| 中国棉花生产资源配置效率及结构优化策略研究 |

| 摘 要： | 采用非参数方法双产出模型研究中国棉花流通体制市场化改革以来,棉花生产资源配置效率区域差异及结构优化策略。分析结果表明,规模效率是制约长江与黄河流域棉花生产效率的主要因素;政策含义:中央政府应进一步加快农业剩余劳动力转移,提高耕地资源利用效率,加大力度消除制约中国棉花生产效率的主要因素,并根据转型期中国棉花生产所表现出来的区域特征,稳定塔里木河流域棉花生产效率,改善长江流域棉花生产资源配置效率,有效消除黄河流域棉花低效生产状况。

| Abstract: | Based on the non-parametric method of double-output model,and on the basis of the measurement of cotton production efficiency of resources allocation,this article specifically researches the optimizing strategies for cotton production resources allocation configuration.The researching results show that the cotton production scale efficiencies of the major river basins are among the worst,which means that Central Government should further accelerate the transfer speed of surplus agricultural labor,rise farmland utilization efficiency,and make more efforts to eliminate the main constraining factors in China''s cotton production efficiency.And according to the regional characteristics performed in the cotton production during the transferring period,the Central Government should stabilize Talimu River basin cotton production efficiency,further increase the cotton production resources allocation efficiency on Yangtze River Basin,and eliminate the Yellow River Basin inefficient cotton production situation. |
