China’s entry into the World Trade Organisation (WTO) exposes its state‐owned maritime, aviation and telecommunications operators to unprecedented competition. This development raises a series of critical issues about China’s transition from a state‐planned regime towards a real market economy. How will China’s leading state‐owned firms in deep‐sea container shipping, air passenger transport and telecommunications respond to the dilemma posed by the World Trade Organisation and to what extent has Hong Kong been involved in China’s transport and communications restructuring process? These broad issues are addressed by examining progress on the Chinese Government’s post‐1993 plans to restructure each of the key state enterprises in sea‐land transport, air transport and telecommunications. Specifically we are concerned with the degree to which China’s national champions in these transport and communications arenas have been remade into global players. Particular attention is paid to the role of Hong Kong in this transformation since its return to China in 1997. Our studies show that China has transformed its national champions into a global players in container shipping. The process may be beginning to happen in air transport but has yet to get underway in telecommunications.  相似文献

ABSTRACT This article examines the current economic status of the areas surrounding major U.S. container ports. We define a “port district” as the geographic area within a 7.5‐mile radius of a port. Our sample includes the 10 largest container ports in the U.S. We find that when we compare port districts to their surrounding metropolitan areas, household unemployment and poverty rates are significantly higher in port districts. Thus, the same ports that serve as “economic engines” for the region and nation may be the cause of economic decline and deterioration in the immediate areas that surround them. This presents a challenge for policy makers who want to preserve the benefits of international trade while facing increasing opposition to port expansion by local communities.  相似文献

Although economically interdependent, political rivalry between Japan and China have brought about the inability of the Association of Southeast Asian Nations Plus Three (APT) process to transform itself into an East Asia Summit (EAS) as originally envisioned. The existence of the APT and the EAS as two separate entities not only reflected the politico‐security rivalry between the two neighbours but more importantly affected the direction and progress of East Asian regionalism as a whole. Aiming to provide a historical account of the EAS process and examine Japan's role in the development of the EAS framework, this paper argues that Japan has put greater attention on the EAS and made numerous unilateral initiatives to develop it. While Japan does not seek ultimate power, it considers the EAS as an excellent opportunity to: (i) raise its influence in the region vis‐à‐vis China; (ii) elevate the status of the EAS in region‐building and (iii) check Chinese advances by fulfilling its long‐held policy of having other Asia Pacific countries, primarily Australia and New Zealand, join. Nevertheless, the decision to expand the EAS to include the USA and Russia will have some adverse effects on Japan's unilateral ambitions and the furtherance of regionalisation processes.  相似文献

An examination is made of the nature of corporate restructuring among liner shipping companies to meet the needs of producers for logistic services within the Asia-Pacific Economic Region. This task is undertaken by detailing the development of the global alliances forged in 1996. Then their impact on port selection and competition within the Asia-Pacific Economic Region is studied with particular reference to the Trans-Pacific trade. ABSTRACT Owing to its competitive labor costs, its open‐market policy, and a substantial amount of capital investments, China has become a global manufacturing pole and an export‐based economy replicating the conventional Asian model but on a much wider scale. This is creating acute competition on other Asian export‐based economies such as Korea that have to adapt to the “China effect.” Consequently, many Korean manufacturing companies have repositioned their capital and equipment in China to enlarge their market potential as well as to reduce their production costs. Because Korea is adjacent to China—both are sharing the Yellow Sea Rim—this shift is creating a unique geographical dimension with a high level of functional integration of Sino‐Korean manufacturing supply chains. This transition has also brought substantial changes in the regional logistic network by organizing new flows of raw materials, parts, and final products, most of them along the Yellow Sea Rim. New logistic flows have given substantial influences on regional port competition by creating diverse links. These changes are bringing a reorientation of the regional maritime industry and of the port system.  相似文献

为了研究江苏省GDP与物流业之间的经济增长关系,以江苏省1986-2012年全省主要经济指标:人均GDP、进出口总额、物流业增加值、固定资产投资额、港口货物吞吐量作为研究对象,运用Eviews软件对江苏省GDP进行回归分析。并建立了物流业增加值、港口货物吞吐量影响因素在内的江苏省GDP的预测模型。同时,通过建立物流业增加值、港口货物吞吐量的模型,对这些影响因素进行预测,从而对江苏省GDP进行预测。实证分析表明物流增加值和港口货物吞吐量与江苏GDP之间有明显的线性关系,因此这两者的持续快速健康发展将对该省GDP的持续快速健康发展起积极的促进作用,最终结果显示该模型具有较好的预测效果,可为江苏省制定经济发展目标提供依据和参考。  相似文献

Despite the prevalence of multiple jobholding, there is relatively little research into its causes. Existing research has tested the predictions of standard labor models with micro data. Yet, there has been virtually no research into the relationship between moonlighting and structural differences in regional labor markets such as wages and employment growth. In this manner, this study examines the large differences in multiple jobholding rates across U.S. states. The findings indicate that multiple jobholding acts as a short‐term shock absorber to cyclical changes. However, in the long‐term, these effects dissipate, indicating that moonlighting plays a similar role as do changes in unemployment and labor‐force participation to regional labor market shocks. Conversely, multiple jobholding rates are inversely related to average weekly earnings. Thus, job growth accompanied by real wage (and productivity) growth may result in a decline in multiple jobholding, further exacerbating potential labor shortages. Other key factors found to influence multiple jobholding include occupational structure and education.  相似文献

Abstract: Through reviewing South‐East Asia’s recent economic engagement with the global economy, this paper points to profound recent transformations in the scope and character of the region’s development. Foreign direct investment was the key driver of regional growth in the pre‐1997 period, yet currently, the region faces a more difficult and multifaceted economic arena from which to attract such funds. Foreign direct investment is more selective, both geographically and by sector, than was the case in that earlier period. This paper explains the confluence of economics, business practices and politics that are giving rise to these outcomes, and concludes from this that development trajectories in South‐East Asia will become more diverse between the countries of the region, with implications for how we understand regional economic performance.  相似文献

ABSTRACT Within the last decade, a considerable literature has emerged on the growth and location of producer services employment in North America, and in the role of labor market characteristics in shaping these changes. One of the outcomes of this research has been the realization that producer services are overwhelmingly concentrated in metropolitan areas, and that there is a strong core-periphery dichotomy in the representation of these activities. This paper explores the labor market characteristics of a set of producer service activities within the peripheral urban hierarchy of Saskatchewan, Canada, dominated by the regional cores of Saskatoon and Regina, and surrounded by ten peripheral regions. The data set was provided by Employment Canada, and divided into Canada Employment Centre (CEC) Areas. It was found that the higher order producer services, such as Finance and Business Services, are significantly underrepresented relative to the rest of Canada, while others, such as Services to Primary Producers and Transportation and Communications, are significantly overrepresented. However, the nature of these services, as reflected in their labor market characteristics, are very different. Gender and the role of part-time labor appear to be distinguished on the basis of the specific producer service sector, with very few distinctions across space. On the other hand, differences in the roles played by part-year labor is less related to the sector and more related to position within the peripheral hierarchy. Although the heartland-hinterland model is usually applied at national or even international scales of analysis, the nature of the segmentation of the producer services labor force, and its relationship to urbanization and development of the sector, imply that the model can in fact be used as a fiamework for analyzing intraregional employment relationships within the periphery. This study highlights the nature of the labor force as one aspect of this framework.  相似文献

While the possible negative effect of employer‐sponsored health insurance on labor mobility (job lock) has spawned substantial research, little research has considered differences in job lock between rural and urban areas. Job lock might differ in rural areas because of specific features of rural economies, in particular, the thinness of rural labor markets. This paper estimates measures of job lock for rural and urban areas. Parameter estimates suggest that it is larger in rural areas. The results also indicate that nonwage benefits such as retirement plans, paid vacation, and sick pay are more important factors in married rural workers decisions to change jobs while wages are a more important factor in the transition decisions of single urban workers.  相似文献

ABSTRACT This paper discusses various aspects of the economic analysis of commuting behavior. It starts with a review of two difficulties associated with urban economics models: the empirically falsified prediction of the relation between commuting time and income, and the presence of substantial excess commuting. Notwithstanding these anomalies, research that focuses directly on the value of travel time provides evidence that there is substantial resistance against commuting among large groups of workers. However, commuting costs are just one among many other explanatory variables for actual commuting behavior, and commuting itself has become much less onerous over time. This suggests that commuting costs play a much more limited role than has been assumed in the past. On the other hand, empirical evidence suggests that space is more important than one would be inclined to think on the basis of the considerations just given. These empirical regularities suggest that other space‐related aspects of the functioning of urban labor and housing markets are more important than was previously thought.  相似文献

Abstract: Container ports located in a delta of navigable waterways generally strive to develop the inland river services as a competitive transport mode, with a view to serving local and distant hinterland regions. The spatial and functional development of river‐based container networks is location‐specific and time‐specific. While each barging network and associated seaport system has its own dynamics, similarities in development patterns cannot be excluded. This paper discusses similarities and dissimilarities between the spatial and the functional development of the container river service networks of the Yangtze River and the Rhine River. It is shown that the Yangtze service network has the tendency to converge, in more than one aspect, with the (historical) development pattern of inland container services in the Rhine basin.  相似文献

Abstract: In recent years, international education has become a source of considerable political, academic and media debate in New Zealand. This is nowhere more the case than with regards to Auckland, the New Zealand city that has hosted the greatest number of international students. This paper focuses on the media debates around international students in Auckland with particular emphasis on the representations of the largest group of international students, those who originate from countries within the North‐East Asian region. The media representations of these students have fixed a diverse group of individuals within a singular racial identity that is known by stereotypical economic, cultural and social characteristics. As a result, these representations have further problematised the interaction between international students and the host population in Auckland while simultaneously implicating a cohort of young New Zealand citizens and permanent residents who are of similar descent within the same discourses. This process of othering the Asian student, regardless of citizenship, has consequences not simply for the practice of exporting education in this city but also for the future of a multicultural Auckland and New Zealand.  相似文献

The major decisions affecting port traffic are made by shipping lines whose activities are global in scale. ABSTRACT While previous research has generally found that immigration raises unemployment for natives, effects are often more muted than expected. Anticipated out‐migration responses have been similarly difficult to discern. However, these findings may be byproducts of the long‐run nature of most inquiries, which furthermore do not account for changes in natives’ labor force participation. In response, this study evaluates the impact of the arrival of low‐skilled immigrants on low‐skilled natives in urban areas over a five year period. Initial static results from the Census Basic Monthly Survey clearly indicate that immigrants have a significant negative impact on natives’ labor force participation. Building upon these static panel results, characteristics of immigrants’ destination choices are examined along with the ensuing adjustment process through dynamic analyses of local markets. Surges of immigrants significantly reduce the labor force participation of low‐skilled natives, emphasizing this often neglected channel for labor market adjustment. Previous work may thus understate the true impact of immigrants on local labor markets by focusing on the longer term and ignoring adjustments through participation.  相似文献

The corporatisation of Port Klang from the mid‐1980s onwards was a significant moment in the history of Malaysia's political economy and generated considerable momentum for the changes that were to occur in this late industrialising nation under the leadership of the Barisan Nasional government. In particular, the restructuring of how labour was organised in Malaysia's most significant port became frequently cited both within and outside the country as a model for tripartite labour privatisation and the well‐managed divestment of state‐owned enterprises. However, in the past decade, the organisation of labour in the port has again changed dramatically. Migrant labour from some of the poorest parts of Asia now makes up the majority of semi‐skilled and unskilled workers. Based on fieldwork carried out during 2009 with workers from Bangladesh and Nepal who are employed in Port Klang, this paper suggested that a regulatory vacuum now exists in the port, which means foreign workers are often treated badly and have few avenues for dissent. An analysis of the changing labour regime in Port Klang over time can assist in understanding the contemporary political economy of Malaysia as well as illuminate debates about the spaces of migrant labour more broadly.  相似文献

ABSTRACT As a consequence of global production networks (GPNs), the associated network of freight distribution has gained increasing significance. Whereas the volume of freight transport is expected to increase further, the supply of infrastructure for the movement and handling of consignments appears limited. Particularly at the interfaces, infrastructure capacity for coping with rising throughput is extremely scarce. Any attempt to widen bottlenecks seems to be risky because it happens at some cost and in a contested political and urban environment. This problem will be discussed in the case of the German North Range, with the Port of Hamburg as the traditional gateway and main port, and a scattered system of secondary interfaces and supporting logistics areas. Local constraints, port competition, and the network logic of global distribution systems are challenging the former monopoly of the port, as are plans for establishing a new deep‐sea port at Wilhelmshaven, 150 km west of Hamburg. At the same time, the traditional policy approach of adapting to the needs of the distribution system is coming to an end, owing to fiscal limits, infrastructure constraints, and the generic logic of the global supply chain. In accordance with the emerging global division of labor, various actors and institutions are involved in the management of the chain, with very different powers and interests. Under these circumstances, the attempt to ensure the main port's position by infrastructure expansion is becoming open to question. This could also be a starting point for rethinking how local and regional places could better respond to the new imperative of logistics and distribution. In this respect, it is the network paradigm that could lead the way to a more balanced, cooperative and competitive regional distribution system.  相似文献

ABSTRACT Recent research has highlighted that in the last few years, the evolution of regional disparities in many European states has become pro‐cyclical. This represents a change with respect to the predominantly anti‐cyclical pattern of the 1960s and 1970s. This paper addresses the question of whether and when this change has taken place in the southern periphery of Europe, before analysing the factors that may have played a role in such a change. The analysis relies on a regional database that includes the evolution of the GDP per capita of NUTS II regions in five European countries (France, Greece, Italy, Portugal, and Spain) between 1980 and 2000. The results of the analysis support the hypothesis of a change towards a pro‐cyclical evolution of regional disparities in the cases of Italy, Portugal, and Spain, but not in those of Greece and France. A relationship between these pro‐cyclical patterns and the emergence of less dynamic sheltered economies is also detected in peripheral regions. This lack of dynamism is related to the fact that numerous peripheral areas in southern Europe have become increasingly dependent on factors such as transfers or public investment and employment, and therefore are less exposed to changes in market conditions.  相似文献

Since the 1990s, the issue of regional income convergence and its long‐term tendencies has been thoroughly and heatedly discussed. Much less attention, however, has been devoted to the short‐run dynamics of regional convergence. In particular, three important aspects have not yet been adequately addressed. First, it is indeed essential to understand whether regional disparities manifest a tendency to move systematically along the national cycle. Then, if this happens to be the case, it becomes crucial to know whether 1) these movements are pro‐ or counter‐cyclical,2) the cyclical evolution of the disparities is a consequence of differences in the timing with which the business cycle is felt in regions or it is motivated by the amplitude differences across local cyclical swings. In this paper, we shed light on these issues using data on personal income for the 48 coterminous U.S. states between 1969 and 2008. Our results indicate that income disparities do not move randomly in the short run but follow a distinct cyclical pattern, moving either pro‐ or counter‐cyclically depending on the period of analysis. These patterns are probably explained by the changes in the direction of capital and labor flows that favor developed or poorer states in different periods. As for the underlying mechanism, it appears that the short‐run evolution of the disparities in recent years is largely a consequence of differences in the timing with which the business cycle is felt across states rather than the outcome of amplitude differences across local cyclical swings.  相似文献

Most scientific attention on port studies centers on deep sea ports, especially container ports. In this paper, in contrast, attention is focused on the spatial–temporal development of inland waterway ports on the Midstream Yangtze River from 2001 to 2013. The aim of this study is to assess two relevant and complementary questions of the hinterland evolution: its geographical extent and the coordination relationship with the inland port. To conduct the study, it was necessary to first identify the boundaries of the ports' hinterlands within the given timeframe. Then, the coupling coordination degree model was introduced to explore the underlying relationship between the port service and hinterland economy. Furthermore, to better depict the intricate economic characteristics of the hinterland, the development stage theory was applied in the models. The results highlight the emergence of a discontinuous hinterland at Wuhan Port and its reinforcement of primacy with respect to fierce hinterland rivalry. It also demonstrates that an interplay between major ports and their corresponding hinterlands evolves from the transitional stage, characterized by lagging port service, to the multi‐stage, wherein the supply of ports partly outstrips hinterland demand.  相似文献
