The existing forest economic models, rooted in sustained yield timber management systems and neo-classical economic framework, are subject to many limitations. Social, economic, and ecological features of sustainable forest management (SFM) are different than that of sustained yield timber management. Hence, the economics of SFM will be based on different economic principles. The two main requirements of the economics of SFM are the economics of multiple equilibria, and a consumer choice theory that incorporates heterogeneity of agents, context specific and dynamics of preferences, distinction between needs and wants, and the subordination of needs. These requirements will need the extension of the boundaries of forest economics. Five basic principles—principles of ‘both–and’, ‘existence’, ‘relativity’, ‘uncertainty’, and ‘complementarity’ will work as a foundation, and the economic principles, developed by evolutionary, institutional, ecological economists and economists from other new streams of economics, will be the useful tools to extend these boundaries.  相似文献

Community-based Forest Operations (CFOs) have played a notable role in promoting sustainability within Cameroon??s indigenous forest-dependent communities, but they are fraught with a range of socio-economic and ecological hurdles. As a means of achieving more sustainable forest practices, one possible solution would be for CFOs to adopt forest certification, though various barriers would have to be overcome. Using a number of examples at the regional level, this paper examines the potential benefits and barriers to community forest certification in Cameroon. Specifically, the paper identifies these barriers as legislative and political, economic, and informational in nature. While adoption of forest certification hinges upon what initiatives are employed by CFOs, it is argued that there is also a need for the government of Cameroon to play a leadership role in removing hurdles and promoting the uptake of certification.  相似文献

ABSTRACT

This article establishes principles conveyed by criteria and indicators as a useful tool for measuring progress made toward sustainable forest management (SFM). Pedagogically, the conceptual construction raises questions on the following topics: (a) the various management practices and policies that exist in the high forest zone, (b) how criteria and indicators for assessments are selected, and (c) how progress made toward SFM is measured. Performance scores are established for indicators identified within the three sectors (forest ecosystems, forest communities, and the economy) for sustainability assessment. Measuring progress toward SFM operations are quantitatively performed with estimated maximum and minimum thresholds levels at which resource-use would be sustained using the Measure of Forest Resource-Use Sustainability Scale (MoFRUSS). The outcome of the measurement operations, as depicted by MoFRUSS, reveals the actual extent to which stakeholder’s initiatives toward sustainable forest management has progressed and in which direction it is moving. It also offers optional policy baskets for resource management interventions from which the socio-eco economic bundle is recommended if the forestry sector of Ghana’s Vision 2020 (sustainable development) is to be achieved with improved societal well-being, improved environmental health and vitality, and improved economic growth and development.  相似文献

Certification and principles, criteria and indicators (PCI) describe desired ends for sustainable forest management (SFM) but do not address potential means to achieve those ends. As a result, forest owners and managers participating in certification and employing PCI as tools to achieving SFM may be doing so inefficiently: achieving results by trial-and-error rather than by targeted management practices; dispersing resources away from priority objectives; and passively monitoring outcomes rather than actively establishing quantitative goals. In this literature review, we propose six concepts to guide SFM implementation. These concepts include: Best Management Practices (BMPs)/Reduced Impact Logging (RIL), biodiversity conservation, forest protection, multi-scale planning, participatory forestry, and sustained forest production. We place these concepts within an iterative decision-making framework of planning, implementation, and assessment, and provide brief definitions of and practices delimited by each concept. A case study describing SFM in the neo-tropics illustrates a potential application of our six concepts. Overall our paper offers an approach that will help forest owners and managers implement the ambiguous SFM concept.  相似文献

ABSTRACT

Forest management affects carbon sequestration (mitigation) and resilience of forest ecosystems (adaptation) under climate change. Therefore, the efforts to integrate these two approaches have been made by the political arrangements to seek the synergy effects and deal with trade-offs. To study the state of the art linkages and forest policies to realize both adaptation and mitigation, we systematically review the literature highlighting the topic (136 publications) and outline two different approaches from Germany and Japan as countries with substantial forest resources and high influences on international forest policies and wood trade. We identify three linkages: (1) an ecosystem (based) approach assuming that a resilient ecosystem (adaptation), has high potential as a carbon sink (mitigation), (2) a sustainable forest management (SFM) aiming for enhancing forests’ resilience and carbon sink potential simultaneously, and (3) a cross-sectoral approach generating synergies among multiple sectors of agriculture, forestry, urban design, and nature conservation. We find that a significant objective is still SFM for sustaining the forest area andwood production, where SFM examples in Germany and Japan exemplify contributions to carbon sinks and ongoing disaster risk management, respectively. Overall, the current differentiated objectives of SFM do not underpin the twofold approach and their synergy effects.  相似文献

In Cameroon, community forests are frequently presented as a relevant option to increase the welfare of rural populations and simultaneously improve local governance and forest resources conservation. But apart from community forests, rural livelihoods also depend on forest areas, designated as ‘domestic forests’ in this article, where local users enjoy informal customary rights. The specific contributions of community and domestic forests to the evolution of the prevailing socio-ecological system are assessed through a diachronic study of a village which is located in southern Cameroon. The Sustainable Livelihoods Framework is used to compare the progress of this social-ecological system between January 2008 and December 2009. The overall evolution of livelihoods was found to be positive during that period. In this case study, domestic forests and community forests are based on complementary models, which are often observed in southern Cameroon. Domestic forests constitute the basis of socio-economic development, while community forests might offer opportunities for a local-level carbon sequestration payment mechanism.  相似文献

Among many other stakes, the economic stake derived from the exploitation of tropical forest resources is a burning issue. This is evidenced by insecurity in intergenerational access to forest resources and financial benefits relating to the latter, on the one hand, and by a deep iniquity at the intra-generational level, on the other hand. The following paper highlights, as a moral, social and policy dilemma, how stakeholders and generations, ‘self-interested’, mark out access to forest resources and to financial benefits relating to the latter. Through intensive participatory research, quantitative data collection, participant observation, future scenarios and some International Forestry Research's social science methods and interactive games (SSM & IG) based on the evaluation of the sustainability of forest management systems, field research conducted in the forest zone of Cameroon on access to forest resources has generated two central results. Firstly, future generations will be confronted—in a dramatic way—to quantitative and qualitative scarcity of forest resources, following their over exploitation by present generations. Secondly, as concerns the intra-generational access benefits generated by commercial exploitation of forests and the assessment of the circulation of forestry fees, there is much inequity, in as much as those benefits are more profitable to a ‘forestry elite’—‘a self-interested block’—than to local communities, who strongly claim to have historical rights over these forests. As a contribution of social science to public knowledge and to policy development, this article is nourishing ‘rational choice’ and ‘rational egoism’ theory and is targeting decision-making processes in the ever first attempt of forest management decentralization and ‘legal’ benefits sharing in Central Africa (the second largest forest of the World). The article recommends the shortening of the distance between decision-making and beneficiaries, downwardly accountability, ‘bottom-up’ mechanisms of public dialogue in forest management and a collaborative infrastructure in the circulation and the distribution of forest benefits.  相似文献

Abstract

The intensive forest use has caused a significant transformation around the world. Sustainable forest management (SFM) has emerged as an alternative to address concerns regarding resource use, conservation, and socioeconomic benefits. Evidence suggests that its application remains inconsistent. In Argentina, the national government passed a law addressing management aiming to provide guidelines and incentives to steer practices into a sustainable framework. The objectives were: (a) understand what the concept of SFM means to participants in Tierra del Fuego; (b) identify and assess how different factors influence the adoption of SFM; (c) review the stakeholder perceptions on recent regulatory changes; and (d) identify the steps required for improving management. We conducted 52 semi-structured interviews with stakeholders and parties at the national level. New regulatory arrangements were implemented for a short-time before this research was undertaken, and we could not evaluate the success of reform. The study provided deep insight into the policy-making process, and the views held by different stakeholders. The historical mismanagement of the resource, together with an unfavorable past relationship with authorities, has promoted short-term perspectives which resulted in behaviors inconsistent with SFM. Moreover, the characteristic demographic composition brings a social component not identified in the broader literature as relevant for SFM adoption.  相似文献

For the countries struggling with climate change, sustainable forestry is one of the greatest challenges and is difficult to define, implement, and to measure. According to the scientific community’s consensus on climate change, forests are one of the major sinks and sustainable forest management (SFM) is needed to prevent deforestation and its negative effects on natural ecosystems. Despite being a party to many international treaties/agreements related to land use policies (LUP) that are promoting SFM to protect and develop forest resources, the 2/B application in Turkish forest legislation has been causing deforestation in Turkey since the 1970s.

In this study, 2/B applications–political and legal process–causing deforestation by land use change (LUC) are investigated by carrying out a legal analysis. About 500.000 ha of forests have been lost due to the 2/B application and as a LUP directly affects SFM, carbon sequestration capacities (CSC), and therefore, climate change. To exemplify this pre and post-LUC change and effect, the amount of carbon that was prevented from being absorbed as 176,7 tonnes/ha on average in a given forest area for the year 2016. There is a vital need to address the negative effects of ill-defined forest legislation to achieve SFM.  相似文献

The importance of environmental and economical aspects in sustainable forest management (SFM), demands a continuing need for the application of efficient methods in this field. In this paper, we applied analytic network process (ANP) with benefits, opportunities, costs, and risks (BOCR) to evaluate four existing wood extraction methods (rubber-tired skidder, tracked skidder, cable logging and animal skidding) and select the best one based on SFM strategies in the Caspian (Hyrcanian) Forest, in northern Iran. The required data were obtained either from the previous studies or through pairwise comparisons conducted by a panel of forest engineering experts. Based on the BOCR subnetworks and their corresponding criteria, four alternatives were synthesized. ANP analysis indicated that the benefits and risks were more important in terms of decision-making, compared to the opportunities and costs. Finally, the alternative of ‘rubber-tired skidder’ was selected as the most suitable method for meeting SFM strategies. The decision framework proposed in this study offers a means for the reorganizing and planning of timber harvesting operations as an integral step toward SFM. By making minor adjustments for local conditions, this decision framework can be adapted for many other regions and countries.  相似文献

In Africa’s main cocoa producing countries, rehabilitation of old cocoa orchards is increasingly debated but rarely adopted. In Central Cameroon, rehabilitation practices are regularly set up in old cocoa-based agroforestry systems (cAFS). To better understand the impact of such practices we built a chronosequence of 40 cAFS. We carried out specific surveys with farmers on each plot in order to check for rehabilitation effects on cocoa stands and associated woody species (AWS). We found that cocoa trees represented on average 88.2% of woody individuals and increased with age (from 84.7 to 91.5%). The cocoa stand basal area (BA) share significantly increased with age and reached up to 40.2% in the oldest systems. Cocoa, fruit and forest trees mean BA increased with aging. They were on average of 6.5, 5.7 and 10.7 m2 ha?1 respectively. Six different architectural types, different from the theoretical architectural evolution of cocoa trees over time, were identified. Among them, type 4 characterized by several orthotropic suckers of differing ages, was found typical of farmers’ cutting back practices. Type 4 cocoa trees density increased over time and its BA represented on average 60% of cocoa stand BA in the oldest systems. Concomitantly, farmer’s management of AWS led to continuous evolution of the systems both in terms of density and species composition. Our results show that (i) permanent densification and cutting back practices (type 4) allow the rejuvenation of cocoa stands while increasing cocoa stands BA share; (ii) the continuous management of AWS by farmers is undertaken to favour cocoa trees share over time by limiting inter-specific competition and promoting complementarity between cocoa trees and AWS. We argue that such practices explain a fair part of the long-term sustainability observed in cAFS from Central Cameroon and represent a model from which new rehabilitation schemes could be inspired.  相似文献

ABSTRACT

Forest Management Unit (FMU) is a growing phenomenon in Cameroon, impacting biodiversity negatively. This study was initiated to assess vascular epiphytes’ species loss on exploited trees to suggest conservation strategies. We hypothesized that: 1) epiphyte loss in this managed forest was significantly high and different with respect to phorophyte species; 2) epiphyte diversity loss has threatened status. Epiphyte survey was conducted on four most exploited trees in this study area. 63 exploited trees (Phorophytes) were surveyed. Shannon, Chao1 and Sorensen’s similarity indexes were used. Kruskal–wallis test was used to test the hypotheses. We recorded (70 epiphyte species, 33 genera and 12 families). Orchidaceae constituted highest epiphyte species with 43 species (61.4%). Epiphytes diversity was similar with respect to different phorophyte species (Sorensen?50%). Shannon’s index (3.36) showed a high epiphyte diversity loss. Kruskal–wallis showed no significant difference in epiphyte loss between phorophytes but a significant difference between zones, with canopies losing the highest epiphytes. With one epiphyte species’ status almost threatened and epiphyte diversity loss (significant); strict sustainable conservation methods like: epiphyte shade-houses and relocation are solicited. More data are needed from similar and different managed forest strata for epiphyte conservation policy enactment in Cameroon.  相似文献

ABSTRACT

Logging operations in Cameroon are based on the extraction of wood from natural forests. In this article, we assessed the carbon stock in a forest management unit (FMU) located in East Cameroon from field inventory to postfelling operations up to sawmill and export terminals. Tree basal area and aboveground biomass were calculated based on trees inventoried in the annual allowable cut. We observed that from an exploitable tree potential of 0.696 trees ha?1 inventoried within a diameter range of 50–110 cm, 0.141 tree ha?1 (i.e., 20% of the inventoried trees) were logged. In other words, out of 6.78 tC ha?1 inventoried, 1.84 tC ha?1 (i.e., 27% was logged), 1.62 tC ha?1 arrived in the log yard and 1.3 tC ha?1 arrived in sawmill, while 0.32 tC ha?1 reached the export terminal. In terms of damages caused on vegetation, 4.45% of all the annual allowance cut (AAC) were affected during logging activities, this represents almost 33,188.07 tons of carbon. These findings show that the implementation of reduced-impact logging (RIL) could reduce these losses throughout the logging steps and help propose a process for the valuation of wood waste in the forest and sawmill. In this context, reducing emissions from deforestation and degradation will be engaged with the right approach.  相似文献

Abstract

Three popular terms-leadership, sustainable and development-are examined. The paper argues that these three terms must be separated rather than combined if they are to aid our understanding and management of human and natural resources to meet challenges of an increasing human population with rising expectations for ever rising material gains. The contrasting theories and practices of Chairman Mao and Taoism ‘test’ these ideas and suggest the sideboards of alternatives in applying the three concepts to social ecological challenges of the 21st century. A modern theory of diffusion of innovation suggests how leaders might establish a ‘sustainability science’ whose findings could encourage the acceptance by humanity of a covenant of constraint on material consumption in conjunction with an ark of technical opportunity for more effective and efficient systems of material management.  相似文献

ABSTRACT

Forest fires contribute to climate change mainly due to emission of greenhouse gases by biomass burning and loss of sequestration by sink destruction. The average contribution in Spain between 1998 and 2015 was 9,494,910 Mg CO2 eq per year, 23.8% from biomass burning and 76.2% from loss of carbon sequestration, the latter three times higher than the former, although the emissions from combustion are usually the only accounted. Regarding to the vegetation burned, 43.6% of emissions come from forest (17.7% conifers, 4.8% hardwoods and 21.1% Eucalyptus), 53.7% from scrublands and 2.7% from grasslands. The loss of sequestration is 6.6% in the fire year and by 93.4% in previous years. Scrubland burning produces a greater amount of emissions than forests, but forest regeneration is slower, with greater influence on the loss of sequestration. It is essential a forest management focused on increase fire resilience and adaptation to climate change, increase the effectiveness of extinction works to reduce fire damages and implement actions to recover the burnt vegetation, because the loss of sinks is a critical aspect.  相似文献

ABSTRACT

Forests are under increasing pressure with increasing risk of conflicts between stakeholder groups with different interests in sustainable forest management (SFM). This study investigated the different dimensions of conflict as perceived by private forest owners and other stakeholders, and the likely impact of these pressures on SFM in a southern Swedish context. Data were collected through a mixed methods approach using qualitative in-depth individual semi-structured interviews, focus group discussions and a quantitative survey (n?=?6–161), with questions on present and past conflicts, actors, drivers, acting, management and solutions. Stakeholders felt that in the past the conflicts were more about technical dimensions of forestry practice, and today more about the political and cultural dimensions of forestry issues. The most frequently mentioned reason for forest conflict was forest protection, especially woodland key habitats. In all conflicts, forest owners emphasised the importance of knowledge, responsibility and emotions. Other stakeholders did too, but with emotions less emphasised. In managing conflict, meetings, adaptation and education were stressed by stakeholders. Dialogue arenas on different levels are needed for all stakeholders. Governing bodies also need to realise the implication different approaches and strategies have on forest owners management.  相似文献

By considering trade-offs and complementarity between carbon removal from the atmosphere by forests and emission reduction by wood use, we developed a forest-sector carbon integrated model for Japan. We discuss mitigation measures for Japan based on model projections. The integrated model included the forest model and the wood use model. Based on three scenarios (baseline, moderate increase, and rapid increase) of harvesting and wood use, the integrated model projected mitigation effects including carbon removal by forests and emission reduction through the wider use of wood, until 2050. Results indicate that forests will not become a source of net carbon emissions under the three scenarios considered. The baseline scenario is most effective for mitigating climate change, for most periods. However, the sum total of carbon removal in forests and carbon emission reductions by wood use under the rapid increase scenario exceeded the one of the moderate increase scenario after 2043. This was because of strong mitigation activities: promoting replanting, using new high-yield varieties, and wood use. The results also indicated that increases in emission reduction due to greater wood use compensated for 67.9 % of the decrease of carbon removal in 2050, for the rapid increase scenario. The results show that carbon removal in forests is most important in the short term because of the relative youth of the planted forests in Japan, and that mitigation effects by material and energy substitution may become greater over the longer term.  相似文献

Policy-makers in most countries now recognise the need to conserve biodiversity, forest productivity and the prosperity of forest dependent communities in the long-term. There is wide recognition of the importance of forested watersheds to hydrological regimes and water quality and the significant cultural, social and aesthetic values of forests. Policies are now directed at achieving sustainable forest management (SFM). Criteria and indicators (C&I) define SFM but obtaining agreement on what SFM is has proven to be a difficult task internationally and nationally. International activities including the work of the International Tropical Timber Organisation (ITTO), the European Union (EU) and the Montreal Process (MP) for temperate and boreal forests outside Europe, have, over the past decade refined C&I for SFM to the point now that there is substantial agreement between them. This paper reviews progress towards defining SFM and shows through a synthesis of the ITTO, EU and MP C&I the emergent consistency in defining SFM. The implication is that there are now sufficiently specific and agreed principles, C&I to guide policy-makers towards SFM. While much work remains to be done to operationalise the C&I, the gap between these agreed criteria and current practice for forest management is so wide that progress can be made within the frameworks while refinement continues.  相似文献

Abstract

Stump extraction for forest health has been carried out operationally in British Columbia (BC) for many years. Emerging bioenergy opportunities plus the anticipated need for more fibre because of reductions in timber supply may increase interest in stump harvesting, but there are numerous environmental, economic and policy barriers that must be overcome first before industrial-scale stump harvesting can be seriously considered in BC. The potential for a future change in practice provides an opportunity to learn from the existing literature and identify knowledge gaps. In this article we review the available literature on stump harvesting from the European Union within the context of BC's forests, economy, biodiversity, environment and policies. We provide recommendations on how the government of BC could move forward if they decide to enable stump harvesting for fibre and bioenergy, including assessment of net economic and carbon benefits and environmental effects, improvements in inventory and the scientific knowledge base needed to support policy and guidance, and investigation of operational enhancements.  相似文献

Abstract

This analysis reviews the state of the knowledge regarding carbon sequestration in terrestrial biomass with specific focus on tropical systems in Central America and Panama. Natural forests, exotic plantations, native species plantations, and agroforestry systems are considered in light of their carbon sequestration potential, their initiation and maintenance costs, and their ability to access the emerging regulated and informal carbon markets. All four of these systems show great potential to take up or store carbon and thus contribute to atmospheric reductions of C02. Research, investment, and institutional support are required to assist in the clear definition and expansion of carbon supply possibilities for market transactions.  相似文献
