价格、价值与稳定的博弈——农村宅基地抵押的多视角分析 总被引:2,自引:0,他引:2
旨在分析不同得益主体对宅基地利用效益追求的侧重点,以三者统一为出发点,思考如何在宅基地产权缺失的背景下,处理国家、金融机构及农户的利益分配问题。利用SPSS 软件,选择二元Logistic模型,采用Wald法,分为3 个层面对不同效益进行量化,并从中选出显著性较高的不同指标。通过对其结果的分析,可以得出以下结论:首先,农户行为具有“理性经济人”的一般特征,但盲目性较大,难以维持稳定发展的趋势;其次,金融机构无法在相关法律法规框架内实现对宅基地抵押的实际操作,同时难以对宅基地进行客观的价值评估;第三,政府需要健全宅基地入市相关法律法规,加大基础设施建设,提升农村土地资产价值,提高农户抵御风险和偿还贷款的能力;第四,破解宅基地抵押入市的切入点应在于法的建立及权的确定。 相似文献

为了检验新农村金融组织--农民资金互助组织,在发放农户贷款过程中关系型贷款技术的运用情况。以苏北L村农村农户调查数据为基础,运用有序Logistic回归模型和多元回归模型检验了是否拥有互助会业务以及业务龄长这两个“软信息”代理变量对农户贷款金额与频率的影响。实证结果显示:农户“软信息”代理变量与农户从资金互助组织获得贷款的金额和频率有显著的正向影响。表明农民资金互助组织在农户贷款决策中使用了以“软信息”为基础的关系型贷款技术,这有利于增加农户贷款的可得性,缓解农户融资难题。 相似文献

The combined housing mortgage loan is different from the pure housing accumulation fund loan and the commercial housing mortgage loan because of the special requests of applicant, gage, term of loan and rate. To study the combined housing mortgage loan, we established a theory model for it. Through this model, we can work out the term of loan, the repayment of capital and interest every year. Then we suggested the current mode of repayment be changed from average repayment to increased repayment by degrees according to the increase of family income. The term of loan can be lessened by this repayment mode. At last, we established a combined housing mortgage loan model containing savings contract loan. There exists the information asymmetry between banks and enterprises that need loan, which can cause the problem of adverse selection. With the symmetry information, banks and enterprises can manage to reach best contracts. However, with the information asymmetry, when banks select the price of loan according to the average risk level of borrowers, the problem of adverse selection appears. Mortgage and guarantee are all very helpful to deal with adverse selection in some sides. For example, guarantee can send a signal to banks that enterprises could be low risky, and mortgage can make highly risky enterprises give up borrowing since it will bear more responsibility for its fail. A form of contract that connects the price of loan with the value of mortgage can help to recognize the style of different borrowers. 相似文献

基于产权理论角度分析中国农地征收中存在的产权弱化问题。经过分析发现,农地产权的弱化导致农地征收的租值消散问题、农地征收定价困难问题与农地产权保护薄弱问题,这些问题都是造成农地征收补偿矛盾的重要原因。因此,中国农地征收可以从建立农地使用权交易市场、建立第三方评估制度、转变政府职能、加强农地产权保护等方面进行农地征收的制度完善,以强化农地产权,解决征地补偿中出现的诸多矛盾和问题。 相似文献

福建省新一轮林改虽已取得了初步的成效,但也面临着一些问题,对林改中存在的主要问题及其对策进行研究具有十分重要的意义。文章运用规范分析与实证分析相结合的方法,指出了当前林改中尚存的林木限额采伐、生态负外部性、资金短缺和规模不经济等问题。对此,不仅要按照“区别对待”和“逐步推进”的思路改革和完善限额采伐管理制度,还要妥善地解决部分分户后的山林被划为公益林问题,并采取约束与激励相结合的措施防范生态负外部性问题。同时,努力拓展多元化的林业筹资渠道,大力发展林业合作经济组织,力争实现规模效益,并注意规范林地使用费的收取和使用,从而实现林改的各项目标。 相似文献
