International animal health standards designed to facilitate safe trade in livestock and livestock products are set by the Office International des Epizooties (OIE) under the Sanitary and Phytosanitary Agreement of the World Trade Organization (WTO) and documented in the OIE's Terrestrial Animal Health Code. A core principle of the Code is the need for countries to eradicate important transboundary animal diseases (TADs) to reduce the risk of exporting disease to trading partners. International food safety standards are set by the Codex Alimentarius Commission, administered jointly by the World Health Organization and the Food and Agriculture Organization of the United Nations. The goal of global eradication of most TADs is unachievable for the foreseeable future, other than in the case of rinderpest, and this prevents many countries, especially developing nations, from engaging in international trade under WTO rules. This paper proposes an alternative, commodity-based approach to the formulation of international animal health and food safety standards, based on the fact that different commodities pose very different risks when it comes to the spread of human and animal pathogens. Therefore, the risk mitigation strategies required are equally commodity-dependent. The authors conclude that more focused commodity standards would improve access to international markets for all countries, especially those in the developing world. For this objective to be realised, credible and independent certification is required.  相似文献

Animal production is relevant with respect to farm income and the position of the sector in the market, but also with respect to the quality and safety of products of animal origin, related to public health. Animal production is part of a chain of food production. Therefore, producers have to take consumer expectations and demands in the domains of animal health, welfare and environment into account. A different attitude for production has to be adopted; this attitude can be visualized in good farming practice, GFP, codes. Farmers who focused on quality in its broadest sense need a system supporting them in their management and control of quality risks. Generally speaking, there are three systems for that purpose: GFP, ISO and HACCP. When the hypothesis followed relates to animal health being a feature of quality, or else welfare and environmental issues, then animal health care can be executed following quality control principles. The HACCP concept is well suited for quality control at farm level, involving risk identification and risk management. The on-farm monitoring and surveillance system of critical control points in the animal production process is the most important tool in this procedure. Principles for HACCP application as well as certification fitness of HACCP are elaborated upon. They are illustrated by using salmonellosis in meat-pig farms as objective for an HACCP approach. It is further discussed that, in addition to animal health and quality, animal welfare and environmental issues could also be covered by an HACCP-like system in an integrated manner. Ultimately, the HACCP modules could end up in an overall ISO certification.  相似文献

Mycotoxins are natural contaminants whose presence in food- and feedstuffs cannot be completely avoided. Since several mycotoxins have been associated with and implicated in human and animal diseases there is a need to establish maximum levels, guidelines or action levels for them in some kinds of commodities. International and government authorities in many countries have been investing in mycotoxins research and initiating administrative actions for elaboration of legislation and implementing regulatory measures for the control of mycotoxins. Codex Alimentarius Commission is established international legislation on food and feed. In European Union specific limits and regulations for mycotoxins and other contaminants are constructed under the general Codex standards and based on proposal from European Commission. The legal basis for European Commission became available with the framework Council Regulation (EEC) No 315/93. In this paper, legislation regarding maximum levels for certain mycotoxins in food- and feedstuffs in European Community and other countries were reviewed and discussed.  相似文献

Over 1 billion ornamental fish comprising more than 4000 freshwater and 1400 marine species are traded internationally each year, with 8-10 million imported into Australia alone. Compared to other commodities, the pathogens and disease translocation risks associated with this pattern of trade have been poorly documented. The aim of this study was to conduct an appraisal of the effectiveness of risk analysis and quarantine controls as they are applied according to the Sanitary and Phytosanitary (SPS) agreement in Australia. Ornamental fish originate from about 100 countries and hazards are mostly unknown; since 2000 there have been 16-fold fewer scientific publications on ornamental fish disease compared to farmed fish disease, and 470 fewer compared to disease in terrestrial species (cattle). The import quarantine policies of a range of countries were reviewed and classified as stringent or non-stringent based on the levels of pre-border and border controls. Australia has a stringent policy which includes pre-border health certification and a mandatory quarantine period at border of 1-3 weeks in registered quarantine premises supervised by government quarantine staff. Despite these measures there have been many disease incursions as well as establishment of significant exotic viral, bacterial, fungal, protozoal and metazoan pathogens from ornamental fish in farmed native Australian fish and free-living introduced species. Recent examples include Megalocytivirus and Aeromonas salmonicida atypical strain. In 2006, there were 22 species of alien ornamental fish with established breeding populations in waterways in Australia and freshwater plants and molluscs have also been introduced, proving a direct transmission pathway for establishment of pathogens in native fish species. Australia's stringent quarantine policies for imported ornamental fish are based on import risk analysis under the SPS agreement but have not provided an acceptable level of protection (ALOP) consistent with government objectives to prevent introduction of pests and diseases, promote development of future aquaculture industries or maintain biodiversity. It is concluded that the risk analysis process described by the Office International des Epizooties under the SPS agreement cannot be used in a meaningful way for current patterns of ornamental fish trade. Transboundary disease incursions will continue and exotic pathogens will become established in new regions as a result of the ornamental fish trade, and this will be an international phenomenon. Ornamental fish represent a special case in live animal trade where OIE guidelines for risk analysis need to be revised. Alternatively, for countries such as Australia with implied very high ALOP, the number of species traded and the number of sources permitted need to be dramatically reduced to facilitate hazard identification, risk assessment and import quarantine controls.  相似文献

An increasing number of veterinary laboratories worldwide have obtained or are seeking certification based on international standards, such as the International Organization for Standardization/International Electrotechnical Commission 17025. Compliance with any certification standard or quality management system requires quality documentation, an activity that may present several unique challenges in the case of veterinary laboratories. Research specifically addressing quality documentation is conspicuously absent in the veterinary literature. This article provides an overview of the quality system documentation needed to comply with a quality management system with an emphasis on preparing written standard operating procedures specific for veterinary laboratories. In addition, the quality documentation challenges that are unique to veterinary clinical pathology laboratories are critically evaluated against the existing quality standards and discussed with respect to possible solutions and/or recommended courses of action. Documentation challenges include the establishment of quality requirements for veterinary tests, the use or modification of human analytic methods for animal samples, the limited availability of quality control materials satisfactory for veterinary clinical pathology laboratories, the limited availability of veterinary proficiency programs, and the complications in establishing species-specific reference intervals.  相似文献

From the time of the first modern studies of infectious diseases, by Koch, Pasteur, Theiler and their colleagues, it has been clear that laboratory investigation must be complemented by epidemiologic investigation. The measurement of all aspects of the natural history of a disease in naturally affected populations is necessary if we are to rationally design control regimens. Building upon a historic perspective, this paper presents a view of the present status of epidemiology as it pertains to animal disease control, and presents a view of the merits of expanding the use of this science in future animal disease control programs, internationally, in developed and developing countries. The basis for this view lies in adaptation of principles employed in human infectious disease epidemiology, and principles which guide the organization of international disease control agencies.  相似文献

Throughout human history, livestock producers have relied on a vibrant international exchange of genetic resources to achieve improvements in the quality and productivity of their animals. In recent years, however, some observers have argued that changes in the legal, technological, and economic environment now imply that international exchanges of animal genetic resources (AnGR) systematically benefit rich countries at the expense of poor countries. It is argued that international flows of AnGR are displacing the indigenous animal genetic resources of developing countries, and also that the genetic wealth of the developing world is being expropriated by rich countries.In reaction, there have been growing calls for limitations and/or barriers to the exchange of animal genetic resources. These discussions, however, seem to be based on limited information about the magnitude and direction of current trade flows in AnGR. This paper offers an analysis of AnGR trade flows from 1990 to 2005. The paper draws on national-level data from 150 countries that reported information to the United Nations Statistics Division. Three major trade categories were evaluated: live cattle and pigs for breeding, and cattle semen.Over the period studied, Europe and North America were the primary exporters of genetic resources for the species evaluated. OECD countries accounted for 98.7, 92.5, and 95% of cattle semen, live cattle, and swine exports in 2005, respectively. In evaluating the direction of trade between developed (North) and developing (South) countries, North–North trade had the largest magnitude, followed by North–South, South–South, and South–North. The data do not support the notion that Southern genetic resources are being used on a large scale in the North. We believe that importation from South to North is limited by the vast discrepancies in production efficiency and production systems between countries in the North and South.Given the low volume of South–North exchange, it seems doubtful that sufficient revenues could be acquired through a “benefit-sharing mechanism” to have any substantial impact on in situ or ex situ conservation efforts, or to generate benefits for poor livestock keepers in developing countries. We question whether global agreements or restrictions on trade will achieve the desired goal of conserving rare breeds and threatened genetic resources. We also doubt whether these agreements will succeed in improving the well-being of the poor. We suggest that resources instead be urgently employed for conservation and that more direct measures should be taken to aid poor farmers, ranchers, and herders in their efforts to conserve genetic resources.  相似文献

During the last one-and-one-half decades, FARAD has established an unparalleled compilation of residue and pharmacokinetic information for veterinary species. In order to fulfill its mission, FARAD has become as much a research project as an educational one. Pressing problems, such as disease-altered kinetics, minor-species drug use, and industrial contaminants in livestock, require the new methods of analysis FARAD is developing. The data upon which this work is based can be greatly augmented by participation by other nations. In the United States, it was the cooperation of both academic and regulatory organizations that made the success of FARAD possible. Similar international cooperation can facilitate use of the FARAD model in other countries for the economic benefit of all participants, enhancement of food safety, and promotion of animal welfare.  相似文献

In 1978, Canada was the first country to regulate animal embryo transfer in a manner similar to regulations for artificial insemination. Research has shown that the risk of disease transmission by bovine embryos is minimal therefore regulations are evolving to recognize this potential. The Canadian Embryo Transfer Association plays a key role in regulatory decisions. Importing embryos is based on risk assessment and on the impact of potentially introduced disease agents. Export strategy is based on negotiation of valid conditions, on effective certification of embryos and on full involvement at the international level.  相似文献

Foot-and-mouth disease (FMD) remains one of the most important livestock diseases of the world, given its highly infectious nature, its broad economic impacts on animal wellbeing and productivity, and its implications for successful access to domestic and export markets for livestock and products. The impacts of the disease vary markedly between developed and developing countries, and also within many developing countries. These differences in impact shape some markedly heterogeneous incentives for FMD control and eradication, which become of particular importance when setting priorities for poverty reduction in developing countries. Some consider that the benefits from FMD control accrue only to the better off in such societies and, as such, may not be a priority for investments targeted at poverty reduction. But is that view justified? Others see the control of FMD as a major development opportunity in a globalised environment. In this paper, Brian Perry and Karl Rich summarise the differential impacts of FMD and its control, and link these findings with the growing understanding of how the control of this globally important disease may contribute to the processes of pro-poor growth in certain countries of the developing world.  相似文献

本文汇总了中国海关2010—2017年查获的野生动物及其制品走私案件共4686起,依案件类型及数量等方面对期间的走私形势进行分析,结果表明:野生动物走私案件数量整体显著下降;空运途径的个人携带走私仍较突出;象牙及其制品走私案件数量急剧下降;来源非洲的走私仍处于较高水平。为进一步遏制野生动物及其制品走私,除加强进出境邮件监管外,还应建议来源国提升执法监管能力,并深入开展国际间执法情报交流;对象牙及其制品,尤其需要更广泛的世界范围的禁令。  相似文献

Switzerland has traditionally used a passive disease reporting system for all notifiable diseases. This type of system is not suitable for the documentation of very low prevalences (freedom from disease), sub-clinical cases and non-notifiable diseases. In order to meet the high international standards for animal health surveillance and to fulfil the general need for sound animal health data, Switzerland has evaluated the feasibility of modern monitoring and surveillance concepts. In general, the principle of active surveillance has been acquired and is now being applied whenever possible. In this paper, several examples of Swiss surveillance systems are presented and discussed. They include systematic testing of random population samples, carcase screening at abattoirs and sentinel herd monitoring.  相似文献

Avian influenza presents both challenges and opportunities to leaders around the world engaged in pandemic influenza preparedness planning. Most resource-poor countries will be unable to stockpile antivirals or have access to eventual human vaccines for pandemic flu. Preparedness plans, directed at controlling avian influenza at the source, enable countries simultaneously to promote national and global health, animal welfare and international development. Improving the veterinary infrastructure and capacity of resource-poor countries is one way to prevent potential pandemic flu deaths in resource-rich countries. In this article, Amanda Martinot, James Thomas, Alejandro Thiermann and Nabarun Dasgupta argue that national health leaders need to consider more comprehensive strategies that incorporate veterinary surveillance and improvements in veterinary infrastructure for the control of avian influenza epizootics as part of national pandemic preparedness planning. This, they argue, will require a shift in attitude, from thinking in terms of preparation for an inevitable pandemic to pre-emption of the potential pandemic through prevention measures in the animal population.  相似文献

Fane animal worker training and certification programs are currently not available. Programs are needed for training and certification of farm animal workers in teaching and research facilities at universities and companies and on commercial farms. Consumers support farm animal welfare assurances. Although the focus of this paper is the development of programs for teaching and research institutions, commodity-based assurance programs and laboratory animal worker training programs provide models for future programs that could provide assurance of acceptable farm animal care. The Federation of Animal Science Societies (FASS) training tapes on the use of farm animals in teaching and research are a first step toward the development of a full menu of training products for farm animal care. The FASS Guide for the Care and Use of Agricultural Animals in Agricultural Research and Teaching (Ag Guide) should provide a template for science-based training materials for people who work with farm animals.  相似文献

The agreement on the application of sanitary and phytosanitary measures (SPS agreement) was one of the major products of the GATT's Uruguay round of multilateral trade negotiations, signed in Marrakesh on 15 April 1994. This agreement and others are part of the treaty that established the World Trade Organization (WTO). The WTO superseded the GATT as the umbrella organization for international trade (WTO, 1998a). The SPS agreement's main intent is to provide guidelines and provisions to member countries to facilitate trade while taking measures to protect human, animal or plant life or health. The agreement dictates that all sanitary measures must be scientifically based and not more restrictive than required to avoid the risk identified. The agreement recommends the use of international standards from the World Organization for Animal Health (OIE), Codex Alimentarius (CAC) and the International Plant Protection Convention (IPPC) as the basis for import requirements. If a country chooses to apply more restrictive measures than those in the international standards, it has to justify its position through a risk analysis, thus avoiding the use of sanitary and phytosanitary measures as unjustified barriers to trade. More than ever, veterinary services worldwide are faced with having to fulfill a crucial role in protecting their country's animal health status, provide sound surveillance information on the occurrence of diseases within their territories, and conduct scientifically valid risk analyses to establish justified import requirements. During the past two decades, most countries have experienced resource reduction in their veterinary services. The effect of these policies has been severe, in many cases leading to an inability of veterinary services to conduct their disease prevention and control duties. There is a clear inconsistency between the demands placed on veterinary services and the current level of funding and support they are receiving, particularly in the developing world. This paper analyzes the implications in complying with the SPS agreement and explores the role of veterinary epidemiology in developing viable alternatives that can enhance the veterinary services' ability to perform under the current economic reality. The key provisions of the SPS agreement are regionalization, risk analysis, harmonization, equivalence and transparency. The paper focuses on the contribution of epidemiology in each of these areas in the effective implementation of the SPS agreement.  相似文献
