Illegal fishing is a global issue that threatens the viability of fishing industries and biodiversity conservation. Management agencies typically use on‐ground surveillance to monitor and minimise illegal fishing practices, the efficacy of which may be enhanced by integrating emerging remote sensing technology. Affordable drones may contribute to cost‐effective detection of illegal fishing activity and associated gear, although their application has yet to be evaluated in many types of fisheries. Here, the utility of drones for the detection of crab traps and floats set in a shallow estuary was quantitatively tested, and the effects of survey altitudes, cameras and monitor screens on detection rates were determined. It was found that drone flight altitude and float colour influenced the detection rates of common crab trap floats, with infrared cameras improving the detection of floats camouflaged by black paint. However, the type of monitor screen used by the drone operator had no influence on the detection of crab traps. Overall, it appears drones can contribute to cost‐effective compliance in estuarine trap fisheries, and the approach can contribute to evidence‐based standard operating procedures.  相似文献

Blue swimmer crabs (Portunus pelagicus) are an economically important crab caught in baited traps throughout the Indo-west Pacific and Mediterranean. In Australia they are traditionally caught using rigid wire traps (≈pots) but there has been a recent increase in the use of collapsible pots constructed from polyethylene trawl mesh. Two experiments were conducted in Moreton Bay, Queensland, to determine the ghost fishing potential of lost crab pots on both target and bycatch species and to evaluate the differences between traditional and contemporary pot designs. A lost contemporary, collapsible trawl mesh pot will catch between 3 and 223 P. pelagicus per year after the bait has been exhausted, while a traditional wire mesh pot would catch 11–74 crabs per year. As most fishers now use the collapsible trawl mesh pots, ghost fishing mortality could be as high as 111,811–670,866 crabs per year. Bycatch retention was also higher in contemporary designs. Periods of strong winds appeared to increase the ghost fishing potential of lost pots. The use of escape gaps, larger mesh sizes and construction options that allow for the deterioration of entrance funnels to minimise ghost fishing are recommended to reduce environmental impacts.  相似文献

Small‐scale fisheries contribute substantially to the sustainability of coastal communities by providing livelihood and economic opportunities and ensuring food security. However, their geographic range of operation overlaps with that of industrial fisheries, increasing the resource competition, risk of vessel collision and inter‐sector conflicts, while jeopardizing the sustainability of fish stocks. When industrial vessels venture into waters that are reserved to artisanal fisheries, their operations become illegal. In Africa, the extent of such operations, beyond their legal implications, has resulted in severe economic, food security and maritime safety issues. In this paper, we use automatic identification system data derived from satellite technology to predict fishing operations and find that industrial fleets spend 3%–6% of their time fishing within inshore areas reserved for small‐scale fisheries between 2012 and 2016, of the total 4.2 million industrial fishing hours within the Exclusive Economic Zones of African countries. We assessed the total fishing effort by this form of illegal fishing operations at 166 million kWhours at least out of 4.9 billion kWhours in total. We discuss this dangerous form of illegal fishing, which often results in deadly collisions with small‐scale sector operators, increases competition and conflicts over fisheries access, threatens the sustainability of fish stocks, and calls for better governance, and protection.  相似文献

The regulation of mesh size has frequently been proposed as a management measure for fish traps, the predominant gear used by the reef fish fisheries in the Caribbean. Studies on trap mesh selectivity show that mesh size is a determinant of catch rates and the size at which fish recruit to fish traps. Mesh size also affects the species composition in fish traps, probably through size selectivity. Other factors also affect catch rates, and the fish size and species composition in traps, for example, soak time, trap design, trap size, species body shape. Given the variety of growth rates and maturity schedules of reef fish commonly taken in fish traps in the Caribbean, no single mesh size will optimise the yield or protect against recruitment overfishing for the entire range of exploited species. Preliminary data suggest that the fishing power of traps may decrease with increased mesh size. This would reduce the effective fishing effort and thus mortality on fully recruited size classes. Studies indicate that the mesh sizes currently in use in most Caribbean countries are too small, and that a minimum mesh size of at least 3.8–5.1 cm would be required to optimise yields for local consumption. Comparative fishing experiments indicate that an increase in mesh size in areas of high fishing mortality typically results in a reduction in catch per trap. Thus increasing trap mesh size can be expected to result in short‐term loss in revenue for fishers. However, no studies have examined the times that would be required for catches to return to the levels prevailing before the increase of mesh size, and thereafter, for fishers to recover the losses incurred during the transition period. To provide managers with an estimate of the impacts that mesh‐size regulation could have on fishers, the recovery time of catches and the financial recovery times for fishers should be modelled for a hypothetical assemblage of 10–15 reef fishes using available information. These studies would enable managers to plan for the implementation of mesh‐size increases and to communicate the potential benefits to fishers in quantitative terms.  相似文献

Long‐term changes in the abundance of fisheries resources from the Patos Lagoon estuary and adjacent coastal waters in southern Brazil have been observed. Despite this understanding, it is well known that the perception of pristine state of the environment is susceptible to inter‐generational changes, commonly known as shifting baseline syndrome (SBS). An useful approach in the reconstruction of pristine scenarios and in lack of data, as often occurs in small‐scale fisheries, is the local ecological knowledge (LEK). Temporal changes in the perception of 81 fishers with 1–63 years of fishing about the resources status were analysed. More experienced fishers reported larger catches, heavier individuals and perceived a greater number of species as "scarce" nowadays and "common" at the beginning of their careers proving the existence of a SBS among them. Over time, the number of fishing sites with very high catches decreased and fishing sites shifted from the lower towards the upper estuary. The perception of the fishers corroborated the real decreasing scenario in estuarine fisheries resources shared with industrial fishing in coastal waters. The results reinforce the utility of LEK for reconstruction of biological scenarios when no empirically obtained data are available.  相似文献

One of the fundamental aims of the Ecosystem Approach to Fisheries Management is to ensure the long‐term sustainability of the fishery by protecting key life‐cycle habitats, such as recruitment areas. In this study, we apply a hurdle Bayesian hierarchical spatio‐temporal model that describes the abundance of European hake (Merluccius merluccius) recruits in the northern continental shelf of the Iberian Peninsula. Our findings clearly show four persistent nurseries, the main one being located along the continental shelf of the Artabrian gulf (off La Coruña). The preferential habitats identified for the hake recruits are areas within a bathymetric range of 120–200 m, with 15–16°C of Sea Surface Temperature, a Chl‐a concentration of 0.8–1.2 mg/m3 and low values of seabed rugosity (unconsolidated substrates). Searching for a compromise with fisheries, we also assess the degree of overlap of the main nursery areas with two fisheries footprints, a local one using Vessel Monitoring System data of trawl fishery of Marín, and a global one using Automatic Identification System data of different type of trawlers (bottom otter, beam and midwater trawls). The two fisheries footprints present different degree of overlapping in distinct areas, highlight the need of specific fleet‐adapted management rules in order to protect juvenile stages. We discuss that understanding the distributional patterns associated with key life stages, such as recruitment, and their interaction with fishing activities, is essential for applying appropriate spatial management measures and improving fishery sustainability.  相似文献

1. Industrial fisheries represent one of the most serious threats worldwide to seabird conservation. Death of birds in fishing operations (i.e. bycatch) has especially adverse effects on populations of albatrosses, which have extremely low fecundity. 2. The single population worldwide of Amsterdam albatross (Diomedea amsterdamensis) comprises only 167 individuals and risks considerable decline over the mid‐term from additional mortality levels potentially induced by fisheries. The priority actions listed in the current conservation plan for this species included characterizing the longline fisheries operating within its range, dynamically analysing the overlap between albatrosses and these fisheries, and providing fisheries management authorities with potential impact estimates of longline fisheries on the Amsterdam albatross. 3. During all life‐cycle stages and year quarters the birds overlapped extensively with fishing effort in the southern Indian and Atlantic oceans. Fishing effort, and consequently overlap score (calculated as the product of fishing effort and time spent by the birds in a spatial unit) was highest in July–September (45% of the hooks annually deployed). Just three fleets (Taiwanese, Japanese and Spanish) contributed to >98% of the overlap scores for each stage (72% from the Taiwanese fleet alone, on average). Daily overlap scores were higher for the non‐breeding versus the breeding stages (3‐fold factor on average). 4. Based on previous bycatch rates for other albatross species, this study estimated that longline fisheries currently have the potential to remove ~2–16 individuals (i.e. ~5%) each year from the total Amsterdam albatross population, depending on whether bycatch mitigation measures were or were not systematically employed during the fishing operations. 5. Recent bycatch mitigation measures may be instrumental in the conservation of the Amsterdam albatross. This study suggests three further key recommendations: (1) to focus conservation efforts on the austral winter; (2) to require all operating vessels to report ring recoveries; and (3) to allocate special regulation of fishing operations in the areas of peak bycatch risk for the Amsterdam albatrosses. Depth and seasonal trends in the biological condition and recruitment of the red shrimp (Aristeus antennatus) have been analyzed over the slope to 2,233 m in the western Mediterranean. The best biological condition of A. antennatus (gonadosomatic index [GSI]) for mating and spawning occurred at 800–1,300 m in summer, in areas deeper than the fishing grounds distributed between 500 and 800 m. Females moved shallower to feed on the upper slope during periods of water‐mass homogeneity (autumn–winter), increasing their hepatic gland weight (hepatosomatic index [HSI]). Females moved downslope (800–1,100 m) to spawn (high GSI) during periods of water mass stratification (late spring–summer). The HSI of females decreased with depth down the slope in autumn, after the reproductive period. Small juveniles were distributed deeper than 1,000 m, associated with high near‐bottom O2 levels, low turbidity and high C:N in sediments, implying favorable trophic conditions. This confirms the importance in studying the biology of deep‐sea species over their entire depth range. The progressive warming and increasing salinity of deep Mediterranean waters could provoke a decrease of dissolved O2 that would affect the life cycle of A. antennatus.  相似文献

ABSTRACT:   Research on ghost fishing became active in the late 1980s. Ghost fishing has been confirmed for traps, gillnets, trammel-nets and small seine nets. Some lost traps are functional for a long period of time, even in shallow waters. Consequences for gillnets after loss depend on seabed conditions. The ghost fishing function of gillnets remaining on flat seabeds declines rapidly with decreasing heights and increasing visibility. Gillnets left tangled around an artificial reef, for example, three-dimensionally maintain the initial magnitude of ghost fishing for a long period of time, even after badly fouled. There are increasing numbers of researches working on the total number of mortality per gear after gear loss for gillnets and trammel-nets. It has become also possible to estimate the total number of mortality for a unit period of time in a certain fishing sector. This paper reviews research which has provided evidence and quantitative data on ghost fishing, and proposes five items important for future studies on ghost fishing.  相似文献

Gillnets and traps often are considered to have fewer holistic environmental impacts than active fishing gears. However, in addition to the targeted catches, gillnets and traps still cause unwanted mortalities due to (i) discarding, (ii) ghost fishing of derelict gear, (iii) depredation, (iv) escaping or dropping out of gear, (v) habitat damage, and potentially (vi) avoiding gear and predation and (vii) infection of injuries sustained from most of the above. Population‐level concerns associated with such ‘unaccounted fishing mortalities’ from gillnets and traps have been sufficient to warrant numerous attempts at mitigation. In this article, we reviewed relevant research efforts, locating 130 studies in the primary literature that concomitantly quantified mortalities and their resolution through technical modifications, with the division of effort indicating ongoing concerns. Most studies (85) have focused on discard mortality, followed by ghost‐fishing (24), depredation (10) and escape (8) mortalities. The remaining components have been poorly studied (3). All problematic mortality components are affected by key biological (e.g. species), technical (e.g. fishing mechanisms) and/or environmental (e.g. temperature) factors. We propose that these key factors should be considered as part of a strategy to reduce impacts of these gears by first assessing modifications within and then beyond conventional configurations, followed by changes to operational and handling practices. Justification for this three‐tiered approach is based not only on the potential for cumulative reduction benefits, but also on the likely ease of adoption, legislation and compliance.  相似文献

Effective management of recreational fisheries requires information on fine‐scale spatial patterns of recreational exploitation. Such information is particularly important for specially designated regions such as recreational‐only fishing areas (ROFAs). Using data acquired through progressive counts and interview‐based surveys, this study quantitatively compared recreational effort, harvest‐per‐unit‐effort (HPUE) and species composition among zonal habitats in three representative estuarine ROFAs in eastern Australia. The zones compared were as follows: (1) entrance channels; (2) lake areas; (3) artificial reefs; (4) tributary creeks; (5) rivers; and (6) canals. In most cases, effort was concentrated in the lake zones, which had the greatest access to fisheries resources. The lake and channel zones were associated with some of the highest HPUEs for key taxa [Acanthopagrus spp. (hybrid complex of Acanthopagrus butcheri (Munro) × Acanthopagrus australis (Owen)), Platycephalus fuscus (Cuvier), Sillago ciliata (Cuvier) and Girella tricuspidata (Quoy & Gaimard)] and a greater number of highly sought‐after species. Drawing on specific examples from these findings, this paper concludes by illustrating how spatial information on exploitation gained from this type of research can be used to meet the fundamental goals of recreational fisheries management at fine spatial scales.  相似文献

Despite a scarcity of pertinent information, it has been possible to reconstruct time series of marine fisheries catches for Equatorial Guinea from 1950 to 2010 using per capita fish consumption and population numbers for small‐scale fisheries, catch rates and number of vessels for industrial fisheries and discard rates to estimate the discarded bycatch. Small‐scale fisheries, industrial large‐scale fisheries, domestic and legal and illegal foreign fisheries and their discards are all included. Total catches were estimated at 2.7 million tonnes over the time period considered, of which 653 000 t were caught domestically compared to 187 000 t reported by FAO. This shows that fisheries have more importance for Equatorial Guinea's food security than the official data suggest. In contrast to what is suggested by official figures, fisheries were shown to be strongly impacted by civil and political unrest; notably, they declined overall because of civil and political conflicts, socio‐demographic dynamics, and a growing role of the newly discovered oil resources, which directly and indirectly threaten the food security of the people of Equatorial Guinea.  相似文献

Concern over illegal, unreported and unregulated (IUU) fishing has led to a number of policy, trade and surveillance measures. While much attention has been given to the impact of IUU regulation on industrial fleets, recognition of the distinct impacts on small‐scale fisheries is conspicuously lacking from the policy and research debate. In this paper, we outline three ways in which the application of IUU discourse and regulation undermines small‐scale fisheries. First, the mainstream construction of “illegal,” “unreported” and “unregulated” fishing, and also the categorical use of “IUU” in an all‐inclusive sense, disregards the diversity, legitimacy and sustainability of small‐scale fisheries practices and their governing systems. Second, we explore how the recent trade‐related measures to counter IUU fishing mask and reinforce existing inequalities between different sectors and countries, creating an unfair burden on small‐scale fisheries and countries who depend on them. Third, as IUU fishing is increasingly approached as “organized crime,” there is a risk of inappropriately targeting small‐scale fisheries, at times violently. Reflecting on these three trends, we propose three strategies by which a more sensitive and ultimately more equitable incorporation of small‐scale fisheries can be supported in the global fight against IUU fishing.  相似文献

A performance assessment was conducted of regional fisheries management organizations’ (RFMOs’) bycatch governance, one element of an ecosystem approach to fisheries management. Obtaining a mean score of 25%, with a 64% CV, collectively the RFMOs have large governance deficits. Individually, there has been mixed progress, with some RFMOs having made substantial progress for some governance elements. There has been nominal progress in gradually transitioning to ecosystem‐based fisheries management: controls largely do not account for broad or multispecies effects of fishing, and cross‐sectoral marine spatial planning is limited. Regional observers collect half of minimum information needed to assess the efficacy of bycatch measures. Over two‐thirds of RFMO‐managed fisheries lack regional observer coverage. International exchange of observers occurs in one‐third of programmes. There is no open access to research‐grade regional observer data. Ecological risk assessments focus on effects of bycatch removals on vulnerable species groups and effects of fishing on vulnerable benthic marine ecosystems. RFMOs largely do not assess or manage cryptic, generally undetectable sources of fishing mortality. Binding measures address about one‐third of bycatch problems. Eighty per cent of measures lack explicit performance standards against which to assess efficacy. Measures are piecemeal, developed without considering potential conflicts across vulnerable groups. RFMOs employ 60% of surveillance methods required to assess compliance. A lack of transparency and limited reporting of inspection effort, identified infractions, enforcement actions and outcomes further limits the ability to assess compliance. Augmented harmonization could help to fill identified deficits.  相似文献

Gillnets fished in North Carolina, USA, estuaries have high rates of bycatch relative to the target catch of southern flounder, Paralichthys lethostigma Jordan & Gilbert. This study tested whether rectangular‐mesh gillnets would maintain catch rates of southern flounder and reduce fish bycatch relative to conventional diamond‐mesh gillnets in two North Carolina estuaries. In the Neuse River estuary, catch rates of legal southern flounder were not different between the two mesh shapes, but the bycatch of red drum, Sciaenops ocellatus (Linnaeus) and other fish species was reduced with rectangular‐mesh net. In the Newport River estuary, southern flounder and red drum catches were reduced in rectangular‐mesh net, but the decrease was greater for red drum. Catches of sublegal southern flounder were reduced in the rectangular‐mesh net in both estuaries. Reduced catch rates of sublegal southern flounder and bycatch species suggest rectangular mesh may help manage stocks of estuarine fish species in areas where gillnets are used to target flatfishes.  相似文献

Abstract Lake Victoria is one of the African Great Lakes, and an important source of affordable protein food in the form of fish. It provides employment, income, and export earnings to the riparian communities. Despite this importance there are major concerns about the status and exploitation of the fisheries. This study assesses if current extraction rates/yield of Nile perch, Lates niloticus (L.), from Lake Victoria are sustainable for the foreseeable future. The paper reviews trends in catch and effort in the Nile perch fishery and models the expected scenarios using ECOPATH. The fishery exhibits, classic indicators of intensive fishing, erring towards overexploitation, including: (i) decline in total estimated catch of Nile perch in recent years from the peaks in the 1990s. This is coupled with a shift in contribution of catches from higher trophic level species (Nile perch) to lower trophic level (dagaa) species. (ii) Three major trends in the fishing effort are evident: (a) almost doubling of the number of fishers and fishing boats between 1990 and 2000, and the even greater expansion between 2000 and 2002; (b) a large scale increase in the number of gears operational in the lake; and (c) the propensity for use of ‘illegal’ gears. (iii) Catch‐per‐unit‐effort has declined from about 80 to 45 kg per boat day. (iv) Predictive modelling (ECOSIM) of the future of the Nile perch fisheries under a scenario of increased fishing effort suggests that the fisheries are unsustainable and will decline in the long term. It appears that the Nile perch stocks in the three riparian countries are under intense fishing pressure, and unless concerted action is taken, the potential for degradation of the resources is prevalent. In view of the importance of these fisheries, it is recommended that a precautionary approach to further intens‐ification of the fisheries is adopted until such time empirical evidence shows that the fisheries are capable of further expansion and intensification. The main options for management are devolvement of responsibilities for the fisheries to the communities, enforcement of existing regulations, improved monitoring and data collection processes, reducing post‐harvest losses and increasing the value of the products to the export market.  相似文献
