Each party in engineering project faces different quality risk in different stage,and each adopts different management decision against quality risk.Firstly,from the new classic economics angle,an economic explanation to the management decision against engineering quality risk according to the different benefits for contractor and owner.The owner and contractor of a construction project,the government and projection legal person find their economic ties in an asymmetric information supply,or in an imperfectly assigned contract.The rules and characteristics of entrust-agency relation are analyzed from the economics and information economics angle,an economic explanation of engineering quality risk is given according to entrust-agency relation.The measures of controlling quality risk have been put forward from the angle of the economics.  相似文献

This paper introduces the basic content of information asymmetry theory and comments on the theory of information asymmetries.It establishes an information model in project management and analyzes the phenomenon of information asymmetries between owner and contractor in the phase of bidding and fulfilling.It presents some countermeasures of resolving information asymmetries in the project management such as building information network,devising reasonable contract,reinforcing government' s guidance,strengthening the good faith,breeding intermediate agency,building the system of early risk warning and so on.  相似文献

建立统一的农村土地承包经营权要素编码规则是开展农村土地承包信息化建设的基础性工作。从农村土地承包经营权的主体、客体和内容出发,将发包方、承包方、承包地块、承包合同、农村土地承包经营权证和农村土地承包经营权证登记簿作为编码对象;基于农村土地承包经营权各要素之间的相互关系,将承包地块和承包方纳入到发包方下进行统一编码,承包合同、经营权证和登记簿编码一致,并且与承包方编码关联;以行政区划编码为基础,提出了各编码要素的代码结构、编码方法和赋码规则。研究对提高农业行政主管部门办事效率和促进农村土地承包信息化建设具有十分重要的理论和实践意义。  相似文献

This article states systematically the fundamental conception of the mode of construction management general contract, the contract structure and the organization structure through the analysis of the construction characteristics of Shanghai large-scale projects, considering the situation of China and the characteristics of this line. It also summarizes the characteristics of the mode of construction management general contract through the example of the Pudong International Airport Construction. The mode of construction management general contract not only meets the needs of construction technique in bettering the design of construction project building, but also releases the pressure in middle and later management of construction project building and overcomes the deficiency of the long-term building period, hard-to-control investigation brought by the problem of design, purchase, construction divided from and restricted by each other existed in the traditional contract mode. It also helps the contractor to provide socialized, specialized, commoditized service for the contractor. Helps to overall arrangement, economized investment, management level improve ment can be given. So it has the superiority in super large-scale projects construction compared with the traditional construction management.  相似文献

In the construction projects, the contract, which is the most important behavior norm, determines the rights and responsibilities of client and contractor. All engineering activities aim at implementing and carrying out the articles of the contract. However, as the key component of the contract, the type of contract price determines the distribution mode of most of the engineering risk between client and contractor. In this paper, the most popular types of contract price used in the international construction projects are introduced. The advantages and disadvantages of each type and the distribution mode of the engineering risk between client and contractor are analyzed. At the end, some advice are given to the clients that they should choose the proper type of contract price and have innovation according to the characteristics of certain project and the situation of themselves.  相似文献

In this paper the vital role of the forepart intervening of the estate management for the owner, the estate supervising company and the developers is mainly discussed. The authors believe that the interval for forepart intervening should be between the time of program setting and the time of crest sealing. The authors put forward also a solution for the forepart intervening expenditure. The Tendering and Bidding Law" states that the bidder should not compete bidding through quoted price lower the cost, but it does not ascertain the meaning of the cost of building product. It is the purpose of this paper to ascertain the meaning of the building product cost. The calculation bases of both the social average product cost and of the enterprise individual product cost are analyzed and they are compared with each other. The authors point out that for some enterprise there is individual product cost lower the social average product cost. The function of design mechanism of bidding is revealing "private information" on "the lowest price". The purpose of carrying out bidding is introducing competition, reducing the cost for the owner and realizing the maximum yield. Both indicate the cost of building product, mentioned in "The Tendering and Bidding Law" should be the enterprise individual product cost.  相似文献

林地承包经营权是一种用益物权。林地承包经营权可以依法转让,但法律对转让方、受让方的身份有一定的限制,并且规定林地承包经营权的转让必须经过发包方的同意,但发包方的同意权在性质上应界定为监督权而非决定权,发包方不同意承包方转让林地承包经营权必须具有法定的理由,避免权力滥用。  相似文献

理论界有关游客满意及其前置因素的研究已日趋成熟,但有关游客满意与购后行为关系的研究很少,尚未形成成熟的购后行为测量量表。本文在文献梳理的基础上,构建了休闲旅游服务情境下“顾客满意-购后行为”关系的理论模型。模型中满意度属性的界定以服务绩效和公平理论为依据,将“顾客满意”分为“满意”与“不满意”两个构面,对应于“积极行为”与“消极行为”两个购后行为构面。在模型构建的基础上提出了研究假设,并设计了调查问卷。本研究运用SPSS17.0软件对收集的174份有效问卷进行了信度与效度分析,并对假设中各变量之间的相关性进行了验证。研究结果表明,顾客满意与积极的购后行为正相关,与消极的购后行为负相关。同时,购后行为也对顾客满意产生影响,积极的购后行为正向地影响顾客满意,而消极的购后行为负向地影响顾客满意。本研究结果验证了服务公平与感知绩效理论在休闲旅游中的适应性,提出了顾客关系管理与服务补救策略在休闲旅游经营中的重要性。  相似文献

Construction site is noted for its dense population, high mobility of construction workers, hard working and poor living conditions. Therefore, during the SARS spreading period, the local government put the construction site into the strictly control list in view of the outbreak of SARS. Some contractors were punished because of their poor measures taken for controlling the SARS. Under the SARS attack, for the construction firm, it is necessary to have good site environment control. The environment benefit and economical benefit due to site environment management have been elaborated in this paper. The legal duty of the contractor is also explored in view of related laws and regulations. The management framework and site environment practice are discussed in detail.  相似文献

Development Management (DM) in decision phase, Project Management on behalf of the owner (OPM) in implementation phase and Facility Management (FM) in operation phase are three isolated management tools during traditional life cycle management of construction project. As a result, a lot of potential disadvantages are aroused. In recent years, many research organizations try to reform the traditional method using different integration means. This paper tries to explore into integration of DM, OPM and FM to overcome the malpractice of traditional life cycle management of construction project. The research focuses on three aspects: 1.putting forward the concept of Life Cycle Integrated Management (LCIM), based on management integration theory; 2. Raising a new idea to owner's (operator's) management organization design, which emphasizes on the balance of life cycle objectives; 3. This article examines international migration in the Pacific and argues that there should be still greater opportunities for the people of Pacific countries to migrate between their home states and the developed states of the Pacific Rim. The case for borders that are more permeable to human migration is based in part on the common Pacific predicament of poor resource endowments, rapidly growing populations, depletion and degradation of existing resources, and threats posed by anthropogenic climate change. Coupled with this is a history of colonisation that has left some Pacific peoples with liberal access to economic opportunities in developed states by virtue of their citizenship or preferential visa status, while others have no such opportunities. Both New Zealand and the United States have been reasonably generous in facilitating migration from Polynesia and Micronesia. It is Australia that stands out as the Pacific neighbour with the greatest capacity to develop new migration streams. The seasonal worker scheme announced by the Australian Government in August 2008 takes a cautious but valuable step along this path, yet there is scope for further expanding Pacific access by broadening the geographical, temporal and material scope of existing migration arrangements.  相似文献

Both tenderees and tenderers attach much importance to contractor prequalification before bidding because it plays important roles for both and so far the Score Method has been widely used in our country. But the weights in the method are man-made, which may be affected by personality inevitably. In order to avoid this influence, this thesis will introduce another method based on artificial neural network. This thesis expatiates the principle of artificial neural network, and analyzes the characters of prequalification. Then, the author sets up the mathematics model. 本文根据农村家庭联产承包责任制为主的改革取得成功后,随着商品经济的发展,农业出现的兼业问题,论述了初始阶段农村兼业的作用与优点和兼业化农业无法克服的缺陷,以及由兼业化导致农业与粮食生产徘徊与萎缩的可能性.提出了在经济发达区积极发展生产力和适时开展种植业适度规模经营、增加农业物质技术投入、提高农民的科学技术素质等,使务农种粮与务工经商收入相对平衡.是防止农业停滞萎缩和进一步发展农业的根本出路.建议农业规模经营应根据经济、技术发展水平平和劳动力结构的变化状况,因地制宜的发展,并从土地、税收、财政信贷、价格等方面予以保证.  相似文献

Due to very large scale of general contract projects, the scope of projects is always uncertain when the contractor bids and the difference between the planned and actual volumes of projects is very large. If a lump sum contract is used to establish the price, contractors thus must take high risks. The contract price is always high, and both owners and contractors show unwillingness to optimize technology under lump sum contract conditions. Owners are inclined to extend the norm and scope of projects. Such situations may result in additional costs. As a new pricing contract, a target contract fits the situation when project scope is not fully defined or the forecasting risks are high. Such a contract can bring both sides enthusiasm for technology optimization and substantially reduces project cost. Therefore, a target contract is suitable for EPC general contract pricing.  相似文献

【研究目的】在加强土地经营权流转日益成为农村改革和发展重要课题的背景下,分析如何促进农村土地经营权合理流转。【方法】采用文献资料法搜集资料,用调研法、经验总结法等对课题内容进行深入分析研究。【结果】尽管土地经营权流转对于农村经济的发展和产业结构优化具有重要的推动作用,但由于各种主客观因素的作用,目前我国土地经营权的顺利流转仍面临很多障碍。应做好宣传工作,调动基层干部群众进行土地流转的积极性,进而建立健全农地流转的市场机制和正确发挥政府作用来促进农村土地经营权流转。【结论】只有充分发挥市场机制的作用和政府方面的服务保障,实现农村服务业的发展创新,才能促进土地经营权的合理流转和农村经济的发展。  相似文献
