| 摘 要： | 随着国际旅游岛发展战略被提升为国家战略,海南土地资源管理既面临着未来经济社会发展用地需求显著增加和国土资源供应和政策审批逐渐趋紧之间存在突出的矛盾等严峻的挑战,也面临着国家对海南国土资源管理提出的明确要求和规定,并赋予一系列优惠政策等崭新的机遇。因此,需要进一步严格土地计划管理,严格土地批租管理,加大土地督察力度,实施耕地保护激励机制,充分发挥土地资源的综合效益,努力使得土地资源得到有效保护和合理使用,支持海南国际旅游岛建设。

| Abstract: | Along with the development strategy of international tourism island was promoted to national strategy,land resources management in Hainan is facing the severe challenges between the land demand increased along with the development of economic social significantly in the future and the policy of land resources supply gradually tightens for examination and approval.And also is facing the new opportunity that national land resources administration puts forward specific requirements and regulations,and gives a series of preferential policies.Therefore,it is necessary to further strict land plan management,strict land provided management,and increase the land inspectors dynamics,farmland protection and incentive mechanism.Give full play to the comprehensive benefits of land resources,to make the land resources get effective protection and reasonable use,support the construction of international tourism island. |
