| 摘 要： | 随着集体林权制度改革不断深入,有效地保护了森林资源,促进了林业发展,但也对现行森林资源管理制度提出新的挑战、新的要求,需要探索建立与林改后落实处置权相适应的森林资源管理制度。为此提出了构建有效的森林资源保护体系、新型的林业合作经营体系和合理的林业行政执法体系,探索林木采伐限额管理新路子等对策措施。

| Abstract: | With the deepening of the reform of collective forest property right system,which effectively protects forest resources and promotes forestry development,there is also new challenges and requirements for the current forest resource management system.It is necessary to explore and set up the management system adapted to disposal right implemented after forest reform.Therefore,measures for constructing effective protective system of forest resources,new-typed forestry cooperation system and rational forestry administration according to laws,new methods for timber cutting quota management are proposed. |
