With constant innovation to find more efficient ways to find, catch and process fish, catchability in wild fisheries can increase. Catchability is a combination of resource abundance, fishing effort and fishing efficiency: any increase in fleet efficiency can lead to undesirable effects not only on stocks, but also on the ability to assess them. When using effort controls as part of management, it is necessary to adjust for the increase in catchability due to the increases in efficiency over time to avoid stock depletion. Accounting for changes in catchability can be problematic for pelagic stocks, due to the changes in fishing behaviour and the continual change in fishing efficiency. This study investigates the success in finding patches of fish for fleets operating within the western and central Pacific purse seine fishery between 1993 and 2012. Three indices, widely used in ecological research, were used to study how spatial variation in fisher behaviour for sets on fish aggregating devices (FADs) and free‐school sets was related to catchability. For free‐school set types, the diversity index was negatively correlated with Katsuwonus pelamis catchability. When this index was low, catch rates were at their highest and there was a reduction in the area fished. In contrast, for FAD sets, catches increase when the patchiness index was low, implying a degree of random behaviour, potentially due to advances in FAD technology. An improved understanding of the spatial allocation of effort can improve catchability estimates widely used for fisheries stock assessments and in indices of global biodiversity.  相似文献

The use of fish aggregating devices (FADs) by purse seine fisheries has come under increasing criticism for its potential deleterious impacts on tuna stocks, for high levels of by‐catch and threats to the biodiversity of tropical pelagic ecosystems. Here, we review the current state of scientific knowledge of this fishing technique and current management strategies. Our intent is to encourage objective discussion of the topic and highlight areas worthy of future research. We show that catching juvenile tuna around FADs does not necessarily result in overfishing of stocks, although more selective fishing techniques would likely help obtain higher yield. Levels of non‐tuna by‐catch are comparable to or less than in other commercial tuna fisheries and are primarily comprised of species that are not considered threatened. Accordingly, to minimize impacts on ecosystem balance, there is merit in considering that all species captured in purse seine fisheries (excluding vulnerable species such as turtles and sharks) should be retained, but the consequences of such a measure should be carefully examined before implementation. The take of vulnerable species could be further reduced by introduction of additional mitigation measures, but their potential benefits would be limited without parallel efforts with other gears. Finally, there is no unequivocal empirical evidence that FADs represent an ‘ecological trap’ that inherently disrupts tuna biology although further research should focus on this issue. We encourage RFMOs to expand and improve their FAD management plans. Under appropriate management regimes, FAD fishing could be an ecologically and economically sensible fishing method.  相似文献

Pelagic fish stocks in the Java Sea have been exploited intensively since the beginning of the 1970s. However, due to the effect of increased fishing power of the fleets and the changing nature of spatial and temporal distribution of the fishing effort, assessment of stock trends based on commercial data of catch and effort requires the standardization of both effort and catch data. Here we present the first attempt to reconstruct a standardized time series of commercial catch per unit of effort (CPUE) for the main pelagic species exploited by the purse seine fleet in the Java Sea. The results showed that all the stocks analysed have largely declined since the beginning of the 1990s. For bigeye scad, Indian mackerel and sardine, current estimates are only between 3 and 19% of the maximum observed value while round scads and spotted sardine biomass estimates lie between 18 and 34%. However, our assumptions about the effect of lamp power and level of creeping and the fact that the influence of fish density on catchability and the effect of targeting were not taken into account thus observed decline is a rather conservative estimate of the real decline of the stocks. If effective management actions are not put in place as a matter of urgency in the Java Sea for small pelagic fisheries, one runs the risk of adding those species to the long list of overexploited stocks of the world oceans.  相似文献

Drifting fish aggregating devices (dFADs) are human-made floating objects widely used by tropical tuna purse seine (PS) fisheries to increase catch of target species. However, dFAD use has several negative impacts, including increased potential for overfishing, higher juvenile tuna catch, higher bycatch compared to other PS fishing modes, ghost-fishing, and generation of marine litter. Based on these impacts, some stakeholders, especially environmental non-governmental organizations and other competing fishing industries, suggest that dFADs should be completely banned. We list the pros and cons of dFAD fishing; address how to improve current management; and suggest solutions for the sustainability of dFAD fishing in the long term. A dFAD ban would lead to major changes in the availability and sourcing of tuna for human consumption and decrease the licensing revenue received by many developing states. Most importantly, we argue that tools exist today to manage for, reduce or eliminate most of the negative impacts of dFADs (e.g., bans on discards, limits on active dFADs, biodegradable non-entangling constructions, time-area deployment closures, recovery programs, and full data transparency, among others). Management decisions based on sound scientific reasoning are needed to address the legitimate concerns surrounding dFAD use and ensure the sustainability of both pelagic and coastal ecosystems and tropical tuna PS fisheries.  相似文献

We have extracted information on the habitats of bigeye (Thunnus obesus), skipjack (Katsuwonus pelamis) and yellowfin (Thunnus albacares) in the Eastern Tropical Pacific Ocean by matching the spatial‐temporal distribution of catch and effort of purse seine and longline fleets collected by the Inter‐American Tropical Tuna Commission with oceanographic conditions and subjecting the matched data to Quotient Analysis and General Additive Models (GAMs). These analyses yielded the following results. The habitats defined by the GAM analysis of young fish differ significantly between two periods, one before and one after the introduction of fish aggregation devices (FADs). This was not true for the older fish caught by longline. We speculate that these changes were caused by the extensive use of FADs. Younger bigeye and yellowfin caught by the purse seine fleet have a different preference of environmental variables compared to older fish caught by longline. This is to be expected since tuna of different age groups have different sizes, metabolic capabilities and swimming skills. Moreover, as revealed by GAMs, the habitats of young fish differ between species to a much larger degree than those of older fish. Our results indicate the fundamental differences between fishing methods, targeted species, and operating region of the two fisheries. Specifically, young bigeye occupy equatorial waters farther from the coast and where the hypoxic layer is deeper, young skipjack occupy more productive waters associated with equatorial and coastal upwelling, and young yellowfin occupy broad areas where waters are underlain by a shallow hypoxic layer.  相似文献

研究了2012-2015年中国金枪鱼围网船队大眼金枪鱼(Thunnus obesus)渔获物的特征变化与人工集鱼装置(fish aggregation devices,FAD)禁渔期的关系,文章收集了2012-2015年中国大陆金枪鱼围网船队在中西太平洋的渔捞日志数据,对随附鱼群捕捞努力量与小体大眼金枪鱼和大体大眼金枪鱼的船均产量进行分析比较。结果显示:1)从2013年开始,对随附鱼群投网的次数占总投网次数的比例有所降低,均不超过50%;2)K-S检验显示研究期内禁渔期前后的船均随附鱼群网次存在显著差异(P0.05);3)2013-2015年大眼金枪鱼渔获量的平均水平明显低于2012年;4)从2013年开始,禁渔期结束后的第一个月(即11月)的船均产量都发生猛增;5)从捕捞努力量与渔获量的相关性结果看,不论是小体大眼金枪鱼还是全部大眼金枪鱼,2013年和2014年两者都呈现出显著的强正相关关系(P0.05)。这些结果表明2012年以后中国船队对大眼金枪鱼幼鱼的兼捕水平有所下降,延长FAD禁渔期的管理措施对于保护大眼金枪鱼幼鱼在某些年份可能具有一定的效果。  相似文献

上岸渔获调查是调查渔业资源的主要方法之一。通过2010年9月至2011年8月监测海南岛主要渔港渔情,统计分析渔获上岸量、渔获组成和作业类型,评估南海渔业资源开发现状并提出建议。结果表明,1)低值幼鱼渔获比例超过40%,经济渔获蓝圆鲹(Decapterusmaruadsi)、带鱼(Trichiurushaumela)、马鲛(Scomber-morus)、眼镜鱼(Menemaculata)、金线鱼(Nemipterus)和头足类(Cephalopoda)的总和不足25%;2)蓝圆骖和带鱼是海南岛上岸渔获的优势种;3)拖网是海南岛近海渔获量最高的作业类型;4)海南岛近海底层渔业资源已严重衰退,远海中上层渔业资源具有巨大开发潜力。建议禁止海南岛近海拖网生产,允许南海休渔期间灯光围网和灯光罩网生产,通过增加远海作业船只的柴油补贴等途径扶持灯光围网和灯光罩网生产,构建“养护近海渔业、开发远海渔业”的新捕捞格局。  相似文献

Abstract. A non-linear programming model was developed to determine the benefits obtainable from the inland capture fisheries of Bangladesh. Functions and parameters of a base model were estimated by deriving non-linear catch-effort and cost functions as well as rice responsive demand functions using both primary and secondary data. Results of LP (linear programming) solution of the base model suggest that the inland fisheries of Bangladesh are capable, under optimal conditions, of generating a total net benefit of Bangladesh Taka (BDT) 1383 million per annum (US$1 = BDT38), most of which (96%) accrues as producer surplus. Under the optimal allocation of total fishing effort the model shows a 13% reduction in overall fish catch with 54% less effort. Sensitivity analysis, through variations of fishing effort, shows that the incorporated variables (e.g. catch, cost, benefit and shadow price) change in line with theoretical expectations. The implication of these results for management is that a reduction in effort would be required in order to generate a greater net economic benefit from the riverine fisheries. Such reduction should be specific to individual fishery and/or fishing grounds.  相似文献

Drifting fish aggregating devices (dFADs) are extensively used in modern tuna purse seine fisheries. The use of dFADs has greatly improved fishing efficiency and generated substantial economic returns in purse seine fisheries, but adverse impacts on tuna juveniles, associated species and marine ecosystems are still of concern. Based on an analysis of current challenges in dFAD management measures in tuna regional fishery management organisations (t-RFMOs), we explored opportunities to strengthen dFAD management in tuna fisheries. An integrated dFAD management scheme with multiple tools that account for different usage stages of a dFAD needs to be organised to regulate, track, monitor and recover in tuna purse seine fisheries. We recommend that (1) dFAD-associated definitions should be standardised to provide operational guidance for dFAD activities; (2) all deployed dFADs should be counted towards dFAD limits on active dFADs, except those reported as lost and abandoned; (3) a regional dFAD tracking and monitoring program should track dFAD paths based on daily position reported to RFMOs directly, in addition to mandatory dFAD marking requirements; and (4) a framework of compensation mechanisms should provide financial support for joint dFAD recovery and eco-compensation.  相似文献

本文根据闽南、台浅渔场1987~1995年间灯围渔业逐年各月生产统计资料,以及渔获物组成、生殖群体结构和幼鱼发生量对中上层鱼类进行监测和研究。结果表明,80年代末期以来,福建闽南地区灯围作业船组不断减少,但平均单产逐年上升,从而保持了渔业质量在下降中相对稳定。中上层鱼类种群结构非常稳定,蓝圆鲹和金色小沙丁鱼一直是最重要的渔获对象,占灯围产量约2/3。其生殖群体几乎是一成不变,该两个鱼种叉长优势组均为180~200mm,各占60~80%,1龄鱼补充群体数量雄厚,且其幼鱼发生量连年增长,闽中、闽东沿海小型灯围和夏缯等作业夏汛产量逐年迅速上升,由此认为,90年代以来,闽南、台浅渔场中上层鱼类资源利用不足,建议扶持灯围作业,加大对中上层鱼类资源的开发力度。  相似文献

根据2008-2019年南海北部渔港渔业生产抽样调查数据,统计得出南海北部的眼镜鱼(Mene maculata)产量主要来自于灯光围网,占其总产量的93.38%。利用剩余产量模型对围网作业功率在300 kW以上、功率在200~300 kW和功率在100~200 kW的CPUE数据进行了分析。模型计算出南海北部眼镜鱼的最大可持续产量在151128.99~163139.34 t,平均为155298.09 t。依据处于优势地位的围网作业功率在200~300 kW的CPUE数据的模型评估认为,2019年发生了过度捕捞。该鱼种的总可捕量宜下调为3.6×104t。  相似文献

Seventeen members and cooperating non-members (CCMs) of the Western and Central Pacific Fisheries Commission (WCPFC) were responsible for 86% of the total catch of bigeye tuna Thunnus obesus by purse seine fishing from 2012 to 2014. We categorize the CCMs into an eastern, western and “other” group based on their main fishing areas. We found significant differences in the bigeye tuna catch per fish aggregating device (FAD) between the eastern group and the western group. We also estimated that the eastern group achieved a higher catch of bigeye tuna because of their increased fishing effort using FAD in the eastern area where there is a higher catch per unit effort for FAD. The regression analysis found significant correlations between the annual catch of bigeye tuna and the number of FAD sets. The average catch of bigeye tuna per single FAD set, estimated from the slope of the regression line, was 7.1 t in the eastern area and 2.7 t in the western area. An impact and risk plot composed of the slope of the regression line and the catch of bigeye tuna by each individual CCM was developed to improve management measures. Appropriate measures for the sustainable use of tuna resources in the region are discussed.  相似文献

In the Eastern Tropical Pacific (ETP), a region of high fishing activity, olive ridley (Lepidochelis olivacea) and other sea turtles are accidentally caught in fishing nets with tuna and other animals. To date, the interaction between fishing activity, ocean conditions and sea turtle incidental catch in the ETP has been described and quantified, but the factors leading to the interaction of olive ridleys and fishing activity are not well understood. This information is essential for the development of future management strategies that avoid bycatch and incidental captures of sea turtles. We used Generalized additive models (GAM) to analyze the relationship between olive ridley incidental catch per unit effort (iCPUE) in the ETP purse‐seine fisheries and environmental conditions, geographic extent and fishing set type (associated with dolphins, floating objects or in free‐swimming tuna schools). Our results suggest that water temperature, set type and geographic location (latitude, longitude and distance to nesting beaches) are the most important predictor variables to describe the probability of a capture event, with the highest iCPUE observed in sets made over floating objects. With the environmental predictors used, sea surface temperatures (SST) of 26–30°C and chlorophyll‐a (chl‐a) concentrations <0.36 mg m?3 were associated with the highest probability of an incidental catch. Temporally, the highest probability of an incidental catch was observed in the second half of the year (June to December). Four regions were observed as high incidental catch hotspots: North and south of the equator between 0–10°N; 0–10°S and from 120 to 140°W; and along the Colombian coast and surrounding regions.  相似文献

Abstract Length, life history and ecological characteristics of landed fish communities were studied over a 10‐year period to test theories of fishing disturbance during a time of increased gear and closure management in heavily utilised fisheries. It was predicted that with greater management restrictions: (1) the earliest and fastest responses in the fishery will be seen in those species with faster turnovers, or relatively lower vulnerabilities to fishing; (2) the fishery would transition to a landed catch with higher mean trophic levels, and greater mean body lengths. In addition, the removal of a non‐selective, small‐mesh seine nets should benefit the catch of gears that previously had the greatest species selectivity overlap with the seine net. Many predictions were supported, although maximum lengths and lengths at maturity responded more rapidly than anticipated. The response to eliminating the non‐selective seine net was a more rapid increase in sizes caught by gears with a larger overlap in size (hook and lines) than species selectivity (gill nets). The simultaneous comparison of management systems over time indicates that open‐access fishing grounds can benefit from restrictions imposed in adjacent fishing grounds. The study indicated that multi‐species coral reef fisheries management objectives of maximising yields, as well as maintaining the fish community’s life‐history diversity, require management trade‐offs that balance local socio‐economic and biodiversity needs.  相似文献

文章根据2013—2017年中国中西太平洋金枪鱼围网船队捕捞日志,利用捕捞自由鱼群作业位置、作业时间和渔获量等数据信息,分析了自由鱼群渔场重心月间变化、年际变化与南方涛动指数(South Oscillation Index,SOI)的关系。结果显示,渔获量较高的海域海表温度(Sea surface temperature,SST)高于29℃;自由鱼群的渔场重心主要分布介于160°E—175°W;2013—2015年渔场重心有逐年向东偏移的趋势,但无明显的月间变化规律;SOI为正值时,中西太平洋“暖池”较正常年份向西偏移,自由鱼群渔场重心亦明显向西偏移;反之,自由鱼群渔场重心较正常年份向东偏移。相关性分析显示SOI和月间渔场重心的经度之间呈负相关(相关系数为?0.27,P<0.05),表明金枪鱼围网渔场变动和异常气候的发生存在密切联系。研究结果对于掌握中西太平洋金枪鱼围网渔场变动规律具有一定参考价值。  相似文献

Tropical tuna purse‐seine fisheries spatially co‐occur with various megafauna species, such as whale sharks, dolphins and baleen whales in all oceans of the world. Here, we analyzed a 10‐year (2002–2011) dataset from logbooks of European tropical tuna purse‐seine vessels operating in the tropical Eastern Atlantic and Western Indian Oceans, with the aim of identifying the principle environmental variables under which such co‐occurrence appear. We applied a Delta‐model approach using Generalized Additive Models (GAM) and Boosted Regression Trees (BRT) models, accounting for spatial autocorrelation using a contiguity matrix based on a residuals autocovariate (RAC) approach. The variables that contributed most in the models were chlorophyll‐a concentration in the Atlantic Ocean, as well as depth and monsoon in the Indian Ocean. High co‐occurrence between whale sharks, baleen whales and tuna purse‐seine fisheries were mostly observed in productive areas during particular seasons. In light of the lack of a full coverage scientific observer on board program, the large, long‐term dataset obtained from logbooks of tuna purse‐seine vessels is highly important for identifying seasonal and spatial co‐occurrence between the distribution of fisheries and megafauna, and the underlying environmental variables. This study can help to design conservation management measures for megafauna species within the framework of spatial fishery management strategies.  相似文献
