| 摘 要： | "九五"以来,农业节水项目建设一直是西北地区农村水利建设的重点。该文在我国社会发展战略、水利治水思路以及水利工程建设项目一般建设程序发生转变的背景下的,对西北地区农业节水项目进行社会效果后评价的重要性作了分析,并提出可行对策。
