As tools for improving the sustainability of forest management,criteria and indicator (C&I) frameworks have grown in popularityover the last decade. Such frameworks have been largely derivedfrom top-down approaches to determining critical measures offorest management success. While useful, they fail to capturemany C&I of critical importance to local populations, whoexperience forest management strategies first hand and who havetheir own definitions of sustainability. Using archival materials,our research begins to identify one First Nation's forest valuesand compares these local-level C&I with three well-knownC&I frameworks for sustainable forestry. We demonstratethat local-level definitions can provide additional C&I,as well as additional levels of detail to C&I that theyshare with the national and international frameworks. Both arecrucial to developing strategies for sustainable managementthat meet local as well as broader needs and desires.  相似文献

Abstract

This paper presents different models designed to operationalize the principle of forest sustainability. Concepts such as resource or environmental utilization space, carrying capacity, and critical thresholds are defined. The paper also describes an application of the qualitative and quantitative multicriteria models in assessing forest sus-tainability. Sustainability analysis was done in three stages: Stage 1 involves the development of an appropriate set of criteria and indicators (C&I); Stage 2 involves the use of multicriteria analysis (MCA) models for estimating relative importance of each C&I; and Stage 3 involves the qualitative and quantitative assessment of each C&I. The qualitative model is based on a simple flagging method where C&I elements are evaluated and assigned appropriate flag colors depending on the experts' judgments on their criticality. Similarly, the same set of C&I elements were also evaluated quantitatively using a scaled scoring system. These models were applied in a case study involving a community-managed forest in the Philippines. An assessment team consisting of representatives from various disciplines, local institutions, and local stakeholders was organized and served as the expert team that provided the assessment information used in the analysis. Feedback received from the assessors indicate that the models were found to be useful, transparent, and helpful tools not only in generating relevant sets of C&I, but more importantly, in evaluating these C&I with respect to overall forest sustain-ability.  相似文献

Sustainable Forest Management (SFM) is an integral component of sustainable development. Iran is a Near East country with low forest cover. Iran uses 7 criteria and 65 indicators for regional and national monitoring of forest management. We evaluated the status of SFM in Iran, and a location imaging in its path towards SFM was provided by existing validation data and library references for the Criteria and Indicators (C&I) adopted in the Near East, We identify challenges and opportunities associated with SFM in Iran. Although the information to evaluate the trend of SFM in Iran was incomplete, we compiled some information on the basis of C&I. Comparison of some indicators with the values for the rest of the world revealed that the situation in Iran is very different. Although some indicators revealed a better situation in Iran, Iran lags the rest of the world in the implementation of SFM. Iran, like many countries, is trying hard to find ways to sustainably use its forests. Not all C&I for assessment of SFM in Iran have been determined or defined. However, a consistent and comprehensive framework of criteria and indicators to monitor progress towards SFM is being applied. Defining some C&I is still at an early stage.  相似文献

Policy-makers in most countries now recognise the need to conserve biodiversity, forest productivity and the prosperity of forest dependent communities in the long-term. There is wide recognition of the importance of forested watersheds to hydrological regimes and water quality and the significant cultural, social and aesthetic values of forests. Policies are now directed at achieving sustainable forest management (SFM). Criteria and indicators (C&I) define SFM but obtaining agreement on what SFM is has proven to be a difficult task internationally and nationally. International activities including the work of the International Tropical Timber Organisation (ITTO), the European Union (EU) and the Montreal Process (MP) for temperate and boreal forests outside Europe, have, over the past decade refined C&I for SFM to the point now that there is substantial agreement between them. This paper reviews progress towards defining SFM and shows through a synthesis of the ITTO, EU and MP C&I the emergent consistency in defining SFM. The implication is that there are now sufficiently specific and agreed principles, C&I to guide policy-makers towards SFM. While much work remains to be done to operationalise the C&I, the gap between these agreed criteria and current practice for forest management is so wide that progress can be made within the frameworks while refinement continues.  相似文献

From a conceptual point of view, national forest management standards in Latin American countries have progressed significantly in recent years. Examples include the Costa Rican Standards and Procedures for Sustainable Forest Management and Certification, developed by the National Commission for Forest Certification and in Nicaragua, the National Institute of Forestry proposal of principles, criteria and indicators for sustainable forest management. In line with general approaches worldwide, these national standards primarily focus on the fulfillment of sound forest practice. There is comparatively little emphasis on the assessment of management outcomes or changes in key components of the eco- and social-systems that result from management impacts. Essentially, there is little emphasis on adaptive management, though arguments that management cannot be sustainable if it is not adaptive are persuasive. This study sought to contribute to the development of standards that include elements for adaptive management that define, communicate and evaluate sustainable forest management in Costa Rica and Nicaragua. Elements from the national standards and the CIFOR generic C&I template (predominantly focused on forest management outcomes) were used as a starting point. The basic research process consisted of three phases of evaluation (in-office, desk and field). The evaluations were carried out by multidisciplinary, international groups of experts in forest ecology, management and policy. This study demonstrated the value of forums and workshops that facilitate exchange between forest scientists and policymakers; the innovation and application of a practical, applicable and scientifically based methodology for developing national level C&I; and acceptance of this methodology by key players in the fields of forest management and policy. These experiences and the resulting proposals of C&I for the evaluation of ecologically sustainable forest management are expected to be used as points of reference for future development of forest policy in Costa Rica and Nicaragua, and to contribute to the overall understanding of C&I development processes in the region.  相似文献

Methods to monitor the sustainability of forest management on local to regional scales are currently being developed in Europe, based on Pan-European criteria. However, current approaches to indicator development have several shortcomings. First, they fail to integrate the links among indicators. Second, they do not address the factors giving rise to specific indicator values explicitly. Third, they select indicators with an emphasis on data availability or ease of measurement rather than on informational content. To overcome these problems, we propose using a modelling approach to indicator development. What modelling and indicator development have in common is that they both try to capture the essence of real, complex systems. In this paper, we present an initial attempt to develop indicators for the sustainable management of mountain forests, using a modelling approach. Key issues that make the sustainable management of mountain forests a challenge, such as the poor ability of many stands to fulfil current human needs, are identified. A conceptual model depicting the most relevant system elements and links is described. In contrast to the Pan-European criteria and concept areas of sustainable forest management, which are result-oriented, the elements in the conceptual model are process-oriented. The approach could lead to a better understanding of the factors influencing the decision-making at the management unit level and to the identification of a set of meaningful indicators. To evaluate its full potential, however, a simulation model should be developed based on the conceptual model, and be applied to case studies.  相似文献

Zagros forests are one of the vegetative regions which have been located in the west of Iran. The investigation of sustainable forest management in Zagros is one of the key issues which make us to consider the challenges concerned with the protection of forest resources and socioeconomic problems of local people. Demand for criteria evaluation and indicators for sustainable forest management from local to national level to conduct administrative affairs have been increased. The aim of the present study is to evaluate 7 criteria and 65 sustainable indicators which have been utilized in the Near East. Accordingly, a questionnaire, with its reliability confirmed by experts, was distributed among involved participants. The results indicated that the Cronbach’s alpha coefficient for the questionnaire was 0/729. Then, using DEMATEL model, the sustainability criteria were prioritized and the significant correlation among them determined. Likert scale was also utilized to rank all the indicators, and in terms of their relative weight they were compared with. The result indicated that the most significant criteria were legal, political, and institutional frameworks, and protective functions of forest criterion were the most influential factor. By analyzing the experts’ attitudes, reliance on natural regeneration indicator with the relative weight of 31/15% was the most significant criteria in the region. The existence of number of seed provenance with the relative weight of 9/17% was the least significant role. At the end, 27 verifiers, 25 threshold values, and the most significant indicators in this research were determined.  相似文献

Abstract

Preserved wilderness in Saskatchewan has value to both the users and to non-users. To determine such values, a study of Saskatchewan residents' level of willingness-to-pay (WTP) for wilderness preservation was carried out. Results suggest that 58% of sample non-aboriginal and only 7% of aboriginal respondents were satisfied with the current level of wilderness and wildlife protection in the province. Their reasons for preserving wilderness areas varied but protection of water quality, air quality, and wildlife habitats topped the list. The estimated annual WTP to ensure current wilderness protection prevails was approximately $61 per household for the non-aboriginal sample, and $80 for the aboriginal sample, which amounts to a value of $ 100 per hectare.  相似文献

Forest integrity has been proposed as one conservation endpoint that integrates desirable characteristics such as natural biodiversity, stand structure and continuity. Although its defining criteria are still under discussion, any surrogates must effectively represent or predict their status, and be easier to measure than the criteria themselves. Bryophytes have been proposed as such surrogates, because they are important components of forest integrity, and considerable research indicates that some groups are sensitive to the changes associated with specific forest management regimes. The objectives of this paper are (1) to review the issues in determining indicators of forest integrity, including desirable qualities in such indicators, (2) to review the state of knowledge concerning bryophytes as components of forest integrity (i.e. their responses to forest management practices), and (3) to assess bryophytes as potential indicators of forest integrity, in terms of both qualities desirable in indicators and our understanding of bryophyte response patterns. Although bryophytes possess some characteristics that suggest potential indicator value, many challenges prevent their reliable application. I highlight key areas in which research is required to identify operational bryophyte indicators of forest integrity. Along with a standardized protocol to select and calibrate such indicators, we urgently require strategic research to compile data on undisturbed reference forests on which to base selection of endpoints; species-specific ecological tolerances, with consideration of complex interactions; mechanisms of response to disturbance, with consideration of temporal aspects; population viability thresholds; and recruitment effects on community assembly. Whether we succeed in finding bryophyte indicators of forest integrity, this research would also provide the data to monitor and interpret the integrity of the bryophyte community.  相似文献

Statistically-designed inventories and biodiversity monitoring programs are gaining relevance for biological conservation and natural resources management. Mandated periodic surveys provide unique opportunities to identify and satisfy natural resources management information needs. However, this is not an end in itself but rather is the beginning of a process that should lead to sound decision-making in biodiversity conservation. Forest inventories are currently evolving towards multipurpose resource surveys and are broadening their scope in several directions: (i) expansion of the target population to include non-traditional attributes such as trees outside the forest and urban forests; (ii) forest carbon pools and carbon sequestration estimation; (iii) assessment of forest health; and (iv) inclusion of additional variables such as biodiversity attributes that are not directly related to timber assessment and wood harvesting.There is an on-going debate regarding the role of forest inventories in biodiversity assessment and monitoring. This paper presents a review on the topic that aims at providing updated knowledge on the current contribution of forest inventories to the assessment and monitoring of forest biodiversity conditions on a large scale. Specific objectives are fourfold: (i) to highlight the types of forest biodiversity indicators that can be estimated from data collected in the framework of standard forest inventories and the implications of different sampling methods on the estimation of the indicators; (ii) to outline current possibilities for harmonized estimation of biodiversity indicators in Europe from National Forest Inventory data; (iii) to show the added value for forest biodiversity monitoring of framing biodiversity indicators into ecologically meaningful forest type units; and (iv) to examine the potential of forest inventory sample data for estimating landscape biodiversity metrics.  相似文献

Criteria and indicators (C & I) have proven an essential tool for managers implementing sustainable forest management, but have been less effective for communication with the wider community. We demonstrate a new bottom-up approach to developing socially relevant C & I using social analysis and psychology-based concepts and methods. Our conceptual framework links the concepts of valued attributes and environmental cues with, respectively, criteria and indicators. We illustrate our approach using thirty-six semi-structured interviews of individual members of the general public and of stakeholder groups in Victoria, southern Australia. The interviews included a modified cognitive mapping task to identify attributes of forests valued by the interviewees, as well as cues used by them to know if a valued attribute was present or had changed. Seven broad valued attributes of forests were identified: Natural; Experiential; Productive; Setting; Social/Economic; Learning; and Cultural. Four broad categories of cues were identified: Biophysical; Social/Psychological; Economic; and Management/Planning. Cues were translated into a set of measurable ‘socially relevant’ indicators of forest management. Comparison with existing frameworks revealed some similarities, but that an important component of public evaluations, Experiential and Setting valued attributes, was largely absent from C & I used in Victoria, which are based on the Montreal Process framework. Some socially relevant indicators aligned with existing indicators, but others were poorly represented, particularly sensory indicators that are concerned with subjective experiences of forests. Our approach demonstrates a new way of developing C & I and has a strong conceptual basis that enables more explicit consideration and communication of a comprehensive range of social values and cues in environmental management systems.  相似文献

Community based forestry is seen as a promising instrument for sustainable forest management (SFM) through the purposeful involvement of local communities. Globally, forest area managed by local communities is on the rise. However, transferring management responsibilities to forest users alone cannot guarantee the sustainability of forest management. A monitoring tool, that allows the local communities to track the progress of forest management towards the goal of sustainability, is essential. A case study, including six forest user groups (FUGs), two from each three community based forestry models—community forestry (CF), buffer zone community forestry (BZCF), and collaborative forest management (CFM) representing three different physiographic regions, was conducted in Nepal. The study explores which community based forest management model (CF, BZCF or CFM) is doing well in terms of sustainable forest management. The study assesses the overall performance of the three models towards SFM using locally developed criteria (four), indicators (26) and verifiers (60). This paper attempts to quantify the sustainability of the models using sustainability index for individual criteria (SIIC), and overall sustainability index (OSI). In addition, rating to the criteria and scoring of the verifiers by the FUGs were done. Among the four criteria, the FUGs ascribed the highest weightage to institutional framework and governance criterion; followed by economic and social benefits, forest management practices, and extent of forest resources. Similarly, the SIIC was found to be the highest for the institutional framework and governance criterion. The average values of OSI for CFM, CF, and BZCF were 0.48, 0.51 and 0.60 respectively; suggesting that buffer zone community forestry is the more sustainable model among the three. The study also suggested that the SIIC and OSI help local communities to quantify the overall progress of their forestry practices towards sustainability. The indices provided a clear picture of forest management practices to indicate the direction where they are heading in terms of sustainability; and informed the users on issues to pay attention to enhance sustainability of their forests.  相似文献

Tropical countries face special specific problems in implementing sustainable forest management (SFM). In many countries, questions are raised on whether tropical forests should be publicly, commonly or privately owned and managed in order to enhance sustainability. Other debates also focus on whether small-scale enterprises are better positioned than large-scale industrial concessions to reduce poverty and attain sustainable management. In countries where large tracts of forest are state-owned, concessions are viewed as a means of delivering services of public and collective interest through an association of private investment and public regulation. However, the success of an industrial concession model in countries with large forest resource endowment to achieve multiple goals such as sustainable forest management and local/regional development depends on two critical assumptions. First, forest functions and services should be managed and maintained as public goods. In many cases, additional uses – and corresponding rights – can take place alongside logging activities. Industrial concessions can be more efficient than other tenure models (such as community-based forest management and small-scale enterprises) in achieving SFM, add value to raw material and comply with growing environmental norms. This is especially the case in market-remote areas with low population density and poor infrastructure. Secondly, to achieve these different outcomes, any concession system needs to be monitored and regulated, especially in contexts dominated by asymmetrical information between regulating authorities and concessionaires. New institutional responses have recently been put forward in several countries, providing valuable materials to design a renewed policy mix which associates public and private incentives. This paper provides a survey of the experience of forest concessions in several Central African and South American countries. The concession system is examined in order to clarify the issues involved, the problems encountered, and what can be learned from the shared experience of these countries in the last decade. This paper argues that despite a sometimes patchy record, concessions can help promote SFM so long as they are packaged with a certain number of specific measures.  相似文献

In this article, the development and operationalisation of forestry-wood chain indicators within the frame of sustainability impact assessment are discussed. The analytical framework follows a distinction between indicator definition and selection in a first phase, and a second operational phase of indicator application in terms of interconnecting material flows, calculation of chain performance and utilisation within evaluation components. A clear boundary drawing effort in terms of the development of indicator definitions, related subclasses, and measurement units as well as the creation of conversion factors between indicator values and individual chain stages supports this. Economic, social and environmental indicators have to respond to data collection needs on individual process levels (that correspond to sub-divisions of the forestry-wood chain). For the usage of indicators within evaluation tools, a functional hierarchy has to be provided that supports clear preference elicitation as well as information on related externalities. In total, this paper aims at demonstrating an enhanced spectrum in the use of sustainability indicators, and the challenges that arise from a developing and applying multi-functional indicators in sustainability impact assessment.  相似文献

Numerous efforts around the world are underway to apply the Montreal criteria and indicators to assess the sustainability of temperate and boreal forests. In this paper, we describe a logic-based system for evaluating the sustainability of forests at regional and national levels. We believe that such a system can make evaluation of sustainability more consistent and transparent. This effort also makes two points abundantly clear: (1) a systematic way to organize expert judgment about ecological, economic, social and institutional relationships (here, using ‘fuzzy logic’) is crucial to building such a system and (2) that the structure of this logic-based system reflects a policy framework and a series of decisions about values and what is meant by ‘sustainability’.  相似文献

The UN’s Millennium Development Goals (MDGs) and other regional and national policy commitments have motivated an upsurge of interest in concepts and practical methods for monitoring forest conditions and trends at very wide geographic scales. Two approaches to sustainability assessment at a global level are reviewed here. One consists of monitoring change in forest conditions over time—the so-called Criteria and Indicators (C&I) approach. Another approach compares nations at a given point in time. An example is the Yale Environmental Performance Index (EPI). Both approaches yield insights. It is widely recognized, though, that severe data weaknesses afflict forest information over much of the world. These weaknesses include weak or absent information on wood consumption in many regions, poor area estimates, and weak or absent information on key ecological conditions in forests. The purpose of this essay is to introduce these efforts at global assessment, and to argue that an entirely new discipline is needed to supply the information needed. The focus of this new discipline would be to design an ecologically based set of definitions for forest and related ecosystems, and then to build and implement the optimum combination of satellite measurements, air photo interpretation, and field plot measurements needed to measure world forest resource conditions and trends. Examples of this new approach are already appearing. This argument is addressed to members of the global forest policy community concerned with assessment, and to scientists, technologists, and managers in the many technical fields already engaged on one or another aspect of measuring and monitoring forest conditions at a national and regional scale.  相似文献

The methodologies and operational instruments for the assessment of forest governance are still under development. While there are some advanced initiatives focused on forest governance assessment at international/national scale, there are relatively few at local level. However, assessments of local forest governance would be useful for both policy-makers and practitioners. The paper presents and discusses an original set of indicators to measure the quality of forest governance at local administrative/spatial level and the method used to develop them. A draft list of indicators (mainly process-oriented) has been formulated with respect to seven governance key-dimensions (sustainability, efficiency, effectiveness, participation, transparency, accountability and capacity). This draft list has been tested in two pilot applications (data collection by means of questionnaires). The indicators, which include both dichotomous and continuous variables, can be standardized in a few composite indicators to provide concise information about governance performance. Despite some methodological limitations that need to be further explored, the final set of 78 indicators appears to be a simple and practicable assessment tool, that can be used either for external or internal evaluations. Additional tests are needed to consolidate the tool.  相似文献

The forest-based sector has been at the forefront in operationally implementing the sustainability concept, its associated principles and indicators for sustainable forest management. Several methods have been developed to study environmental impacts of forestry activities, but none of the existing tools address all the dimensions of sustainability along the whole forest wood chain (FWC) in a balanced way. Consequently, the decision was made to develop a tool for sustainability impact assessment (ToSIA), the modelling framework for sustainability impact assessment of FWCs. The objective of the EU Project Eforwood was to develop ToSIA, a decision support tool. Within ToSIA, a FWC is modelled as a number of interconnected processes. For each process, a range of economic, environmental and social indicators and their respective values are calculated, thus representing the three pillars of sustainability. By this method, the multifunctionality of forests can be assessed and supply chains can be compared with respect to sustainability. Sensitivity analysis and scenario techniques can be applied to learn about the effect of expected changes to the structure of the chain, the material flows and the indicator values. In order to provide the tool with information about forest and logging operations, data were collected at two fundamental levels: (1) a regional level with case studies in Scandinavia, Iberia and Baden-Württemberg and (2) a European level with a case study that reflects conditions in the 27 countries of the European Union. This paper describes and details the harvesting and logging processes for the European countries. The results are displayed for each of the three regional case studies as well as aggregated to five principal areas in Europe: Eastern, Northern, Western, Central and Southwest Europe.  相似文献

Voluntary biodiversity protection tools have been adopted for practical use in many countries where non-industrial private forest ownership includes invaluable biodiversity resources. This has created a new kind of decision problem for individual forest owners: they should be able to define their conditions for entering into a biodiversity protection contract including sometimes a predetermined subsidy. This study presents a holding-level method for examining this decision problem. The method is based on utilization of interactive optimization where the possible subsidy has been included in the protection (no treatment) alternative of the examined stand. Generally, interactive optimization means that the landowner pinpoints the best plan by interactively studying and learning the production possibilities of his/her forest holding. Following changes made to the objective function by the forest owner, new solutions are presented for forest owners’ evaluation. If the “No treatments” option is selected in optimization for these areas, the forest owner would benefit more—in the current location of the production frontier and with the current subsidy—from entering into the protection contract than from cutting the specific forest area. In the case study, we demonstrate that the values of the holding-level goals, production possibilities of the planning area and the levels of the subsidy have a significant effect on the optimal decisions relating to biodiversity protection on the stand level.  相似文献
