Through an examination of two festivals – Qing Ming and Cap Go Meh – in the town of Singkawang in Indonesian Borneo (Kalimantan), we show how Singkawang‐bound Chinese Indonesian tourists and their Singkawang‐based relatives produce a diasporic heritage network through ‘moorings’ generated by both transnational and internal migration. Instead of returning to a singular ‘homeland’ in distant China, these tourists return to Chinese‐majority Singkawang as a result of their personal genealogical roots and of their broader cultural allegiance with a kind of Chinese‐ness that Singkawang has come to represent within a post‐Suharto Indonesia. Through these two festivals, we demonstrate how personal heritage practices like ‘roots tourism’ and visiting friends and relatives are intimately bound up with identity and developmental politics at local, national and international scales. In so doing, we identify a range of ways in which migratory and tourism flows by Chinese Indonesian internal migrants shape relations to their ancestral hometowns and cultural ‘homelands’ in Indonesia within the context of membership to and participation in a broader transnational diaspora.  相似文献

This paper reports on a recent research project into rural–urban labour migrants in Shanghai, China, who are members of ethnic minorities, inquiring into the role of ethnicity in national labour migration. It introduces some of the main features of the ethnic nationalities (minzu) in China and considers some of the literature on rural–urban migration in China which may be considered as relevant to ethnicity. The case of a Miao minority family in Shanghai is described in detail to argue that what remains important to them in the city is not their formal ethnic affiliation (minzu) so much as a sub‐ethnic identity of connectedness and intimacy, importantly related to kinship and place.  相似文献

The long borderland in Kalimantan between Indonesia and East Malaysia is partly mountainous and environmentally unique, its three national parks forming the core of a tri‐nation ‘Heart of Borneo’ initiative proposed by environmental NGOs and ratified in 2006. More accessible lowlands in West Kalimantan and the north of East Kalimantan constitute a typical ‘resource periphery’ in which strategic considerations, persisting through the Suharto years, now intersect with a range of new political, economic and cultural demands. A perception by the central government of increasing lawlessness in the borderlands arose in the turbulent years following Suharto's fall, during ‘reformasi’ and the beginnings of decentralisation. In addition to smuggling and illegal logging, contests over land use erupted at various scales. Proposals to construct an oil palm corridor along the border, begun by the Megawati government and extended by some sectors of the Yudhoyono regime, were part of a quest for greater legibility and control on the part of the central authorities. The paper specifically examines the power struggles that arose over that project and its inevitable outcome, a central government back down. However, the current palm oil boom is bringing new corporate planting, which may eventually succeed in ‘taming’ the borderlands.  相似文献

In this paper, we use an actor‐oriented perspective to explore the nature and extent of conflict and negotiation with regard to land use and tenure among the Iban of Sarawak. The Iban are shifting cultivators who have long been involved in smallholder cash crops. We argue that the complexity of land‐use change and the major shifts in land law and policy in Sarawak in recent decades, particularly those favouring the rapid expansion of oil palm plantations on both state and customary land, have created a situation of indeterminacy that can be exploited to renegotiate land rights and livelihoods. We present a case history of an Iban community that has ‘shifted ground’ several times over the past century, both geographically and in its strategic position relative to state and private sector actors. We show how, under formidable pressure from these actors, this community has nevertheless renegotiated its access to land and other resources, and opportunistically developed a diversified livelihood system that has enabled it to survive in rapidly changing political and economic conditions. While not necessarily typical, the case sheds light on the limits and modes of negotiability in the context of a strong developmental state.  相似文献

Abstract: In recent years, dramatically increasing numbers of mainland Chinese women have entered Hong Kong to engage in sexual labour. Public discourses on the threat of HIV/AIDS increasingly locate these women's bodies as sites of danger, colluding with pre‐existing imaginations of mainland rural women as ignorant, desperate and deceptive in representing these women's penetration of Hong Kong's border as a primary means of infection of the Hong Kong body. Drawing on state, media and popular representations, and the narratives of female sex workers themselves, this paper examines the interwoven bio‐medical, gendered, sexual and cross‐border relationships that intersect in the experiences of mainland Chinese sex workers in Hong Kong. I argue that while images of disease and danger have been used to regulate these women's bodies, mainland female sex workers challenge these images by drawing on other popular stereotypes of mainland women as pure, feminine and traditional. Although images of the related but still ‘other’ figure of the mainland Chinese woman are powerful mechanisms for the regulation of these women's bodies, mainland female sex workers skilfully use inherent tensions in those images in resisting that control and in struggling to achieve their own personal and economic goals.  相似文献

The growth of the international migration of health workers in recent decades has taken place in the context of the transnationalisation of healthcare provision as well as of governance and policy responses. This paper examines international policy responses to cross‐border health worker migration in the Asia Pacific region. These include multilateral (global and regional) and bilateral policy agreements, policy dialogue and programmes of action in relation to key issues of ethical recruitment, ‘circular’ migration and labour rights and key themes of health workforce planning and management. The paper brings original new analysis of international datasets and secondary data to bear on the pressing and important questions of what international policy initiatives and responses are at work in the Asia Pacific region, and what these mean for the nature of migration governance in the region. The paper's focus routes the evidence and argument towards current research and policy debates about the relationship between health worker migration, health worker shortages and poor health outcomes. In this, the paper brings new insights into the analysis of the international policy ‘universe’ through its emphasis on multiple and intersecting cross‐border institutions, initiatives and actors operating across different scales. Coherent national and international strategies for integrated health worker migration governance and policy need to incorporate these insights, and the paper considers their implications for current strategies to attain universal health care and improved health outcomes in Asia Pacific and beyond.  相似文献

Abstract: Popular movements in Aceh and Papua seeking separation from Indonesia must be understood in the context of earlier nationalist movements in history, including Indonesia's own movement for independence from the Netherlands. Movements in Aceh and Papua have built a sense of identity, considering themselves to be ‘notion‐states’ even if they are not yet nation‐states. This process parallels Indonesian identity formation in the early twentieth century. Aceh originally combined local, Indonesian and Islamic identities, but intrusion by central government institutions sparked a defensive nationalist reaction, which was stimulated further by uneven economic development and by repressive tactics by the centre. Papua was incorporated into Indonesia by means that led local people to believe they had been denied their right to self‐determination, spurring a historical sense of grievance and a collective identity of shared suffering much like that in Aceh. By the end of Sukarno's Guided Democracy and Suharto's New Order, both territories had passed a point of no return in their nationalism. Repressive tactics have failed to contain aspirations for independence; a new approach based on dialogue is needed.  相似文献

Abstract: Despite recent literature pointing to the need for a multidimensional approach to border processes, transport links across borders are usually uncritically associated with cross‐border ‘integration’. This paper focuses on examining the roles played by transport facilities in border processes. It uses case studies of three key transport links at the border between Singapore and Johor, Malaysia. As would conventionally be expected, enhancing these links was often seen in terms of the economic opportunities expected to arise from the easing of bottlenecks. However, the findings also reveal multiple roles for the transport links at this border, many of which cannot be enlisted in any simple conception of cross‐border integration, even when clear enhancement of the links is involved. These roles include: as ‘filters’ (or ‘valves’) used to encourage or discourage certain flows; as ‘gateways’ asserting territoriality; and as ‘bargaining chips’ in the bilateral relationship. A role as ‘collision points’ between policy regimes was also surprisingly important. However, contrary to usual expectations none of the transport links examined appear in the guise of ‘bridges’, contributing towards integrated governance. These findings highlight the complexity of border processes, and underline the contingent interactions between different dimensions of cross‐border processes sometimes simplistically conflated as ‘integration’.  相似文献

In general, the main roles of married Thai Muslim women were as home makers good wives and good mothers. Nevertheless, both married and single women from rural areas have been increasingly obliged to work outside the household, locally and in other countries. People in rural areas are now faced with the difficulty of maintaining their livelihoods if they depended on agricultural production alone. In some instances, female migration might be a response to families not being able to survive on the incomes earned by the male household heads. In response, women in southern Thailand provinces use long‐standing social networks that facilitate their migration for work, because they benefit from the close proximity, language, and religion that they share with the destination area. Commonly, they travel to work in Malaysia by using a border pass, while some travel and work without any documents. The effects of crossing national borders on migrants themselves and on their communities are mixed, generally positive from an economic perspective, but negative from a social viewpoint. Socially negative responses reflect a system of social control in the region based on patriarchy.  相似文献

State socialist nationalization policies in the 1980s severely impacted the ethnic Turkish and Muslim regions of Bulgaria, while neo‐liberal economic strategies have subsequently further deepened their economic crisis. This paper focuses on the ways in which policies of regional economic marginalization, cultural assimilation, and population expulsion have deeply marked the people and places of the Kurdajli region of southeastern Bulgaria. The paper shows how mass unemployment arose quickly after 1989 as a result of the closure of branch‐plants, and assesses the role of social networks and non‐capitalist economic practices in the Muslim communities during this period of economic immiseration. The paper shows how these legacies of state policy and social practice have provided flexible opportunities for the resurgence of apparel assembly for export, referred to locally as ‘Klondike capitalism’. The paper concludes with a discussion of the extent to which the history of violence has influenced the processes of internationalization in the region, and how we are to think about the relationship between regional mass unemployment and sectorally specific industrial revitalization.  相似文献

ABSTRACT Cross‐country studies of education and economic prosperity often reach conflicting results when using growth rates as the measure of economic development. However, growth rates lack persistence over time and may not accurately measure long‐term economic success over relatively short economic horizons. To overcome this potential specification problem, we estimate the relationship between key education variables and the capital to physical labor ratio. Using both cross‐sectional and panel specifications, we find that both the primary‐pupil–teacher ratio and decentralized education finance are associated with a larger capital to physical labor ratio. The relationship between human capital and expenditures, private education, and test scores are less robust.  相似文献

Test‐crosses for estimating combining ability in potato although useful are difficult to make being labour intensive and time consuming, and due to the problem of sterility. The objective of the present study was to test methods for estimating general combining ability (GCA) of parents based on fewer matings. The GCA of 12 females estimated based on matings with specific single testers (top‐cross) and three types of bulk pollen (poly‐cross) were compared with those estimated by 72 (12 × 6) test‐crosses, using common testers in three types of matings. The study was conducted for 2 years at each of the two locations representing short‐days subtropical conditions in plains and long‐days temperate conditions in hills of India. Analysis of variance of test‐crosses showed that both general and specific combining ability effects were important for tuber yield, late blight resistance as well as general impression, the characters studied. Correlation coefficients among three types of matings showed that bulk pollen matings had poor effectiveness in predicting the GCA of the females, whereas matings with selected individual testers resulted in GCA estimates similar to those based on six testers. Thus use of top‐cross involving selected tester could substantially reduce the number of matings required for estimating the GCA. Among the six testers used, the tester CFK69.1 could estimate the GCA of the females with reasonably high accuracy both for tuber yield and general impression, and ‘Tobique’ for reaction to late blight.  相似文献

Abstract: Part of the globalisation phenomenon involves an increasing number of elite transmigrants traversing national boundaries in response to the global demand for skilled labour while maintaining multifaceted social ties astride political, geographic and cultural borders, linking home and host countries together. As transmigrants ‘live’ in several communities simultaneously, their identities, behaviour and values are often not limited by location. Thus, notions of ‘home’ and ‘national identity’ are also being reviewed given the discrepancies between these concepts and locality. In this context, this paper explores questions of ‘home’ and ‘national identity’ among skilled Chinese‐Malaysians working and residing in Singapore, portraying them as active participants of two (or more) countries. It focuses on their strategies and struggles in negotiating ideologies of ‘home’ and ‘national identities’ across borders in a setting of two neighbouring countries umbilically linked in a volatile political relationship. It further examines their degree of concern in the political affairs of both countries. Between ‘home’ and ‘host’, Chinese‐Malaysians redefine their practices of home(‐making) in relation to their national identity, drawing on the resources and resilience of familial ties, nostalgic memories and other practical lifecourse needs.  相似文献

Abstract: Tropes of borderlessness are pervasive both in discourses concerning the spread of HIV/AIDS and the Growth Triangle, a transnational economic zone that ideally binds together the Indonesian island of Batam, the Malaysian province of Johor and Singapore. This paper considers how the emergence of HIV as a problem in the Growth Triangle, and on Batam in particular, has been framed as a problem to be addressed in context of the nation‐state rather than as a transnational problem that demands cooperation across borders. In conjunction with this, it focuses on further attempts to create boundaries around HIV, through the identification of risk groups, the localisation of prostitutes and the distribution of condoms. The paper focuses particular attention on the relationship between Batam and Singapore, and how non‐governmental organisations and governments have dealt with HIV/AIDS issues in both places. Furthermore, it problematises these activities by paying ethnographic attention to other forms of cultural and economic logics that often are odds with prevention models. This raises important questions concerning, most specifically, the problems of HIV prevention and cross‐border cooperation, and, more generally, the regulation and formation of new kinds of borders in a ‘borderless world’.  相似文献

Abstract: Global flows of people and information in the Asia–Pacific region are creating new forms of place that stretch across national boundaries and rural–urban distinctions. These new mobile forms of place link long‐inhabited rural areas to cities, national centres, and to rural frontiers within the nation. Here, we describe new forms of place that are being produced by contemporary migration and economic change, using data from the Philippines and applying Appadurai's theorisation of translocality. Our analysis links these flows of overseas migrants to concomitant processes of economic change, migration and new rural livelihoods. We outline changing practices of place within the Philippines, exploring ways that transnational migration can articulate with apparently ‘local’ development and the flow‐on effects from migration on the spatial patterns of rural livelihoods.  相似文献

ABSTRACT Both economic and demographic contexts influence aggregate migration streams at the regional scale. The influence of demographic and economic context on aggregate migration at the nonmetropolitan scale, however, remains unstudied. This paper presents analysis based on 1980 and 1990 Public Use Microdata Sample (PUMS) data related to age cohort effects on nonmetropolitan population change. The analysis provides enhanced understanding of how demographic factors like the baby boom might influence population movements into and out of nonmetropolitan regions. Using modified age‐cohort decomposition techniques, the analysis demonstrates how the fluctuations in nonmetropolitan population growth between 1975 and 1990 are tied to the differential migration flows of the peak baby boom years (those born between 1955 and 1964). The analysis further demonstrates how fluctuations in nonmetropolitan population growth across regions are tied to migration flows of these baby boomers. This article explores the relationship between I‐Kiribati communities and the broader ‘imagined’ Pasifika community in Aotearoa New Zealand. It looks at the way a group of I‐Kiribati tertiary students experience identity within this context. Through the use of semi‐structured interviews and a discourse analysis, the study draws three main conclusions. First, that I‐Kiribati navigate multiple identities and are constantly negotiating these within different spaces. Although this contributes to uncertainties around identity, I‐Kiribati students also strategically enact identity to suit various contexts. Second, that Pasifika as a term tends to infer ‘Polynesian’ which in turn may marginalise I‐Kiribati identities within certain spaces, particularly in education settings that intend to support all Pacific identities. Yet, given such a narrow understanding of Pasifika, these efforts may counter that intention for those on the margins of, or outside the common usage of, the term Pasifika. Last, community plays a significant role in the formation of identities within minority groups, which is important for countering aspects of marginalisation experienced within broader pan‐ethnic labels such as Pasifika. Consequently, we argue that Pasifika as a label needs to better reflect inter‐Pacific diversity as well as the identity negotiations that Aotearoa New Zealand‐born Pacific peoples navigate.  相似文献

In the Mekong Region, the Asian Development Bank and partners have promoted economic corridors as a way to achieve regional economic integration and growth. This study evaluates how a transboundary policy narrative of shared prosperity around the East–West Economic Corridor programme emerged, and then how it was elaborated and used, taking a set of border policies of the government of Thailand as cases. For two decades the shared prosperity narrative has been used by a coalition of elite actors to support a programme of investments in road infrastructure, as well as to push for agreements on trade, border logistics, investment and tourism. The shared prosperity narrative has helped maintain support for the programme despite its failures to meet projections and expectations. Although criticised by civil society and experts from time to time, no coherent shared counter‐narrative emerged. Policy elites in Thailand have used the transboundary narrative to justify investments in special economic zones, and transport infrastructure near the border and inside neighbouring countries. Thailand has also reproduced the narrative in support of efforts to bolster tourism cooperation, and negotiate cross‐border trade and logistics agreements. Roads and bridges have been built, underlining how discursive practices have material consequences and reinforce the narrative.  相似文献

This paper explores contrasting narratives of place meaning in a tourism site in Southern Thailand. Specifically, I analyse the parallel discourses of community change through tourism development embedded in international backpacker narratives, and those of the local Thai elite. By configuring identity and power around binary oppositional categories such as West as economically powerful and dominant/non‐West as economically weak and subordinated, ‘traditional’ tourism studies often locate the dynamics of change in the international tourism industry. To date, there is little research on the very real and important ways that people working in tourism assert agency and understand their own identities in everyday contexts. I argue that local communities can, and often do, shape the changes that tourism development initiates in very creative and adaptive ways.  相似文献

Labor market areas (LMAs) have long been a staple of regional and urban analysis. As commuting patterns have expanded over time, these areas have become larger and more complex, and the dichotomous designation of a county either belonging to an LMA or not may no longer be adequate. We apply recent advances in network science to conduct a more refined analysis of U.S. commuting patterns, and examine their effects on local economic growth. Results show that network degree and entropy measures explain variations in county per capita income growth patterns. Higher in‐ and out‐commuting entropies are associated with lower per capita income growth, but their interaction enhances economic growth in places simultaneously open to both in‐ and out‐commuters. Using these results, common ground may be found for creating new forms of regional governance that better reflect local realities of cross‐county border flows of workers and economic activity.  相似文献
