Abstract  The declaration of marine protected areas (MPAs) in Australia generates much confusion and controversy between government conservation and fisheries agencies, the fishing industry and NGOs. There are fundamental differences between the principles and practices underpinning the implementation of MPAs and fisheries management. This paper analyses the interactions between these two approaches to natural resource management and highlights the difficulties in integrating them effectively. The major challenges for governments are: poor cooperation between fisheries and conservation agencies; in principle inconsistencies between allocation of fishing rights by fisheries agencies and loss of these rights through MPA declaration; re-allocation of resources between user groups through spatial zoning; lack of fisheries expertise in conservation planning, and inappropriate single-species/single-issue approach to fisheries management. As fisheries agencies are now considering developing their own MPAs as tools for fisheries management, the need to address inconsistencies between conservation and fisheries approaches to the spatial management of natural resources increases further. Better collaboration between government agencies and better coordination of their activities would help more effective and less conflicting management of marine resources.  相似文献

极地权益成为新兴的国际关注热点,而开展极地渔业活动并参与极地渔业管理机制构建是实现极地海域"实质性存在"及权益的重要切入点。本文采用对比研究的方法,从渔业管理协议、渔业管理组织、渔业管理理念、与其他国际协议及组织的互动性、以及渔业管理职责等方面分析南北极渔业管理机制中的各项举措,并剖析各自管理举措中的亮点与瓶颈,且以此进一步讨论南北极渔业管理机制的相互借鉴作用。对比研究为南北极渔业管理实践经验提供了交流的平台,同时有助于深刻解析南北渔业管理机制的特色,从而为制定中国极地渔业政策提供相应的背景资料。  相似文献

Climate change is projected to affect the productivity of global fisheries. Management based on maximum sustainable yield (MSY) has been effective at eliminating overfishing in many regions. However, continuing to use yield-maximizing targets under climate-driven changes in productivity can result in higher anthropogenic pressure on populations subject to climate-related stress than maintaining status quo management targets. We demonstrate this effect using a theoretical example and case studies from snow crab in the eastern Bering Sea and a global marine fisheries database. In these examples, the conservation gain (i.e. biomass in the ocean) of maintaining status quo management targets is larger than the small gain in harvest made through climate adaptation in MSY-based management. The aggregate conservation gain of maintaining management targets increases as the harmful impacts of climate change on productivity worsen. Instead of climate-adaptive MSY-based targets, new management tools are needed to balance conservation and food production in ecosystems of populations displaying non-stationary productivity.  相似文献

Marine protected areas (MPAs) have been increasingly proposed, evaluated and implemented as management tools for achieving both fisheries and conservation objectives in aquatic ecosystems. However, there is a challenge associated with the application of MPAs in marine resource management with respect to the consequences to traditional systems of monitoring and managing fisheries resources. The place‐based paradigm of MPAs can complicate the population‐based paradigm of most fisheries stock assessments. In this review, we identify the potential complications that could result from both existing and future MPAs to the science and management systems currently in place for meeting conventional fisheries management objectives. The intent is not to evaluate the effects of implementing MPAs on fisheries yields, or even to consider the extent to which MPAs may achieve conservation oriented objectives, but rather to evaluate the consequences of MPA implementation on the ability to monitor and assess fishery resources consistent with existing methods and legislative mandates. Although examples are drawn primarily from groundfish fisheries on the West Coast of the USA, the lessons are broadly applicable to management systems worldwide, particularly those in which there exists the institutional infrastructure for managing resources based on quantitative assessments of resource status and productivity.  相似文献

Marine protected areas (MPAs) are expected to function simultaneously as biological conservation and fisheries management tools, but empirical evidence linking biodiversity conservation with fisheries benefits is scarce. Around the Medes Islands marine reserve (Spain, NW Mediterranean) patterns of fish catch diversity, catch (CPUE) and income (IPUE) were assessed and the economic value of diversity for local fisheries was explored by combining a Geographic Information System (GIS) analysis with geostatistics.
  • 2. Catch data were derived from the trammel net fleet operating around the MPA to gain information on species diversity, functional diversity, functional redundancy, CPUE and IPUE.
  • 3. Results revealed significant impact of both the fishing prohibition in the MPA and the presence of seagrass beds on diversity metrics, catch and income. Clear differences in functional redundancy in fish assemblages were found within the study area, indicating greater resilience of the fish assemblage against fishing pressure or human impact close to the MPA (?2 km). In contrast, fish assemblages beyond 2 km of the MPA border are more vulnerable to disturbance. High values of diversity, CPUE and IPUE overlapped close to the MPA border and close to seagrass beds.

The spatial approach developed suggests that, in addition to the more commonly studied effect of density‐dependent spillover of adult fish, increased levels of ecological diversity and economic diversity can also result in fisheries benefits of an MPA. Hence, the fishing regulations in and around the Medes Islands marine reserve have shown that biological conservation and fisheries benefits can be complementary in the long‐term, which should be considered in future policies for MPAs or MPA networks.

渔业管理一直是世界各渔业国家所面临的难题。本文首先分析了中国渔业的特点,指出中国的渔业管理比世界上任何国家都更为复杂、更为困难,描述了中国渔业管理的历史沿革和中国渔业政策的发展脉络,指出在中国的渔业发展中渔业政策对渔业生产始终起着指导和推动的作用,认为中国初步形成了以《中华人民共和国渔业法》为基本框架,层次结构完备,措施有力,不断完善和强化的渔业管理制度。然后,介绍了渔业管理的主要理论,梳理了中国学者对渔业管理研究的主要文献,指出中国通过水产养殖支撑不断增长的水产品消费需求,成功解决了水产品需求与资源环境约束之间的矛盾,对减少捕捞野生渔业资源发挥了重大作用。文章归纳了中国渔业管理的主要制度和措施,并对其效果进行综合评述,认为几十年来,特别是改革开放以来,中国不断引进先进的渔业管理理念,促进养殖业、捕捞业、加工流通业、增殖渔业、休闲渔业等五大产业蓬勃发展,渔业生态环境修复力度不断加大,依法治渔能力显著提升;但是由于中国渔业的特点和渔业的复杂性和不确定性,中国渔业仍存在着一些明显的问题。最后,本文根据相关的渔业发展规划,展望了中国的渔业管理将朝着渔业资源总量控制、强化资源保护及生态修复的方向发展。  相似文献

  • 1. Over the past two decades the number of fisheries targeting shark resources has increased dramatically. A combination of factors, including relatively slow growth rate, low fecundity and late age of maturity, result in low recovery rates from exploitation for most shark species. This, in turn, is reflected in the poor record of sustainability of shark fisheries.
  • 2. One of the greatest challenges is to find a way to deal with the substantial levels of shark bycatch taken in many non‐target fisheries. Poor general recording of shark landings and paucity of shark landing data at the species level also undermine the development of effective shark management strategies. 3. This paper reviews the problems that must be faced worldwide if shark resources are to be managed sustainably and lays out a comprehensive set of prioritized management strategies to facilitate the sustainable management of global shark fisheries. It is acknowledged that the majority of sharks are harvested in developing countries and that the management of shark resources in developing and developed countries will need to incorporate different management strategies relevant to local socio‐economic agendas. The management recommendations deal with methods to improve the global regulation of fisheries, ways to improve global conservation ethics and encourage active participation in management, as well as means by which specific management strategies may be implemented.

An essential prerequisite of a sustainable fisheries management is the matching of biologically relevant processes and management action. In fisheries management and assessment, fish stocks are the fundamental biological unit, but the reasoning for the operational management unit is often indistinct and mismatches between the biology and the management action frequently occur. Despite the plethora of population genetic data on marine fishes, to date little or no use is made of the information, despite the fact that the detection of genetic differentiation may indicate reproductively distinct populations. Here, we discuss key aspects of genetic population differentiation in the context of their importance for fisheries management. Furthermore, we evaluate the population structure of all 32 managed marine fish species in the north‐east Atlantic and relate this structure to current management units and practice. Although a large number of studies on genetic population structure have been published in the last decades, data are still rare for most exploited species. The mismatch between genetic population structure and the current management units found for six species (Gadus morhua, Melanogrammus aeglefinus, Merlangius merlangus, Micromesistius poutassou, Merluccius merluccius and Clupea harengus), emphasizes the need for a revision of these units and questions the appropriateness of current management measures. The implementation of complex and dynamic population structures into novel and less static management procedures should be a primary task for future fisheries management approaches.  相似文献

A simple, non‐lethal method for assigning conservation status is proposed based on three conservation classes (favourable, unfavourable/inadequate and unfavourable/bad) to fish species based on their natural population variability. To demonstrate this approach, conservation classes were allocated to three native fish species (brown trout Salmo trutta L., northern Iberian chub Squalius carolitertii (Doadrio), and northern straight‐mouth nase, Pseudochondrostoma duriense (Coelho) based on basic population variables (density and biomass) using a 9‐year dataset (2004–2012) from 15 different sampling sites in Spain. The classification of the population variables into conservation classes was made using previously described nonparametric methods and percentiles categorisation, and the current conservation status of the studied species was established. Temporal trend analyses showed that S. carolitertii experienced a progressive significant decrease during the study period, whereas both S. trutta and P. duriense exhibited weak increases in density. The study exemplifies the need to quantify the natural variability of fish resources to reveal their current conservation status and to determine whether short‐term and long‐term management actions are needed to rehabilitate native fish assemblages. The proposed approach could easily be employed by fisheries managers to monitor the conservational status of other native species.  相似文献

Fisheries have had major negative impacts on marine ecosystems, and effective fisheries management and governance are needed to achieve sustainable fisheries, biodiversity conservation goals and thus good ecosystem status. To date, the IndiSeas programme (Indicators for the Seas) has focussed on assessing the ecological impacts of fishing at the ecosystem scale using ecological indicators. Here, we explore fisheries ‘Management Effectiveness’ and ‘Governance Quality’ and relate this to ecosystem health and status. We developed a dedicated expert survey, focused at the ecosystem level, with a series of questions addressing aspects of management and governance, from an ecosystem‐based perspective, using objective and evidence‐based criteria. The survey was completed by ecosystem experts (managers and scientists) and results analysed using ranking and multivariate methods. Results were further examined for selected ecosystems, using expert knowledge, to explore the overall findings in greater depth. Higher scores for ‘Management Effectiveness’ and ‘Governance Quality’ were significantly and positively related to ecosystems with better ecological status. Key factors that point to success in delivering fisheries and conservation objectives were as follows: the use of reference points for management, frequent review of stock assessments, whether Illegal, Unreported and Unregulated (IUU) catches were being accounted for and addressed, and the inclusion of stakeholders. Additionally, we found that the implementation of a long‐term management plan, including economic and social dimensions of fisheries in exploited ecosystems, was a key factor in successful, sustainable fisheries management. Our results support the thesis that good ecosystem‐based management and governance, sustainable fisheries and healthy ecosystems go together.  相似文献

Wasted fishery resources: discarded by-catch in the USA   总被引:1,自引:0,他引:1  
Fishery by‐catch, especially discarded by‐catch, is a serious problem in the world's oceans. Not only are the stocks of discarded species affected, but entire trophic webs and habitats may be disrupted at the ecosystem level. This paper reviews discarding in the marine fisheries of the USA; however, the type, diversity and regulatory mechanisms of the fisheries are similar to developed fisheries and management programmes throughout the world. We have compiled current estimates of discarded by‐catch for each major marine fishery in the USA using estimates from existing literature, both published and unpublished. We did not re‐estimate discards or discard rates from raw data, nor did we include data on protected species (turtles, mammals and birds) and so this study covers discarded by‐catch of finfish and fishable invertebrates. For some fisheries, additional calculations were required to transform number data into weight data, and typically length and weight composition data were used. Specific data for each fishery are referenced in Harrington et al. (Wasted Resources: Bycatch and discards in US Fisheries, Oceana, Washington, DC, 2005). Overall, our compiled estimates are that 1.06 million tonnes of fish were discarded and 3.7 million tonnes of fish were landed in USA marine fisheries in 2002. This amounts to a nationwide discard to landings ratio of 0.28, amongst the highest in the world. Regionally, the southeast had the largest discard to landings ratio (0.59), followed closely by the highly migratory species fisheries (0.52) and the northeast fisheries (0.49). The Alaskan and west coast fisheries had the lowest ratios (0.12 and 0.15 respectively). Shrimp fisheries in the southeast were the major contributors to the high discard rate in that region, with discard ratios of 4.56 (Gulf of Mexico) and 2.95 (South Atlantic). By‐catch and discarding is a major component of the impact of fisheries on marine ecosystems. There have been substantial efforts to reduce by‐catch in some fisheries, but broadly based programmes covering all fisheries are needed within the USA and around the world. In response to international agreements to improve fishery management, by‐catch and discard reduction must become a regular part of fishery management planning.  相似文献

In Mediterranean European countries, 85% of the assessed stocks are currently overfished compared to a maximum sustainable yield reference value (MSY) while populations of many commercial species are characterized by truncated size‐ and age‐structures. Rebuilding the size‐ and age‐structure of exploited populations is a management objective that combines single species targets such as MSY with specific goals of the ecosystem approach to fisheries management (EAF), preserving community size‐structure and the ecological role of different species. Here, we show that under the current fishing regime, stock productivity and fleet profitability are generally impaired by a combination of high fishing mortality and inadequate selectivity patterns. For most of the stocks analysed, a simple reduction in the current fishing mortality (Fcur) towards an MSY reference value (FMSY), without any change in the fishing selectivity, will allow neither stock biomass nor fisheries yield and revenue to be maximized. On the contrary, management targets can be achieved only through a radical change in fisheries selectivity. Shifting the size of first capture towards the size at which fish cohorts achieve their maximum biomass, the so‐called optimal length, would produce on average between two and three times higher economic yields and much higher biomass at sea for the exploited stocks. Moreover, it would contribute to restore marine ecosystem structure and resilience to enhance ecosystem services such as reservoirs of biodiversity and functioning food webs.  相似文献

The establishment of no‐take marine reserves has been increasingly promoted as a key measure to achieve conservation and sustainability goals in fisheries. Regardless of the wide range of benefits cited, the effectiveness of reserve establishment depends critically on fisheries management outside the reserves. We construct a bioeconomic model of a fishery that allows for the establishment of a no‐take marine reserve and evaluate how the choice of the off‐reserve management target influences the effectiveness of reserve establishment. We evaluate two biomass targets: (i) BMSY or the biomass that produces the maximum sustainable yield (MSY) and (ii) BMEY or the biomass that maximizes the net present value of the returns to fishing. The parameterized model shows that, for a wide range of scenarios, the fishery will be better off in terms of both conservation and economic objectives when the no‐take reserve is established in conjunction with the BMEY target rather than with the BMSY target. Model results further show that the opportunity cost of securing additional fish biomass, in both deterministic and stochastic environments, is lower when the reserve size is increased under the BMEY target. This finding is important because marine reserves have been established as a key measure to restore depleted fish stocks, and the results suggest that this objective can be achieved with lower economic costs in a BMEY managed fishery.  相似文献

  • 1. Circle hooks have rapidly become popular among recreational anglers, based largely on the assumption that their use aids in the conservation of fisheries resources by reducing gut hooking, and hence mortality. In addition, circle hooks are intended to facilitate jaw hooking. Unfortunately, these assumptions have been perpetuated by anecdotal reports with very little rigorous scientific information to support these assertions.
  • 2. A number of recently published, forthcoming, and grey literature reports provide an opportunity to review briefly and synthesize research conducted on circle hooks. We surveyed literature databases and also used questionnaires to solicit information from unpublished or in‐progress circle hook research.
  • 3. Although among studies the results have been quite disparate, overall the mortality rates were consistently lower for circle hooks than J‐style hooks. In addition, circle hooks were more frequently hooked in the jaw, and less frequently hooked in the gut than conventional hook types. There is no doubt that in some marine fisheries, such as tuna, billfish, and striped bass, capture efficiency remains high and injury and mortality rates are drastically reduced. However, in other species (e.g. bluegill), injury can actually be more severe from circle hooks relative to some other hook types. In other species, such as largemouth bass, circle hooks have minimal conservation benefit, but have reduced capture efficiency relative to conventional hook designs.
  • 4. Factors such as hook size, fishing style, fish feeding mode, and mouth morphology all appear to affect the effectiveness of circle hooks. For these reasons, it is difficult to promote the adoption of the use of circle hooks as a panacea for all fish and fisheries. Instead, we recommend that management agencies focus on recommending circle hooks only for instances for which appropriate scientific data exist.
  • 5. The recent interest in circle hooks has been beneficial for stimulating interest and research on the role of hook designs in reducing hooking‐related injury and mortality. We encourage tackle manufacturers to continue to develop new hook designs that have the potential to provide conservation benefit to caught and released fish. This paper provides direction to management agencies and outdoor media for disseminating responsible information to anglers regarding the application of circle hooks for conserving fisheries resources.

Concern about the global state of fisheries and fish resources has highlighted the three primary considerations in fisheries management: sustainable utilisation, economic efficiency and equity in access to resources. We appear to be failing in pursuit of all three goals. Living marine resources are particularly threatened by overfishing, leading to many of the world’s fish stocks being heavily, fully or over exploited. Similarly, the economic diagnosis is that costs of fishing exceeded the value of the world’s catch by about US$ 40 billion at the beginning of the decade. Statistics on equity are less available, but the necessary spread of limited access to fisheries frequently has the greatest impact on the small scale, traditional fisher. This paper considers the reasons underlying the general failure of fisheries management and the solutions that are being proposed. Factors contributing to the problems include high biological uncertainty, conflict between the constraint of sustainability and social and economic priorities, poorly defined objectives, and institutional failures related to access rights and participation in management by the users. These issues point to the real complexity of fisheries management. It is argued that this complexity can be abused by all interest groups to avoid responsibility and to suit their own objectives. It is suggested that there are eight simple principles controlling fisheries management that are generally well‐understood and, if properly considered in fisheries management systems, would lead to improved performances. Responsible management will, however, only be effective if there is a genuine desire to achieve the objectives. Fishing capacity, frequently reflecting dependency of users on fisheries resources, is commonly in excess of the sustainable production of the resources. Excess dependency can preclude the political will to consider alternative strategies and only once it has been overcome, probably requiring solutions borrowed from outside fisheries, is effective management likely to be considered seriously. Thereafter, responsible management requires setting unambiguous objectives and management measures in co‐operation with users and other interest groups. The agreed strategy must be included in legislation to ensure transparency and accountability and to constrain decision‐makers. The performance of the strategy must be monitored and revised as necessary.  相似文献

Fishery ecosystems are complex and influenced by various drivers that operate and interact at different levels and over multiple scales. Here, we propose a holistic methodology to determine the key mechanisms of fisheries, trophodynamics, and environmental drivers of marine ecosystems, using a multilevel model fitted to data on global catch, effort, trophic level, primary production, and temperature for 130 ecosystems from 1950 to 2012. The model describes the spatial‐temporal dynamics of world fisheries very well with a pseudo R2 = 0.75 and estimates the effects of key drivers of fishery production. The results demonstrate the integrative operation of bottom‐up and top‐down regulated trophic interactions at the global level and great variations in their relative importance among different types of ecosystem. The estimation of key drivers’ effects on marine ecosystems provides practical mechanisms for informed ecosystem‐based fisheries management to achieve the sustainable objectives that are consistent with the needs of specific fisheries.  相似文献
