| 摘 要： | 在电信业迅猛发展的今天，电信管制的变革已成为不可阻挡的世界潮流．我国电信管制从整体看已经历着由垄断走向竞争的重大变革．事实证明，不同的管制方式所带来的经济效益和社会效用亦不同，如何对此进行量化评价，是一个亟待解决的问题．本文通过建立相应的指标体系，并且利用统计监测和模糊综合评价方法对此问题进行探讨，具有一定的科学性和可操作性．
