Day-labor markets are characterized by chronic instability, low pay, and weak institutional protections against violations of labor standards. In the U.S., worker centers address these conditions through the operation of hiring halls that dispatch workers, set minimum wages, and redress wage theft. Surveys conducted in Seattle in 2012 and 2015 were used to evaluate wage rates, employment rates, and wage theft variables for workers at a worker center and those seeking employment at four informal hiring sites. Worker center members were found to have significantly higher wages, higher employment rates, and lower rates of wage theft than day laborers who search for employment in public spaces.  相似文献

2004年以来各地相继出现了农民工用工短缺的局面。在影响农民进城务工的诸多因素中,工资收入起着决定性作用。本文针对农民工工资问题,对呼兰区农民工工资现状及工资期望值进行调查研究。发现呼兰区农民工的工资存在的主要问题是平均工资水平低于当地社会平均工资;工作时间过长,工资被变相压低以及劳动回报率低。针对存在问题,结合最低工资标准提出了几点建议:企业应参考农民工工资期望,提高工资标准;地方政府应加强对农民工的技能培训。  相似文献

ABSTRACT Since at least 1960, Appalachia has had lower wages, employment rates, and educational attainment than the rest of the country. Using a sample from the Integrated Public Use Microdata Series Census project, the author identifies factors affecting the wage gap between 1970 and 2000. The author finds that increases in educational attainment in Appalachia are counterbalanced by increasing returns to observable and unobservable skill, the decline of the manufacturing industry, and rising wage dispersion, leaving the wage gap for full‐time workers in 2000 at essentially the same levels as 1970.  相似文献

ABSTRACT We demonstrated racial differences in the relationship between migration, location, and predicted wages for young male workers who have changed employers. An Oaxaca decomposition allowed a measuring of the contributions of migration, occupation change, site features, and human capital to the racial wage gap. Migration decreases black–white wage differences, and wage compensation for site attributes favors white householders. Constraints on occupation choice and migration dampen the ability of blacks to improve wages. Because most job changes occur in the first ten years of a career, these results on young workers give important general insights into the origins and persistence of racial wage gaps.  相似文献

The effects on wage growth of management practices applied on public lands in the Northern Forest region of the United States are quantified. A central objective is to determine if the management of public lands for preservationist uses results in lower average wages. This is a frequent claim made by critics of land preservation who argue that preservationist management, by prohibiting resource extraction, causes the composition of employment to shift from high‐wage jobs in resource‐based manufacturing to low‐wage jobs in the service sector. A model of simultaneous employment and net migration growth is estimated with data on non‐metropolitan counties over the period 1990 to 1999 and applied in a recursive relationship to wage growth. In earlier studies, models of this type have typically been specified in levels. Time‐series evidence that supports a preference for growth rates is provided as the form for such models. Exogenous variables in this model include the 1990 shares of the county land base that are publicly owned and managed for preservationist (non‐extractive) uses and multiple (including extractive) uses. It was found that wage growth rates are not significantly affected by the shares of land under either management regime. As well, recent declines in national forest timber sales are found to have no effect on wage growth.  相似文献

ABSTRACT The surge in U.S. wage inequality over the past several decades is now commonly attributed to an increase in the returns paid to skill. Although theories differ with respect to why, specifically, this increase has come about, many agree that it is strongly tied to the increase in the relative supply of skilled (i.e., highly educated) workers in the U.S. labor market. A greater supply of skilled labor, for example, may have induced skill‐biased technological change or generated greater stratification of workers by skill across firms or jobs. Given that metropolitan areas in the U.S. have long possessed more educated populations than non‐metropolitan areas, these theories suggest that the rise in both the returns to skill and wage inequality should have been particularly pronounced in cities. Evidence from the U.S. Census over the period of 1950 to 1990 supports both implications.  相似文献

This paper uses the Longitudinal Research Database (LRD),a unique, detailed, plant‐level database that covers the entire U.S. manufacturing sector in five‐year intervals to examine how the manufacturing sector in Appalachia has evolved over the past thirty years (from 1963 to 1992). The research focuses on three questions:1) Is the Appalachian Region attracting new manufacturing plants at the same rate as the rest of the country? 2) Does Appalachian manufacturing employment exhibit low wage, low productivity characteristics, compared with the rest of the country? 3) Is Appalachia still heavily reliant on branch plants? The results show the manufacturing base of Appalachia in 1992 looks very much the same as it did in 1967. Compared to the rest of the country, Appalachian manufacturing is still more reliant on branch plants and is characterized by lower wage and lower productivity establishments. This result is not due to a lack of entry—manufacturing plant entry rates and manufacturing job formation associated with entrants in Appalachia are only slightly lower than for the U.S. as a whole. Job destruction rates caused by exits are actually lower than in the U.S. as a whole.  相似文献

This paper develops a two‐sector endogenous growth model with a dual labor market caused by the operation of trade unions. Trade unions strive for the extraction of rents from the growth generating imperfectly competitive primary sector. This union behavior results in a non‐competitive wage differential between the primary and secondary (perfectly competitive) sector. How the relationship between growth and unemployment depends on the institutional details of the labor market is analyzed. In general, growth and unemployment are intimately related for two reasons. Unemployment affects the scale of operation of the economy and thereby the growth rate. Growth affects inter‐temporal decisions of workers about where to allocate on the labor market once they are laid off, and thereby it affects equilibrium unemployment.  相似文献

Transformed tobacco plants expressing a rice cysteine proteinase inhibitor (OC‐I) and non‐transformed plants were grown in a controlled environment and subjected to various stresses. Two‐month‐old transformed and non‐transformed plants were exposed for 5 days to drought conditions by withholding watering. High temperature (40 °C) was applied additionally at day 6th for 5 h either individually or in combination with drought. All stress treatments were applied under low (150 μmol m?2 s?1 PPFD) and high light intensity (HL) of 1000 μmol m?2 s?1 PPFD to determine if OC‐I expression might provide protection under combination of stresses usually existing in nature. Drought stress led to diminution in leaf relative water content, photosynthesis inhibition, decrease in chlorophyll content and accumulation of malondialdehyde and proline. Heat stress alone did not affect the plants significantly, but intensified the effect of drought stress. HL intensity further increased the proline content. OC‐I transformed plants grown under low light intensity had significantly higher total superoxide dismutase and guaiacol peroxidase activities as well as their isoforms than non‐transformed control plants under non‐stress and stress conditions. Catalase activity was not highly affected by OC‐I expression. Results indicate that OC‐I expression in tobacco plants provides protection of the antioxidative enzymes superoxide dismutase and guaiacol peroxidise under both non‐stress and stress conditions.  相似文献

Restructuring through foreign outsourcing, whereby greater imports of manufactured inputs substitute for blue‐collar labor, is shown to intensify when industries experience declines in sales. The magnitude of this effect was four to seven times greater in California industries experiencing a 20 percent sales decline from 1987‐1992, relative to those industries whose sales dropped by 5 percent. Foreign outsourcing explains a quarter to two‐fifths of the rise in payroll inequality between blue and white collar workers in California and perhaps five to ten percent of the rise in the remainder of the U.S. Past work linked growing inequality with foreign outsourcing and restructuring with economic downturns. Here, foreign outsourcing is used as an example of a particular efficiency augmenting measure, which occurs predominantly, though not exclusively, in troubled industries.  相似文献

While the possible negative effect of employer‐sponsored health insurance on labor mobility (job lock) has spawned substantial research, little research has considered differences in job lock between rural and urban areas. Job lock might differ in rural areas because of specific features of rural economies, in particular, the thinness of rural labor markets. This paper estimates measures of job lock for rural and urban areas. Parameter estimates suggest that it is larger in rural areas. The results also indicate that nonwage benefits such as retirement plans, paid vacation, and sick pay are more important factors in married rural workers decisions to change jobs while wages are a more important factor in the transition decisions of single urban workers.  相似文献

Using annual surveys of industrial firms in China from 1998 to 2007, this paper applies the non‐linear least squares (NLS) method based on a grid search to analyse the effect of city size on firm total factor productivity (TFP). The results show that overall, the agglomeration effects in large cities, but not selection effects, significantly promote improvement in firm TFP. The optimal agglomeration scales of different industries differ as follows: those of capital‐ and technology‐intensive industries are larger than those of labour‐intensive industries. The agglomeration effects are also robust to different spatial areas without considering administrative boundaries. An inverted U‐shaped relationship exists between firm size and agglomeration effects, while the relationship between firm age and agglomeration effects is U‐shaped. State‐owned firms experience weaker agglomeration effects than non‐state‐owned firms. Cities higher in the administrative hierarchy and those with special economic zones have stronger agglomeration effects. However, cities higher in the administrative hierarchy and those with a larger economic development zone index can provide more resources to increase the survival rate of low‐productivity firms; thus, selection effects are not significant in Chinese cities.  相似文献

We examine the effects of individual plant and local characteristics on explaining survival of manufacturing plants over the last two recessions. We link the establishment‐level Rural Manufacturing Survey to longitudinal establishment employment records (Quarterly Census of Employment and Wages) and examine establishment survival using a Cox proportional hazards model. We find that independent and smaller plants were most likely to survive this period of manufacturing decline (1996–2011) and their survival was more affected by local context than establishments which are part of a multi‐plant firm. Among independent plants, we find that those in metropolitan counties had higher hazard rates despite finding access to local markets being a driver of survival. Plants located in more competitive counties had higher hazard rates.  相似文献

New businesses are highly involved in innovative activity, which enhances worker productivity and leads to increased economic output. This paper investigates the effects of industry concentration on the incidence of new business openings in the 5,504 Maine county‐industries. Empirical findings indicate that new business activity increases with the number of incumbent establishments in a county‐industry and its concentration level relative to the U.S. economy. Model simulations show that raising county‐industries, with no initial industry presence, to concentration levels similar to that of the industry in the U.S. economy results in a 1.7 to 8.9 percent increase in the expected number of business openings over a three‐year period. Empirical results also suggest that industry clusters comprised of young and small establishments are more conducive to new business formation than clusters made up of mature and large companies.  相似文献

The relationship between commuting distances and where people work has been studied for urban contexts in both developed countries and developing countries. However, few studies have examined the situation in rural areas, and none look at commuting distances to non‐farm workplaces in rural areas of developing countries. This paper investigates how commuting distance, and thus accessibility, to local non‐farm work influences non‐farm employment and out‐migration from rural villages in Northeast Thailand. The main issues examined are: (i) the distance that rural residents travel to work in local non‐farm jobs; and (ii) the influence that local non‐farm employment has on the number of outmigrants from rural villages. The study finds: (i) distance between villages and non‐farm work sites impact the number of villagers who are employed in regular wage work; (ii) beyond 20 km villagers are less likely to travel to non‐farm employment using their own means of transportation; and (iii) employment in regular wage work decreases outmigration. The findings from this study contribute to the debates over the drivers of rural out‐migration, rural livelihood changes, and agrarian changes that are taking place in Southeast Asia.  相似文献

This paper examines distance‐based effects of the introduction of a National Basketball Association (NBA) team on establishment‐level sales. Using a unique micro dataset with precise geographic location information and industry detail, we apply spatio‐temporal estimation strategies following Harger et al. and Ahlfeldt and Kavetsos. We build on the literature by focusing on sales activity, a broad measure of economic activity, for industries related to the NBA‐product. Our application considers the relocation of the NBA’s Seattle franchise (Supersonics) to Oklahoma City (Thunder). The results reveal spatially differentiated impacts that would be obscured using data aggregated over space or industry. Specifically, food establishments exhibit increased sales and entertainment establishments exhibit decreased sales relative to establishments in the outer most ring of the study area.  相似文献

In this paper, Ciccone's ( 2002 ) approach is applied to the Spanish case in 2011 but by estimating it using local labor markets (LLMs) instead of NUTS‐2 or NUTS‐3 regions. It is especially relevant in the case of Spain because the NUTS‐3 (provinces) are large regions in comparison with other cases in Europe. From a sample of income taxpayers published by the Spanish Fiscal Studies Institute, we derive figures on average wages by worker on the scale of LLMs. We argue that working at this level of spatial disaggregation is more in line with the idea of externalities from agglomerations, which are generated on a local scale. We can also observe intra‐regional heterogeneity and how the urban wage premium changes along the entire distribution of cities, including small‐medium size urban areas or rural areas. The empirical analysis is based on several estimation strategies, namely, ordinary least squares, two‐stages least squares, quantile regressions (QR), and instrumental variable quantile regressions (IVQR) estimators; they all find a significantly positive effect of agglomeration in the conditional mean of wages. This result can be estimated along the conditional distribution of wages. According to the QR and IVQR estimates, important variations are found along the distribution.  相似文献

Salinity stress causes ion toxicity and osmotic imbalances, leading to oxidative stress in plants. Arbuscular mycorrhizae (AM) are considered bio‐ameliorators of saline soils and could develop salinity tolerance in crop plants. Pigeonpea exhibits strong mycorrhizal development and has a high mycorrhizal dependency. The role of AM in enhancing salt tolerance of pigeonpea in terms of shoot and root dry weights, phosphorus and nitrogen contents, K+ : Na+, Ca2+ : Na+ ratios, lipid peroxidation, compatible solutes (proline and glycine betaine) and antioxidant enzyme activities was examined. Plants were grown and maintained at three levels of salt (4, 6 and 8 dSm?1). Stress impeded the growth of plants, led to weight gain reductions in shoots as well as roots and hindered phosphorus and nitrogen uptake. However, salt‐stressed mycorrhizal plants produced greater root and shoot biomass, had higher phosphorus and nitrogen content than the corresponding uninoculated stressed plants. Salt stress resulted in higher lipid peroxidation and membrane stability was reduced in non‐AM plants. The presence of fungal endophyte significantly reduced lipid peroxidation and membrane damage caused by salt stress. AM plants maintained higher K+ : Na+ and Ca2+ : Na+ ratios than non‐AM plants under stressed and unstressed conditions. Salinity induced the accumulation of both proline and glycine betaine in AM and non‐AM plants. The quantum of increase in synthesis and accumulation of osmolytes was higher in mycorrhizal plants. Antioxidant enzyme activities increased significantly with salinity in both mycorrhizal and non‐mycorrhizal plants. In conclusion, pigeonpea plants responded to an increased ion influx in their cells by increasing the osmolyte synthesis and accumulation under salt stress, which further increased with AM inoculation and helped in maintaining the osmotic balance. Increase in the antioxidant enzyme activities in AM plants under salt stress could be involved in the beneficial effects of mycorrhizal colonization.  相似文献

To assess development potential of small business, this research examines the age and size characteristics of nonmetropolitan firms and the contribution of business ‘births,’‘deaths,’ expansions, and contractions to job growth. Analysis of data derived from the federal‐state unemployment insurance program in Georgia indicates that firms employing fewer than 100 workers account for 44.3 percent of private sector nonfarm employment in nonmetropolitan counties. Overall, the mix of small and large firms remained quite stable over the five year study period. The dynamics of job creation and loss differed dramatically by enterprise size and manufacturing/nonmanufacturing sector. Three segments of the business population contributed most to rural job growth: very small continuing firms, large manufacturing establishments, and non‐manufacturing businesses owned by large enterprises. The paper concludes with a discussion of economic development policies that may enable rural communities to capitalize on these business demographic trends.  相似文献

The North American Free Trade Agreement (NAFTA) will continue to attract political debate as U.S. manufacturing industries adjust in the face of increased import competition and export opportunities. This study applies the specific factors model of production to manufacturing industries in Alabama to examine the pending adjustment. As industrial prices change, there will be small output adjustments in the short run and downward pressure on the wages of production workers. Projected changes in industrial investment will lead to substantial long-run output adjustments.  相似文献
