| 摘 要： | 水保法颁布 10年来 ,四川省水土保持监督执法、治理开发、科教宣传等工作得到较快的发展 ,全省 16 3个县(市、区 )成立了水土保持机构 ,审批水土保持方案 140 0 0多份 ,以小流域为单元的综合治理开发得到治理区人民的衷心拥护 ,实行政府目标责任制使水土保持各项工作得到加强。今后的工作思路是 ,强化对水土保持工作的认识 ,依法加强行业管理 ,加强预防监督 ,多渠道争取资金 ,加快水土流失治理步伐。

| Abstract: | Soil and water conservation in law enforcement and supervision, harness and development, scientific research, education and propaganda in Sichuan province has developed quickly since the soil and water conservation law issued for 10 years. Soil and water conservation institutions have been set up in all 163 counties, cities and districts in the province, more than 14 000 soil and water conservation plans have been checked and approved. People in conservation areas support wholeheartedly the comprehensive harness and development by taking small watershed as the basic unit. Every aspects of soil and water conservation are strengthened through implementing target responsibility system in government. The strategy for future soil conservation is to enhance the sense to soil and water conservation, strengthen professional management according to the law, promote prevention and supervision, try to obtain investment from different channels, and to speed up harness of soil and water loss. |
