| 摘 要： | 云南省2000—2005年退耕还林工程省级复查成果表明，退耕还林工程造林历年任务完成率高，面积核实率较好，面积合格率较高；但也存在荒山荒地造林成效差，作业设计质量不高，未能严格按设计施工，自查验收工作不认真、材料不规范等问题；提出完善作业设计制度、严格检查验收、不断创新机制等对策措施。

| Abstract: | The provincial-level recheck achievement for the project of returning the cultivated land into forest between the years of 2000-2005 in Yunnan Province shows that the task completing rate for the project of returning the cultivated land into forest over the years is higher, and its area checked rate and preserved rate is also better, furthermore, its area passed rate is upgraded continuously. However, such problems as that the afforested achievement in barren hill and waste land is bad, that the construction design quality is poor, and that the construction is not done strictly in terms of the design, and that its self-check and acceptance is not done seriously, as well as that its data can not be up to the requirement from norms of different levels, are happening. So, these countermeasures and methods of perfecting the system of construction design, strictly carrying on the system of check and acceptance, and continuously creating new mechanism, etc. are raised. |
