| 摘 要： | 文章通过分析农业植物新品种权申请"三多三少"现象,进一步揭示出我国植物新品种保护制度体系存在的问题,从做好植物新品种保护制度体系的顶层设计、全面从严加强植物新品种保护、强化问题导向和先行先试等方面,提出了构建新时代中国特色植物新品种保护制度体系的对策建议,以推动品种不断创新,实现种业全面振兴.

| Abstract: | By analyzing the "Three More Three Seldom" phenomenon of agricultural plant variety right applications in China, problems existed in the new plant variety protection system in China were revealed in the paper. Countermeasures of constructing a new plant variety protection system with Chinese characteristics were put forward, such as making well of top design, strengthening new plant variety protection totally and strictly, strengthening problem oriented and try first, which will promote increasing innovation of plant variety and realize the allround revitalization of seed industry. |
