川中丘陵区农村居民点整理潜力测算及评价研究——以四川大英县为例

摘    要:在新一轮土地整治规划和城乡统筹大背景下,以典型的川中丘陵地貌地区——遂宁市大英县为研究对象,根据农村居民点整理的基本理论,运用人均农村居民点面积法、城镇规划目标法和改进城镇规划法3种方法分别测算大英县农村居民点整理理论潜力结果,用德尔菲法确定上述3种方法的权重,测算出大英县农村居民点的综合整理理论潜力值为1 972.30 hm2。从自然、经济、社会和土地利用4个方面中选取12个因素建立综合评价体系,计算出各乡镇的限制指数,测算出在多因素限制下大英县农村居民点综合整理现实潜力为826.79 hm2。综合考虑各乡镇实际情况和农村居民点的整理条件,根据限制潜力测算结果及层次分析法的计算结果,将大英县农村居民点整理潜力分为4个等级和3个区域。该研究考虑了多个限制因素的的影响,应用了综合限制指数模型,使测算出的现实整理潜力更能反映出当地农村居民点整理的潜力大小。

A Potentiality Calculation and Valuation Research on Rural Residential Consolidation of Hilly Area in Central Sichuan A Case Study of Daying County

Abstract:Under the background of land consolidation and balance urban and rural development, this article takes Daying County that represents hilly area in central Sichuan as sample. According to the basic theory of rural residential consolidation,calculated theoretical potential of rural residential land in Daying County by the method of measuring standard per capital,the method of town-planning and the method of improved town-planning,and evaluated their results by Delphi method. The theoretical potential in Daying County was 1 972.30 hm^2. Then chosing 12 factors of 4 aspects(include natural, economic,social and land use) to build a comprehensive evaluation system and work out the restrictive indexs of every villages and towns. The reality potential of rural residential land under the multiple constraints was 826.79 hm^2. Considered the impact that the actual conditions of each villages and towns, according to the results of the limited potential and analytic hierarchy process (AHP) analysis, the rural residential areas in Daying County potential could be divided into four levels and three regions. This article takes several limited factors into consideration, uses the comprehensive limit index model, makes the result of reality potential of rural residential land is more a reflection of the local reality potential.
