| 摘 要： | 针对税费改革后基层农技推广工作存在的经费不足、保障不力，农技推广人员知识老化严重，结构不合理，农技推广观念陈旧、手段单一、服务低效等问题，提出拓宽农技推广经费筹措渠道，将农技推广经费编列政府财政预算，修改和完善《农业技术推广法》，强化农技推广人员的素质和能力建设以及不断推进农技推广方式创新等5项对策。

| Abstract: | Alder the reform of rural taxes and administrative charge, the grass-root agro-technology extension system faces some problems, which include shortage of investment, lack of financial security, serious knowledge lagging and irrational proportion in the personnel of ago-technology extension system, and extension method being old and single, the inefficient services. So, five countermeasures were put forward to solve these problems, which include broadening the investment channel, putting the agro-technology extension basic funding in the government fiscal budget, modifying and improving agricultural technology extension way, strengthening the quality and capability of the personnel of agro- technology extension system and continuously promoting the innovation of agro-technology extension methods. |
