| 摘 要： | 分析了湖南永州市生态公益林建设的现状和存在的突出问题。主要有补偿范围不全面、补偿标准偏低，林分质量不高、生态功能较低，管护投入少、管护机构不健全；结合几年来的林业工作实际，提出永州市生态公益林的保护、利用和发展对策。

| Abstract: | The status quo and the existed outstanding problems on the ecological public welfare forest construction in Yongzhou City of Hunan Province are analyzed. These problems mainly consist of the insufficient compensation scopes, the low compensation standard, the poor stand quality, the weak ecological functions, few protection and management investment, the incomplete protection and management organization. And, combining the forestry practice of the author for a couple of years, the concrete countermeasures on protection, use, and development of the ecological public welfare forest in Yongzhou City is raised. |
