| 摘 要： | 在新世纪到来之际，素质教育在科教兴国的氛围中被提升到了前所未有的高度。素质教育在知识经济时代与发展生产力具有一致性;素质教育在综合国力的形成中处于基础地位，在国际竞争中起着举足轻重的作用《关于深化教育改革全而推进素质教育的决定》对素质教育作出了准确的定位”:应试教育与考试制度有关，但根源却在于教育资源奇缺。素质教育与考试制度并不矛盾。

| Abstract: | At the approach of the new century, great importance has been attached to all - round development education in the drive of rejuvenating China through science and education. Education for all - round development is in conformit with productivity development in the age of information, so it plays an important role in the international competition. In The Resolution on Over - all Promotion of Education for All - round Development by Deepening the Educational Reform, education for all- round development is given an exact orientation as the elementary position in the growth of the comprehensive strength of the nation. Exam - oriented education is related to the exam system, but it originates in the deficiency of educational resources. Therefore, education for all - round development is not in contradiction with the exam system. |
