考虑到生态系统状态对渔业的重要影响,渔业生态系统方法(Ecosystem Approach to Fisheries,EAF)把对生态的关注加入渔业管理框架中,并以生态系统管理和渔业管理2个理论为基础,扩展了传统渔业管理的框架:以生态系统健康与人类福利的依存关系为基础,关注多物种管理,均衡生态、人文和制度3个维度的目标,实现渔业的可持续发展。本研究介绍了EAF的由来、定义、基本原则以及功能要素,概述了EAF的实践基础和模型构建的技术路径,对比了EAF与EBFM的异同。虽然EAF的理论和实践仍处于完善和发展阶段,但确为渔业管理的发展方向,介绍EAF对促进我国渔业可持续发展具有重要意义。  相似文献

Model uncertainty in the ecosystem approach to fisheries   总被引:2,自引:0,他引:2  
Fisheries scientists habitually consider uncertainty in parameter values, but often neglect uncertainty about model structure, an issue of increasing importance as ecosystem models are devised to support the move to an ecosystem approach to fisheries (EAF). This paper sets out pragmatic approaches with which to account for uncertainties in model structure and we review current ways of dealing with this issue in fisheries and other disciplines. All involve considering a set of alternative models representing different structural assumptions, but differ in how those models are used. The models can be asked to identify bounds on possible outcomes, find management actions that will perform adequately irrespective of the true model, find management actions that best achieve one or more objectives given weights assigned to each model, or formalize hypotheses for evaluation through experimentation. Data availability is likely to limit the use of approaches that involve weighting alternative models in an ecosystem setting, and the cost of experimentation is likely to limit its use. Practical implementation of an EAF should therefore be based on management approaches that acknowledge the uncertainty inherent in model predictions and are robust to it. Model results must be presented in ways that represent the risks and trade‐offs associated with alternative actions and the degree of uncertainty in predictions. This presentation should not disguise the fact that, in many cases, estimates of model uncertainty may be based on subjective criteria. The problem of model uncertainty is far from unique to fisheries, and a dialogue among fisheries modellers and modellers from other scientific communities will therefore be helpful.  相似文献

Indicators are needed to support the implementation of an ecosystem approach to fisheries (EAF), by providing information on the state of the ecosystem, the extent and intensity of effort or mortality and the progress of management in relation to objectives. Here, I review recent work on the development, selection and application of indicators and consider how indicators might support an EAF. Indicators should guide the management of fishing activities that have led to, or are most likely to lead to, unsustainable impacts on ecosystem components or attributes. The numbers and types of indicators used to support an EAF will vary among management regions, depending on resources available for monitoring and enforcement, and actual and potential fishing impacts. State indicators provide feedback on the state of ecosystem components or attributes and the extent to which management objectives, which usually relate to state, are met. State can only be managed if the relationships with fishing (pressure) and management (response) are known. Predicting such relationships is fundamental to developing a management system that supports the achievement of objectives. In a management framework supported by pressure, state and response indicators, the relationship between the value of an indicator and a target or limit reference point, reference trajectory or direction provides guidance on the management action to take. Values of pressure, state and response indicators may be affected by measurement, process, model and estimation error and thus different indicators, and the same indicators measured at different scales and in different ways, will detect true trends on different timescales. Managers can use several methods to estimate the effects of error on the probability of detecting true trends and/or to account for error when setting reference points, trajectories and directions. Given the high noise to signal ratio in many state indicators, pressure and response indicators would often guide short‐term management decision making more effectively, with state indicators providing longer‐term policy‐focused feedback on the effects of management action.  相似文献

Coral reef fisheries are of great importance both economically and for food security, but many reefs are showing evidence of overfishing, with significant ecosystem‐level consequences for reef condition. In response, ecological indicators have been developed to assess the state of reef fisheries and their broader ecosystem‐level impacts. To date, use of fisheries indicators for coral reefs has been rather piecemeal, with no overarching understanding of their performance with respect to highlighting fishing effects. Here, we provide a review of multispecies fishery‐independent indicators used to evaluate fishing impacts on coral reefs. We investigate the consistency with which indicators highlight fishing effects on coral reefs. We then address questions of statistical power and uncertainty, type of fishing gradient, scale of analysis, the influence of other variables and the need for more work to set reference points for empirical, fisheries‐independent indicators on coral reefs. Our review provides knowledge that will help underpin the assessment of the ecological effects of fishing, offering essential support for the development and implementation of coral reef fisheries management plans.  相似文献

Ecosystem-based fisheries management requires a holistic assessment of fisheries status that integrates fishery ecosystem indicators for several major objectives such as sustainability, biodiversity, habitat quality, and socioeconomic status. Scientists have already paid much attention to the first three objectives and to the development of their indicators. Although there have been some efforts to develop socioeconomic indicators, relatively less attention has been paid to socioeconomic status and the development of its indicators. In addition, the socioeconomic indicators developed to date are not firmly based on economic theory. We (i) discuss the problems with previous approaches to developing socioeconomic indicators; (ii) present theoretical foundations of a multi-attribute utility function (MAUF) approach in developing socioeconomic indicators; (iii) discuss the issues associated with implementing the MAUF approach for fisheries in Alaska; (iv) present, as an example, several socioeconomic indicators developed using the MAUF approach for a fishery off Alaska; and (v) present results from some sensitivity analyses for the form of utility functions and weights. Coral reefs support numerous ornamental fisheries, but there are concerns about stock sustainability due to the volume of animals caught. Such impacts are difficult to quantify and manage because fishery data are often lacking. Here, we suggest a framework that integrates several data‐poor assessment and management methods in order to provide management guidance for fisheries that differ widely in the kinds and amounts of data available. First, a resource manager could assess the status of the ecosystem (using quantitative metrics where data are available and semi‐quantitative risk assessment where they are not) and determine whether overall fishing mortality should be reduced. Next, productivity susceptibility analysis can be used to estimate vulnerability to fishing using basic information on life history and the nature of the fishery. Information on the relative degree of exploitation (e.g. export data or ratios of fish density inside and outside no‐take marine reserves) is then combined with the vulnerability ranks to prioritize species for precautionary management and further analysis. For example, species that are both highly exploited and vulnerable are good candidates for precautionary reductions in allowable capture. Species that appear to be less vulnerable could be managed on a stock‐specific basis to prevent over‐exploitation of some species resulting from the use of aggregate catch limits. The framework could be applied to coral reef ornamental fisheries which typically lack landings, catch‐per‐unit‐effort and age‐size data to generate management guidance to reduce overfishing risk. 可靠的渔业统计制度是渔业管理决策最重要的基础支撑,也是渔业监督管理的重要依据和手段。文章扼要地介绍了《联合国海洋法公约》等国际条约和文件对渔业统计的基本要求、有关国家和我国的渔业统计制度,指出了我国层层上报的全面渔业统计方式已不能适应当前渔业经济体制和管理需求、渔业统计指标体系不完整、难以全面反映渔业实际、统计监督和数据核实制度存在不足、渔业统计数据信息化滞后等问题。建议:(1)严格执行《渔业法》明确规定的捕捞日志制度;(2)规定渔获物只能在限定港口卸载,建立渔获物上报与统计监督制度;(3)逐步实行随船观察员制度;(4)完善立法,提供法律支撑和保障。  相似文献

Fisheries have had major negative impacts on marine ecosystems, and effective fisheries management and governance are needed to achieve sustainable fisheries, biodiversity conservation goals and thus good ecosystem status. To date, the IndiSeas programme (Indicators for the Seas) has focussed on assessing the ecological impacts of fishing at the ecosystem scale using ecological indicators. Here, we explore fisheries ‘Management Effectiveness’ and ‘Governance Quality’ and relate this to ecosystem health and status. We developed a dedicated expert survey, focused at the ecosystem level, with a series of questions addressing aspects of management and governance, from an ecosystem‐based perspective, using objective and evidence‐based criteria. The survey was completed by ecosystem experts (managers and scientists) and results analysed using ranking and multivariate methods. Results were further examined for selected ecosystems, using expert knowledge, to explore the overall findings in greater depth. Higher scores for ‘Management Effectiveness’ and ‘Governance Quality’ were significantly and positively related to ecosystems with better ecological status. Key factors that point to success in delivering fisheries and conservation objectives were as follows: the use of reference points for management, frequent review of stock assessments, whether Illegal, Unreported and Unregulated (IUU) catches were being accounted for and addressed, and the inclusion of stakeholders. Additionally, we found that the implementation of a long‐term management plan, including economic and social dimensions of fisheries in exploited ecosystems, was a key factor in successful, sustainable fisheries management. Our results support the thesis that good ecosystem‐based management and governance, sustainable fisheries and healthy ecosystems go together.  相似文献

Abstract The many risks associated with fisheries management can be attributed to the substantial uncertainties that exist within fishery systems and their numerous possible consequences for fishers and fish stocks. Compounding these risks are the possible disparities between different fisheries professionals on the nature and source of these risks. This paper attempts to categorise the risks as reported by fishery scientists and managers in Australia and along the US Atlantic Coast. Through the use of semi‐structured interview data, this paper attempts to provide a categorisation of the risks identified by fisheries professionals; and to compare the identified risks by professional group and by country. The analysis yields three broad categories and 12 subcategories of risk found in both nations. Results indicate that: (1) fisheries management risks can be broadly categorised through interview data; (2) the frequency of identification of a particular risk category reflects the management system in which they operate; and (3) risk categorisation could be useful from a risk management perspective as risks in different categories may be evaluated and managed using different risk management approaches.  相似文献

Managing fisheries resources to maintain healthy ecosystems is one of the main goals of the ecosystem approach to fisheries (EAF). While a number of international treaties call for the implementation of EAF, there are still gaps in the underlying methodology. One aspect that has received substantial scientific attention recently is fisheries‐induced evolution (FIE). Increasing evidence indicates that intensive fishing has the potential to exert strong directional selection on life‐history traits, behaviour, physiology, and morphology of exploited fish. Of particular concern is that reversing evolutionary responses to fishing can be much more difficult than reversing demographic or phenotypically plastic responses. Furthermore, like climate change, multiple agents cause FIE, with effects accumulating over time. Consequently, FIE may alter the utility derived from fish stocks, which in turn can modify the monetary value living aquatic resources provide to society. Quantifying and predicting the evolutionary effects of fishing is therefore important for both ecological and economic reasons. An important reason this is not happening is the lack of an appropriate assessment framework. We therefore describe the evolutionary impact assessment (EvoIA) as a structured approach for assessing the evolutionary consequences of fishing and evaluating the predicted evolutionary outcomes of alternative management options. EvoIA can contribute to EAF by clarifying how evolution may alter stock properties and ecological relations, support the precautionary approach to fisheries management by addressing a previously overlooked source of uncertainty and risk, and thus contribute to sustainable fisheries.  相似文献

Performance measures and reference points for the management of target species are now widely used in the fisheries of the developed world. To move us closer to an ecosystem‐based fisheries management framework, we look at the prospects for expanding current single‐species approaches for target species, by considering nontarget species. We also examine the development of performance measures and reference points for emergent ecosystem‐level properties. We conclude that the expansion of single‐species reference points to take account of the nontarget species of a fishery is tractable and desirable. In contrast, the use of performance measures for a single or a small selection of ecosystem metrics is not possible at present, owing to the absence of a clear understanding of their dynamics and a lack of underlying theory to explain their behaviour. However, recent methods that aggregate a wide range of metrics to provide an overall picture of the ecosystem status show promise and have a particular attraction because they have the potential to provide a framework for establishing a dialogue on management issues between all interested parties.  相似文献

The advent of an ecosystem‐based approach dramatically expanded the scope of fisheries management, creating a critical need for new kinds of data and quantitative approaches that could be integrated into the management system. Ecosystem models are needed to codify the relationships among drivers, pressures and resulting states, and to quantify the trade‐offs between conflicting objectives. Incorporating ecosystem considerations requires moving from the single‐species models used in stock assessments, to more complex models that include species interactions, environmental drivers and human consequences. With this increasing model complexity, model fit can improve, but parameter uncertainty increases. At intermediate levels of complexity, there is a ‘sweet spot’ at which the uncertainty in policy indicators is at a minimum. Finding the sweet spot in models requires compromises: for example, to include additional component species, the models of each species have in some cases been simplified from age‐structured to logistic or bioenergetic models. In this paper, we illuminate the characteristics, capabilities and short‐comings of the various modelling approaches being proposed for ecosystem‐based fisheries management. We identify key ecosystem needs in fisheries management and indicate which types of models can meet these needs. Ecosystem models have been playing strategic roles by providing an ecosystem context for single‐species management decisions. However, conventional stock assessments are being increasingly challenged by changing natural mortality rates and environmentally driven changes in productivity that are observed in many fish stocks. Thus, there is a need for more tactical ecosystem models that can respond dynamically to changing ecological and environmental conditions.  相似文献

The implementation of ecosystem management requires ecosystem modelling within the context of a natural resource management process. Ecopath with Ecosim (EwE) is the most widely used modelling platform for investigating the dynamics of marine ecosystems, but has played a limited role in fisheries management and in multi-sector resource decision-making. We review 10 case studies that demonstrate the use of EwE to support operational resource management. EwE models are being used to inform tactical decision-making in fisheries and other ocean use sectors, as well as to identify key trade-offs, develop appropriate policy objectives, and reconcile conflicting legislative mandates in a variety of ecosystems. We suggest the following criteria to enhance the use of EwE and other ecosystem models in operational resource management: (1) a clear management objective that can be addressed through modelling; (2) an important trade-off and a receptive policy context amenable to trade-off evaluation; (3) an accessible and well-documented model that follows best practices; (4) early and iterative engagement among scientists, stakeholders, and managers; (5) integration within a collaborative management process; (6) a multi-model approach; and (7) a rigorous review process. Our review suggests that existing management frameworks are as much or more of a limitation to the operational use of EwE than technical issues related to data availability and model uncertainty. Ecosystem models are increasingly needed to facilitate more effective and transparent decision-making. We assert that the requisite conditions currently exist for enhanced strategic and tactical use of EwE to support fisheries and natural resource management.  相似文献

Historically, the fishing community (e.g., fishermen, resource managers) has used remotely sensed products either in the form of direct Automatic Picture Transmission (APT) reception on a ship or FAX charts transmitted from land-based stations. Both these products have severe limitations within the context of near real-time support/management of an operational fishery. Moreover, relatively little use of geographical information systems (GIS) technologies has been made by either the fishing industry, fishery resource managers, or by the general oceanographic community. This latter omission is unfortunate because GIS has the potential to overcome two long-standing problems associated with satellite-directed fisheries: 1) the absence of information due to clouds; and 2) the general lack of support for nonpelagic fisheries. This report gives the background, motivation, and essential design elements for use of a combined remote sensing/geographical information system (RS/GIS) in an operational fishery and illustrates how a combined RS/GIS approach can be used to mitigate some of the traditional limitations in satellite-directed fisheries. Finally, an attempt is made to provide some possible directions this new technology may take during the 1990s.  相似文献

Most small‐scale fisheries of large floodplain rivers are still managed under conventional top‐down regulations that limit the application of an ecosystem approach to fisheries (EAF) due to inappropriate legal frameworks. Using the Parana–Paraguay River fisheries (Argentina) as an example, this study examines the extent to which existing provincial legislations can be prepared for the adoption of an EAF. An Ecosystem Fishing Legal Approach (EFLA) framework is proposed based on different criteria across an environmental–ecological, fishing, social, economic and institutional template. Policy Component Scores (PCS) and an Integrated Policy Legal Index (IPLI) were applied to assess the degree of compliance by current provincial legislations to EAF implementation. Cluster analysis was used to recognise the potential for articulating a legal framework at a basin scale. The EFLA framework, which provided an accurate picture of how provinces were poorly prepared to adopt an EAF for the Paraguay–Parana fisheries, and represents a suitable tool that can be adapted and extended to other basins around the world.  相似文献

Stakeholders increasingly expect ecosystem assessments as part of advice on fisheries management. Quantitative models to support fisheries decision‐making may be either strategic (‘big picture’, direction‐setting and contextual) or tactical (focused on management actions on short timescales), with some strategic models informing the development of tactical models. We describe and review ‘Models of Intermediate Complexity for Ecosystem assessments’ (MICE) that have a tactical focus, including use as ecosystem assessment tools. MICE are context‐ and question‐driven and limit complexity by restricting the focus to those components of the ecosystem needed to address the main effects of the management question under consideration. Stakeholder participation and dialogue is an integral part of this process. MICE estimate parameters through fitting to data, use statistical diagnostic tools to evaluate model performance and account for a broad range of uncertainties. These models therefore address many of the impediments to greater use of ecosystem models in strategic and particularly tactical decision‐making for marine resource management and conservation. MICE are capable of producing outputs that could be used for tactical decision‐making, but our summary of existing models suggests this has not occurred in any meaningful way to date. We use a model of the pelagic ecosystem in the Coral Sea and a linked catchment and ocean model of the Gulf of Carpentaria, Australia, to illustrate how MICE can be constructed. We summarize the major advantages of the approach, indicate opportunities for the development of further applications and identify the major challenges to broad adoption of the approach.  相似文献

渔业资源评估是开展渔业资源管理,维系渔业可持续发展的基础工作。传统的渔业资源评估方法需要统计产量、资源丰度指数甚至年龄结构等大量数据,由于调查经费和数据的缺乏,全球仅1%的鱼种进行过系统性的资源评估。近年来,在数据有限(data-limited)条件下如何开展资源评估已日益成为学术界的关注热点。本文将基于生活史特征的评估方法分为仅需要生活史参数,需要产量数据和生活史参数,需要产量数据、生活史参数及体长或年龄数据等3大类,分别从方法、数据要求、输出结果及局限性进行了系统回顾分析,提供了关于生活史特征参数的常见估算方法,并就其中两种模型对北大西洋大青鲨(Prionace glauca)的可持续渔获量进行了初步评估与比较。最后,对数据缺乏模型的使用及模型在中国近海渔业资源评估中的运用提出了建议。  相似文献

Developing socioeconomic indicators for ecosystem-based fisheries management is particularly important. This is because socioeconomic factors have direct effects on ecosystems, and ecosystems have direct effects on socioeconomic factors. Therefore, it is imperative that socioeconomic indicators are developed and evaluated in order to predict changes in ecosystems and to provide advice for effective fisheries management. In this study, socioeconomic indicators have been developed to be combined with biological and ecological indicators, in order to conduct the ecosystem-based fisheries assessment. In terms of socioeconomic indicators, five socioeconomic criteria were considered as important attributes of socioeconomic changes. These were economic production, business conditions, levels of income, the state of the market, and levels of employment. In order to establish reference points for the evaluation of indicators, target reference points and limit reference points were set through a comparison with other industries or other fisheries rather than by using the Traffic Light System (TLS) method, which has been used in many previous studies. In addition, on the basis of the application of developed indicators and reference points to the Korean large purse seine fishery, the socioeconomic conditions of the fishery and the usefulness of the indicators were evaluated and management implications were discussed.  相似文献

为客观地揭示全球主要渔业国家水产科学的研究态势及其研究热点,以2000—2018年InCites和Web of Science核心合集中文献数据作为统计源,利用文献计量学方法,对其文献的增长趋势、被引情况及期刊分布进行分析,并基于合作网络分析、关键词共现的知识图谱等方法,探究全球水产科学的研究态势及其研究热点。结果显示,在水产科学研究文献的年度发文态势方面,美国的文献数量总体维持在较高水平并呈现动态波动,近年来略有下降趋势;中国大陆的研究文献基本上呈指数增长,并呈稳步上升趋势,至2018年接近美国的发文数量;其他国家都呈现较为平稳的动态波动。载文期刊分布均符合布拉德福提出的文献离散规律,各国载文量排名在前20的期刊大多为国际顶级期刊,其学术上的影响力较大。优势学科领域基本集中在海洋淡水生物学、兽医学、海洋学、动物学、免疫学、湖沼生物学以及生物化学与分子生物学等,但各国侧重点不一致。研究表明,全球主要渔业国家研究热点主要为:①基于生物学参考点的渔业管理与保护研究;②渔业资源评估与管理评价研究;③开展渔业资源的基础生物学研究;④开展基于生态系统的管理措施及政策目标研究等主题。各研究热点间均呈现高度融合的现象,促进了综合性交叉学科的发展。  相似文献

With an increasing number of seabird species, particularly albatross and petrels, becoming threatened, a reduction of fishery impacts on these species is essential for their future survival. Here, mitigation methods to reduce and avoid seabird bycatch are assessed in terms of their ability to reduce bycatch rates and their economic viability for longline, trawl and gillnet fisheries worldwide. Factors influencing the appropriateness and effectiveness of a mitigation device include the fishery, vessel, location, seabird assemblage present and season of year. As yet, there is no single magic solution to reduce or eliminate seabird bycatch across all fisheries: a combination of measures is required, and even within a fishery there is likely to be refinement of techniques by individual vessels in order to maximize their effectiveness at reducing seabird bycatch. In longline demersal and pelagic fisheries, a minimum requirement of line weighting that achieves hook sink rates minimizing seabird bycatch rates should be tailored with a combination of strategic offal and discard management, bird‐scaring lines (BSLs) and night‐setting, particulary in Southern Hemisphere fisheries. Urgent investigation is needed into more effective measures at reducing seabird interactions with trawl nets and gill nets. In trawl fisheries, a combination of offal and discard management, the banning of net monitoring cables, paired BSLs, and a reduction in the time the net is on or near the surface are likely to be the most effective in reducing seabird interactions with the warp cables and net. Few seabird bycatch reduction methods have been developed for gillnet fisheries, although increasing the visibility of the net has been shown to reduce seabird bycatch. Further studies are required to determine the efficacy of this technique and its influence on target species catch rates.  相似文献
