The majority of the literature on fiscal decentralization has tended to stress that the greater capacity of decentralized governments to tailor policies to local preferences and to be innovative in the provision of policies and public services, the greater the potential for economic efficiency and growth. There is, however, little empirical evidence to substantiate this claim. In this paper we examine, using a panel data approach with dynamic effects, the relationship between the level of fiscal decentralization and economic growth rates across 16 Central and Eastern European countries over the 1990–2004 period. Our findings suggest that, contrary to the majority view, there is a significant negative relationship between two out of three fiscal decentralization indicators included in the analysis and economic growth. However, the use of different time lags allows us to nuance this negative view and show that long‐term effects vary depending on the type of decentralization undertaken in each of the countries considered. While expenditure at and transfers to sub‐national tiers of government are negatively correlated with economic growth, taxes assigned at the sub‐national level evolve from having a significantly negative to a significantly positive correlation with the national growth rate. This supports the view that sub‐national governments with their own revenue source respond better to local demands and promote greater economic efficiency  相似文献

Canine babesiosis is a tick‐borne disease with a worldwide distribution that can involve multiple organs and result in a wide variety of clinical manifestations. Our goal was to describe the sonographic changes occurring in 72 dogs naturally infected with babesiosis. Seven healthy Beagle dogs were used as a control group. The most common finding in all dogs was splenomegaly with a diffuse heterogenic parenchyma and generally reduced echogenicity. Diffuse hypoechoic hepatomegaly and bilaterally increased cortical echogenicity of the renal parenchyma were found more frequently in severe uncomplicated and complicated babesiosis groups. Mean renal resistive index and pulsatility index (PI) values were 0.66/1.35, 0.73/1.91, and 0.71/1.73 for mild uncomplicated, severe uncomplicated, and complicated babesiosis groups, respectively. A markedly increased PI for complicated and severe uncomplicated groups correlated with anemia and severity of renal damage. Ultrasonography can be an adjunct for diagnosis and monitoring canine babesiosis and its systemic complications. The detection of diffuse heterogeneous splenomegaly can support the diagnosis of Babesia infection, because of the high prevalence of this lesion in these patients.  相似文献

We compared the ability of 1.5 T magnetic resonance imaging (MRI), computed tomography (CT), and computed radiography (CR) to evaluate noncartilaginous structures of the equine metacarpophalangeal joint (MCP), and the association of imaging changes with gross cartilage damage in the context of osteoarthritis. Four CR projections, helical single‐slice CT, and MRI (T1‐weighted gradient recalled echo [GRE], T2*‐weighted GRE with fast imaging employing steady‐state acquisition [FIESTA], T2‐weighted fast spin echo with fat saturation, and spoiled gradient recalled echo with fat saturation [SPGR‐FS]) were performed on 20 racehorse cadaver forelimbs. Osteophytosis, synovial effusion, subchondral bone lysis and sclerosis, supracondylar lysis, joint fragments, bone marrow lesions, and collateral desmopathy were assessed with each modality. Interexaminer agreement was inferior to intraexaminer agreement and was generally moderate (i.e., 0.4<κ<0.6). Subchondral bone sclerosis scores using CT or MRI were correlated significantly with the reference quantitative CT technique used to assess bone mineral density (P<0.0001). Scores for subchondral lysis and osteophytosis were higher with MRI or CT vs. CR (P<0.0001). Although differences between modalities were noted, osteophytosis, subchondral sclerosis, and lysis as well as synovial effusion were all associated with the degree of cartilage damage and should be further evaluated as potential criteria to be included in a whole‐organ scoring system. This study highlights the capacity of MRI to evaluate noncartilaginous changes in the osteoarthritic equine MCP joint.  相似文献

Renal pelvic dilatation is often recognized sonographically in dogs and cats, but ranges of measurements expected with different urologic conditions remain unknown. Ultrasound images of 81 dogs and 66 cats with renal pelvic dilatation were reviewed, and six groups were formed based on medical records: (I) clinically normal renal function, and (II) clinically normal renal function with diuresis; (III) pyelonephritis; (IV) noninfectious renal insufficiency; (V) outflow obstruction; (VI) miscellaneous nonobstructive anomalies. Medians for maximal pelvic width (range) for group I was 2.0 mm (1.0–3.8) in 11 dogs, and 1.6 mm (0.8–3.2) in 10 cats; for group II, 2.5 mm (1.3–3.6) in 15 dogs, and 2.3 mm (1.1–3.4) in 16 cats; for group III, 3.6 mm (1.9–12.0) in nine dogs, and 4.0 mm (1.7–12.4) in seven cats; for group IV, 3.1 mm (0.5–10.8) in 33 dogs, and 2.8 mm (1.2–7.3) in 13 cats; for group V, 15.1 mm (5.1–76.2) in six dogs, and 6.8 mm (1.2–39.1) in 17 cats; and for group VI, 3.8 mm (1.2–7.6) in seven dogs, and 3.0 mm (1.3–7.5) in three cats. Pelvic width in group I was lower than in groups III–V (P=0.0001), but did not significantly differ from group II. Pelvic width ≥13 mm always indicated obstruction. While the proportion of bilateral pelvic dilatation was not different among groups, the difference in pelvic width (maximal–minimal) was greater in group V vs. groups I, II, and IV (P=0.0009). These results confirm that renal pelvic dilatation can be detected sonographically in dogs and cats with clinically normal renal function, and that it increases with renal insufficiency, pyelonephritis, or outflow obstruction. Nevertheless, renal pelvic width varies substantially within groups and should be interpreted with caution.  相似文献

The purpose was to evaluate the capacity of 1.5 T magnetic resonance (MR) imaging to assess articular cartilage in racehorses with naturally occurring metacarpophalangeal joint osteoarthritis. A sagittal, three‐dimensional spoiled gradient‐recalled echo (SPGR) with fat saturation (FS) sequence was acquired ex vivo on 20 joints. Following joint dissection, specific areas on the third metacarpal condyle were designated for subsequent sampling for histologic cartilage thickness measurement and modified Mankin scoring. Cartilage thickness was measured and cartilage signal intensity was also graded (0–3) on MR images at these selected metacarpal sites. Cartilage structure was graded (0–3) macroscopically and on MR images by two examiners in defined subregions of the proximal phalanx, third metacarpal, and proximal sesamoid bones. There was good precision (mean error 0.11 mm) and moderate correlation (r=0.44; P<0.0001) of cartilage thickness measurements between MR images (0.90±0.17 mm) and histology (0.79±0.16 mm). There was moderate correlation between modified Mankin histologic score and signal intensity of cartilage (r=0.36; P<0.01) or MR cartilage structure assessment (r=0.49, P>0.001) on SPGR‐FS. The sensitivity to detect full‐thickness cartilage erosion on MR was only moderate (0.56), and these lesions were often underestimated, particularly when linear in nature. However, the specificity to detect such lesions on MR was high (0.92). While few limitations were identified, the use of a clinically applicable SPGR‐FS sequence allows a reasonably accurate method to assess structural changes affecting the articular cartilage of the equine metacarpophalangeal joint.  相似文献
