The finding of two pests which are on the EPPO Lists of pests recommended for regulation and are EU quarantine listed pests: Monochamus alternatus and Bursaphelenchus xylophilus, within the structural components of imported furniture are discussed. The rust fungus Puccinia komarovii var. glanduliferae was first identified infecting Impatiens glandulifera in its native range (western Himalayas) between 2006 and 2010. Subsequently, it was imported into quarantine in the UK for evaluation as a classical biocontrol agent. To assess the safety of the rust, plant species relevant to Europe were tested for susceptibility. To confirm the life cycle, all infective spore stages were inoculated on I. glandulifera to follow disease progression. Teliospores were primed using bleaching and low temperatures to break dormancy. Temperature and dew period experiments using urediniospores were conducted to assess the parameters required for infection. Of the 74 plant species tested, only I. balsamina, an ornamental species, was fully susceptible to urediniospore inoculum. The life cycle of the rust – an autoecious, full‐cycled species with five spore stages – was confirmed. Urediniospores were infective between 5 and 25°C, with an optimum at 15°C. A minimum of 8 h dew period was required to achieve consistent infection. Based on a pest risk assessment, the rust poses no threat to native biodiversity within EU Member States; making P. komarovii var. glanduliferae a suitable candidate as the first fungal classical biocontrol agent against an exotic weed in the region.  相似文献

Few plant parasitic nematodes are currently included in the European Union (EU) regulated pest lists. However, many plant parasitic nematodes not present in the EU are known to be damaging and present a risk to Europe. Therefore a study was performed to assess the risk of importing plant parasitic nematodes with the soil attached to plants for planting, with emphasis on plants in pots. Prior to the survey, a list of harmful plant parasitic nematodes not present within Europe was prepared per continent based on a literature review. This resulted in a Risk List of 26 species. Additionally, over a 3‐year period a survey was carried out on plants for planting imported to the Netherlands with adhering soil, focusing on all plant parasitic nematodes and with special attention to the nematodes on the Risk List. A total of 258 soil samples were studied, originating from 54 different plant species and 20 different countries. Despite the small number of samples, several quarantine nematodes and species from the Risk List were detected, including new nematode–plant combinations. This survey illustrates that plants with adhering soil can be a pathway for the introduction of listed nematodes, including those from the Risk List, to the EU/EPPO region. This information might encourage a more risk‐based approach to performing import inspections.  相似文献

This study presents a list of invasive alien plants that are found along roadsides in seven selected European countries – Austria, Germany, the Netherlands, Ireland, Norway, Slovenia and Sweden – and an overview on the role of roadsides as a habitat for invasive alien plants. This compilation is based on national lists of invasive alien plants, a literature search and expert consultation. Comprising 89 species from 31 plant families, species introduced for horticulture dominate the list (65%). Thirteen species (14%) are widespread (occur in four or more countries) and include well‐known invasive plants such as Fallopia japonica, Heracleum mantegazzianum, Solidago canadensis and Solidago gigantea. Seventeen species are listed either on the EPPO List of Invasive Alien Plants or on the EPPO A2 List of pests recommended for regulation as quarantine pests. Five species are on the List of Invasive Alien Species of Union Concern (EU Regulation 1143/2014). The compiled list provides a snap‐shot of invasive alien plants currently found along roadsides in the selected countries. It allows for a more targeted approach to monitoring, containment and control of the most problematic invasive alien plants identified in each country. Moreover, the list may also be used to identify emerging (potentially) invasive alien plants along roadsides in other European countries that warrant monitoring and/or management.  相似文献

This paper summarizes the first assessment by the European Food Safety Authority (EFSA) Plant Health (PLH) Panel of a biological control agent (BCA) of an invasive plant. This followed a request by the European Union (EU) Commission to assess the risk to plant health in the EU of an intentional release of the bud‐galling wasp Trichilogaster acaciaelongifoliae for the control of Acacia longifolia. The EFSA PLH Panel also published a statement on the process of assessing the risk of the intentional releases of BCAs of invasive alien plants. Trichilogaster acaciaelongifoliae feeds on A. longifolia and Acacia floribunda. Acacia longifolia is an invasive alien plant species that has a negative effect on biodiversity and ecosystems in Portugal, whereas A. floribunda is not invasive in the EU. Both species are cultivated as ornamental plants in some EU countries. Climatic conditions in the EU are suitable for establishment of T. acaciaelongifoliae where host species are present. This BCA is moderately likely to spread in the EU by natural means, but could be intentionally moved to control A. longifolia in other locations. Its potential effects on invasive A. longifolia and on the cultivated ornamentals were assessed. The EFSA PLH Panel has shown with this work how such advice could be provided in the European Union.  相似文献

Dickeya strains isolated in Israel in 2006–2010 were characterized by dnaX sequence analysis, pulsed‐field gel electrophoresis (PFGE), biochemical assays and pectolytic activity, and found to be homogeneous: most of them could be classified as ‘Dickeya solani’. Of the 34 strains isolated from imported seed tubers or potato plants grown from imported seed, 32 were typed as ‘D. solani’ and only two were characterized as Dickeya dianthicola. Biovar typing indicated that all ‘D. solani’ strains were biovar 3. ‘Dickeya solani’ strains were most closely related to Dickeya dadantii subsp. dieffenbachiae according to PFGE and dnaX analyses and both species exhibited high pectolytic activity. Expression levels of two putative virulence genes, pelL (encoding a pectic enzyme) and dspE (encoding a type III effector) were significantly induced in ‘D. solani’ strains isolated from potato plants or tubers grown in hot climates such as the Negev region in Israel, compared to those isolated from seed tubers imported from the Netherlands, France or Germany. Results of this study support the hypothesis that ‘D. solani’ strains isolated in Israel are also clonal; however, they appear to be more virulent than strains isolated in Europe.  相似文献

Phytophthora ramorum has been detected in official plant health surveys on Rhododendron, Viburnum and Camellia in ornamental nurseries in northern Spain since 2003. A collection of 94 isolates of P. ramorum was obtained from 2003 to 2008 from plants with symptoms at different geographical locations. Isolates were identified based on morphology and sequence of the rDNA ITS region. Mating type, genetic variation, sensitivity to phenylamide fungicides and aggressiveness of these isolates were determined. All isolates belonged to the A1 mating type, ruling out the possibility of genetic recombination. Seven microsatellite markers were used to study genetic diversity; three out of the seven microsatellite markers were polymorphic within the Spanish population of P. ramorum. This study confirms that all Spanish isolates of P. ramorum belonged to the EU1 lineage. Twelve intralineage genotypes were detected, five that are unique to Spain (EU1MG38, EU1MG41, EU1MG37, EU1MG39 and EU1MG40) and seven that are also present in at least one other European country (EU1MG1, EU1MG29, EU1MG22, EU1MG13, EU1MG2, EU1MG18 and EU1MG26). Genotypes EU1MG37, EU1MG39 and EU1MG40 were isolated from Rhododendron from one region; EU1MG38 and EU1MG41 were isolated from Camellia from two different regions. Isolates of genotype EU1MG38 were resistant to metalaxyl and mefenoxam. The level of genetic diversity within the Spanish population of P. ramorum is limited and indicates a relatively recent clonal expansion.  相似文献

An overview of the occurrence of species of the genus Bursaphelenchus in Romania is presented. The data is based on recent surveys conducted for the first time throughout the country, to monitor and evaluate the potential entry of the pine wood nematode, Bursaphelenchus xylophilus. Wood samples were collected from declining trees, wood‐processing companies and imported wood packaging material. Of the 895 wood samples examined, 11 contained Bursaphelenchus specimens. Morphological and molecular analyses were carried out to characterize the species detected. With respect to the possible presence of B. xylophilus, all samples were negative, confirming the absence of this quarantine pest in Romania. Nevertheless, five Bursaphelenchus species were found: B. hofmanni, B. poligraphi, B. vallesianus, B. willibaldi, and one putative new species belonging to the sexdentati group, classified here as Bursaphelenchus sp. NR512. These results constitute the first report of the genus Bursaphelenchus in Romania.  相似文献

Compared with natural seed dispersal, human‐mediated seed dispersal could spread herbicide resistance genes on a much larger scale. Herbicide‐resistant weed seeds have been reported as contaminants in commercial grain. We investigated the contamination of seeds of Lolium species with target‐site mutations conferring resistance to acetolactate synthase (ALS)‐inhibiting herbicides in wheat imported from the USA, Canada and Australia into Japan. We also investigated the establishment of ALS‐inhibiting herbicide‐resistant Lolium species in 12 seaports in Japan that are major entry points for international commodities. We found herbicide‐resistant Lolium spp. seeds from all classes of wheat samples. Resistant individuals became established at six of eight ports where more than 50 kt of imported wheat is unloaded every year. The establishment of resistant Lolium spp. individuals was common at major grain landing ports. Monitoring over 3 years at one port revealed that the frequency of resistant individuals did not fluctuate between years. Many resistant individuals were distributed in front of the entrance of a fodder company, but a few resistant individuals were found in areas 2 km away from the port. The results indicate that gene flow is rare through pollen or seed movement from resistant plants to peripheral populations. Further extensive and long‐term monitoring is necessary to perform a comprehensive risk assessment of herbicide‐resistant plants entering Japan through major commercial ports.  相似文献

The establishment of invasive species is widely recognised as a pivotal issue in the preservation of biodiversity. Salvia reflexa, a species native to the south‐central United States and Mexico, has been widely introduced in Argentina, Australia, New Zealand and Japan. In China, the first population of this plant was found growing adjacent to a grain depot in Shahai village, Jianping County, Liaoning Province, on 25 July 2007. Since the grain depot imported foodstuffs from regions where the plant is native, we infer that S. reflexa was introduced into China via imported foodstuff in the early to mid‐2000s. Based on field observations, at least seven populations of this plant were observed in north‐east China. The plants displayed vigorous growth in midsummer and produced prolific seeds to overcome the cold environment in winter. Salvia reflexa occurred in both dense monocultures and in mixed stands with native plants. In order to validate a system for recognising and categorising non‐native plants in China, the Australian Weed Risk Assessment system was used to assess the invasiveness status of 19 exotic and 16 native plants in north‐east China. Salvia reflexa exhibited a high score of 10, suggesting it is a potentially pernicious alien invasive plant. Although the current distribution of S. reflexa is restricted to Liaoning province and thus far has limited impact on local environments, local regulatory authorities should pay close attention to this plant and take measures to stop its expansion. This is the first time that an invasive plant from the Lamiaceae (mint family) has been documented from cold environments in China.  相似文献

Tracing Latent Infection of Colletotrichum acutatum on Strawberry by PCR   总被引:1,自引:0,他引:1  
Colletotrichum acutatum, a quarantine organism on strawberries in the EU, was found in Finland for the first time in 2000. Concern about rapid, unnoticeable spread of this pathogen has necessitated studies to find methods with which the quiescent fungus infection can be detected in imported, cold-stored strawberry plant material. Successful detection of C. acutatum in strawberry tissues by polymerase chain reaction (PCR) is dependent on the method of DNA extraction used. Good-quality nucleic acid, free of PCR inhibitors, was successfully prepared by slightly modifying the DNA extraction method of a commercially available kit. Species-specific primers, previously described in the literature, were successfully used in the PCR reaction. C. acutatum was detected by PCR both on symptomatic and asymptomatic plant parts and in artificially and naturally infected strawberry tissues. Positive PCR results were obtained from ripe and unripe berries, runners, petioles and different parts of crowns. The data demonstrate that the PCR technique can be used to detect C. acutatum in strawberry tissue even in plant parts that do not show visible symptoms.  相似文献

UK plant health measures are based principally on the Plant Health (Great Britain) Order 1993 and the similar Order covering forestry pests, both implementing EU Directive 77/93/EEC, as amended. Nematode species of quarantine status are Aphelenchoides besseyi, Bursaphelenchus xylophilus, Ditylenchus destructor, D. dipsaci, Globodera pallida, G. rostochiensis, Longidorus diadecturus, Nacobbus aberrans, Rhadopholus similis, Xiphinema americanum sensu lato (non-European populations), and X. californicum. Soils are tested for freedom from Globodera spp. and virus vector nematodes under certain certification schemes and where necessary, for export crops. EU Marketing schemes require visual freedom from quality-affecting nematodes. Soil samples normally comprise 500 g of soil from 100 cores per 4 ha (or less).  相似文献

This paper describes a comparison study of test methods and supports the use of real‐time polymerase chain reaction (PCR) for the detection of Clavibacter michiganensis subsp. sepedonicus and Ralstonia solanacearum in potato tubers in routine testing. These 2 bacteria are quarantine organisms under European Union (EU) regulatory control and testing for (latent) infections of these bacteria in seed potatoes is mandatory. Real‐time PCR tests were performed on 276 routine potato tuber samples, including samples infected with either C. michiganensis subsp. sepedonicus or R. solanacearum, and the performance of these real‐time PCR tests was compared with that of immunofluorescence (IF). Real‐time PCR tests, using different primer sets and extraction and PCR protocols, proved to be sensitive and specific for the detection of C. michiganensis subsp. sepedonicus and R. solanacearum in potato tubers in routine testing, and performed at least as well as IF. Real‐time PCR is a good addition to the detection protocols as laid down in EU regulations (EU Council Directives 2006/56/EC and 2006/63/EC).  相似文献

Black dot, caused by Colletotrichum coccodes, is a common disease of potato in Turkey, affecting tuber quality and yield. The objectives of the current study were to characterize vegetative compatibility groups (VCGs) of C. coccodes isolates from three regions in Turkey, and to assess the correlation between VCGs and aggressiveness of isolates on potato. A total of 147 C. coccodes isolates were recovered from plants showing typical black dot symptoms on stolons, roots and stems. The frequency of nitrate non‐utilizing (nit) nit1/nit3 and NitM phenotypes were 79% and 21%, respectively. Complementation between nit mutants of the isolates and eight European/Israeli EU/I‐VCG tester isolates was used to characterize the VCGs. Amongst the tested isolates, 33.3% were assigned to EU/I‐VCG6, 21.8% to EU/I‐VCG8, 15.7% to EU/I‐VCG4. EU/I‐VCG1, EU/I‐VCG3, EU/I‐VCG5 and EU/I‐VCG7 were classified at 1.4%, 3.4%, 4.8% and 5.4%, frequency, respectively. No isolate was assigned to EU/I‐VCG2 group, while 21 isolates (14.3%) were not assigned to any of the EU/I‐VCGs. The pathogenicity tests indicated significant differences in aggressiveness of the isolates with respect to sclerotia density on potato tissues. The highest densities of sclerotia on roots and crown were obtained with EU/I‐VCG6 isolates and the lowest with EU/I‐VCG1, EU/I‐VCG3 and EU/I‐VCG5 isolates. The results demonstrate that there is significant VCG diversity among C. coccodes isolates from potato plants in Turkey.  相似文献

Turkey is one of the richest areas in the middle latitudes in terms of plant diversity. It has approximately 12 000 plant species and a great number of new species are being added each year. However, invasive alien species have not yet been fully considered in Turkey and only two plant species are in Turkey's quarantine list (Arceuthobium spp. and Eichhornia crassipes). EPPO is an intergovernmental organization responsible for cooperation in plant protection in the European and Mediterranean region and maintains the A1 and A2 Lists of pests recommended for regulation (A1 species are absent from the EPPO region, A2 species are present but of limited distribution), the List of Invasive Alien Plants, the Observation List of invasive alien plants and the Alert List. Eichhornia crassipes, Heracleum persicum, Heracleum sosnowskyi, Ludwigia peploides, Polygonum perfoliatum and Solanum elaeagnifolium are among the species which were recorded in Turkey and are included in the EPPO A2 List. Species recorded in the EPPO List of invasive alien plants which are present in Turkey are: Acroptilon repens, Ailanthus altissima, Ambrosia artemisiifolia (= A. elatior), Carpobrotus edulis, Cortaderia selloana, Cyperus esculentus, Paspalum distichum (= P. paspalodes), Oxalis pes‐caprae and Sicyos angulatus. Azolla filiculoides and Rhododendron ponticum are listed in the EPPO Observation List of Invasive alien plants and Miscanthus sinensis, listed in the EPPO Alert List, are also recorded in the Turkish flora.  相似文献

Internet trade of plants has been investigated in a short study that focused on plants for planting imported into Germany from third countries worldwide. Internet trade of plants may pose a high phytosanitary risk when commodities are infested with non‐native pests including quarantine pests. The offers of 1097 internet traders, in particular non‐European traders, have been checked. One hundred and seventeen consignments of plants were purchased from 70 different internet traders and investigated in detail. As only individual plants were purchased the study shows in particular what is available for purchase to private consumers. The study revealed that 89% of the consignments did not comply with phytosanitary import requirements for one or more reasons. In all these cases the phytosanitary certificate was missing and in 68% of the consignments the customs declaration was missing or wrong. Wrong customs declarations indicate that these internet traders ignored the import requirements or provided incorrect information to the import authorities. Prohibited plants could be easily bought via the internet. In addition, harmful organisms were found in 13% of the consignments and 2% of these were quarantine pests. All consignments that were accompanied by the required phytosanitary certificate issued by the National Plant Protection Organisation of the exporting country (11%) complied with the EU and German, respectively, import requirements.  相似文献

International agreements on plant health and trade require that regulating a pest should be justified by economic impact assessment. Economic impact assessments are usually qualitative, weakening the objective and transparency of the regulation decision. This study assessed the potential economic impacts of the invasion of the plant pathogenic bacterium ‘Candidatus Liberibacter solanacearum’ into the European Union in order to economically justify a decision on its quarantine status. Direct economic impacts resulting from yield loss in potato and tomato were computed using partial budgeting at a regional scale, while total economic impacts on the potato and tomato markets were computed using partial equilibrium modelling at the EU scale. Annual direct impacts at the most likely infestation level were estimated at €222 m for the whole EU. Uncertainty analysis showed a distribution of foreseeable annual impacts with a 5th percentile of €192 m, and a 95th percentile of €512 m. Increased market prices of potato and tomato resulting from reduced supply were found to increase profits for non‐infested producers and to compensate in part for the production losses of infested producers, with consumers paying for this mitigation of impacts on producers. The expected negative impact on societal welfare at the most likely infestation level is less than the estimated direct impacts, viz. €114 m/year. The potential economic impacts of ‘Ca. L. solanacearum’ in the European Union are demonstrably of major importance. Therefore, a decision to categorize this organism as a quarantine pest is supported.  相似文献

为给进口大麦中检疫性有害生物截获策略提供参考,本研究统计了全国口岸2009年-2019年大麦进口基本情况,比较并分析了不同来源国(或地区)大麦中截获杂草、软体动物、真菌、昆虫、病毒等检疫性有害生物的种类数和种次数。结果表明,近11年来我国大麦进口量呈波动上升的趋势,其中2015年大麦进口量最大。截至2019年,大麦中截获检疫性有害生物共计70种,包括杂草53种、软体动物2种、真菌5种、昆虫8种、病毒2种,其中疫情最突出的是杂草。从来源国来看,澳大利亚、法国、加拿大、乌克兰是截获检疫性有害生物种类及种次数最多的国家。其中,澳大利亚、法国大麦中主要截获杂草、软体动物、真菌等有害生物,加拿大大麦中主要截获杂草、真菌及病毒,乌克兰大麦则主要截获杂草、软体动物及昆虫。本研究汇总了2009年-2019年不同来源国(或地区)进口大麦中截获检疫性有害生物的名单,为进口大麦检疫工作提供参考。  相似文献
