The judgement of the German Constitutional Court from February the 15th in 2002 allows Moslems to perform ritual slaughter, provided that they can state compelling religious reasons. Animal protection was assessed just as a public interest in contrast to the constitutional rights of religious and professional freedom. However this can not be kept up any more as it is aimed to integrate animal protection into the German constitutional law. The authorities now have the duty to investigate each request for ritual slaughter carefully. This investigation must include a close look at the compelling religious reasons, the expert knowledge of the applicant (which includes stunning methods), the local facilities of the slaughterhouse and which is more for whom the meat is for. It is also important whether the animal is slaughtered for sacrificial or commercial reasons. Furthermore the consequences which threaten the religious community, if their members don't live according to the rules, have to be shown. Electric stunning and the fact that it is accepted by Islamic authorities has also to be pointed out. It seems to be possible to turn down a request for ritual slaughter referring that to the fact that animal protection is aimed to be part of the constitutional law.  相似文献

In a first trial the cortical activity of cattle and sheep was tested using only an electrocorticogram (ECoG). The results showed a shorter phase after sticking or the ritual slaughter cut respectively, until the ECoG disappears in stunned animals. However, considering the time between stunning and the cervical state, the interval until disappearance of the ECoG was prolonged in the stunned animals. The observed time differences, however, are only a tendency and not statistically confirmed. Insofar, concerning animal protection, the different slaughter methods could be regarded equivalent. A second trial was designed in a manner to allow a more exact interpretation of the ECoGs and was completed by measuring visually and somatosensorically evoked potentials. Additionally, in contrast to the first trial, only adult cattle were used here. The results revealed shorter intervals until disappearance of cortical activities when using captive-bolt stunning. Also the variance was much lower in this trial than after ritual slaughter. The mean of the time differences was relatively low (5.5 seconds). It was especially remarkable that after captivebolt stunning absolutely no evoked potentials could be registrated, whereas these potentials lasted for 77 seconds (somatosensorically evoked potentials) and 55 seconds respectively (visually evoked potentials) after the ritual slaughter cut. Thus, after ritual slaughter a nervous conduction was measured up to 126 seconds in the extreme cases. However, from the results obtained it can not be concluded whether or not pain sensitivity occurred in the animals.  相似文献

A report is given on history and procedures of ritual slaughter from the point of view of a Moslem representative. The term sacrifice and the religious meaning of the offering feast are explained on the basis of the Abrahamian tradition. The social aspect of ritual slaughter is that two thirds of the slaughtered animal are given to the poor or served as meal to guests and relatives. One third is saved for the own family only. The Islamic religion acknowledges the responsibility of man for animals as creatures of god whose life and well-being have to be protected, nobody is allowed to subject animals to pain, suffering and damage without a sound reason. The ritual slaughter aims at complete debleeding. Blood is symbol life and soul and the breath of life. It must leave the body completely before consumption because it is not allowed to eat animals alive. Electric stunning is allowed if the animal is unconscious and not dead. The consumption of dead animals is forbidden by religion. It is recommended to introduce more veterinarian expert knowledge in the discussion.  相似文献

An overview of the current European legislation concerning animal welfare is given. The legal requirements concern the housing and care of production animals (poultry, calves and swine), the transport of animals and the killing of animals (not only in slaughterhouses, but also in case of contagious animal disease outbreaks). General information concerning the principles and contents of European pieces of legislation as well as detailed information concerning requirements for individual animal species is given. Furthermore, other elements concerning animal welfare such as castration of piglets, ritual slaughter and animals used for experimental purposes are also reviewed. Finally, some recent initiatives in the field of animal welfare are mentioned and useful links are provided for finding the various legislative acts and additional supportive information.  相似文献

With the introduction of Art. 20 a GG in August 2002 the moral thought of animal protection has become a constitutional principle. Now an accommodation between animal protection on the one hand and with religious freedom (undisturbed practice of religion), the right to free development of personality and the right to free choice an practice of an occupation on the other hand has become necessary. If somebody is able to substantiate a claim because of compelling religious reasons, the appropriate authority has still to grant him a certificate of exemption for ritual slaughtering pursuant to paragraph 4 a Abs. 2 Nr. 2 animal-protection-act. The following text tries to explain the conditions precedent to get a permission in detail. The author affirms, that the authorities are bounded by the law. Studies were made of the behavioural and physiological reactions of cattle undergoing ritual slaughter in the Weinberg holding pen, in which the animal is inverted, and in the American Society for the Prevention of Cruelty to Animals (ASPCA) pen, in which the animal is standing. Behaviour was analysed with reference to the duration of the slaughter procedures by recording activities on an ethogram. Blood samples taken at slaughter were analysed for cortisol levels and haematocrit, and intramuscular pH was measured 45 minutes and 24 hours after slaughter. A wide range of activities was displayed in the ritually slaughtered cattle and these were particularly pronounced in the Weinberg pen. The mean time spent in the Weinberg pen was eight times longer than the time spent in the ASPCA pen. The cortisol and haematocrit values of cattle slaughtered in the Weinberg pen were significantly greater than those of cattle slaughtered in the ASPCA pen or cattle slaughtered conventionally. The results indicate that animals in the Weinberg pen experienced more stress than those in the ASPCA pen.  相似文献

Ever since the middle of the nineteen-eighties electrical stunning of cattle is used in industrial slaughter plants in New Zealand. Today electrical stun boxes operate in export slaughter plants throughout New Zealand. The reversible stun is utilised on the vast majority of slaughtered cattle. The electrical stunning (head only) immediately followed by bleeding is an alternative to ritual slaughter without prior stunning. Throughout the world's islamic community this alternative is widely accepted as Halal.  相似文献

Every slaughter process involves problems as to animal welfare as well as safety aspects and the protection of workers. With poultry these are basically concentrated on electrical stunning. Electrical currents and voltages suitable for stunning slaughter animals are principally also hazardous for man in what respect body resistance is of crucial importance. Potential hazards have to be looked upon as present in spite of existing safety regulations. Comparatively high stunning voltages for poultry recently proposed because of animal welfare considerations have met objections not only from the viewpoint of meat hygienic but workers' safety regulations as well. While the former meanwhile could be overcome the latter still has to be investigated, especially as a regulation on the electrical stunning of poultry is currently being prepared. In this respect the question whether adequate stunning efficiency can be obtained by reducing the voltage and prolonging the time of exposure is of special interest. First preliminary results of such investigations are presented. To ensure workers' safety other related aspects should also be taken into account and examined for improvements.  相似文献

Killing of a vertebrate animal in Germany is allowed or not punishable only if a "reasonable cause" can be identified (Article 17 No. 1 TierSchG). A legal definition of the term "reasonable cause" does not exist. Currently the following definitions of the "reasonable cause" for the killing of equids are accepted: 1. Slaughter (in accordance with the equid pass and waiting periods) reasonable cause: Food production, initiated by the owner's desire. The requirements for slaughter of a sick animal or an emergency slaughter are defined through EU-legislations. 2. Euthanasia (in its original meaning) Reasonable cause: a) Compassion, initiated through medical indication b) scientific purposes (experimental animals) initiated through governmental authorization of a research request c) Epidemiological reasons initiated through veterinary legislative measures. According to the law for the protection of animals (TierSchG) "non curable pain or suffering" is a prerequisite for the killing of an animal because of a medical indication. Presuming an adequate knowledge base of the veterinarian this should leave enough room for an adequate medically reasoned decision. However, both a faulty veterinary explanation of a reasonable cause and an undue delay of the euthanasia (follow Article 17) can lead to an illegal punishable act (severe pain or suffering). Examples of veterinary medical indications for euthanasia will be presented. In addition, the question whether euthanasia can be considered as an alternative to treatment will be discussed. Finally, the more restrictive interpretations of the "reasonable cause" put forth by insurance companies will be explained. Future higher court decisions should lead to an adaptation of the insurance companies' interpretations of the "reasonable cause" to the outline presented above.  相似文献

Data from 970 feedlot steers and bulls were used to evaluate effects of different age end points on the accuracy of prediction models for percentage of retail product, retail product weight, and hot carcass weight. Cattle were ultrasonically scanned three to five times for fat thickness, longissimus muscle area, and percentage of intramuscular fat. Live animal measures of body weight and hip height were also taken during some of the scan sessions. Before development of prediction equations, live and ultrasound data were adjusted to four age end points using individual animal regressions. Age end points represented mean age at slaughter (448 d), mean age at the second-to-last scan before slaughter (414 d), mean age at the third-to-last scan before slaughter (382 d), and an age end point of 365 d. Ultrasound and live animal measures accounted for a large proportion of the variation in the dependent variables regardless of the age end point considered. For all three traits, final models based on independent variables adjusted to earlier ages of 365 and 382 d showed better or at least similar model R2 and root mean square errors than those based on independent variables adjusted to a mean slaughter age of 448 d. Validation of the models using independent data from 282 steers resulted in a mean across-age rank correlation coefficient of .78, .88, and .83 between actual and predicted values of the percentage of retail product, hot carcass weight, and retail product weight, respectively. Mean across-age rank correlation of breeding values for the corresponding traits were .92, .89, and .82. The results of this study suggest that live and ultrasound traits measured as early as 365 d could be used to predict end product traits as accurately as similar measures made before slaughter at age 448 d.  相似文献

Essentially all animal commodity organizations have established quality assurance programs designed to ensure food safety and quality. Most of these programs were originally implemented to address problems with veterinary drug residues. Many of the current programs have or plan to include food safety critical control points with specific guidelines on how to control or reduce pathogen load. The continued focus placed on food safety by today's consumer demands that American producers ensure that their commodities are wholesome, safe, and of high quality in order to remain competitive in the global marketplace. Veterinarians should recognize that it is important to encourage food animal producers to participate in quality assurance programs for their clients' economic health and for food safety and protection of public health. Commodities certified as being produced under good production practices or by producers certified as following a recognized and validated quality assurance program often bring a premium price. Also, some slaughter establishments are beginning to require producers to be certified as practicing under a recognized quality assurance program before animals are accepted for processing. This practice is being driven partially by the demands placed on slaughter establishments by the US Department of Agriculture's implementation of the Pathogen Reduction, Hazard Analysis and Critical Control Point Systems regulation. Regardless of why producer trade association quality assurance programs have come into existence, veterinarians should promote the programs as an excellent mechanism to help ensure everyone's goal of a safe, wholesome food supply.  相似文献

A Monte Carlo simulation model was constructed for assessing the quantity of microbial hazards deposited on cattle carcasses under different pre-slaughter management regimens. The model permits comparison of industry-wide and abattoir-based mitigation strategies and is suitable for studying pathogens such as Escherichia coli O157:H7 and Salmonella spp. Simulations are based on a hierarchical model structure that mimics important aspects of the cattle population prior to slaughter. Stochastic inputs were included so that uncertainty about important input assumptions (such as prevalence of a human pathogen in the live cattle-population) would be reflected in model output. Control options were built into the model to assess the benefit of having prior knowledge of animal or herd-of-origin pathogen status (obtained from the use of a diagnostic test). Similarly, a facility was included for assessing the benefit of re-ordering the slaughter sequence based on the extent of external faecal contamination. Model outputs were designed to evaluate the performance of an abattoir in a 1-day period and included outcomes such as the proportion of carcasses contaminated with a pathogen, the daily mean and selected percentiles of pathogen counts per carcass, and the position of the first infected animal in the slaughter run. A measure of the time rate of introduction of pathogen into the abattoir was provided by assessing the median, 5th percentile, and 95th percentile cumulative pathogen counts at 10 equidistant points within the slaughter run. Outputs can be graphically displayed as frequency distributions, probability densities, cumulative distributions or x-y plots. The model shows promise as an inexpensive method for evaluating pathogen control strategies such as those forming part of a Hazard Analysis and Critical Control Point (HACCP) system.  相似文献

The collection, storage, disposal and processing of slaughterhouse by-products is an important part of veterinary care in regions with intensive animal husbandry and meat production. Transmission of diseases and environmental pollution through an improper and/or incorrect handling of slaughterhouse by-products needs to be prevented. The use of animal by-products as feedstuff could be of economical benefit to slaughterhouses and could add nutritive value to animal feed. As a results of the centralisation and intensification of slaughtering, the amount of slaughter by-products produced at a single location is increasing. Until now, hardly any attention, in practice or in research, has been paid to the collection and disposal of these by-products. There are important socio-economic reasons to increase scientific knowledge about the handling of slaughter by-products. Several animal by-products were contaminated with Salmonella. We also showed that rapid breakdown of amino acids in poultry by-products occurs during storage at 20 degrees C. It is concluded that as far as safety, environmental care and nutritive value of animal by-products is concerned, diversification and separation of slaughter by-product collection, storage, disposal and processing is necessary. Measures at source, the slaughterline, and some technologies are suggested for future use.  相似文献

This research aims to understand the prevalence of religious slaughter practices in Italy. Two different ways of slaughtering animals are identified. Conventional slaughter is performed with prior stunning; kosher slaughter is practiced without stunning. Halal slaughter is performed for most animals without stunning. Halal slaughter with prior stunning is acceptable for 5.90% of small ruminants. For Halal slaughter in Italy, the terms “religious slaughter with stunning” and “religious slaughter without stunning” should be used to differentiate religious slaughter practices, keeping animal welfare in perspective.

Animal epidemics are part of everyday life in animal husbandry, as are the psychosocial effects of the killing/slaughter of animals on the animal keeper. So here we are talking about everyday life observations of concerned people and veterinarians. But now, after the mass slaughter of contaminated animals in conjunction with BSE and MKS, society and the church have taught us to take a much closer look and we now realise that pathological traumatic states are to be considered almost universal concomitant phenomena. Rural families as well as the veterinarians and slaughtering teams involved (Keulungsteams) have to bear the emotional consequences of the circumstances of the loss of these animal for a long time. For the sake of people and the vitalization of the human-animal-relationship the pastoral service ("Kirchlicher Dienst") has initiated an oecumenically organised and specially trained pastoral care task force in Lower Saxony. Its intention is to support the initiation of trauma coverage regarding psycho-religious ways of connectivity at the entrance point of the crisis.  相似文献

Three experiments were conducted with 5 mg Mestranol per animal and die over 70 to 80 days and resulted in daily surplus gains of twelve, 14, and 18 per cent in terminal fattening of Frisian bulls. Also achieved were fodder savings by 1 kg dry matter and energy savings by 0.7 kEFr for each kilogram of gain as well as increase in slaughter weight by 8-9 kg per animal. Those favourable effects were attributed to anabolic and sexual-inhibiting action. A sedative effect on the nervous system is assumed. Combination with CAP failed to give any advantage regarding sexual inhibition and fattening result, but it rather entailed certain shortcomings, such as lower slaughter weight and stronger fat development. The development of an anabolic medicament for veterinary bio-engineering in terms of growth stimulation is suggested.  相似文献

Since the last report there have been major revisions of laws and ordinances. Deliberations on rules of Community law were also continued. On national level, the Act on the Shoeing of Horses amending the Animal Welfare Act and amendments of animal welfare provisions as well as the Deregulation Act were prepared, some of which have meanwhile entered into force. At legislative level, the work on the ratification laws for the Council of Europe conventions (Strasbourg) was concluded in order to enable Germany to adopt the revisions.They include (1) the European Convention for the protection of animals used for experimental purposes and (2) the European Convention for the protection of animals during international transport. At the level of ordinances, the amendment and extension of the Animal Welfare -Farm Animal Husbandry Ordinance are of vital importance for the sections on pig farming and laying hen husbandry. Another section refers to the husbandry of fur animals, on which an ordinance has been submitted to the Bundesrat (German upper house of Parliament). Deliberations on this issue have been adjourned. Drafts of a circus register were prepared to amend the Animal Welfare Act and to adopt a separate ordinance, and they are being discussed with the federal states and associations. Previously,the rules of Community law in the area of animal welfare were adopted as EC directives which the member states had to transfer in national law. This was done by incorporating them into national laws or ordinances, with non-compliance having to be sanctioned. It is the member states' responsibility to establish sanctions. Yet the Commission has introduced a directly operative animal welfare legislation by adopting EC Regulation 1/2005 on the protection of animals during transport. This means that a national implementation is not required. Nevertheless, the establishment of sanctions continues to be the responsibility of the member states. A special authorisation by the legislator is required to be able to impose sanctions based on directly applicable EC law. This is done via the already mentioned Act on the Shoeing of Horses and amendment. To establish sanctions for this Community legislation, a "Sanctions Ordinance" is currently being discussed by the different departments. This way, a link between directly applicable Community legislation and national sanctions is established. At EC level there are currently discussed (1) the "Animal Welfare Action Plan", (2) a draft directive laying down minimum rules for the protection of chickens kept for meat production and (3) preparations for a revision of the directive on the protection of animals used for experimental purposes have become known due to the preparation of a related impact assessment. At the level of international law, the Council of Europe has concluded its work on Annex A of the convention for the protection of animals used for experimental purposes. With regard to the European Convention for the protection of animals kept for farming purposes, the deliberations on fish and fattening rabbits are being continued. There is a discussion on the technical details of the Transport Convention. Since the first animal welfare conference of the International Office of epizootics (OlE) in February 2004 in Paris, two very comprehensive codes on slaughter of animals and on animal transport were adopted.The inclusion of further animal welfare issues into the OIE work programme will be discussed in the next future.  相似文献

Since a case of a veterinarian was reported, who was likely to be infected/intoxicated by Clostridium botulinum during the handling of a diseased animal, tonsils in animals were tested for botulinum neurotoxin and bacterial forms of neurotoxic Clostridium botulinum during routine botulism laboratory examinations including standard samples (intestinal tract and liver) from 48 cattle, 11 horses, and 14 goats. Ten out of 60 samples from tonsils contained free botulinum toxin, and 12 out of 59 were positive for live toxin producing bacteria. In 32 out of 162 intestinal samples toxin was detected. Toxin producing bacteria were found in 37 samples. Eight of 56 liver samples contained free toxin, and 15 out of 43 toxigenic bacteria. Samples from 10 slaughter pigs were all negative, whereas from slaughter cattle tonsils had a high incidence of toxin (7 of 10) or toxigenic bacteria (2 of 8). The results are discussed in the context of effects on animal health and botulism as zoonosis.  相似文献

The Government recently announced that it intends to reject a recommendation by the Farm Animal Welfare Council that all animals should be stunned before slaughter (see VR, April 10, p 446). In this Viewpoint article, Dr Stuart Rosen discusses physiological aspects of Shechita, the Jewish method of religious animal slaughter. He outlines the religious context and describes the act of Shechita. He discusses the scientific literature on the behavioural responses to Shechita as well as neurophysiological studies relevant to the assessment of pain, and concludes that Shechita is a painless and humane method of animal slaughter.  相似文献
