands, but are also archipelagos. Hence in addition to small size, many of the world's small states also exhibit four other characteristics that may affect their economic performance: insularity, remoteness, being archipelagos and being highly mountainous entities. This paper examines the nature of the challenges posed by these four characteristics and seeks to produce empirical evidence of how difficult it has been to overcome these challenges. The paper draws on empirical evidence for 126 very small global states, dependent territories and highly autonomous regions. The paper then turns to the position of the Pacific small states and dependent territories.  相似文献

This paper captures some of the structural deficiencies within the United Nations' decision‐making processes at its headquarters in New York. Ideas and methodological approaches from critical geopolitics are adopted here to examine semi‐structured interviews held with Pacific ambassadors (n = 7) at the United Nations and bring new knowledge to an underexplored area. Results demonstrate that the institutional capacities of Pacific small island states hinder their ability to voice their concerns adequately at every United Nations' forum, while shifting imaginaries and a decline in popularity of issues has seen a drop in on‐the‐ground financial assistance for these states. In this way, this paper attempts to contribute to our understanding of the practice of international diplomacy within the United Nations.  相似文献

Small island literature is vast in focus and aim, and is rooted in many different disciplines. The challenge is to find common grounds for researching small islands conceptually and theoretically. The aim of this article is to comment on how to research small islands, including a discussion on contemporary theories of nissology and conceptual analytical frameworks for island research. Through a review of selected case-study-based island literature on changing livelihoods coming out of the South Pacific, we wish to illustrate and discuss advantages of finding common grounds for small island studies. The focus is on two dimensions of island livelihood, migration and natural resource management, both of which are significant contributors in making island livelihoods and shaping Pacific seascapes. We argue that there is still a substantial lack of studies targeting small island dynamics that are empirical and interdisciplinary in focus and link socio-economic and ecological processes of small island societies at temporal and analytical scales.  相似文献

The article aims at discussing the rise of the green bonds in the context of the multilateral development banks, by problematizing their threats and potentialities to be an alternative to the existing financing system within the sustainable development agenda. It scrutinises the development rhetoric behind the emergence of multilateral development banks in the Global South, specifically in the Asian context, and attempts to foster alternatives to the Bretton Woods institutions. The two largest initiatives in that sense – the New Development Bank and the Asian Infrastructure Investment Bank – started in Asia and also target countries in the region, giving the growing influence of China and the enhancement of interregional cooperation through the BRICS countries, currently led by China, India and Russia. The paper argues that there is limited scope for the promised innovations in both project assessment and the role of private capital, given the prioritisation of infrastructure as the premise to achieving the right to development among emerging and least‐developed economies. The research departed from the quantitative and qualitative analysis of the projects funded by the New Development Bank and the Asian Infrastructure Investment Bank, from their inception until 2018, considering the approach that such institutions have taken to the social and environmental standards from their normative framework.  相似文献

International labour migration has increased in scale and scope during the past three decades. Concomitant, a copious body of work has examined the causes and consequences of these migratory systems. Missing, however, have been empirically-grounded studies of migration fields, linking migrant origins within a sending country with destinations. In part, this lack of detailed studies results from the paucity of geographically-sensitive data. Using special tabulations provided for the lead author, this paper is able to overcome these difficulties. Specifically, in this paper we document and empirically analyse, by sex, the spatial and occupation patterns of Philippine international labour migration. Findings suggest that female migrant workers, regardless of regional origin within the Philippines, tend to be more spatially and occupationally channellised than their male counterparts. Moreover, more peripheral locations throughout the Philippines indicate more highly channellised flows, suggesting the importance of both recruitment-related networks as well as social networks among migrants and their families.  相似文献

This paper analyses the ‘Simbo for Change’ project in the Western Province of Solomon Islands, a collaboration between Simbo leaders and a Samoan non‐governmental organisation (NGO), with funding provided by the Australian aid programme. We explore the role of local leadership in catalysing an island‐wide community development project that has generated new livelihoods opportunities and led to greater community cohesion and more proactive governance. By mobilising around a ‘collective subject’ (Simbo as an island community), the project allowed existing skills and practices to be revalued and extended, particularly in relation to chiefly governance and the standing of women in the community. While mobilising the island scale was important in building social cohesion and support for livelihoods activities, this was not a parochial identity but was redefined by stronger connections to off‐island markets, organic accreditation for Simbo, renewed interest from provincial and national government authorities and by the enduring trans‐Pacific friendships established with the Samoan NGO and its trainers. The case study provides an example of the constructive potential of the island scale in Melanesia, whereas other recent studies of similar scale‐making processes have focused on violent conflict generated by industrial scale mining.  相似文献

The realisation that climate change might necessitate resettlement of people displaced initially raised interest in the experience of development‐forced displacement and resettlement (DFDR). Looking back, in 1980 the first international policy on involuntary resettlement was approved to address perceived weaknesses in state property and expropriation law to safeguard people in the way of development projects. Since then international policy and praxis have brought global attention to developmentally displaced people but have not guaranteed them an effective safeguard. Recently, renewed attention has focussed on state legal and governance frameworks substantively and procedurally. Identifying four key policy objectives that resonate with climate change displacement I analyse their treatment in a data base of DFDR laws and regulations from 40 Asia Pacific states. This analysis finds overall little legal congruence. Innovative new formulations in some Asian state laws address recent public criticisms and research findings, but mostly are yet to demonstrate positive outcomes for displaced people. Pacific states increasingly abandon expropriation law to negotiate lease terms for public infrastructure projects with customary landowners that do not extinguish customary title. Any laws governing climate change relocations must protect rights, livelihoods, well‐being, inclusive decision‐making and community initiatives with procedures whilst not relinquishing climate‐change‐reducing action.  相似文献
