Irrigation policy makers and managers need information on the irrigation performance and productivity of water at various scales to devise appropriate water management strategies, in particular considering dwindling water availability, further threats from climate change, and continually rising population and food demand. In practice it is often difficult to access sufficient water supply and use data to determine crop water consumption and irrigation performance. Energy balance techniques using remote sensing data have been developed by various researchers over the last 20 years, and can be used as a tool to directly estimate actual evapotranspiration, i.e., water consumption. This study demonstrates how remote sensing-based estimates of water consumption and water stress combined with secondary agricultural production data can provide better estimates of irrigation performance, including water productivity, at a variety of scales than alternative options. A principle benefit of the described approach is that it allows identification of areas where agricultural performance is less than potential, thereby providing insights into where and how irrigation systems can be managed to improve overall performance and increase water productivity in a sustainable manner. To demonstrate the advantages, the approach was applied in Rechna Doab irrigation system of Pakistan’s Punjab Province. Remote sensing-based indicators reflecting equity, adequacy, reliability and water productivity were estimated. Inter- and intra-irrigation subdivision level variability in irrigation performance, associated factors and improvement possibilities are discussed.  相似文献

Agricultural water is delivered by open irrigation canals in system of reservoirs with a widespread distribution in South Korea. Traditional irrigation management problems include water distribution systems with less capacity than the peak demand, irregular delivery rates, and low irrigation efficiency and uniformity. It is necessary to strategically compare the estimated irrigation demands with the actual water supplies for decision making in order to maintain the water supply according to the demand. Accurate measurement and monitoring of water distribution systems is essential in order to solve the problems of water efficiency and availability. Auto water level gauges installed at the head and tail sections of each irrigation canal in the Dongjin River were used to measure the discharge during irrigation periods. In this study, we introduced an approach to assess the water delivery performance indicators of the open irrigation canals, which is essential for identifying the key issues for water management improvement. The irrigation efficiencies according to the water delivery performance indicators were measured with an automatic water gauge in the irrigation canals and were calculated from the spatial and temporal distribution of the water supply for the lack of planning in water delivery. The calculated performance indicators are useful to understand the irrigator behavior and general irrigation trends. Analysis of the results yielded insights into possible improvement methods in order to develop water management policies that enable irrigation planners to improve the temporal uniformity and equity in the water distribution.  相似文献

In this work, remote sensing-based assessments of actual evapotranspiration using METRIC integrated with a water balance model provided accurate estimates of irrigation performance. This new methodology was applied and tested in the Genil–Cabra Irrigation Scheme located in southern Spain during the 2004–2005 irrigation season. The performance indicators used, the annual relative irrigation supply (ARIS) and the irrigation water productivity (IWP), required ET input data which were calculated using either METRIC or standard FAO methodology. The new procedure that used METRIC detected overirrigation (ARIS of 1.27) in situations where the ARIS calculated with the standard FAO methodology indicated near-optimal irrigation (ARIS of 0.98). Additionally, the proposed methodology allows the estimation of the volume of applied water at the field scale. Comparisons between the ARIS and IWP values obtained from actual applied water records against those calculated with the new methodology resulted in good agreement. It is concluded that the integration of the METRIC method to calculate actual ET with a water balance model allowed the determination of performance indicators in an irrigation scheme in a reliable and accurate fashion, requiring only very limited information at the field level.  相似文献

This study was conducted on an irrigated area of southern Italy to analyze the current operation of a large-scale irrigation delivery system and the effects of the operation procedures on crop irrigation management and aquifer salinity increase. The area is characterized by relatively high levels of groundwater salinity in the summer that are probably due to intensive groundwater pumping by farmers during periods of peak irrigation demand, with the resulting seawater intrusion. Two alternative delivery schedules, namely the rotation delivery schedule and the flexible delivery schedule, referred to as RDS and FDS, respectively, were simulated using a soil-water balance model under different combinations of crop, soil and climatic conditions. The first set of simulations concerned the farm irrigation management constrained by the rotational delivery used by the local water management organization. The second scenario simulated the farm irrigation schedule most commonly used by growers in the area for maximizing crop yields. Based on crop irrigation management under RDS and FDS, two alternative operational scenarios were also developed at the scheme level and then compared for evaluation. Winter and summer salinity maps of the aquifer were developed by interpolating salinity measurements of the groundwater samples collected during the 2006 irrigation season. From these maps, a close relationship can be inferred among delivery schedule, aquifer exploitation and salinity increase, which justifies the need for implementing FDS that might reduce the groundwater demand for irrigation.  相似文献

This paper presents a framework irrigation managers can use in assessing performance of irrigation, and recommends a specific set of indicators for measuring performance that the authors believe are practical, useful, and generally applicable. Although the primary focus is on the management of canal systems for agricultural production, the paper also discusses indicators that can be used for assessing longer term performance, including physical, economic and social sustainability. Finally, the paper highlights the crucial importance of strategic, as well as operational management performance, and the necessity of having an incentive system that encourages managers to improve performance.  相似文献

The aim of this research was to assess the irrigation performance of the Salihli Right Bank, Salihli Left Bank, Ahmetli, Gokkaya, Turgutlu, Mesir, Sarikiz, Gediz, Menemen Right Bank and Menemen Left Bank Water User Associations (WUAs) in the Lower Gediz Basin in western Turkey, using remote sensing techniques. To reach this aim the performance of the irrigation system for the 2004 irrigation season was determined according to five indicators, namely overall consumed ratio (ep), relative water supply (RWS), depleted fraction (DF), crop water deficit (CWD) and relative evapotranspiration (RET). Potential and actual evapotranspiration parameters used in determining these indicators were estimated according to the Surface Energy Balance Algorithm for Land (SEBAL) method using NOAA-16 satellite images.Seasonal averages of these indicators ranged from 0.59 to 2.26 for ep, 0.47-1.66 for RWS, 0.43-1.31 for DF, 180.5-269.5 mm month−1 for CWD, and 0.61-0.74 for RET. According to the seasonal average values of all the performance indicators, the irrigation performance of all WUAs was usually poor. The performance indicators showed that less irrigation water was supplied to WUAs than was needed. It was concluded that proximity to the source could be an advantage in obtaining water, and that when water was insufficient, groundwater in the crop root area could be used.  相似文献

Irrigation is the dominant user of water worldwide, but provision of potable water and water for industry are higher priorities and give higher social and economic returns. Irrigation will continue to lose water to competing sectors and the productivity of irrigation systems (since food demand continues to grow) remains a central issue in water management. Performance assessment of irrigation has traditionally been difficult when based on field measurements of flows, deliveries and depths over large areas. Furthermore, performance measures have shifted from narrow engineering indicators to broader productivity issues of production achieved per unit of water consumed. Remote sensing, applied to the estimation of evapotranspiration (ET) over large areas, provides analysts of irrigation systems with extraordinary new tools for the objective assessment of consumption and production – constituting a quantum leap in the assessment of irrigation system performance. Awareness and utilisation of these tools is spreading, but important areas remain to be “converted” from traditional approaches that rely on an array of estimated parameters. The next challenge for remote sensing will be to map the frontier between the reliability of the irrigation service and the productivity achieved. Reliability provides the inducement for farmers to invest in higher productivity – to the benefit of themselves and society – and understanding better how the individual maximises profits within an uncertain irrigation environment can provide important guidance to managers and system designers.  相似文献

The irrigation performance of the Office du Niger in Mali, a large-scale rice-based irrigation scheme, was analysed with the use of remote sensing technology. The major advantage of remote sensing derived data over field measured data is that it provides system-wide, spatially distributed and objective information. Four irrigation performance indicators, entirely based on remote sensing, were applied at different organisational levels of the system. The surface energy balance algorithm for land model was applied to high-resolution Landsat images to calculate rice production and water consumption spatially. These maps were used to analyse the productivity of water, the uniformity of water consumption and head-/tail-enders issues at the level of the system, the five administrative zones and smaller management units (casiers). The sustainability of the system was assessed using a long-term time series of the normalised difference vegetation index. The results were discussed and interpreted with the irrigation managers of the Office du Niger. The analysis provided new insights in the performance of the system such as existing head–tail patterns in water consumption and rice yields.  相似文献

We present an innovative approach to explore water management options in irrigated agriculture considering the constraints of water availability and the heterogeneity of irrigation system properties. The method is two-folds: (i) system characterization using a stochastic data assimilation procedure where the irrigation system properties and operational management practices are estimated using remote sensing (RS) data; and (ii) water management optimization where we explored water management options under various levels of water availability. We set up a soil–water–atmosphere–plant model (SWAP) in a deterministic–stochastic mode for regional modeling. The distributed data, e.g. sowing dates, irrigation practices, soil properties, depth to groundwater and water quality, required as inputs for the regional modeling were estimated by minimizing the residuals between the distributions of field-scale evapotranspiration (ET) simulated by the regional application of SWAP, and by surface energy balance algorithm for land (SEBAL) using two Landsat7 ETM+ images. The derived distributed data were used as inputs in exploring water management options. Genetic algorithm was used in data assimilation and water management optimizations. The case study was conducted in Bata minor (lateral canal), Kaithal, Haryana, India during 2000–2001 rabi (dry) season. Our results showed that under limited water condition, regional wheat yield could improve further if water and crop management practices are considered simultaneously and not independently. Adjusting sowing dates and their distribution in the irrigated area could improve the regional yield, which also complements the practice of deficit irrigation when water availability is largely a constraint. This result was also found in agreement with the scenario that water is non-limited with the exception that the farmers have more degrees of freedom in their agricultural activities. An improvement of the regional yield to 8.5% is expected under the current scenario.  相似文献

Two field studies were conducted on the west side of the San Joaquin Valley of California to demonstrate the potential for integrated management of irrigation and drainage systems. The first study used a modified cotton crop coefficient to calculate the irrigation schedule controlling the operation of a subsurface drip system irrigating cotton in an area with saline groundwater at a depth of 1.5 m. Use of the coefficient resulted in 40% of the crop water requirement coming from the groundwater without a loss in lint yield. The second study evaluated the impact of the installation of controls on a subsurface drainage system installed on a 65 hectare field. As a result of the drainage controls, 140 mm less water was applied to the tomato crop without a yield loss. A smaller relative weight of tomatoes classified as limited use, was found in the areas with the water table closest to the soil surface.  相似文献

The aim of this study is to compare the performance between Water User Associations (WUAs) and cooperatives in the Gediz River Basin in Turkey by applying a set of external comparative performance indicators. The indicators allow for the comparison of irrigation performance between the two organisations. Benchmarking indicators were used to best evaluate the differences, achievements and failures. The indicators included fee collection rate, cost recovery, general meeting attendance, irrigation and personnel intensity. The data was collected over a 7-year period from 1997 to 2003, inclusive. The article clearly shows that, with respect to the selected indicators, both WUAs and cooperatives performed well. Personnel intensity is the one area that both organisations could improve upon. Overall, WUAs function better than cooperatives. The findings and conclusions drawn from this research will be beneficial to managers responsible for policy-making decisions for the future attempts on irrigation management.  相似文献

Various indicators are used for evaluating the performance of different aspects of an irrigation system, and assessments also differ in terms of the types of performance indicators used. This paper describes a GIS-based assessment system which utilizes a new concept and evaluated the inadequacy of a widely used Relative Water Supply (RWS) concept to characterize the irrigation delivery performance for a rice irrigation system as the season advances. Development of this GIS-based assessment system resulted in the creation of new indicators, viz., the Rice Relative Water Supply (RRWS), Cumulative Rice Relative Water Supply (CRRWS) and Ponding Water Index (PWI). These indicators were determined from field tests and evaluated in a Malaysian Tanjung Karang Rice Irrigation Scheme (TAKRIS). The RWS concept was found to be inaccurate for characterizing the oversupply condition on irrigation deliveries for rice irrigation; and difficult to correctly quantify the oversupply condition for irrigation supplies. Besides, it was found that the RRWS indicator can distinctly characterize the oversupply condition for RRWS > 1.0 and undersupply condition for RRWS < 1.0 on irrigation delivery for any given period. A value of 1.0 for RRWS indicates an irrigation delivery that matches perfectly the actual field water demand. This study presents a cumulative RRWS plot that provides important information on irrigation supplies for any given time interval for management decisions. An increasing slope in the actual CRRWS curve with CRRWS = 1.0, means that irrigation supply can be slightly curtailed in the next period. On the other hand, if the slope is negative, supply has to be increased. If a computed CRRWS line follows the CRRWS = 1.0 line, it means that irrigation deliveries are perfectly matched with the field water demand. A graphical user-interface was developed for structuring the assessment tool within an ArcGIS platform. The system can instantly provide information on the uniformity of water distribution and the shortfall or excess, and provides vital information in terms of decisions that need to be made for the next period. The system helps to maintain continuous updating of input and output databases on real field conditions. Results are displayed on the computer screen together with color-coded maps, graphs and tables in a comprehensible form. The system is likely to be adopted for evaluating various water allocation scenarios and water management options. It can also be used as an analytical and operational tool for irrigation managers.  相似文献

Irrigation schemes have contributed to the availability of water not only for agriculture but also for domestic use by rural households. In the Uda Walawe irrigation scheme in southern Sri Lanka, irrigation canals are being lined with concrete to save water, meant to enable extension of the irrigated area. The effects of lining on the availability of water for multiple uses were investigated by field measurements of water levels and by an inventory of the perceptions of changed water availability by the population through focus group discussions. From the measurements it was determined that canal seepage provides an important contribution to groundwater recharge. It was estimated that after concrete lining the annual groundwater recharge in the irrigated areas will be reduced by approximately 50%. This saves a substantial amount of water that can be used to extend the irrigation area so more people can benefit from the available irrigation water. However, in the currently irrigated areas lining will have negative impacts by lowering groundwater levels due to a reduction in seepage from canals. This seepage contributes to the recharge of shallow wells used by the population to obtain water for drinking and cooking. The perception of the population was that enough water remains for domestic use. Other changes, such as reduced yields from home gardens were considered to be more important. Despite these negative impacts the expected positive impacts in the extension area justify, from a social equity point of view, concrete lining as a measure to redistribute the available water over the Uda Walawe area.  相似文献

Irrigation performance indicators can helpwater managers to understand how anirrigation scheme operates under actualcircumstances. The new contribution ofremote sensing data, is the opportunity tostudy the crop growing conditions at scalesranging from individual fields to schemelevel. Public domain internet satellitedata have been used to calculate actual andpotential crop evapotranspiration, soilmoisture and biomass growth on a monthlybasis in the Nilo Coelho irrigation scheme,Pernambuco (Brazil). Satellite interpretedraster maps were merged with vector maps ofthe irrigation water delivery system.Monthly values of a minimum list ofirrigation performance indicators for thevarious service units in the pressurizedNilo Coelho scheme were determined. NiloCoelho is a good performing scheme. Theperformance can be improved further if 25%irrigation water is saved from February toJuly. The benchmark figures from thismodern irrigation system are presented forcomparitive analysis with other systems.The acceptable ranges in space and timeare presented. On average, 65% of thelateral pumping units on a monthly basisfall within the acceptable limits ofirrigation performance. Low cost irrigationperformance data based on low resolutionsatellite images (US$ 1/ha) will help themanagement team to focus on specificpumping units, and discuss alternativeirrigation and farm management strategieswith the stakeholders.  相似文献

SIMIS (the FAO Scheme Irrigation Management Information System) is a decision support system that integrates tools and performance indicators to facilitate the planning and management of irrigation schemes. The authors used SIMIS to compute performance indicators in an irrigation scheme in Southern Spain that were used to identify distribution system constraints affecting the flexibility of water deliveries and to identify scheme sectors where deliveries could not meet the predicted crop water demands. Applying SIMIS, the authors and the irrigation scheme manager evaluated measures to overcome the constraints for future irrigation campaigns, and to refine the water orders made every 2 weeks to the basin authority. On the other hand, SIMIS presented limitations to the evaluation of on-demand delivery schedules. To overcome these limitations, an external model, developed outside SIMIS, showed that the current distribution network of the scheme has the capacity to deliver water on-demand only if a slight water deficit is accepted during the peak demand period. The analysis showed that by relaxing the stringency of the quality of operation of on-demand systems, rotation systems may be transformed into on-demand systems without changing their structures. This analysis could also be done using Clément's hypothesis, but doing so resulted in overestimates of the quality of operation and of the relative irrigation supply.  相似文献

A computer simulation model, SWAP93, was used to simulate the soil water balance of sugarcane (Saccharum officinarum L.) over a period of 6 years, in order to develop an efficient irrigation scheduling scheme for Sindh, Pakistan. Given the limitations and inflexibility of the existing warabandi irrigation system, which does not allow on-demand irrigation, only irrigation depth and irrigation interval were varied in order to assess the best irrigation depth/interval combination for sugarcane production. Twelve irrigation treatments were simulated. These treatments were four irrigation amounts (900, 1200, 1650 and 1800 mm) and three irrigation frequencies (7, 10 and 15 days). Three seasons with rainfall totaling less than 20 mm were compared with three seasons of over 200 mm rainfall. Two approaches were used in assessing the irrigation schemes: yield parameters and water management response indicators. Treatment parameters (e.g. irrigation amounts, weather conditions, soil characteristics, etc.) served as input for SWAP93, actual transpiration was calculated and then used in a crop water production function to predict yield and water use efficiency. Additionally, water management response indicators were derived from model outputs, and used to assess the impact of the schemes on soil salinity and water logging. Both these indicators and the yield and water use efficiency indicated that a seasonal total of 1650 mm, applied at a 15-day interval was the best irrigation scheme for the region.  相似文献

The non-uniformity of soils, weather, fields, cropping pattern and canal systems in most surface irrigation schemes makes irrigation water management complex, but optimum performance is important particularly in irrigation schemes with limited water supply. This paper focuses on the performance of irrigation water management during the area and water allocation with a case study of an irrigation scheme in the semi-arid region of India. Often the irrigation managers or authorities of these heterogeneous irrigation schemes also need to deal with different allocation rules. The allocation plans and the corresponding water delivery schedules during the allocation process were estimated with the help of a simulation–optimisation model for different allocation rules based on cropping distributions (free and fixed), water distributions (free and fixed-area proportionate), irrigation depth (full, fixed depth and variable depth irrigation) and irrigation interval (from 14 to 35 days). The performance measures of productivity (in terms of net benefits and area irrigated), equity (in water distribution), adequacy and excess were assessed for these different allocation plans and schedules. These were further compared with the performance measures of the existing rule (fixed depth irrigation at a fixed interval). The analysis revealed that these performance measures are in some cases complimentary and in other cases conflicting with each other. Therefore, it would be appropriate for the irrigation managers to understand fully the nature of the variation in performance measures for different allocation rules prior to deciding the allocation plans for the irrigation scheme.  相似文献

A methodology to assess performance of pressurized irrigation distribution networks is presented, which is based on generation of flow configurations from simulated delivery scenarios, and on subsequent analysis of network operation and delivery achievements. The rationale of the methodology entails simulating the peak-demand flow configurations in the pipe network through a deterministic–stochastic combined agro-hydrological model, and forecasting the delivery performance by means of a hydraulic simulation model and of some specific performance indicators. The agro-hydrological model generates disaggregated information on soil water deficits for all the cropped fields downstream from the delivery hydrants, and forecasts the demand flow hydrographs and irrigation deliveries for the entire service area during peak-demand periods. The simulated-demand flow configurations are then passed on to the hydraulic simulation model, which evaluates the hydraulic performance achievable by the pipe network. The performance analysis is then refined using additional indicators specifically adapted to pressurized irrigation networks. The proposed methodology was applied to a large-scale pressurized irrigation system of southern Italy that is in need of modernization. Results proved the usefulness of the combined use of simulation tools as components of an analytical framework to address modernization and re-engineering of existing irrigation delivery networks, on the basis of targeted delivery performance.  相似文献

针对灌溉水质、土壤安全、经济作物及荒漠植物安全等各项目标,结合灌溉制度、灌水方法、灌溉方式及土壤改良措施等动态因子,就微咸水资源化利用的安全性评价及其指标体系的建立进行了研究,确定了动态安全评价指标体系、评价方法及评价等级并编制了用于微咸水灌溉动态安全性评价的SASI软件。利用该软件对准噶尔盆地南缘莫索湾灌区微咸水农业灌溉的安全性进行了评价。评价结果表明该研究区域内,随着微咸水灌溉年份的增加,棉田土壤及作物虽然仍保持在未受污染的范围内,但污染指数逐渐增大,由此提出改善微咸水灌溉安全状况的措施及建议。  相似文献

This study describes a model named HydroGEN that was conceived for simulating hydrographs of daily volumes and hourly flow rates during peak-demand periods in pressurized irrigation delivery networks with on-demand operation. The model is based on a methodology consisting of deterministic and stochastic components and is composed of a set of input parameters to reproduce the crop irrigation management practices followed by farmers and of computational procedures enabling to simulate the soil water balance and the irrigation events for all cropped fields supplied by each delivery hydrant in a distribution network. The input data include values of weather, crop, and soil parameters, as well as information on irrigation practices followed by local farmers. The resulting model outputs are generated flow hydrographs during the peak-demand period, which allow the subsequent analysis of performance achievable under different delivery scenarios. The model can be applied either for system design or re-design, as well as for analysis of operation and evaluation of performance achievements of on-demand pressurized irrigation delivery networks. Results from application of HydroGEN to a real pressurized irrigation system at different scales are presented in a companion paper (Part II: model applications).  相似文献
