Environmental and development discourses in China can be categorised into three narrative motifs framing human–nature relationships: peasant, indigenous, and community. Indigenous and community narratives have been widely adopted by environmental NGOs (eNGOs) in China in promoting community‐based natural resource management projects, but there has been very limited critical research on such phenomena. Analysis of socio‐economic change in two ethnic minority communities in Yunnan shows that neither narrative theme is fully internalised by the relevant communities. Instead narratives may be strategically modified or even rejected by local communities. This is due to different agendas being held by local communities and eNGOs, and two factors pertinent to rural China: the incompatibility of concepts of ‘community’ in Chinese and international contexts results in confusion, and a lack of recent territorial and cultural claims by rural communities since the collectivist era makes it difficult to construct the identity of a community. It remains challenging for eNGOs in China to advocate either community or indigenous narratives in contexts of rapid socio‐economic change.  相似文献

Abstract: Chile and New Zealand both depend on their natural resource bases for their exports. This situation characterises the historical condition of the resource periphery. Despite similar processes of globalisation in their fisheries sectors since the 1970s, the ways in which public and private policies and management strategies have been brought to bear on sustaining the resource base differ considerably. In light of the strategic economic agreement between the two countries (and Singapore and Brunei) signed in 2005, these contrasts reveal that multiple options exist for countries in the resource periphery to enhance their national development by working with comparative advantages alongside competitive advantages introduced into the sector. Chile’s explosive growth in aquaculture and its low levels of public and private concern for more sustainable fisheries is contrasted with New Zealand’s more sustainable approach to natural resource management through a range of instruments and commitments. The principal conclusion is that resource periphery producers should capitalise on their natural assets, but only within the context of a sustainable strategy that promotes and enforces responsibility. The current crisis in global capture fisheries is both an opportunity and a warning in this regard.  相似文献

Numerous scholars studying community efforts to (re‐)establish autonomy have begun to focus on the importance of empowerment in the economic, political and cultural spheres. There is a growing understanding that such empowerment can be hastened by affirmative development strategies that build on community assets and capacities rather than attempting to redress – and thereby emphasising – needs or lack. Such development work reflects intertwined currents in contemporary philosophy, influenced by the thought of Friedrich Nietzsche and of Gilles Deleuze. In Taiwan, a recent resurgence in identities among marginalised aboriginal or indigenous peoples (‘Formosans’) has been accompanied by novel approaches to development. This discussion heuristically employs a set of development theories that are essentially variants of ‘asset‐based community development’ (ABCD) to suggest that a focus on affirmation and empowerment has been and can be a key to success in Formosan development initiatives. The paper presents the results of qualitative field research, illuminating three case studies of Formosan development – in Tsou, Tayal and Taroko territories. It argues that Formosan development will benefit from a focus on community capacity, political empowerment and social as well as physical assets, and that to an important degree this has already happened in some communities.  相似文献

The Tonle Sap Lake of Cambodia is one of the most productive ecosystems in the world, supporting millions of small‐scale fisher livelihoods. Women's contributions in these fisheries are often overlooked due to socio‐cultural expectations of roles and responsibilities. This is a crucial omission since climate and anthropogenic influences increasingly threaten lake inhabitants. Addressing these challenges requires the full participation of both men and women who use the lake, thus it is necessary to first understand the social dynamics of these communities. We investigated whether there were differences between men's and women's perceptions of (i) fishing and non‐fishing practices; (ii) power, access and control over fishing resources; and (iii) perceptions towards conservation and conservation areas in Pursat, Cambodia. We interviewed fishers and key informants, and found differences in perceptions of fishing and non‐fishing practices between fishermen and fisherwomen. Men more openly acknowledged unequal power dynamics, access to and control over fishing resources when compared with women. We found contrasting ideas of community fisheries and conservation between men and women, and health and safety challenges they faced in conservation areas. Findings suggest that community perspectives and unequal power relations established specific roles for women that limited their active participation in fisheries management.  相似文献

Abstract: The Se San is an important tributary river basin of the Mekong. In 1993, Vietnam began building the Yali Falls Dam 80 kilometres upstream of the point at which this westward flowing river enters Cambodia. Ninety indigenous communities along the Se San River in two provinces of north‐eastern Cambodia have been impacted severely by flooding, and a dramatically altered hydrological regime that affects fisheries and all other aspects of livelihood, such as river bank agriculture. Since 2000, when the first turbines were commissioned, the affected communities have been increasingly vocal regarding the impacts of Yali and the plans for several more dams on upper reaches of the river. A complex set of actors including non‐governmental organisations, village, district and provincial authorities, national committees in Cambodia and Vietnam, the Mekong River Commission and a range of international players have become involved in a two‐track process, which has nevertheless allowed little space for negotiation over the Se San River on the part of those most directly affected. This case has fundamental implications for governance and conflict management in the Mekong and more widely. The Australian Mekong Resource Centre has been working with local actors to document the Se San case as part of an international project on River Basin Management: a negotiated approach, in support of six cases that involve up‐scaling of grassroots river basin initiatives in Africa, Latin America and Asia. In this article, we illustrate the significance of and problematise negotiation as a socially and politically embedded conflict management principle, with reference to the Se San case.  相似文献

Power has long been recognised as crucial to the sustainability of community development interventions; however, the way in which space affects power relations within such interventions has remained relatively under‐theorised in the development literature. Many practitioners continue to regard power as located centrally and as embedded in particular institutions, networks, knowledge and resources. According to this logic, processes of empowerment involve the redistribution of these resources to marginalised groups through their participation in development interventions such as microfinance and sustainable livelihood initiatives. The danger inherent in such development approaches is that they can discourage the potential for participants to use their own agency by overemphasising an existing lack of resources locally and inadvertently feeding a sense of dependency on formal development interventions initiated by external agencies. This paper suggests that a post‐structural conceptualisation of power as dynamic, multiple and mediated at the local level offers a more productive starting point for thinking about approaches to empowerment. Drawing on data from an action research project designed to initiate community enterprises in a small rural municipality in the Philippines, I suggest how a post‐structural approach to power can be enacted by building on the existing local resources and practices of everyday life.  相似文献

This paper focuses on the ‘the unseen transboundary commons’ of residues, nutrients and mobile matter associated with the annual flood pulse that support Cambodia's inland fisheries. We develop the idea of biophysical geopolitics concentrating on political‐socio‐natures rather than the purely biophysical. In the context of multiple mega‐projects in the Basin, we argue the flood pulse has become increasingly compromised, which is an urgent socio‐ecological security issue facing the Mekong region. Scores of livelihoods are dependent on the hydrological flood pulse via the reproduction of the inland fisheries, and a diversity of wetlands resources. Our paper builds on cross‐comparative research focusing on a geo‐strategic mouth of the Tonle Sap (Chhnok Tru) and a transborder area along the Mekong main‐stream (Stung Treng, Cambodia – Champasak, Laos area). By viewing biophysical matter as becoming trans‐border geopolitical matter, we wish to emphasise the critical socio‐ecological character of the hydrological flood pulse, and the urgency of cumulative spatial and temporal changes affecting diverse wetlands communities. Loss of wild capture fisheries and the more unpredictable flows of the Mekong are signs of an emergent and dangerous era of increasing environmental insecurity.  相似文献

This paper contributes to the limited literature on open government initiatives at the subnational level in developing countries. It examines the motivations of actors in a local government authority to utilize the capabilities of various stakeholders to overcome constraints in cocreating an action plan for open government reforms. This empirical analysis utilized qualitative fieldwork conducted in Sekondi‐Takoradi Metropolitan Assembly, Ghana's third largest local government. The findings demonstrate that a confluence of citizen demand for openness, and willingness within the governance stakeholders, are motivating the pursuit of open government reforms. Viewed through an open innovation framework, we argue that achieving good governance through information transparency, public participation, and accountability reforms is hindered by the institutional environment. Ghana's subnational governments need national level commitment to provide the resources, mandate, and authority to become truly “open.”  相似文献

Abstract: The paper argues that post‐structural political economy (PSPE) offers geography and geographers interesting potential for the development of a style of geographic inquiry that has qualities that may be constitutive of progressive spaces. This new style of inquiry is seen as adding to the repertoire of political strategies and potential geographies of responsibility and extending notions of ethical behaviours. Issues relating to the assemblage of PSPE as a distinctive approach to knowledge production are considered and situated in the Australasian context. Discussion focuses especially on insight about the use of PSPE derived from three illustrative research case studies (a project on learning challenges in sheep meat and dairy supply chain realignment, tensions around fisheries management in New Zealand and an international workshop series on the topic of governmentality). The case studies provide a lens on the socio‐spatial relationships between globalisation and governance and interrogate the value of PSPE for understanding the connections between individual choices, governing practices and the construction of the globalising economy. The PSPE approach if actively incorporated into research processes may have important implications for future relationships between social responsibility, national economic development and globalisation.  相似文献

In building Samoan academic researcher capacity in Samoa, we argue that there is a need to first establish the kind of researcher community advocated by Linda Tuhiwai Smith, and to do so through developing research tools, such as the talanoa and faafaletui, in partnership with researcher capacity‐building initiatives such as the applied postgraduate social and health research methods course (coded PUBX731‐HSA505) run by the Centre for International Health, University of Otago, in partnership with the National University of Samoa. This paper offers a commentary on the talanoa and faafaletui as Pacific research methodologies, and asks what its value might be for researchers in Samoa. It reflects on the learning experiences of staff and students of the applied social and health research methods course in relation to the talanoa and faafaletui as Pacific research methodologies or methods. It concludes that developing Pacific research and researcher capacity in Pacific Island countries, such as Samoa, must include opening up spaces within these communities to critically engage what is Pacific or Samoan or indigenous about these research tools, methods or methodologies, and how they might differ in form or substance from other methods or methodologies.  相似文献

Abstract: Although India's Jharkhand movement resists classification as either an ethnic or an environmental movement, it has, at different times, mobilised clear elements of both with frequently violent outcomes. This paper examines the movement from a political ecology perspective and focuses on violence arising from natural resource‐related grievances, notably land alienation, forest policy and employment from Jharkhand's mines. Drawing from political ecology's emphasis on the need to examine conflict from a range of different spatial scales, the paper emphasises the importance of a micro‐political ecology approach for understanding how locally based conflicts over natural resources can harden into more established grievances that can be mobilised politically as part of a wider and potentially violent protest movement. It is also suggested that micro‐political ecology approaches can assist participatory resource management initiatives in ameliorating local conflicts over access to resources, thus helping to prevent them from escalating into more widespread violence.  相似文献

This paper highlights the evolution of the relations between highlanders and lowlanders that took place in one of the Mekong's riparian eastern territories in Ratanakiri province. It contributes to knowledge and debate on the impacts of landscape transformation and dispossession on indigenous peoples and their culture in upland Cambodia. The first section considers the legacy of the past and emphasises successive attempts of resistance. It contributes to an understanding of why highlanders opted to live in a forest milieu, not isolated from outsiders but careful to maintain some distance. The second section delineates the evolution of the interactions between natural ecosystems and social ecosystems in the changing tributary region. The last section documents major changes that have recently occurred under the guise of development. It questions the remaining possibilities for indigenous people to continue living with dignity in a shrunken territory in the present socio‐political environment. The conclusion proposes research orientations focusing on some neglected dimensions of indigenous cultures dealing with new forms of resistances.  相似文献

The growth of the international migration of health workers in recent decades has taken place in the context of the transnationalisation of healthcare provision as well as of governance and policy responses. This paper examines international policy responses to cross‐border health worker migration in the Asia Pacific region. These include multilateral (global and regional) and bilateral policy agreements, policy dialogue and programmes of action in relation to key issues of ethical recruitment, ‘circular’ migration and labour rights and key themes of health workforce planning and management. The paper brings original new analysis of international datasets and secondary data to bear on the pressing and important questions of what international policy initiatives and responses are at work in the Asia Pacific region, and what these mean for the nature of migration governance in the region. The paper's focus routes the evidence and argument towards current research and policy debates about the relationship between health worker migration, health worker shortages and poor health outcomes. In this, the paper brings new insights into the analysis of the international policy ‘universe’ through its emphasis on multiple and intersecting cross‐border institutions, initiatives and actors operating across different scales. Coherent national and international strategies for integrated health worker migration governance and policy need to incorporate these insights, and the paper considers their implications for current strategies to attain universal health care and improved health outcomes in Asia Pacific and beyond.  相似文献

Abstract: Papua New Guinea, with its heavy dependence on natural resources, limited economic development in the past two decades, poor record of governance and high‐profile separatist conflicts such as the Bougainville civil war, appears to be an exemplar of the ‘Resource Curse’ theory – the notion that natural resources actively undermine economic development. Using a number of examples from a range of scales, this paper argues that what appear to be ‘resource’ conflicts in Papua New Guinea are actually better conceived as conflicts around identity and social relationships. The very different conceptualisation of natural resources in most Melanesian societies – as elements of the social world as much as any external environmental sphere – means that resources become a conduit for local social and political agendas and tensions to be expressed. The nature of traditional conflict in Melanesian societies is discussed as a guide to the better management and resolution of what appear to be ‘resource’ conflicts in Papua New Guinea.  相似文献

Abstract: Local communities are frequently displaced from areas selected for environmental protection. Development of nature‐based tourism, believed to be more environmentally benign than traditional agricultural systems, has been encouraged by governments and national park managers in the hope of providing alternative livelihoods for local people. This paper examines the extent to which indigenous peoples resettled from within one Vietnamese national park have engaged with the nascent tourism industry, thereby providing a perspective on the success of their resettlement, through the eyes of those communities affected. The perspectives of resettled peoples are contrasted with those of villagers who have continued to reside within the national park, using traditional means of survival, along with new initiatives designed to supplement their livelihoods and to reduce their dependence on national park resources for survival. Resettled villagers are unable to survive on agricultural activity alone, tourism has done little to provide an alternate livelihood and the park environment is still threatened by the use of park resources by resettled communities in their struggle to survive.  相似文献

This paper reviews and critiques the literature on family engagement programmes in higher education, from the perspective of issues that may affect the design of programmes serving Native Hawaiian and Pacific Islander students and their families. While there is compelling research suggesting that increasing students' family members' engagement with higher education will benefit students, it is unclear whether the concept of family engagement as it is conceived in western educational contexts can be universally and unproblematically applied in Pacific contexts. Recommendations for best practices in family engagement programme design highlight communication efforts with parents that can be characterised as fundraising and ‘friendraising’, but do not address issues specific to the experiences of under‐represented groups in higher education. Drawing on the literature and experiences of indigenous and other under‐represented students, and incorporating insights from literature on decolonising methodologies, we present considerations for authentic and culturally responsive family engagement for Native Hawaiian and Pacific Islander students, families and communities.  相似文献

Comparative corporate governance has long focused on national models of corporate governance with particular attention paid to the balance of influence between divergent path dependence and convergent global market forces. Within this debate, the Canadian model of corporate governance has received little attention and has long been assumed to be an extension of the U.S. model. An analysis of the corporate geography of Canada demonstrates that the path‐dependent forces of Canada's resource‐dependent economic development remain a principal determinant in contemporary corporate Canada. Continued resource dependence in combination with a system of asymmetric federalism has led to a distinctively multi‐jurisdictional model of corporate governance. As corporate interests are provincially distinct because of the heterogeneous distribution of natural resources and markets across Canada, this model may lead to provincial lock‐in and an associated degree of managerial entrenchment.  相似文献
