ABSTRACT Contemporary resource management practice and rural development planning increasingly emphasize the integration of resource extractive industries with non‐market‐based recreational and amenity values. There is a growing empirical literature which suggests that natural amenities impact regional economies through aggregate measures of economic performance such as population, income, and/or employment growth, and housing development. We maintain that assessing the developmental aspects of amenity‐led regional change requires a more thorough focus on alternative measures of economic performance such as income distribution and spatial organization. In the applied research presented here we investigate relationships between amenities and regional economic development indicators. Results suggest mixed and generally insignificant amenity‐based associations which highlight the need for appropriate regional economic modeling techniques that account for often dramatic spatial autocorrelation of natural amenity attributes. We conclude that with respect to amenity driven economic growth and development “place in space” matters.  相似文献

Sustainable development has become the dominant concept in the study of interactions between the economy and the biophysical environment, as well as a generally accepted goal of environmental policy. So far, economists have predominantly applied standard or neo‐classical theory to environmental economic problems. In this article it will be argued that to fully understand a transformation of the economic system towards sustainability, standard environmental economics needs to be complemented by an evolutionary approach, that focuses the attention on irreversible, path‐dependent change and long‐run mutual selection of environmental and economic processes and systems. The article provides an overview of the main existing evolutionary contributions to environmental economics. Furthermore, a number of research directions of an evolutionary approach in environmental economics are discussed. It is suggested that such an approach should go beyond evolutionary theories of technical change, which dominate evolutionary economics so far, by including co‐evolution of economy and environment, sustainable consumption, endogenous preference change, and climate change modeling.  相似文献

Donors and aid agencies are now looking to strategies of pro‐poor economic growth to raise living standards in developing countries. I critically examine how particular conceptualisations of economy and economic development shape the broader context within which pro‐poor growth approaches are implemented by governments and development agencies. While pro‐poor growth may expand a national economy, surplus will be distributed in a community and among individuals according to culturally specific logics. To exemplify this point I discuss the community economy of Bomolo on the remote, rural island of Flores, Indonesia. The Ngadha people of Bomolo are identified by the Indonesian state, religious organisations and development agencies as lacking and in need of economic development. Yet in Bomolo, gambling, although illegal and antithetical to development, is fantastically popular, and large amounts of cash surplus are spent on this popular pastime. I argue for more attention to the issue of surplus – the outcome of pro‐poor growth. In particular, I propose that surplus distribution is a crucial yet underdeveloped component of the growth equation.  相似文献

Environmental and development discourses in China can be categorised into three narrative motifs framing human–nature relationships: peasant, indigenous, and community. Indigenous and community narratives have been widely adopted by environmental NGOs (eNGOs) in China in promoting community‐based natural resource management projects, but there has been very limited critical research on such phenomena. Analysis of socio‐economic change in two ethnic minority communities in Yunnan shows that neither narrative theme is fully internalised by the relevant communities. Instead narratives may be strategically modified or even rejected by local communities. This is due to different agendas being held by local communities and eNGOs, and two factors pertinent to rural China: the incompatibility of concepts of ‘community’ in Chinese and international contexts results in confusion, and a lack of recent territorial and cultural claims by rural communities since the collectivist era makes it difficult to construct the identity of a community. It remains challenging for eNGOs in China to advocate either community or indigenous narratives in contexts of rapid socio‐economic change.  相似文献

A diversity of place‐based community economic practices that enact ethical interdependence has long enabled livelihoods in Monsoon Asia. Managed either democratically or coercively, these culturally inflected practices have survived the rise of a cash economy, albeit in modified form, sometimes being co‐opted to state projects. In the modern development imaginary, these practices have been positioned as ‘traditional’, ‘rural’ and largely superseded. But if we read against the grain of modernisation, a largely hidden geography of community economic practices emerges. This paper introduces the project of documenting keywords of place‐based community economies in Monsoon Asia. It extends Raymond William’s cultural analysis of keywords into a non‐western context and situates this discursive approach within a material semiotic framing. The paper has been collaboratively written with co‐researchers across Southeast Asia and represents an experimental mode of scholarship that aims to advance a post‐development agenda.  相似文献

This paper analyses the structural change in small‐island economies—sometimes labeled offshore financial centers (OFCs)—that have seen wealth‐generating activities through offshore financial services decrease in value since 2008. At the same time, OFCs have come under increasing scrutiny from supranational organizations such Organization for Economic Co‐operation and Development and European Union for perceived unfair tax practices and money laundering activities. Some OFCs have proactively adjusted to this sea change by broadening the economic base through development of new offshore business activities such as e‐gaming, film industry, and niche manufacturing. Most have increased co‐operation with onshore regulatory bodies to promote service and product legitimacy. Econometric analysis explores the assertion that OFCs that do not have a political link to the onshore may be exposed to greater capital inflows volatility than OFCs that have such a link. Case study analysis using the theoretical lens of evolutionary economic geography illustrates that a small OFC is creating spatialities of economic novelty by adapting economic development strategies deployed during the successful development of the center prior to the recent recession. Our findings reveal the importance of political links to the onshore to reduce capital inflow volatility and the importance of local public–private interaction to legitimize post‐recession development.  相似文献

In this article, we compare four fishing‐based areas in Thailand and the Philippines to examine if and how small‐scale fishing communities are able to escape marginalisation. Three questions guide our inquiry: (i) How have fishing communities been affected by overfishing, climate change and other pressures? (ii) What adaptive strategies have these communities employed to mitigate socio‐economic and environmental challenges? (iii) What has been the impact of these strategies on (escaping) marginalisation? Through a survey of 393 fishing‐based households and semi‐structured interviews with 59 key informants we find an uneven mixture of drivers, strategies and impacts. Respondents varyingly attribute declining fish catch to illegal fishing, overfishing, population increase, climate change and pollution. The case studies illustrate various degrees of adaptive successes that result from integration of top‐down and bottom‐up initiatives, and availability and access to livelihood strategies. However, the impact of adaptive strategies on overcoming marginalisation remains meagre and constrained by, among others, the power of illegal and commercial fishing and the absence of integrated spatial planning. We call for policy interventions and further research that takes into account the integration of top‐down and bottom‐up institutions, and the multiple dimensions and spaces of the drivers that shape fisherfolk marginalisation.  相似文献

Abstract: Through reviewing South‐East Asia’s recent economic engagement with the global economy, this paper points to profound recent transformations in the scope and character of the region’s development. Foreign direct investment was the key driver of regional growth in the pre‐1997 period, yet currently, the region faces a more difficult and multifaceted economic arena from which to attract such funds. Foreign direct investment is more selective, both geographically and by sector, than was the case in that earlier period. This paper explains the confluence of economics, business practices and politics that are giving rise to these outcomes, and concludes from this that development trajectories in South‐East Asia will become more diverse between the countries of the region, with implications for how we understand regional economic performance.  相似文献

This paper uses the lens of institutional theory to explain the launch and evolution of Austin, Texas's technology‐based economy. The case underscores the importance of context, contingency, and the evolution of key local development organizations in explaining how regional economic development trajectories can change and evolve. The case history provides insights into how economic development networks form and operate to “set off” processes of industrial specialization and agglomeration and how they can promote successful adaptation to change in technology and industrial structure. The Austin story further suggests a “stage” process of regional technology‐based evolution where the development of industrial agglomerations linked to a substantial local research base is seen as a necessary precursor to increasing endogenous innovation and start‐up activity. Successfully navigating these stages is bolstered by the formation of institutions and networks that are durable, strategic, and adaptive, and which, at the right time, recognize and support entrepreneurial firm development to help sustain technology‐based growth.  相似文献

Numerous scholars studying community efforts to (re‐)establish autonomy have begun to focus on the importance of empowerment in the economic, political and cultural spheres. There is a growing understanding that such empowerment can be hastened by affirmative development strategies that build on community assets and capacities rather than attempting to redress – and thereby emphasising – needs or lack. Such development work reflects intertwined currents in contemporary philosophy, influenced by the thought of Friedrich Nietzsche and of Gilles Deleuze. In Taiwan, a recent resurgence in identities among marginalised aboriginal or indigenous peoples (‘Formosans’) has been accompanied by novel approaches to development. This discussion heuristically employs a set of development theories that are essentially variants of ‘asset‐based community development’ (ABCD) to suggest that a focus on affirmation and empowerment has been and can be a key to success in Formosan development initiatives. The paper presents the results of qualitative field research, illuminating three case studies of Formosan development – in Tsou, Tayal and Taroko territories. It argues that Formosan development will benefit from a focus on community capacity, political empowerment and social as well as physical assets, and that to an important degree this has already happened in some communities.  相似文献

In the 1980s, rural settlements in the Northeast of Thailand were farming focused, and strategies of living were structured around the need to secure subsistence in the face of a capricious environment and a weak developmental state. More than half of households in the region lived below the poverty line, and the immediate prospects for ‘development’ were not bright. Drawing on a 25‐year longitudinal study of two villages in Mahasarakham, the paper describes and reflects on how risk and vulnerability have been re‐shaped during a quarter of a century of profound economic and social change. From largely environmental and local, the pattern of risk and opportunity have become increasingly economic and non‐local as external events wash across the shores of rural settlements like Ban Non Tae and Ban Tha Song Korn.  相似文献

There is a need to better understand the dynamics relating to the evolving economic structure of regions, in particular factors concerning deindustrialisation and the growth of services. In order to unpick the dynamics relating to contemporary regional evolution, this paper examines regional employment in the UK's services sectors from 1971 to 2005. The analysis utilises the statistical technique of multi‐factor partitioning to examine the evolutionary dynamics of employment change in the UK service sector. Overall, differing growth trajectories in services employment across regions appear to be the result of the different underlying industrial structures observed within the regions themselves. The findings indicate that the industrial structure of a region has a significant influence on employment change in services, with related variety being of greater consequence than specialisation. This suggests that diversity, or urbanisation, effects have a greater influence than specialisation effects on “lighter” industries than “heavier” industries. Spatio‐temporal variations within the development of services are evident in the analysis, and there is evidence of convergence across the regions for all sub‐sectors examined. It concludes that in an increasingly services‐dominated economy, diversity and related variety have some weight in explaining regional development paths.  相似文献

Abstract: Drawing on Harold Brookfield's seminal interventions on intensification and disintensification in tropical agriculture, the paper argues that a de‐linking of poverty and livelihoods in rural areas from farming and agricultural resources is occurring in rural South‐East Asia. This is often driven as much by changes in lifestyles and life views than by economic and environmental imperatives. The paper proposes that farming is in the process of losing its resonance and significance for the rural poor. Emerging patterns of change in the South‐East Asian countryside are used to construct a generalised framework of agrarian transition where the current trend towards pluriactivity is likely to be replaced by a mixed landscape of agrarian entrepreneurs, neopeasants and remnant smallholders. The paper concludes by reflecting on the implications of this trajectory for understanding poverty and pro‐poor interventions in the countryside.  相似文献

This paper explores the effects of different representations of informal economies in Third World settings. Both the neoclassical and political economy approaches have represented the informal economy as a transient entity, and the non‐capitalist practices it comprises as being remnant economic forms, or as already capitalist. Mainstream development discourse (that reflects the neoliberal paradigm) continues to ignore the value and potential of non‐capitalist practices and to represent them as inconsequential to development outcomes. Meanwhile contemporary livelihood studies across the social sciences have documented the continuing vibrancy of different and hybrid economic forms in the Asia Pacific. In this paper, I use a diverse‐economies approach to explore the complexities of the village economy of Oelua in Rote, in the so‐called lagging region of Eastern Indonesia. Drawing on anti‐essentialist Marxist theory in economic geography, I describe the multiple, locally specific and coexisting practices that comprise Oelua's diverse economy, which include distributions of surplus labour to promote social and economic well‐being. I argue that recognising informal village economies as an important development resource could begin a process of building diverse development trajectories in Eastern Indonesia, complementing mainstream development proposals to attract foreign direct investment, shore up development assistance and source out‐migration.  相似文献

Mining in Papua New Guinea has caused considerable controversy, largely due to its environmental impact. This paper examines the debate around the downstream environmental impact of the Porgera gold mine, located in the highlands of Papua New Guinea. It is demonstrated that the greatest international concern and environmental protest is focused on an area that has, by the scientific accounts, the lowest environmental risk. In seeking explanations for this, attention is drawn to the marginality (in absolute and relative terms) of the affected communities, the intermingling of pre and post‐colonial discourses of environment and development, and the role of both international mining companies and environmental non‐governmental organisations in ‘re‐colonising’ rural Papua New Guinea. The communities are seeking to reduce their marginality by actively reworking the material and imagined landscapes (social, environmental, political and economic) they inhabit, drawing on a range of resources, both old and new.  相似文献

ABSTRACT A public policy response to global competition is the creation of a geographic concentration of innovative activity (regional innovation systems [RIS]) that will enhance metropolitan economic development through knowledge spillovers, product development, and new firm spin‐offs. This article identifies three types of RIS in the thirteen southern states based on a cluster analysis of twenty indicators of innovative and entrepreneurial activity. Next, regression analysis is used to determine if the 1990–2000 growth rates of nonmetro county population, employment, and earnings were related to proximity to an RIS after controlling for other county characteristics associated with local economic development. The research findings indicate that nonmetro counties near an RIS experienced more rapid population and employment growth; however, changes in nonmetro growth rates varied by type of regional innovation system. In addition, proximity to an RIS had a stronger impact on nonmetro population change than on nonmetro job growth.  相似文献

Abstract: With the increase of global integration, the peri‐urban area (PUA) of megacities in Asia has become a favourite destination for foreign direct investment (FDI). This paper uses the PUA of Shanghai as a case study to investigate the impact of global forces on the urban expansion of the city, and the link between urban growth and sustainable development in this mega‐urban context. Shanghai has grown impressively during the past two decades in terms of economic and physical transformation. Much of this transformation has rested on the unbridled exploitation of land and other environmental resources in its peri‐urban area. This is characterised by the designation of development zones and the concentration of manufacturing FDI, resulting in dispersed growth and environmental degradation. The disruption of the physical environment, combined with the concentration of the urban poor in these areas (in particular ‘temporary migrants’), has turned the PUA into a potential crisis point threatening the social and economic development of the city.  相似文献

Abstract: Global flows of people and information in the Asia–Pacific region are creating new forms of place that stretch across national boundaries and rural–urban distinctions. These new mobile forms of place link long‐inhabited rural areas to cities, national centres, and to rural frontiers within the nation. Here, we describe new forms of place that are being produced by contemporary migration and economic change, using data from the Philippines and applying Appadurai's theorisation of translocality. Our analysis links these flows of overseas migrants to concomitant processes of economic change, migration and new rural livelihoods. We outline changing practices of place within the Philippines, exploring ways that transnational migration can articulate with apparently ‘local’ development and the flow‐on effects from migration on the spatial patterns of rural livelihoods.  相似文献

Abstract: China's urban land reform is a gradualist process of transforming a planned land allocation system to an open land market system, while the ownership of the land remains under the control of the state. This process defines the relationships between local government and emerging non‐public interest groups in the land development process. These issues can be most clearly seen in the State‐Approved Development Zones, where municipalities have been encouraged to promote economic development and test out land policy initiatives. Using the institutionalist and urban growth machine analytical approaches to land development processes, this study examines the operation of development processes and the role of local government and its relationship with other interest groups. By employing a case study research strategy, focused upon the Hangzhou High‐Technology Zone, the study uncovered a local government‐led growth coalition which featured participation by other interest groups and revealed the applicability and variations when applying two strands of theories to a socialist economy in transition. Besides the land reform policy implications drawn from the case study evidence, the study concludes that the presence of interest groups and the missing community organisations unique to China give new theoretical implications and that both theories work much better with the economic domain than with the political domain largely because of a lagged political reform.  相似文献
