Despite calls for evidence-based policies, the process of using evidence in forest conservation policy implementation has remained unclear. In this paper, we focus on voluntary conservation and investigate complex ways to use evidence in implementation of the Forest Biodiversity Programme METSO in Finland. Data were collected via nine focus group discussions involving a total of 59 forest conservation stakeholders. Through interpretative qualitative analysis, we found that forest owners' and forest advisers' awareness of the voluntary instrument and the smooth interplay of knowledge types are important factors in implementing voluntary conservation. Knowledge use should be locally bound for policy implementation to be effective. Social relationships enable integrating local knowledge. Forest owners, advisers, authorities and other actors interpret scientific and other knowledges (and simultaneously co-produce new knowledge) in practical action. We conclude that educating forest advisers, informing forest owners, and increasing collaboration can enhance evidence flows from research to practice.  相似文献

The 10th North American Forest Soils Conference was held in Sault Ste. Marie, Canada, 20–24 July 2003. These conferences, held at 5-year intervals since 1958, are intended to provide a forum to discuss and summarize the state of knowledge on selected topics related to forest soils. Approximately 60 papers were presented on a variety of topics related to understanding and managing soils that support forests with particular emphasis given to field research, soil carbon, and site management/classification. We discuss the topics of this conference in relation to earlier ones and conclude that advances are made unevenly and that there is a need for new approaches to investigating many of the topics. We note the change in forest management that has occurred since the first of these conferences and the resulting changes needed in our approach to research and management. The need for interaction of scientists and clientele groups is noted as necessary for development of sound management and research policy. The interaction of scientific disciplines is needed to attack problems that have been difficult to elucidate. The challenge to forest soil scientists is to mesh their scientific interests with the needs of society to obtain the resources needed to advance science and provide information that will improve forest management.  相似文献

ABSTRACT

Despite the growing body of research on ecosystem services and their valuation, Jordan still faces many challenges with integration of ecosystem service concepts into forest sustainability policy and management planning. One major challenge is the incorporation of local communities into policy design, planning, and implementation. This article aims to provide information about the social value of forests’ provisioning and cultural services in a spatial context using Geographical Information Systems (GIS). The study utilizes a new approach to mapping value in rural areas by projecting local forest value from interview data. A value index is created based on indicated importance of services as well as proximity to households, permitting interpolation of value in forested areas between survey points. The resulting maps illustrate ecosystem service “hotspot” areas of significance to planning and management. This mapping technique can be applied in other locations where homes are situated near and within the ecosystems being assessed. The resulting maps serve to inform forest management policy and planning by better integrating communities’ preferences into development and conservation efforts, ensuring more efficient utilization of ecosystem services.  相似文献

Improving communication in the science/policy interface has received increased attention from scientists and policy-makers in recent years. This paper discusses recent science/policy interface literature and reports on the results of two surveys, sent out to forest scientists and forest policy-makers, asking them to evaluate communication in the forest science/policy interface in Europe. The questionnaires are based on a model of the communication process between scientists and policy-makers which was developed for this study, comprising information sources, channels, types and topics of information. The results indicate that policy-makers and scientists largely share the same ideas on how they should communicate with each other. However, the results also show that policy-makers' expectations from science differ from scientists' estimations on what policy-makers consider relevant topics of scientific information. Another result of the study is that scientists and policy-makers give largely the same suggestions for improving communication in the science/policy interface.  相似文献

Summary

Despite an encouraging trend in North America of growing interest across a range of disciplines in non-timber forest products (e.g., this volume), NTFP harvesters' knowledge and practices continue to be poorly understood and undervalued, if not ignored, both by research scientists and forestland policy-makers and managers. This article explores why NTFP harvesting suddenly emerged in North America as an “issue” in the early 1990s. Drawing from a three-year study of chanterelle mushroom harvesters on the Olympic Peninsula Biosphere Reserve (Washington, USA), we discuss a variety of forces which intersected in this period to bring NTFP harvesting to wider attention. Unfortunately, harvesters continue to be excluded as knowledgeable actors in, if not legitimate co-managers of, temperate forest ecosystems, resulting in both passive and active harvester resistance to research and management, a devaluing of local harvesting traditions, and missed opportunities for collaboration. We reluctantly conclude that despite “New Forestry” co-management rhetoric, given existing institutional barriers and positivist scientific categories, NTFP workers will likely remain excluded from active roles in temperate forest research and management-contributing in turn to the ongoing legitimacy crisis of public and private forest management entities.  相似文献

The paper deals with the question of how scientific knowledge is put into practicable action (or rather how it is not put into action) and explains what role communicative processes play in passing on scientific know-how. In the theoretical part, some selected communication models are introduced. Accordingly, scientific findings do not enter practical fields via clearly defined ‘transport routes’ of information. Knowledge tends to be disseminated via network structures of communication. The acceptance and diffusion of knowledge generated by the Austrian ‘Research Initiative Against Forest Decline’ is employed to test the hypotheses derived. Data were collected with a standardised, self-administered questionnaire (249 interviews with managers of forest enterprises and persons working in forest extension services in Austria). The empirical survey shows that the traditional channels of transfer (i.e. scientists and extension services) play only a minor direct role in passing on scientific know-how and putting it into practice. Furthermore, we can see that professional and institutionalised channels are supplemented by informal contacts.  相似文献

Tropical dry deciduous forests provide numerous ecosystem services yet their contribution to agricultural production remains underexplored. We address this research gap by quantifying the broader suite of ecosystem services that support small holder farmers and identifying farmers' knowledge of storm hazard reduction benefits provided by forest fragments in Madagascar. We survey 240 households and interview eight key informants to identify household and community responses in two communities with contrasting forest cover trajectories. Using multivariate statistics, results show a heavy dependence on forests for food and raw materials and a majority of the respondents holding a positive view of hazard mitigation services provided by forest fragments. Education levels, earning an income from forest based tourism and honey production are the only predictors of participation in forest management. Positive view of the hazard reduction benefits derived from forests could be due to external influences or personal observations, and together with barriers to participation in forest management need to be further investigated to better link forest management to reduced hazards risks. These findings are significant for forest management policy, as local knowledge and rationale for decisions are instrumental in the success of decentralized forest management and maintenance of vital forest benefits to farmers.  相似文献

Although the importance of aboriginal knowledge, values and perspectives in sustainable development has been recognised for many decades, worldwide examples exist showing that aboriginal involvement is less then effective. How and where to include aboriginal needs and goals has however been problematic. Ultimately, aboriginal forest values need to be considered with scientific strategies and their role and compatibility with forest conditions needs to be explored. Criteria and indicator (C&I) frameworks can be used as a platform to include community needs and goals in management decisions. This review compares aboriginal forest ecological perspectives defined by Canadian local level C&I frameworks with non-aboriginal local level C&I frameworks to identify their differences at the indicator level. Three major themes mark the differences between aboriginal and non-aboriginal indicators: (1) aboriginal frameworks introduce ecological indicators of cultural importance; (2) there is an aesthetic concern for forest operations especially if they affect cultural owners; and (3) indicators regarding the access to resources are more complex and include the sustainability of the productivity, proximity, integrity and quality of resources used in traditional activities. Results show that First Nation forest sustainability issues are in effect a combination of forest conditions and values. Inclusion of forest values in C&I frameworks is necessary because: (1) aboriginal communities do not dissociate culture from the environment and thus forest values from forest condition, (2) they have an impact on resulting forest management strategies and decisions, and (3) they offer a holistic approach to sustainability issues and a better picture of local environmental contexts.  相似文献

Making forest policies that help bridge from the current situation to a sustainable future requires sound scientific information. Too often, scientific information is available, yet policy makers do not use it. At a workshop in Costa Rica, attendees from the Americas reviewed 16 case studies where forest science influenced forest policies and identified six reasons. Two reasons related to the content of research programs and four to personal characteristics of researchers. Research programs that practice continuous innovation and adaptive management retained their relevancy to policy makers. Market-based and incentive approaches work better than regulatory ones, so economic and social sciences are critical parts of the research portfolio. Key attributes of influential scientists include an understanding of the policy process and how it differs from the science process; a willingness to engage in the policy arena and bear the associated risks; an adeptness at communicating early and often, matching the means and message to various audiences; and a penchant for collaboration that builds the trust essential to influence policy.  相似文献

Forest research has to change in response to the increased interest of society in the management of forest land. The president and the vice president of IUFRO, the Assistant Director-General for Forestry in the FAO and the Past Director-General of CIFOR discuss key issues. IUFRO should become a clearing house for forest research and expertise. Research has to recognize that the culture of forestry has become a culture of conflict. More interdisciplinary and policy research should be added to the strong bio-physical sciences in forestry. We need science to exploit the comparative advantages of local and larger-scale forest management and we need science to bridge the gaps between the traditional and modern pools of knowledge and experience.  相似文献

This paper includes a review of international sustainable forestry development followed by an analysis of forest policies in Bangladesh. There have been four different government forest policies in Bangladesh since 1894. The first two forest policies (1894 and 1955) were exploitative in nature. Most of the regulatory documents were developed during the first two policy periods. The third forest policy instituted in 1979 by the sovereign Bangladesh government had contradictory elements and mutually inconsistent policy statements. It addressed for the first time forestry extension through mass motivation campaign. Current forest policy formulated in 1994 has been considered to be the most elaborate policy in the history of the country. Under this policy, participatory social forestry has been institutionalized in Bangladesh. The analysis shows that, although it is possible to attain the stated policy targets, progress is slow and is blocked on several fronts. A number of identified technical, managerial and logistical problems are hindering policy and program implementation. In addition, corruption contributes to the observed problems. The real strength of Bangladesh forestry is locally based, participatory forestry, co-management of protected areas and highly motivated people who increasingly recognize the need for a healthy forest ecosystem that will provide future economic stability. Because it is the rich homestead forests of Bangladesh that generate the majority of commercial forestry products, it is important that education continues at the grass-roots level. In addition, educated forestry and environment professionals have been identified as the future driving forces towards better, and sustainable, forest management. Results of this study make it clear that Bangladesh and other developing countries are not presently in a position to accept and adopt internationally derived forest policies due to inadequate institutional support, political instability and poor governance. Therefore, along with development of criteria and indicators of sustainable forest management and forest certification, international policy scientists must consider institutional development, professional skill development, identification and adoption of indigenous technology and long-term financial support in developing countries. Without these, all international processes, policies and directives will be of little value and produce few substantive results.  相似文献

This paper examines the process of adaptation of the regional forestry administration in Finland to cross-scale socio-ecological changes in national policies and in the forest ecosystem. Self-organisation and knowledge building are the key elements employed in this case study conducted in the Southern Ostrobothnia Forestry Centre to analyse how the knowledge claims and networks are created in order to implement wood energy development projects. The case study method and the theory of adaptive co-management are found to be useful in explaining and understanding policy implementation and outcomes at the regional and local levels. A wood energy project met the forest, climate change and rural development policy targets by facilitating the establishment of a small heating business producing renewable energy from young forest thinnings. The practical outputs at the local level were energy generation from a renewable source; an increase in the area of young forest management; and increased rural entrepreneurship and employment. The unintentional output was that a new wood market arose. As a result of the case study, a two-level network has been introduced as an adaptive policy implementation practice.  相似文献

This article portrays a case study in Yogyakarta, Indonesia which looks into the dynamic relationship between communities and the effectiveness of the implementation of community-based forest management (CBFM) policies and its programme, and particularly on how local institutions deal with the shifting dynamics of these policies. As there is currently an absence of research in this area, this research therefore focuses on how the local community implements policy, builds relationships with other stakeholders, and strengthens local community institutions.

CBFM has been implemented in Yogyakarta since 1995 and during that time, the central government has been changing the policy for five times. At this point, this article argues that CBFM should rely on local institutions and deal with the shifting dynamics of policies. The terms of institutions can be considered to include formal institutions, such as Constitution, government laws, charters, decrees and statutes, and informal institutions, such as code of conducts, customs, local knowledge and social expectations. Furthermore, in selected communities, it is clear that the local communities can apply their informal institutions as an important component and value of traditional systems and significantly involved in forest management sustainability and establish the formal institutions simultaneously.  相似文献

The interest intermediation system has always attracted the attention of forest policy scientists. However, research on this subject has focused on the national level, despite the fact that forest issues are increasingly prominent on international and European agendas, both in the EU and the Pan-European Process on the Protection of Forests in Europe. Accordingly, the impacts of the globalisation and Europeanisation of forest policy and the peculiarities of multi-level policy processes have not been sufficiently taken into account. This article examines how international forest politics and the integration of national actors in the EU multi-level system of joint decision-making affect national actor constellations. To this end, I draw on the advocacy coalition framework to depict the Austrian forest policy network and its actors’ dispute on forest certification, as well as on hypotheses and empirical results of multi-level governance scholars and on my own preliminary results to investigate the likely effects of the evolving EU forest policy. The discussion provides some hypotheses and indications that national forest policy networks might be subject to significant change.  相似文献

Abstract

Stump extraction for forest health has been carried out operationally in British Columbia (BC) for many years. Emerging bioenergy opportunities plus the anticipated need for more fibre because of reductions in timber supply may increase interest in stump harvesting, but there are numerous environmental, economic and policy barriers that must be overcome first before industrial-scale stump harvesting can be seriously considered in BC. The potential for a future change in practice provides an opportunity to learn from the existing literature and identify knowledge gaps. In this article we review the available literature on stump harvesting from the European Union within the context of BC's forests, economy, biodiversity, environment and policies. We provide recommendations on how the government of BC could move forward if they decide to enable stump harvesting for fibre and bioenergy, including assessment of net economic and carbon benefits and environmental effects, improvements in inventory and the scientific knowledge base needed to support policy and guidance, and investigation of operational enhancements.  相似文献

The weight of much expert forest management opinion is that issues such as climate change can be effectively addressed only if forest policy-making moves from a purely sectoral focus and undergoes a shift to a more integrated multi-issue, multi-sector policy-making process. This is because credible adaptation policies in the sector require greatly enhanced multi-sectoral policy integration if they are to succeed. But this requirement may be beyond the capacity of many countries to deliver. This article explores the integration challenges faced by forest policy-making in Canada and the United States and uses the case of assisted tree migration to probe the reasons for the failure of institutions in both countries to develop and manage better vertical and horizontal integration in a climate change-related forest policy area. The article emphasizes the importance of previous rounds of policy-making or “policy legacies”, which serve to constrain contemporary policy options. It argues that due to the presence of many such legacies, forest policy development will continue to feature incremental adjustments through policy layering and policy drift, processes which limit the prospects for greater integration and better climate change adaptation in this sector.  相似文献

As REDD+ countries are moving towards the implementation phase of their national REDD+ programs, it becomes crucial to better understand what drives deforestation in order to identify policy responses. This however, remains challenging because, while the number of scientific assessments of deforestation drivers is increasing, they often reach diverging conclusions. Deforestation drivers can have long underlying causal chains and take different shapes depending on the perspective that is chosen. As states are the official owners of forests in most African countries, analyzing the perspective of policy makers on deforestation in this context, helps revealing deforestation drivers that are harder to quantify, define and measure with usual proxies. It also potentially allows identifying politically and institutionally feasible deforestation reduction measures.In this paper content analysis is used to assess how African policy makers perceive deforestation drivers. We find that they strongly emphasize the role of institutional and policy drivers. Furthermore, we find that some of the complex issues related to forest governance in general, can be narrowed down to very specific problems. In light of these findings, we will argue that mechanisms and standards have to be found to allow institutional and policy drivers of deforestation to be addressed in the result-based payments phase of REDD+.  相似文献

In this study, we identified the distribution characteristics of a mixed forest of coniferous and broad-leaved trees (a typical forest type in Hokkaido, Japan) using landscape metrics and topographic factors, and attempted to apply this knowledge to examine forest management. This approach provides a new perspective (i.e., the landscape structure) on forest management, which traditionally has been determined on the basis of individual forest stands. We first created a cover type map of the study area by means of aerial photo interpretation. The characteristics of each cover type identified from the photographs were determined using landscape metrics for each cover class. We digitized a forest administrative map (1:20,000 scale) using 20-m contours, and imported this into GIS software to produce a terrain model; on this model, we overlaid the cover types. Our examination of landscape metrics showed that most of the natural forest could be managed similarly. However, our examination of topographic characteristics revealed exceptions (e.g., areas that are difficult to regenerate) that will require particular attention when managing the natural forest. Based on the information we obtained, we proposed a guideline for sustainable forest management. From the land cover map, we proposed an “improved” cover type map to illustrate the development of a high growing stock of forest based on forest management. We compared the current cover map with the “improved” cover map and demonstrated that the improved form would have more significant effects on fauna that do not recognize differences in the proportion of the dominant species types than on those that can recognize these differences. Our results show how the information obtained using landscape metrics and terrain models is an essential tool for various stages of forest management planning.  相似文献
